Currently, much attention in the field of higher education is paid to the problems of the third stage – postgraduate education. The main problems are: reducing the awarding of scientific degrees, decreasing the reproduction of the personnel capacity of higher school and scientific activities. The purpose of the paper is to study the trajectories of postgraduate education, based on the data of empirical research “Professional trajectories of postgraduate students” at the Dubna State University and at the “National Research University “Higher School of Economics”. The main methods were a sociological survey and analysis of secondary information. Based on the results of the study, a portrait of a modern postgraduate student has been compiled. Two identical studies produced mostly different results. This suggests that there is a need for such research.

Postgraduate students are navigating a rapidly evolving landscape for their future careers. In this context, higher education providers are responsible for supporting and monitoring postgraduate (masters and doctoral) students’ development for both education and employability contexts. This empirical research provides a rich analysis of feedback breakfasts, focus groups and interviews with 319 postgraduate student participants from 26 universities. Emergent themes highlight widespread lack of confidence in university-mediated student experiences, particularly in the context of employability, and pessimism regarding career outcomes. Students expressed a view that higher education providers need to direct further attention and relevant supports toward postgraduate education. Future career despondency was particularly prevalent among students with academic aspirations. The findings are discussed using the theoretical framework of eudemonia and flourishing as an approach to revitalising and improving both the process and outcomes of postgraduate education. The paper concludes with practical recommendations for universities to improve the postgraduate student experience in the context of employability.

Fundamental changes in the system of training highly qualified personnel in postgraduate studies have actualized the problems of the targets for the functioning of postgraduate studies. The article analyzes the barriers that arise at the stages of training in postgraduate school and preparing for thesis defense. The empirical basis of the work was a survey of the target audience, which resulted in the formation and testing of a questionnaire to assess the impact of barriers on the outcome of postgraduate training and the completion of postgraduate study. The target sample contains three groups: postgraduate students, holders of Candidates of Science degree and Doctors of Science (scientific supervisors) representing higher education and scientific institutions of the Russian Federation. The sample object was 133 people. The results of the experiment were analyzed using statistical graphs method. To identify key barriers to complete postgraduate studies, the construction of the Pareto diagram was used. As a result, we have identified 20% of the most significant barriers impeding postgraduate training and significant barriers to completing the dissertation research. In order to visualize the structure of the barriers, a causal diagram of K. Ishikawa was used. Primary level factors responsible for the result have been identified including a postgraduate student, scientific supervisor, institution and the state. Further, factors of the secondary level in obtaining a positive result of postgraduate training are analyzed. The paper considers the possibility of carrying out some measures to reduce the barriers to successful completion of postgraduate training and Candidate thesis defense. It is noted that such factors as work-study scheme and family life barriers depend on postgraduate student. Higher education institution is also responsible for a number of significant barriers in postgraduate training, in particular the absence of a research reserve. A very powerful, but, unfortunately, rather rare tool for creating a research reserve for postgraduate studies is its integration with the magistracy. We can refer to a British experience of combining master’s and doctoral studies by way of example. The article also analyzes the organizational barriers during the periods of thesis preparation and submission as well as barriers relating to supervisor’s responsibility. The authors dwell on the problem of low motivation for getting the Candidate of Science degree. It is a common situation in Russia when a Candidate of Science degree holder cannot benefit from the degree obtained. It is necessary to envisage the expansion of positions and professions, where surcharges will be applied for the existing degrees, as well as more comfortable conditions for career growth.

As a higher education institution with a vision to become a research university, programs and activities related to research are Universitas Diponegoro main concern. Research is one of the three main pillars of higher education in Indonesia, apart from education and community service. Besides that, as a state university, its development is also influenced by central government policies. Currently, Undip is a state university with legal status and has wide autonomy. This paper explains research programs, activities and challenges that still need to be addressed in the future. To increase research capacity at Diponegoro University, there are five main programs, namely: 1. Increasing the capacity of human resources; 2. Improvement of facilities and supporting facilities; 3. Increasing the availability of research funds, 4. Collaboration and 5. Creating a conducive environment to research development at universities. Based on the application of the five programs, there has been a substantial increase in a research capacity, especially when viewed from indicators of international scientific publications, and an increase in the number of patents obtained. But there are still many challenges that need to be overcome, including the increase in the citation of published papers and the utilization of patent by industries.

