This study aims to look at the Village Companion Program in Bengkalis Regency and this research was conducted using survey research methods, the level of exploration was descriptive and used qualitative data analysis. The researcher interviewed directly and in depth with the key informants who were considered to be most knowledgeable about the Village Companion Program by using purposive sampling technique.  Practically, the results of this study are useful as information material for the Bengkalis Regency Government especially the Bengkalis District Community Empowerment Office and are expected to be a reference in making policy guidelines related to Village Facilitators in Bengkalis Regency in the future.

Pancasila has a very strategic position in the life of the nation and state. Pancasila is not only as a source of all sources of law, but also as the basis of the state, state ideology, and philosophical basis of the state. Nevertheless, ironically the interpretation of Pancasila itself is even diverse. It simply depends on the holder of power. The purpose of this study is to find out the correct interpretation of Pancasila in Indonesia, especially the principle of the Almighty God who illuminates the other precepts. This research is a library research. Analysis was carried out qualitatively using a statutory approach, case approach, conceptual approach, and historical approach, political approach, and comparison approach. The results of this study are that there is a deviation from Pancasila when Pancasila is not interpreted correctly and does not want to be honest with the history of the formulation of Pancasila itself. Therefore it is not surprising when in practice, there are laws, understandings, actions or actions that are contrary to Pancasila.

Village government is the administration of government affairs and the interests of local communities in the NKRI government system (Law Number 6 of 2014 concerning Villages Article 1 Paragraph (2)). The village head as the organizer of the village government is directly elected by the community through the election of the village head (Law Number 6 of 2014 Article 34 paragraph 1). The village head in village administration is assisted by village officials, namely the village secretary and other village officials. "BPD is located as an element of village administration, functions to determine village regulations with the village head, to accommodate and channel the aspirations of the community". In this case the problems that occur are about Village Wealth Management Procedures, which are more focused on village financial management. The problems that often occur in Sungai Pinang Village, Pujud District, Rokan Hilir Regency are; 1) The many original assets of Sungai Pinang Village can be used as a source of original village income to improve development and the standard of living of the community, especially in Sungai Pinang Village. 2) The many residents of Sungai Pinang Village community who do not yet know about the procedures for managing village wealth. Referring to the above problem, the formulation of the problem in this service is how to increase the capacity of the village government in financial management of Sungai Pinang Village, Pujud River District, Rokan Hilir Regency. The purpose of this service is so that the Device and Community of Sungai Pinang Village, Pujud District, Rokan Hilir Regency can find out and improve the capacity of the village government in managing village finances. The benefits of this service are for lecturers for lecturers, the increase of students' knowledge and knowledge about the Government's Capacity Building in Village Financial Management Sungai Pinang Village, Pujud Rokan Hilir District, For Higher Education, the achievement of darma chess from universities in Riau Islamic University. one of them is community service. For the Community, so that the community can know clearly about Capacity Building of Village Governments in Village Financial Management. The target of community service is to increase awareness of the village government and the community the importance of understanding the Capacity Building of Village Governments in Village Financial Management to realize the Target Development. The location of this community service activity is Sungai Pinang Village, Pujud District, Rokan Hilir Regency. This village is approximately 7 hours drive from the city of Pekanbaru. The timing of this activity is carried out on Saturdays. December 28, 2018 at 09.00 WIB until Completed. The method of implementation is carried out with assistance and question and answer with the community and village officials. Furthermore, the Dedication Team will conduct a direct review of the documents that are in the Village archive to see the shortcomings. The material presented in this service is Law no. 6 of 2014 and supporting material.

Village as a government that directly related to the community is the main focus in government development, because most of Indonesia's territory is in the countryside. Therefore, in village development it needs to be directed at the realization of an "independent village". In order to encourage and awaken the ability of the community, especially rural communities, many programs have been made by the government. One of them is through empowering rural communities by involving the community and elements of government that have more reactive development policies that give priority to the needs of village communities in budget allocation so that they are able to exploit the potential of their respective regions. This study aims to determine: 1) community participation in the implementation of Musrenbang Desa in Titian Modang Kopah Village, Kuantan Tengah District, Kuantan Singingi District; and 2) know the obstacles. Meanwhile, the research method used is qualitative research with a descriptive approach, and data collection techniques through interviews, observation and documentation. The results of this study concluded that: 1) The level of community participation in the Musrenbangdes was very lacking, so the Musrenbangdes implementation activities in Titian Modang Kopah Village were only a formality; and 2) The obstacle in the implementation of the Musrenbangdes in Titian Modang Kopah Village is the difficulty in making decisions regarding the prioritized program which has not been realized, the community is less able to express their aspirations because they still have weak analytical power to the development needs due to weak resource factors the community and the lack of synergy between the various development funding sources owned by Titian Modang Kopah Village. As a consequence of these obstacles, many government programs are not based on the potentials and uniqueness of the Region, causing many potential in Titian Modang Kopah is ineffective.

