The purpose of this study is to analyze the effect of government spending - for building infrastructures, education and health - on economic growth and Indonesian community welfare that reside along the borderline during the period of 2007 to 2014. The data used in this research is panel data. Applying estimation model of Ordinary Least Square (OLS), this research indicates that government expenditures for infrastructures and education created significant effect oneconomic growth while the expenditure for healthcare did not significantly affect the economic growth. However, in the case of people welfare, government spending on infrastructure and economic growth showed a significant effect on it, butthe government spending for education and healthcare had insignificant impact on human development index.

The study objective was to test the influence of three factors namely government spending on education, health, and minimum wages on human development index in five selected provinces of Indonesia. The method of analysis is the Panel-data based analysis covering the time period of 2007 to 2016. The study is focused towards five selected provinces in Indonesia including Bangka Belitung, Lampung, Bengkulu, South Sumatra, and Jambi. The results show that government spending on education and health bring positive but insignificant effects on human development index; whereas, minimum wages turned out to be positive and significantly influencing human development index. Overall the HDI average is not much different and there is no discrepancy between provinces in Southern Sumatra from the range of 68 percent to 70 percent. However, of the five provinces in Southern Sumatra, there are two provinces with higher HDI figures than the others, namely Jambi Province and Bangka Belitung Province.

This research aims to know and analyze determine of corruption and the human development index to economic growth in Southeast Asian countries. This research use panel least square and Fixed Effect Model. The estimation result should that corruption has a possitive and significant effect on economic growth in Southeast Asian countries and the human development Index has a possitive and significant effect on economic growth in Southeast Asian countries. From the result of this research, to increase economic growth, the government in SoutheastAsian countries must strengthen the bureaucratic and legal institutions of a country,increase the role of the government or related agencies in monitoring and crackingdown on corruption that results in lossof government productivity and allocating resources appropriately so that the creation of peace and prosperity among the countries in Southeast Asian. Keywords: Economic Growth, Corruption, Human Development Index

This study aims to look at the influence of the variables government spending on health and education, poverty and Gross Domestic Product (GDP) of the Human Development Index (HDI) in the province of Aceh. The analytical method used in this research is the analysis of the panel data regression model parameter estimation using a random effects model (REM). The data used is the panel data during the period 2010-2014. The results showed that the variables government spending on education and health sector no significant effect on the human development index, this happens because the district/city governments allocate their spending still more dominant that the type of expenditure that are not directly impact the IPM. While poverty variables significant negative effect on the human development index, then with reduced levels of poverty can enhance human development index. GRDP positive and significant effect on the human development index, which means that the GDP increases, IPM will also increase.Penelitian ini bertujuan untuk melihat pengaruh dari variabel-variabel belanja pemerintah pada sektor kesehatan dan pendidikan, tingkat kemiskinan serta Produk Domestik Regional Bruto (PDRB) terhadap Indeks Pembangunan Manusia (IPM) di Provinsi Aceh. Metode analisis yang digunakan dalam penelitian ini adalah analisis regresi data panel dengan estimasi parameter model menggunakan random effect model (REM). Data yang digunakan adalah data panel selama periode 2010-2014. Hasil penelitian menunjukan bahwa variabel pengeluaran pemerintah di sektor pendidikan dan kesehatan tidak berpengaruh signifikan terhadap indeks pembangunan manusia, hal ini terjadi karena pemerintah kabupaten/kota masih lebih dominan mengalokasikan belanjanya yang pada jenis belanja yang secara tidak lansung memberikan pengaruh terhadap IPM. Sedangkan variabel kemiskinan berpengaruh negatif dan signifikan terhadap indeks pembangunan manusia, maka dengan menurunnya tingkat kemiskinan dapat meningkatkan indeks pembangunan manusia. PDRB berpengaruh positif dan signifikan terhadap indeks pembangunan manusia, yang berarti PDRB meningkat maka IPM juga akan meningkat.

ABSTRAK            Menciptakan sumber daya manusia yang berkualitas dibutuhkan berbagai sarana dan prasarana seperti investasi di sektor pendidikan, kesehatan dan infrastruktur. Peran pemerintah dalam implementasi aspek pendidikan dan aspek kesehatan adalah melalui pengeluaran pemerintah. Hubungan pertumbuhan ekonomi dan pembangunan manusia adalah ketika pendapatan atau PDB per kapita rendah akibat pertumbuhan ekonomi yang rendah, menyebabkan pengeluaran rumah tangga untuk peningkatan pembangunan manusia menjadi turun, begitu juga sebaliknya. Tujuan penelitian ini untuk menganalisis pengaruh pengeluaran pemerintah sektor pendidikan, sektor kesehatan dan belanja modal terhadap indeks pembangunan manusia melalui pertumbuhan ekonomi. Metode analisis data yang digunakan dalam penelitian ini adalah analisis jalur (path analysis) yang merupakan perluasan dari analisis regresi linear berganda. Hasil penelitian sub-struktur 1 menunjukan bahwa pengeluaran pemerintah sektor pendidikan dan belanja modal berpengaruh positif dan signifikan terhadap pertumbuhan ekonomi, sedangkan pengeluaran sektor kesehatan berpengaruh negatif terhadap pertumbuhan ekonomi. Kemudian sub-struktur II menunjukan bahwa pengeluaran pemerintah sektor pendidikan, sektor kesehatan dan belanja modal berpengaruh positif namun tidak signifikan terhadap IPM, sedangkan pertumbuhan ekonomi berpengaruh positif dan signifikan terhadap IPM. Kemudian nilai koefisien jalur menunjukan bahwa pertumbuhan ekonomi merupakan variabel intervening untuk variabel pengeluaran pemerintah sektor pendidikan dan belanja modal terhadap IPM. Kata Kunci: Pengeluaran Sektor Pendidikan, Pengeluaran Sektor Kesehatan, Belanja Modal, Indeks Pembangunan Manusia ABSTRACTCreating quality human resources needed various means and infrastructure such as investment in the sector of education, health and infrastructure. The role of government in the implementation of education aspects and health aspects is through government spending. The relationship of economic growth and human development is when the income of GDP per capital low due to low economic growth, causing household expenses for the improvement of human development to be down, so is the opposite. The purpose of this research to analyze the influence of the government’s spending of education sector, health sector and capital expenditure againts the human development index through economic growth. The method of data analysis used in this research is the analysis of the path (path analysis) which is the expansion of multiple linear regression analysis. The result of research sub-structure I shows that the government expenditure of education sector and capital expenditure affects positive and significant to economic growth, while the spending of health sector affects negative to economic growth. Then sub-structure II shows that the government’s spending of education sector, health sector and capital expenditure are the positive but insignificant againts HDI, while economic growth affects positive and significant towards HDI. Then the value of the path coefficient shows that economic growth is an intervening variable for the variable government spending on education and capital expenditure on the HDI. Keyword: Education sector spending, health sector spending, capital expenditure, human development index

