scholarly journals STRATEGIC PRIORITIES OF SOCIO-ECONOMIC DEVELOPMENT UKRAINE IN THE CONTEXT OF GLOBAL CHALLENGES

Globalized challenges of the world economy have created an objective need for Ukraine to develop in the face of the country’s lack of preparedness for global competition and integration. The development of the economy of Ukraine in the context of globalization is taking place in a context of incomplete systemic socioeconomic and political transformation and poses problems related to the optimal integration of the economy of the country into the global economy. At the same time, the impact of globalization processes calls for new theoretical approaches to justify the structural transformation of a country’s economic development model. The directions of globalization for national economies are quite complex and contradictory. Globalization is deepening specialization and cooperation globally and the international division of labor. International competition stimulates the development of innovative processes and state-of-the-art technologies through technology transfer among countries of the world. The current model of development in Ukraine is characterized by significant deformations of the economy: fragmentation of technological space, excessive social differentiation, increased poverty, unemployment and a reduction in the population, The Russian Federation is a country with many countries, which have been affected by human-made environmental degradation and overload, the shrinking of the domestic market and the national economy, the rise of the shadow economy, the rise of corruption, etc. All this points to a structural imbalance in the Ukrainian economy. The further intensification of globalization processes will exacerbate the problem of national identity, The solution of which many countries see the strengthening of State influence on international economic cooperation through the introduction of protectionist measures in the areas of trade, migration and investment, that in turn will contribute to the strengthening of geo-economic and geopolitical tensions in the world. In this context, there is a need to establish new principles for world economic stabilization and development.

At the present stage the world economy is characterized by the process of increasing the interdependence of national economies, which is due to the stagnation of commodity markets, economic crises around the world and the presence of negative financial trends. The process of increasing the interdependence of national economies is based, among other things, on national selfishness, which is manifested more and more often. The COVID-19 pandemic has caused a temporary break in financial and economic ties and relations, which in turn leads to significant changes in both the Russian and global economy as a whole. At present, the question of the possible duration of the pandemic and the quarantine measures imposed because of it remains open, but it is obvious that the impact is not just an interruption of the activities of the national economy or an increase in the burden on budgets due to the increase in additional costs. We are talking about the formation of a new type of economy.

The article presents the results of a research on the current processes of financial inclusion, substantiates the concept of financial inclusion and its world level, and systematizes the existing theoretical-methodological and empirical approaches to determining its role for sustainable development. Based on the analysis of fundamental conditions and current factors of intensification of financial inclusion, the author substantiates the real purpose and consequences of the introduction of digital financial inclusion in national economies and in the global economy and shows the role of global financial institutions in these processes. Particular attention is paid to the impact of financial inclusion on solving the problems of poverty and inequality in society. It is shown that modern financial inclusion does not serve the interests of the majority, but rather the interests of a clearly limited circle of representatives of the global economic and financial elite by creating conditions for the invariance of financial inclusion for ordinary economic agents. The author argues that the main long-term institutional risk of global financial inclusion and non-cash circulation is the consent to the loss of financial freedom by market participants in the face of growing uncertainty in economic and social life and poverty.

In today’s globalized world, international trade, which covers the totality of foreign trade of all countries of the world, is a powerful force of economic development. The economic development of any country is impossible without its active participation in trade relations with other countries of the world. The rapid formation of the global economy contributes to the emergence of a number of opportunities for both large and small businesses. The article considers both advantages and disadvantages of globalization of economy. The article claims that in the current conditions of technological development and rapid integration processes, it is necessary to take into account results of globalization, while forming an effective state policy regarding the realization of foreign trade activities. The country participating in the system of global economic relations should have competitive advantages and improve its competitiveness in order to avoid the impact of negative factors. The article reveals the current state of the development of Ukraine’s foreign trade with other countries of the world, as well as explores Ukraine’s exports and imports structure. Despite a significant increase in the cost of exporting goods and services to the world, Ukraine is still an import-dependent country. The currency liberalization contributed to the reduction of prejudice from foreign counterparties, investors and banks, which allowed Ukrainian enterprises to operate fully in foreign markets, which resulted in a significant reduction in the negative foreign trade balance of the country. The new currency law has provided Ukraine with a base for free capital movement, which brought the country closer to European standards. However, despite significant easing in foreign exchange regulation, Ukrainian manufacturers continue to face a number of both internal and external obstacles to boosting their export activity. The article defines further ways of development of foreign economic activity of domestic enterprises in the conditions of globalization. It has been established that the stable development of the economy is possible only in the conditions of maintaining its openness and rapid development of foreign trade.