Abstract Background This paper describes an evidence-based co-designed study with clinical-academic stakeholders from hospital and university settings. Hospitals and university providers in Australia invest significant but separate resources for postgraduate curricula, resulting in duplication of curricula and resources in the health and higher education sectors. Methods Using emergency nursing as an exemplar, we co-designed an industry-academic postgraduate education framework that integrated the needs and resources of the health and higher education sectors to streamline postgraduate students’ professional learning. Results Outcomes include matrices synchronising professional and regulatory imperatives of postgraduate nursing coursework; mutually-shaped curriculum content, teaching approaches and assessment strategies relevant for postgraduate education; a University-Industry Academic Integration Framework; five guiding principles of postgraduate curriculum development for university-industry curriculum co-design; and a Graduate Certificate of Emergency Nursing curriculum exemplar. Conclusion Industry-academic co-design can increase the relevance of postgraduate specialist courses in nursing, strengthening the nexus between both entities to advance learning and employability.

Ditenggarai lemahnya penegakan hukum terhadap pelanggaran politik uang yang terjadi pada Pemilu 2019 menjadi isu yang mengemuka, termasuk di Kabupaten Polewali Mandar. Peran pengawasan, penegakan dan penindakan, sebagaimana yang diatur dalam Undang-undang Nomor Nomor 7 tahun 2017 tentang Pemilihan Umum dan Peraturan Bawaslu Peraturan Bawaslu Nomor 31 Tahun 2018 tentang Sentra Penegakan Hukum Terpadu (Gakkumdu) memuat sejumlah ketentuan yang mengatur mekanisme dan tata cara penegakan hukum terhadap pelanggaran politik uang tersebut. Metode yang digunakan dalam penelitian ini adalah, penelitian empiris yang mengkaji regulasi atau peraturan perundang-undangan dalam praktik penegakan hukum terhadap dugaan pelanggaran politik uang pada penyelenggaraan Pemilu Tahun 2019. Kesimpulan penelitian menunjukkan bahwa, terdapat 3 (tiga) kasus dugaan pelanggaran politik uang pada Pemilu Tahun 2019 di Kabupaten Polewali Mandar yang semestinya melewati 9 (sembilan) tahapan dalam kenyataannya hanya sampai pada tahapan ketiga yakni, rapat pleno pengawas Pemilu. Hal itu dikarenakan adanya ketidak sepahaman di dalam tim Sentra Gakkumdu dengan Bawaslu Kabupaten Polewali Mandar. Adapun kendala dalam penengakan hukum terhadap dugaan pidana politik uang sangat terkait dengan struktur hukum, substansi hukum dan budaya hukum sebagaimana fakta dan temuan lapangan. Karenanya, penelitian ini merekomendasikan, ke depan pidana Pemilu tidak lagi ditangani oleh Bawaslu, tetapi dimasukkan sebagai pidana umum. Dan jika sentra Gakkumdu tetap dipertahankan keberadaannya, hendaknya diberi kewenangan tambahan yakni, melakukan penahanan terhadap terduga pelaku politik uang, agar tidak terbuka ruang mengkodisikan saksi dugaan politik uang. Termasuk pentingnya pembentukan peradilan khusus Pemilu agar perbedaan pandangan atas kasus dugaan politik uang dapat diminimalisir. The indication of the weak law enforcement against money politics violations that occurred in the 2019 Election has become an emerging issue, including in Polewali Mandar Regency. The role of supervision and enforcement, as regulated in Law Number 7 of 2017 concerning General Elections and Bawaslu Regulation Number 31 of 2018 concerning Sentra Penegakan Hukum Terpadu (Gakkumdu) contains a number of provisions governing the mechanisms and procedures for law enforcement against such violations of money politics. The method used in this research is empirical research that examines regulations or statutory regulations in law enforcement practices against suspected violations of money politics at the 2019 Election. The research conclusion shows that, there were 3 (three) cases of alleged violations of money politics in the 2019 Election in Polewali Mandar Regency which should have passed 9 (nine) stages but in reality only reached the third stage, namely, the Election supervisor plenary meeting. It was due to the lack of Understanding on the Sentra Gakkumdu with Bawaslu Polewali Mandar. The obstacles in law enforcement against allegations of money politics crime are closely related to the legal structure, legal substance and legal culture as well as facts and field findings. Therefore, this research recommends that in the future election crimes will no longer be handled by Bawaslu, but be included as general crimes. And if the Sentra Gakkumdu is maintained, it should be given additional authority, namely, detaining suspected money politics actors, so that there is no room to codify witnesses for alleged money politics. This includes the importance of establishing a special election court so that differences in views on suspected cases of money politics can be minimized.