Education and health are became the main capitals that must be owned by a nation to improve its potency. In addition to education and health, social protection is a policy that designed by the government in order to finance all kinds of efforts that purposed to assist citizens who have social problems to become capable in fulfilling their basic needs. This study aims to determine the effect of government expenditure eon education, health and social protection sectors towards the Human Development Index, and what sector that most influential to the HDI among those three. The results of this study showed a positive and significant impact in all sectors particularly for the government spending on the education sector as the most influential one. This study uses a quantitative approach, the characteristics of the data and information used by researchers in this study are macro in nature, so the quantitative approach is relevant to this research.

The results showed that the number of poor people and government expenditures from the aspect of health funds had a significant effect on the HDI. While open unemployment and government spending from the aspect of education fund did not significantly affect the Human Development Index. The success of the economic development of a region can be seen from the high economic growth, with the increase of economic growth is expected also can improve the welfare of society and increase human development with indicator of Human Development Index (HDI).

In this current globalization era, human resources investment is necessary for each country to improve the index of human development and economic growth, many countries have succeeded in economic growth by relying on human resources despite not having abundant natural resources. However, the success of resource investment is also strongly influenced by the availability of supporting facilities and infrastructure. Based on data of physical and non-physical investments of government expenditure in education and health sectors from 2007-2017, shows a positive trend with relatively increasing value. Meanwhile, based on data of human development index progress in Pekanbaru city in recent years showed a relatively declining value. This contradicts the theory of endogenous romer which explained that when the government or private sectors invest in human resources, it will encourage the improvement of human resources quality that reflects the progress of human development index. This study uses secondary data, namely government physical and non-physical expenditure data in the field of education and health in Pekanbaru City on Regional Budget in 2010-2017. The independent variable is government physical and non-physical expenditure in education and health sectors. While the dependent variable is the Human Development Index. The analysis method used is OLS (Ordinary Least Square) method where the data used are analyzed quantitatively using statistical analysis, namely multiple linear regression equations. Based on the results of research, government physical expenditure in education and government non-physical expenditure in the health sector does not significantly influence the human development index in Pekanbaru City. While government non-physical expenditure in education and government physical expenditure in health significantly affect the human development index in Pekanbaru City. Furthermore, for physical investment where in this research is the government physical expenditure in education and health sectors simultaneously has a significant effect on the human development index in Pekanbaru City. Whereas for non-physical investment where in this study is government non-physical expenditure in education and health sectors simultaneously has a significant effect on the human development index in Pekanbaru City.

This study aims to: 1) To analyze the development of economic growth, poverty rate, government spending, Unemployment, local revenue, and human development index (IPM) in Jambi Province 2000-2019, and 2) To analyze the effect of economic growth, poverty rate, government spending, Unemployment and local revenue to the human development index (HDI) in Jambi Province 2000-2019. The research analysis tool uses multiple linear regression analysis tools. The results showed that the tax effectiveness ratio in Merangin Regency from 2004 to 2019 was in the very effective category with an effectiveness ratio of 108.07 percent. Furthermore, based on the results of multiple linear regression that only the poverty level and government expenditure variables have a significant effect on HDI in Jambi Province. Meanwhile, economic growth, Unemployment, and PAD have no considerable effect on HDI in Jambi Province.  Keywords: Economic growth, Poverty rate, Government expenditure, Unemployment

This study aims to determine the effect of Economic Growth (PE), Regional Original Revenue (PAD) on the Human Development Index (HDI) in 23 districts/cities in Aceh province for 5 (five) years, namely 2013-2017. The method used is panel data regression analysis. The chow test results show that the best model for this panel data is the fixed effect model. This study concludes that independent variables are simultaneously significant towards the Human Development Index. Partially significant economic growth is positive for the human development index in districts/cities in Aceh province. And local original income is significantly positive towards the Human Development Index, meaning that economic growth and local revenue can increase the Human Development Index in districts/cities in Aceh province. From these findings, it can be interpreted that the ability of the independent variable can account for, 54.51% of the Index Human Development. And the remaining 45.49% is explained by other variables not included in this study. The district/city government is expected to increase economic growth and local revenue so that it will continue to contribute to improving the Human Development Index.

This study aims to determine the human development index on economic growth through the provision of special autonomy. The method used is research development with panel data analysis in 23 districts / cities. The results showed that the moderation between the human development index through special autonomy fund a significant negative effect on economic growth. It indicates the use of special autonomy funds for the human development index is still up, so the future is expected to need to be allocated according to the needs in the region, so that the special autonomy funds can effectively and efficiently.
