  The concept of e-government has recently emerged because of its application in many government agencies and ministries. In many countries, an important problem has emerged: the intellectual understanding of the concept of e-government by employees of government agencies and citizens, the non-issuance of legislation and laws regulating electronic transactions, e . The success of e-government programs varies greatly depending on the context being developed and implemented, and e-government implementation may face challenges in any country. Therefore, this study dealt with e-government one of the contemporary topics at the global level by identifying the challenges and opportunities that affect the success of e-government in the Hashemite Kingdom of Jordan. The study aimed to focus on the challenges facing the e-government in the Hashemite Kingdom of Jordan. On the success of e-government in Jordan. Scope of research: The research focuses on the intellectual understanding of the concept of e-government by employees of government agencies, ministries and citizens, and the non-issuance of legislation and laws governing electronic transactions and the absence of an electronic signature regulating electronic transactions in Jordan. Research Methodology and Research Tools: The descriptive descriptive approach was used, and the tools used in the research to collect resources are: books, research and literature, and the Internet. Research Sample: The research sample was selected from the selection of the experiences of some employees in the government agencies and ministries in the e-government in Jordan and were selected in a random stratified manner. Some of the results of the study: The reasons for the decline in government services and although the number is still a bit of electronic services developed, but the most important issue prevailing in the project is the lack of activation of a number of these services on the small number, as well as issues related to the program's architecture and how to deal with data centers In various ministries, making many services so slow that beneficiaries do not want to use them because they are impractical.

<p><em>In recent years, with the rapid development of the media, an increasing number of corporations and even government agencies are using the new format known as the micro film as a means of advertising</em><em> and</em><em> marketing. In this study, we </em><em>took</em><em> the micro films produced by the Taipei City Government </em><em>as objects of analysis to</em><em> investigate the image of the city as constructed in and produced by these films. Furthermore, </em><em>in this study, </em><em>the symbol of image in </em><em>three such micro films </em><em>was </em><em>studied: Love@Taipei, My Micro Tour of Taipei, and Happily Ever After. It was found that in these films, the characteristics of the city of Taipei have </em><em>been </em><em>presented accurately and successfully </em><em>by means of</em><em> the [appropriate selection of] celebrity performers, the romance narratives used, and the lively presentation of these films. Therefore, these films have foregrounded </em><em>an</em><em> image of Taipei that is free, friendly, diverse, and progressive; furthermore, they have successfully conveyed the idea that “Taipei is a city that is positive and capable of outstanding achievements”</em><em>.</em><em> These films, designed to attract audiences, have been made with great skill and portray little elements of the government-run campaigns they are actually part of, thus making them even more entertaining for viewers.</em><em></em></p>

The waste problem is a classic problem that is quite difficult to solve. This article aims to discuss the role of the bank sampah Bumi Inspirasi as an effort to empower the community in supporting the KANG PISMAN policy. This research method uses a qualitative descriptive approach using a logical analysis model. The findings show that the community empowerment carried out by the bank sampah Bumi Inspirasi has been carried out in a sustainable manner and with sufficiently optimal results, but is still constrained by several obstacles such as a lack of infrastructure and support from the government and the private companies. The implication of this finding is that the bank sampah is one of the institutions that will strongly support government programs in realizing less waste city if the cooperation between stakeholders is well established.Keywords: Community Empowerment, Bank Sampah, Waste Management

This study aimed at to indicate the extent to which the government shelters in the Gaza Strip responded to internal displacement according to the spatial and qualitative standards of the shelters during the Israeli military attacks on the Gaza Strip in 2014. More over to the subsequent assessment and rehabilitation of human resources and rehabilitation Public schools to be fit for shelter and protection. To achieve the goals, the study adopted the analytical descriptive approach that analyses the content of the quality and spatial standards used by the shelters, The study used various tools, including conducting Interviews with relevant persons from the Ministry of Social Development and the literature review issued by the humanitarian and shelter sectors. The study concluded a number of results, the most important of which: the readiness of the government agencies to shelter was not at the required level because of the high numbers of displaced people than expected. Also the rehabilitation processes after 2014 better than before and took into account the criteria and qualitative indicators, and recommended the study of the need to coordinate of civil and humanitarian institutions to meet human and humanitarian needs and to preserve the dignity of displaced persons.