Dengue Hemorrhagic Fever (DHF) is one of the public health problems that occurs in Indonesia with the number of sufferers that continues to increase and the wider spread in line with increasing mobility and population density. Dengue Hemorrhagic Fever (DHF) is an infectious disease caused by dengue virus and spread by mosquitoes, especially the Aedes Aegypti mosquito species. In 2016 Dengue Hemorrhagic Fever (DHF) is still a problem in Ponorogo Regency. Besides having the potential to cause Extraordinary Events (KLB), for the past nine years, Ponorogo Regency has become an Endemic District. According to data from the recapitulation of dengue cases in the Department of Health The high number of dengue cases in Ponorogo in 2019 were 17 sub-districts affected by dengue, with a total of 973 patients and 9 deaths. The high number of dengue fever is caused by an unstable climate and quite a lot of rainfall in the rainy season which is a potential breeding facility for Aedes aegypti mosquitoes. Besides that, it is also supported by the non-maximum activities in eradicating mosquito nests (PSN) in the community, causing an Extraordinary Event (KLB). Issues regarding how the implementation of the Ponorogo Regency government policy in determining the status of Extraordinary Events (KLB) outbreaks of Dengue Hemorrhagic Fever (DHF). Research on the implementation of the Ponorogo district government policy in determining the status of Extraordinary Events (KLB) outbreaks of Dengue Hemorrhagic Fever (DHF) in Ponorogo Regency using descriptive qualitative research methods with purposive sampling technique. The implementation of the policy in determining the DBD KLB so far can be said to be going well, this can be seen from the implementation in the field and the officers who are always on alert with the case.

Forest and land fire control is generally carried out through efforts to prevent, extinguish, and handle post-fire carried out at the national level to the level of forest management unit. The handling of land fire disasters is of particular concern by the central government and regional governments. According to the Ministry of Environment and Forestry (KLHK), based on Landsat satellite imagery up to September 2019, forest and land fires reached 857,755 hectares. In the opinion of Ansell and Gash collaborative governance is a process of collaborative activities by regulating a decision in the policy process carried out by several public institutions with other parties involved and directly or indirectly involved with the aim of resolving public problems.

City Branding is a promotion strategy to increase the attractiveness of tourism which is very popular lately, as evidenced by various regions in Indonesia trying to shape the character of their regional tourism so that it can be more easily recognized only through a term. The Siak Regency Government also utilizes City Branding as one of the promotion strategies in increasing the attractiveness of its regional tourism, namely through "Siak The Truly Malay" which has been patented through the Directorate of Copyright and Industrial Design of the Ministry of Law and Human Rights. From the various explanations above it can be seen that the Siak Regency Government held so many events that were carried out in an effort to attract tourism, but the Siak Regency Government needed to add events tourism that reflected the Malay culture because this destination City Branding not only attracted domestic tourists but also foreign tourists, because geographically Siak Regency is close to neighboring countries such as Malaysia and Singapore. Research conducted at the Siak Regency Tourism Office is very necessary to be carried out considering the City Branding Strategy "Siak The Truly Malay" has been launched and should be able to attract the interest of foreign tourists in particular. For that the Siak Regency Government needs to increase its tourist attraction in the area.

This study aims to look at the role of the Pelalwan District Land Office in resolving land ownership disputes in Pelalawan Regency and this research was conducted using survey research methods, the level of exploration is descriptive and using qualitative data analysis. The researcher interviewed directly and in depth with key informants who were considered to be most aware of the role of the Land Office in resolving land ownership disputes using a technique. purposive sampling. The results of this study indicate that the role of the Land Office in resolving disputes Land ownership is considered quite maximal because it has become a mediator between the two parties to the dispute in conducting mediation even though it has not yet met an agreement and there are several findings that have become obstacles to the Land Office in resolving land ownership disputes.  First, the Land Office lacks human resources. Second, Lack of witnesses Regarding Land History and third, Factors of disputing character that are only selfish.

This study aims to analyze conflicts over ancestral land ownership in Leppangeng Village, Pitu Riase District, Sidenreng Rappang Regency. The research approach used is descriptive qualitative. This study concludes that conflicts over ancestral land ownership in Leppangeng Village have an impact on the estrangement of relations between relatives in the community. Difficulties in finding solutions to these problems are the lack of an active role from the village government and the absence of interference from local traditional leaders in this case sando batu and all of his staff.

Riau Province has 12 City Regencies and from 12 City Regencies in Riau Province have 58 Potentials and 45 Development Directions. In 2017 Riau Province won the overall prize of the Indonesian Charm Anugerah (API) as a prestigious tourism event at the National level by winning 7 categories. This is an interesting issue to discuss about how the Community-based Tourism Development Strategy in Pekanbaru, Riau Province, with a new model. Furthermore, based on information from the Central Statistics Agency of Riau Province, Riau has a large and medium industrial company which got 219 industries in 2014 and has a micro and small industrial company with 17,435 industries in 2015 and increased from the previous year. Based on information from the Riau Provincial Tourism Office, the phenomenon obtained by researchers from 219 large and medium industries was only 2 companies that implemented CSR in BRI and Telkomsel, and other phenomena related to information from the Riau provincial tourism service from 5 tourism development campaigns. the community is the weakest actor in Riau province. This is what the authors of this research consider. The purpose of this study is to apply the Model of Corporate Social Responsibility Tourism Development (CSR) in Pekanbaru City. This research method is a qualitative descriptive study, a research that aims to describe and analyze the Pekanbaru government in Riau Province in developing community-based tourism (CBT) using the contribution of Corporate Social Responsibility (SCR). Outputs published as publications published in national journals that are not reputed are published in The conclusion in this study is that Community Based Tourism Development uses Corporate Social Responsibility funds very effectively and efficiently in use to support tourism development in Riau Province.
