The current stage of development of the world economy is characterized by such trends as the rapid development of scientific and technological progress, post-industrialization, globalization, transnationalization, regionalization and the development of integration processes in the world economy. The process of globalization has led not only to the unification of the economic space, when uniform standards for financial reporting, the activities of financial organizations, tax policy, but also technology, ecology, law, employment policy, education and culture appeared. In addition to the positive trends caused by these objective processes, certain problems have arisen. This monograph is a collective work of teachers and students of the Department of Economic Security, Accounting and Law of the Don State Technical University. It is devoted to the consideration of certain world and Russian trends and problems in the field of economics.

The relevance of the study is due to the fact that the current stage of development of the world economy is characterized by a deep structural adjustment, leading to increased differences between industrialized and developing countries. The need to analyze the processes taking place in the modern world economy, as well as the possible scenario of its development under the influence of the demographic factor, further confirms the relevance of this study. The study raises the problem of global economic security – the changing structure of the distribution of the world's population by country and region, the aging of the population in some states, and the formation of a young age structure and accelerated population growth in others.

One of the elements of such a strategy is the preparation of a sustainable development report as a type of non-financial reporting of economic entities. The purpose of the publication is to assess the world experience of post-industrial development and deindustrialization in the economies of both developed and developing countries. The importance of the crisis of the post-industrial paradigm for the development of the world economy, the application of this experience in the process of import substitution and the unfolding reindustrialization in Russia is noted. The analysis of the world experience of post-industrial development and deindustrialization of the economy, its macro-regional features is carried out in the context of maintaining and developing Russia's economic security. The author's understanding of the problems and prospects of the development of import substitution and reindustrialization processes in the world is proposed. Import substitution is considered as part of the strategy of economic development and ensuring the national security of the country. It is proposed to build recommendations for improving the policy of import substitution and reindustrialization carried out by Russia, taking into account the author's developments.

The rapid development of CNC machine technology, often makes the inequality ofknowledge between the world of vocational education (SMK) and the world of industry.Along with the development of computer technology is so fast, now born as CNCmachines with the latest generation Mitsubishi-based, Fanuc-based, or GSK-basedoperating system. Meanwhile in the world of education is still using EMCO-based. Noteasy for SMK to follow developments. Financial constraints is one of classic factors.This study tries to deal with this inequality without being affected by financialconstraints, namely by replacing the engine-based laboratory with a simulator-basedlaboratory. To test whether this simulator is able to overcome inequality, then thetreatment of the two groups were paired consisting of teachers and students. By testingthe hypothesis Ho: μ1-μ2 = 0, and by using a Likert index analysis known that the CNCsimulator is able to replace the actual existence of a CNC machine. At the present stage of development of the world economy, problems of capital migration in offshore zones began to manifest in relief, which adversely affects the state of the global financial system. These trends lead to the need to evaluate new directions of the anti-offshore regulation. It is proved that the transformation of the anti-offshore regulation by its nature, driving forces, vector orientation and mechanism of development at all stages of the world-economy progress clearly reflects the systemic transformations of global financial imbalances. It is found out that the evaluation of offshore jurisdictions comes out of the degree of transparency of their activities, as well as readiness to cooperate on the exchange of tax information within the framework of the OECD’s special concept of mutual assistance in tax affairs. The role of international organizations in regulating anti-offshore activities has been identified, and the prospects for their influence have been evaluated. It is determined that the anti-offshore regulation is implemented, on the one hand, through shifting of emphasis from combating the fiscal benefits of offshore zones to limit activities with the «black» (tax-free) zones, and on the other hand – through the mechanisms of international economic policy implemented on the institutional platform of international currency together with the credit and financial organizations. The author describe preventive measures on tax evasion, which consist in the development of an inclusive structure of the OECD and G20, which will allow interested countries and jurisdictions to cooperate in the development of standards on issues related to tax evasion, as well as with supervision and control over the implementation of the entire package of actions. It is determined that the mechanism of de-offshoring should be directed not only towards the elimination of territories with preferential taxation, but also towards benefits from their use on the basis of the existing financial infrastructure of the world’s leading offshore centers.
