The article deals with topical issues related to the further development of the human resources potential of government and management bodies. It is emphasized that the mechanism implementations strategies for ensuring the sustainable development of regions and municipalities are largely determined by systematic work with the managerial personnel reserve, which must necessarily bear the signs of continuity and continuity, as well as stimulate the improvement of the professional level and advanced education of senior personnel.

Subject. The article discusses the prospects for the development of the Krasnoyarsk Krai and the implementation of the import substitution programme. Objectives. The article aims to analyze the tax potential of the Krasnoyarsk Krai, highlight the main problems, and identify possible directions for further development of the Krai. Methods. For the study, we used systems and institutional approaches, the methods of statistical and comparative analyses, and data tabular and graphic visualization. Results. The article identifies the main obstacles to the sustainable development of the Krasnoyarsk Krai. Conclusions. The Krasnoyarsk Krai has a strong economic and resource potential for further development, which is not being implemented properly.

Green paradigm is emerging in Asia.  In order to achieve  sustainability, embracing green paradigm is critical.  The growing significance of sustainability is having a major impact on business, industry, and society as a whole. Hence, preparing the future workforce for the coming green economy is a challenging task for many Asian countries especially in Technical and Vocational Education and Training (TVET) in the post-2015 agenda.  As a ground work, transforming TVET in Asia to meet the challenges of the green economy for the purpose of sustainability should begin now.   The aim of this paper is to map the sustainable development in terms of green mindset, lifestyle, economy, education, training, employability and sustainability in selected Asian countries. A country’s quantum leap or leap-frogging in sustainable economy is dependent of its transformation of human resources especially in TVET sector. Thus, TVET should be transformed to fit the requirements of the sustainable green paradigm.  The results posit the country’s policies, best practices, and challenges toward green economy in order to achieve sustainable development.   Finally, the implication of green paradigm on TVET system in selected countries in the Asia Pacific will be discussed.

The article is devoted to the identification and consideration of the main trends whose influence on the development of the educational sphere can become decisive for its further development. Among those are university autonomy, ensuring and improving the quality of higher education, the process of internationalization, and standardization and digitalization. The methodological basis of the work was well-known general and particular methods of scientific research. The purpose and objectives of the article were to study the relevant problems of legal support for the development of education in the European Union.

Human resources services (HRS) are kinds of services concerning human resources acquisition, development, and allocation provided to employers and workers. The services promote the efficiency and effectiveness of the human resources market. Recently, the services have been regarded as crucial for the sustainable development of the national economy, attracting policymakers in transforming economies to promote the expansions of the services. This paper presents a systematic study of factors that affect the development of the services. In this text, the fuzzy-set qualitative comparative analysis (fsQCA) method was used to explore the configurations of the factors that drive the growth of the services. The data was from province governments’ statistics and influential research reports in China, and each province observation was considered as a case (in fsQCA terms). In this article, the marketization of human resources (MOHR) referring to allocating human resources through the labor market rather than government bureaucracy, is a possible necessary condition for the boom of the HRS. Moreover, we identified seven paths to explain both the high and low development level of HRS. Among the paths, the configuration of general development of regional economy, social legitimacy of the services, and marketization of human resources are the basic conditions that lead to a high growth rate of the HRS. These research findings enriched our understanding of the valid strategies for cultivating the services industry in China and other transforming countries. To cultivate and upgrade the services, we suggested that transforming economies should pay more attention to economic internationalization and speed up the marketization of human resources.

An original approach to the analysis of problems development of modern Ukraine is offered. Possible ways to solve them for the country's transition from a state of transition to sustainable development are being clarified. The authors see the reasons for the instability of the current situation in Ukraine in the fact that its development is characterized by signs of neo-feudalism. Namely: the revival of feudal traditions of management, the dominance of socio-economic traditions of feudal societies. A typical feature of neo-feudalism in Ukraine is the localization of the population through the procedure of registration. This ensures the person's attachment to the place of residence, pressure, and hence control over it. In addition, the uncertainty of land ownership and the forced-militaristic system of state security are characteristic of modern Ukraine. These factors are a means of state pressure and coercion on the population of Ukraine, which are contrary to the principles of liberalism. Overcoming such outdated inhibitory factors, according to the authors, should have a positive impact on the further development of Ukraine, stabilization of its development and optimization of civil society institutions

The publication is devoted to the problem of choosing a strategic direction for further development of the Odessa seaport territories. According to some urban planning experts, the main problem of these territories is that the development of a cargo port, handling of bulk cargoes and increasing the traffic load in the city center of Odessa inevitably leads to the degradation of the city-port system. Therefore, they raise the issue of the cargo port remove outside the city to develop these territories as a recreational facilities. But their opponents believe that the port is not only noise and dust, it is also thousands of jobs for inhabitants and the source of state revenue refill and taxes to the local budget. Sea ports are also plays an important role in state interests as a gate for export of Ukrainian products. So the aim of the study is a comprehensive assessment of the port activity based on the sustainable deve-lopment concept, which considers the sustainable development of complex systems of human settlements, states or civilization as a whole by ensuring  balanced development of the social, economic and environmental spheres of these systems. The article provides an integrated analysis of the Odessa seaport activities in the economic, social, environmental and urban planning fields. The role of this enterprise and the strategic directions of its further development in the context of transportation, the ecology of the urban environment and urban planning activity are defined. The analysis showed the complexity and ambiguity of the Odessa seaport location and its further deve-lopment in residential area in the historic center of the Odessa city. In order to reduce the environmental and traffic negative impact of the port to residential buildings, it is necessary to modernize the port and ensure the development of appropriate infrastructure, as well as eliminate impossible activities from an urban planning point of view at the port's location. As the main private investment attractor for the seaport development can be used some areas freed up after the optimization of the port activity, which will be provided under certain investment conditions for building recreational facilities. The development of a model for the comprehensive assessment of similar development projects is a promising direction for further research in this field.

A crisis is an essential attribute of a functioning system. Growth of consumption and production underlying it has its logical continuation in a recession that provokes socio-economic, ethical and political problems. The further development of a system within the frameworks of the present value paradigm gives birth to a threat of a global ecological disaster. The sustainable development concept, offered as an alternative, is capable of solving emergent problems of civilization. However, the development of green technologies and introduction of environmentally sustainable economy are insufficient when there is no public consciousness relevant to sustainable development.