The article examines the impact of globalization on the development of the world and national economic systems. The high probability of a global economic recession due to the coronavirus outbreak is projected to have significant consequences for both the global economy and the economy of Ukraine. Due to the probable change in the structure of the world economy and logistics, there is a growing need to study the risks of the national banking system, which demonstrates a high dependence on global financial markets. The peculiarities of the manifestation of financial and economic crises in the conditions of turbulence of the international financial markets and strengthening of financial instability have been considered. The causes and consequences of crises in the banking sector of Ukraine have been studied. The analysis of macroeconomic indicators of economic development of Ukraine during 2006-2019 with identifying of crisis periods has been carried out. Particular attention has been paid to the study of the preconditions for the emergence and consequences of the global financial and economic crisis for the economy of Ukraine in general and the banking sector in particular. Indicators that characterize the degree of penetration of the banking system into the economy of Ukraine have been analyzed, that will determine the features of crises at different stages of socio-economic development and conduct a comparative assessment of anti-crisis measures of the NBU aimed at stabilizing the banking sector. Taking into account the fact that the causes of financial and economic crises are not identical, measures used during the Global Financial and Economic Crisis of 2007-2011 cannot be taken to overcome the negative consequences of the Coronacrisis of 2020. Regulatory aspects of the banking system in times of crisis have been systematized. An attempt to predict the possible development of events in the domestic banking sector in the context of the Coronacrisis of 2020 has been made. The purpose of the article is to study the development trends of the banking sector of Ukraine in the space of formation of the destructive consequences of the global financial and economic crises and to determine the main directions of anti-crisis regulation of banking.

Among many global problems of mankind, a special place is occupied by the phenomenon of pandemics. A pandemic has been one of the constant companions of human existence since ancient times. This is evidenced by both the texts of religious and mythological orientation, and recorded events in historical life. Pandemic is always an emergency that threatens the very existence of humanity. Various circumstances are heard as the causes of pandemics: sacred (violation of divine laws), domestic (unsanitary conditions of existence), civilizational (technocratic human intervention in the environment), political, economic, etc. The purpose of this article is to study the effects of pandemics that have occurred in different historical periods and their impact on the development of society and the economy. Based on this goal, the objectives of the article are to study the world economy in a pandemic COVID-19; to analyse the trends and forecasts of its further development, including Ukrainian economy; to offer an assessment of the main opportunities and risks of the functioning of Ukraine’s economy in quarantine. This article reveals the theoretical and practical principles of the pandemics impact on global economic development. The result of the article is the statistical analysis of pandemic impact on the world economy, which leads to the rupture of economic chains and slowing down the economic and social development for several months or even up to one year. As a conclusion it may be noted, that since periodic pandemics have become an integral part of human life, no country in the world is safe from their direct or indirect impact and, as a result, countries must be economically ready to provide strict measures according to the formula “combating the epidemic – minimizing the negative effects in the short, medium- and long-term periods”. Practical implications. The main theoretical propositions, the authors’ conclusions presented in the article, are supposed to form a methodological basis in substantiating the priorities of the state support of business in conditions of pandemic and quarantine restrictions. Value/originality. The proposed results can be used for modeling and forecasting the impact of quarantine restrictions on the economic development of countries.

The impact of the “pandemic 2020” is analyzed both in the short term and taking into account the long-term trend in order to restore national economic sovereignty by national economies; factors of the promotion of economic globalization — the activities of multinational/multinational companies, the US promotion of unilateral sanctions, the level of economic freedom bordering on the ultimate criterion for the loss of national economic sovereignty; financialization of the global economy as a factor in its growth; the dependence of world development on the level of GVCs formed and the existing specialization of the economies of the world, which made them unable to ensure sovereignty, security and health of the nation; it was concluded that the “pandemic 2020” acts as a catalyst for the restructuring of the world economies towards polycentrism and ensuring real reasonable sovereignty, without denying the potential of either vertical or horizontal cooperation and economic interaction
