Village as a government that directly related to the community is the main focus in government development, because most of Indonesia's territory is in the countryside. Therefore, in village development it needs to be directed at the realization of an "independent village". In order to encourage and awaken the ability of the community, especially rural communities, many programs have been made by the government. One of them is through empowering rural communities by involving the community and elements of government that have more reactive development policies that give priority to the needs of village communities in budget allocation so that they are able to exploit the potential of their respective regions. This study aims to determine: 1) community participation in the implementation of Musrenbang Desa in Titian Modang Kopah Village, Kuantan Tengah District, Kuantan Singingi District; and 2) know the obstacles. Meanwhile, the research method used is qualitative research with a descriptive approach, and data collection techniques through interviews, observation and documentation. The results of this study concluded that: 1) The level of community participation in the Musrenbangdes was very lacking, so the Musrenbangdes implementation activities in Titian Modang Kopah Village were only a formality; and 2) The obstacle in the implementation of the Musrenbangdes in Titian Modang Kopah Village is the difficulty in making decisions regarding the prioritized program which has not been realized, the community is less able to express their aspirations because they still have weak analytical power to the development needs due to weak resource factors the community and the lack of synergy between the various development funding sources owned by Titian Modang Kopah Village. As a consequence of these obstacles, many government programs are not based on the potentials and uniqueness of the Region, causing many potential in Titian Modang Kopah is ineffective.

The waste problem is a classic problem that is quite difficult to solve. This article aims to discuss the role of the bank sampah Bumi Inspirasi as an effort to empower the community in supporting the KANG PISMAN policy. This research method uses a qualitative descriptive approach using a logical analysis model. The findings show that the community empowerment carried out by the bank sampah Bumi Inspirasi has been carried out in a sustainable manner and with sufficiently optimal results, but is still constrained by several obstacles such as a lack of infrastructure and support from the government and the private companies. The implication of this finding is that the bank sampah is one of the institutions that will strongly support government programs in realizing less waste city if the cooperation between stakeholders is well established. Keywords: Community Empowerment, Bank Sampah, Waste Management

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

This research is based on the phenomenon of low construction in coastal village areas, primarily in relation to the economic development sector. This study was conducted in order to determine the low economic level of coastal rural communities and its abundant natural resources (SDA). The government has already issued a public policy related to economic empowerment and coastal zone management. However, the coastal village community’s economy remains very low. The qualitative and phenomenological approach was used to obtain the findings about why society in coastal villages is economically low level. The main cause of the economic problem was the lack of ability of the public to capture the business opportunities that existed. In addition, the constant hereditary lifestyle of the coastal people is one of the triggers of their low economic power. There is a lack of distinct empowerment by the government in order to improve their economy. SDA has not been optimally empowering coastal areas by way of the village communities of the coast and there is a lack of village infrastructure. The concrete participation of the local government is expected in relation to the handling of economic empowerment. One solution that can be undertaken is the revamping of public policy related to the development of coastal villages. The completion of the installation program for paving and street lighting is also a priority. The development and empowerment of the economy should be done immediately. Another thing that can be done by the government is the optimisation of the religious and beach tourism there.

Second, Global Human Rights Governance has an important role in the methodology of human rights analysis. From the perspective of global governance, the concept of sustainability is correlated with the idea of human rights such as the emergence of development in rural communities’ agricultural land which causes changes in their livelihoods as farmers which affect the economy and the surrounding environment. In the concept of SDGs, justice is one of the concepts that is of concern to the government that must be developed through a governance approach