Village as a government that directly related to the community is the main focus in government development, because most of Indonesia's territory is in the countryside. Therefore, in village development it needs to be directed at the realization of an "independent village". In order to encourage and awaken the ability of the community, especially rural communities, many programs have been made by the government. One of them is through empowering rural communities by involving the community and elements of government that have more reactive development policies that give priority to the needs of village communities in budget allocation so that they are able to exploit the potential of their respective regions. This study aims to determine: 1) community participation in the implementation of Musrenbang Desa in Titian Modang Kopah Village, Kuantan Tengah District, Kuantan Singingi District; and 2) know the obstacles. Meanwhile, the research method used is qualitative research with a descriptive approach, and data collection techniques through interviews, observation and documentation. The results of this study concluded that: 1) The level of community participation in the Musrenbangdes was very lacking, so the Musrenbangdes implementation activities in Titian Modang Kopah Village were only a formality; and 2) The obstacle in the implementation of the Musrenbangdes in Titian Modang Kopah Village is the difficulty in making decisions regarding the prioritized program which has not been realized, the community is less able to express their aspirations because they still have weak analytical power to the development needs due to weak resource factors the community and the lack of synergy between the various development funding sources owned by Titian Modang Kopah Village. As a consequence of these obstacles, many government programs are not based on the potentials and uniqueness of the Region, causing many potential in Titian Modang Kopah is ineffective.

The research aims to identify the main internal and external monetary supplies to municipalities and their role in turning municipalities to development institutions. IN addition, this research identified the main supervision practices over the municipal councils, which are carried out by some government agencies. The effect of such practices on the adequacy of work has also been identified. the descriptive approach has been used to handle these monetary supplies based on the legislations and regulations that are related to them. the analytical approach has also been employed by analyzing some legal provisions that are related to the research. In conclusion, after having handled the surveillance of the government agencies over municipal councils funds. It is essential to show the main results that we concluded as well as stating some recommendations, which are five. Among the most important results of the study: The financial autonomy that municipalities have is not absolute and relative, which emphasizes the idea that municipalities funds are subject to control by the central authority. this can sometimes lead to imposing some restrains on the jurisdiction of the municipal councils. The study recommended Increasing the financial autonomy of the municipalities as imposing censorship over the financial autonomy may be a cause of shortage of funds.

Community empowerment emerges to be a keyword in Indonesian government programs for alleviating poverty and promoting development. Empowerment is defined as a process to realize the ability and enhance manpower to act and reason. Therefore, there is always a process of learning that is recognized as education. According to the Law Number 20 of 2003 on National Education System, the government holds education through three education models, namely: formal, non-formal, and informal education. This present study aims to analyze aspects of education in the context of community empowerment programs organized by the government in Karangdawa, Setu Patok, Mundu Sub-district, Cirebon Regency. The theory of strategy proposed by Henry Mintsberg was employed in this study. This theory highlights five aspects for exploring the strategies of education in terms of community empowerment, including plans, ploys, patterns, positions, and perspectives. The research findings reveal that the managed education strategies were categorized into the low level in relation to the plan, ploy, pattern, position, and perspective strategies. The planning of educational activities were carried out by using a top-down approach. This approach demonstrated inflexible patterns in working, did not involve a community as a group target in all the education models. Likewise, the government agencies, playing the role as the agents of education programs, worked individually focusing on their own targets without coordinating for considering the attainment of each program in terms of the community empowerment in a certain area. Based on the position and perspective strategies, the government was very low to deem both internal and external situations as a result of the government’s paradigm in viewing the community empowerment that was merely human-oriented.

Community Health Insurance is one of the government programs for the people of Indonesia in obtaining treatment services at Puskesmas. The program is very helpful for people who are low income and live below the poverty line. Indicators for the government in providing this service consists of 10 (ten) criteria that are House Ownership Status, Floor Area per Household Member, Type of Floor of House, Type of Wall House, Lighting House Used, Fuel Used, Frequency Of Eating In A Day, Ability Buy meat/chicken/milk in a week, Employment of head of household, Education of head of household. In the application, of course, has constraints in deciding who the participants who get the Jamkesmas service. With the application of one of Multi-Criteria Decision Making (MCDM) able to overcome obstacles faced by government. Some methods of MCDM such as Simple Additive Weighting(SAW), Weighted Product(WP), Weighted Sum Model(WSM) can solve this problem. By applying the WSM is relatively easy and fast, is believed to be able to get the best results.

Chapter 8 draws attention to meta-governance and how the governing of reforms is affected by how reform processes are organized. The chapter asks how reformers can ensure support for large-scale reforms that are likely to attract profound resistance. The focal point of the chapter is a study of geographical decentralization of central government agencies. The chapter argues that successful meta-governance can be provided for by careful organization of the reform process. The empirical case studied is a large-scale relocation of government agencies in Norway during the early 2000s. In carrying out this reform, the government succeeded against the odds. Most importantly, research has revealed huge constraints on the instrumental control of large-scale reforms in general and of geographical relocation of organizations in particular. Yet, this chapter shows that large-scale reforms can be successfully achieved through careful crafting of the reform organization.