AbstractIn higher education institutions, there is a growing popularity of the use of flipped learning (FL) pedagogy to enhance the learning experience of students. At the undergraduate level, there is increasing evidence to demonstrate the potential benefits of this teaching and learning approach. However, at the level of the postgraduate education, evidence is limited on potential impact of FL on students’ learning experience. We conducted qualitative in-depth interviews and focus groups involving postgraduate students and tutors to explore their perspectives of FL. Campus-based students pursuing the masters of public health (MPH) course, and their tutors at the School of Health and Related Research (ScHARR), University of Sheffield, UK were sampled to participate in the study. Tutors generally demonstrated good knowledge and understanding of the concept of FL and its application, although different tutors use different terms to describe FL. Motivations for the use of FL among tutors were identified as: decision informed by available evidence; curriculum design suited for FL; knowledge/expertise acquired through participating in an online FL short course; advise from colleagues and perception of how higher education students should be learning. Students’ views about FL suitability for their courses were generally positive, with only a few students showing a dislike of this teaching and learning method. Our study results show that tutors and postgraduate students in public health higher education place high value on FL pedagogy, and reported positive experiences of their encounter with the FL pedagogy. The results are encouraging and suggest that higher education institutions running postgraduate masters’ degree courses, particularly public health, could consider adopting and using FL approach to enhance the learning experiences of their students.

The development of business English (BE) program cannot separate from that of its closely-related discipline. However, little is known about business English disciplinary development from the angle of postgraduate education in China. Through questionnaires and interviews on 64 postgraduate students of Guangdong University of Foreign Studies (hereinafter referred to as GDUFS), this paper conducts empirical research on and analysis of its postgraduate education from the perspectives of curriculum setting, teacher construction, and tutorial system. The results show that most respondents are content with these dimensions of the postgraduate education of business English, which demonstrates the current postgraduate education in GDUFS is highly recognized and satisfied. It aims to have some implications for the reform and practice of postgraduate education and disciplinary construction in terms of business English in China. This research also discovers some noteworthy problems and put forward some suggestions.

The article is dedicated to the determination of the peculiarity of stages of legal support of academic virtue in Ukraine.It has been proven that the first stage for development of legal support to academic virtue has started in 2004, when the all-European processes of increasing the role of universities within a society have been initiated as well as the transformation ofrequirements to the participants of educational activity. This stage has been characterized by the acceptance of a Bucharestdeclaration on ethical values and principles of higher education in the European region (2-5 September 2004) and its result has been the establishment of an overall European discourse of academic virtue which included pedagogical, ethical and legalaspects of the phenomenon under research.It has been pointed out, that the third stage of legal support to academic virtue is related with stipulating in 2011 within aNational framework, the qualifications of adherence to proper academic virtue as the one that is considered to be necessary toinitiate, plan, implement and correct the subsequent process of a thorough scientific research of the level of basic skills andabilities. From this moment on there’s an active development of the terminological core dedicated to the issue of academicvirtue, there’s a preparation of suggestions to be implemented to the legislation on education, particularly, by determining thelegal definition of academic virtue, the forms and types of academic responsibility, and also the active reaffirming of ethicalrequirements on the academic virtues of teachers, scientists and individuals obtaining education in the codes of academicvirtues, approved in the course of gatherings of working teams or the scientific councils of universities.

Purpose The purpose of this paper is to promote and analytically verify an advanced assessment design to evaluate service quality (SQ) especially in postgraduate higher education. Design/methodology/approach This research adopts a quantitative approach through a survey method. A structured questionnaire was designed as a means for collecting data. Data were collected from 182 postgraduate students in an Egyptian higher education university. Data were examined by exploratory factor analysis to pinpoint the main irregularities explained by the extracted factors. Then, confirmatory factor analysis was carried out to filter the ratios and empirically test the assessment efficiency of the developed model. Findings The final model consists of 33 items loaded into eight dimensions for measuring performance-based SQ of the postgraduate higher education. The results are satisfactory in terms of unidimensionality, trustworthiness, and validity tests. Research limitations/implications Although the empirical results are significant, a comparative study can identify relative strengths and weaknesses of this model. Practical implications For improving postgraduate higher education institutions’ quality, this paper highlights some dimensions and attributes that should be considered. Originality/value The literature proposes that there is an opportunity to handle SQ from the point of view of postgraduate students covering different contexts to further build a more comprehensive structure specifically for postgraduate higher education SQ. This paper deals with this research gap with analytical confirmation within the context of postgraduate programs in an Egyptian university.
