This article explores the experience of health services decision makers using Mäori health data to inform decision making. It draws on selected findings from the second phase of a three-year Health Research Council-funded study and discusses how Mäori health data identification, data analysis and data interpretation processes are being used by decision makers to help to identify the most promising strategies to improve Mäori health. Data is critical to monitoring inequity and has the potential to drive health service change. However, improvement is needed at all steps in the decisionmaking process to better facilitate utilising data to leverage change in Mäori health outcomes.

Previous efforts to improve stakeholders’ involvement in planning and decision-making processes mostly put planners and decision makers as the ones who decide which solution is the best for the decision problems. In bottom-up planning and decision-making processes that supposedly involve stakeholders as much as possible, the most common practice is that when stakeholders have different preferences about the decision issues, supra decision makers such as planners and experts gather stakeholders’ preferences, and then, using their expertise and experience, decide what is the best choice for stakeholders. We approach the involvement of stakeholders in planning and decision-making not by relying on planners’ expertise but from a negotiation perspective. Previous works related to stakeholders’ negotiation mostly require stakeholders to engage in a face-to-face negotiation that seldom involves a computer system to improve the process. In this paper, we develop a negotiation system to support multi-issue and multi-stakeholder decision-making problems. In our approach, stakeholders do not directly interact with each other. Their proposals are submitted to a system that produces counter-proposals to reduce the differences among stakeholders’ proposals. Therefore, stakeholders do not exchange their preferences directly, but rather preference elicitations are mediated by the system. This approach is called computer-mediated negotiation. The system itself is based on the principle of an orthogonal strategy. Our computer-mediated negotiation protocol consists of two main phases. The first phase is the preference elicitation phase, which measures stakeholders’ utility functions. The second phase is the e-negotiation phase, in which stakeholders make their proposals and the computer system provides suggestions to improve them. To simulate real-world negotiations where stakeholders make proposals and counter-proposals in a series of negotiation rounds, we implemented the indifference curve approach to enable stakeholders to make incremental changes of their proposals during negotiation. The results from our experiment suggest that our method can produce an optimum solution for a multi-issue and multi-stakeholder decision problem by moving stakeholders’ proposals closer to one another.

There has been a growing trend in New Zealand/Aotearoa for health research involving Māori (the indigenous people) to be conducted in partnership with Māori communities, iwi (tribes), hapū (sub-tribes) and whānau (extended families). Achieving excellence in indigenous health research which meets the standards both of the indigenous communities who partner in the research and the standards set by the academy, is often a complex and demanding objective. In this paper two Health Research Council Māori Postdoctoral Fellows explore the various challenges and tensions they have faced as researchers committed to undertaking excellent indigenous research in community-based settings, while at the same time growing their professional careers as academic researchers. The paper begins by briefly introducing the researchers and summarising the critical success factors they have shared in their respective academic journeys and the values they hold that have led to their involvement in community-based research. Two case studies of engagement in community-based research are then presented to illustrate the types of challenges faced by indigenous researchers who work both with communities and within university settings. The first case study is an iwi-based health and social services research centre while the second involves growing a research culture within an urban Māori community setting. The concept of indigenous research excellence is explored with particular reference to excellence as described by the communities themselves and to the criteria for excellence used by the Health Research Council of New Zealand to assess Māori health research proposals. The authors argue that while tensions do exist in trying to meet differing standards of excellence, managing the interface between these differing standards is a crucial activity undertaken by indigenous academic health researchers. The paper concludes by outlining the lessons and implications for the academy and the community of attempting to meet a set of dual aims, noting that while both aims can be realised, this requires researchers to skilfully balance their obligations to career and to community.

AbstractBackgroundThe COVID-19 Pandemic has popularized computer-based decision-support models as a tool for decision-makers to manage their organizations. It is unclear how decision-makers have considered these models to inform COVID-19-related decisions.MethodsWe interviewed decision-makers from North Carolina across diverse organizational backgrounds to assess major decision-making processes during COVID-19, including the use of modeling as an input to inform decision-making.ResultsInterviewees were aware of models during COVID-19, with some depending upon multiple models. Models were used to compare trends in disease spread across localities, allocate scarce resources, and track disease spread within small geographic areas. Decision-makers desired models to project disease spread within subpopulations and estimate where local outbreaks could occur as well as estimate the outcomes of social distancing policies, including consequences beyond typical health-related outcomes. Challenges to the use of modeling included doubts that models could reflect nuances of human behavior, concerns about the quality of data used in models, and the limited amount of modeling at the local level.ConclusionsThroughout COVID-19, decision-makers perceived modeling as valuable for understanding disease spread within their communities and to inform organization decisions, yet there were variations in organizations’ ability and willingness to use models for these purposes.

Case studies offer rich insight into the way knowledge is gathered, understood, and applied (or not) in parks and conservation contexts. This study aims to understand how knowledge and information have been used to inform decision-making about human-wildlife co-existence—specifically what knowledge has informed decisions related to grizzly bear management in the Kananaskis Valley. Focus groups of decision-makers involved in the valley’s bear program painted a rich account of decision-making since the late 1970s that was coded thematically. Our findings suggest there are typical impacts on knowledge mobilization, such as management support (or lack thereof), other agencies, capacity, and social and political pressures. In addition, the special context of the Kananaskis Valley and the forty-year timespan explored in focus group conversations provide unique lenses through which to understand knowledge mobilization. This case study reflects the barriers identified in the literature. However, the findings also include unique aspects of decision-making, such as the evolution of decision-making over a period of time in a multi-use landscape, the successful creation of networks to mediate knowledge and practice, and the creation of knowledge by practitioners.

Intuitionistic fuzzy preference relations (IFPRs) have the natural ability to reflect the positive, the negative and the non-determinative judgements of decision makers. A decision making model is proposed by considering the inherent property of IFPRs in this study, where the main novelty comes with the introduction of the concept of additive approximate consistency. First, the consistency definitions of IFPRs are reviewed and the underlying ideas are analyzed. Second, by considering the allocation of the non-determinacy degree of decision makers’ opinions, the novel concept of approximate consistency for IFPRs is proposed. Then the additive approximate consistency of IFPRs is defined and the properties are studied. Third, the priorities of alternatives are derived from IFPRs with additive approximate consistency by considering the effects of the permutations of alternatives and the allocation of the non-determinacy degree. The rankings of alternatives based on real, interval and intuitionistic fuzzy weights are investigated, respectively. Finally, some comparisons are reported by carrying out numerical examples to show the novelty and advantage of the proposed model. It is found that the proposed model can offer various decision schemes due to the allocation of the non-determinacy degree of IFPRs.

Decision making is one element of economic value, especially in the era of globalization, and if it is not acceptable in the decision making process, we will be left behind. According to Robins, (2003: 173), Salusu, (2000: 47), and Razik and Swanson, (1995: 476) say that decision making can be interpreted as a process of choosing a number of alternatives, how to act in accordance with concepts, or rules in solving problems to achieve individual or group goals that have been formulated using a number of specific techniques, approaches and methods and achieve optimal levels of acceptance.Decision making in organizations whether a decision is made for a person or group, the nature of the decision is often determined by rules, policies, prescribed, instructions that have been derived or practices that apply. To understand decision making within the organization it is useful to view decision making as part of the overall administrative process. In general, individuals tend to use simple strategies, even if in any complex matter, to get the desired solution, because the solution is limited by imperfect information, time and costs, limited thinking and psychological stress experienced by decision makers.

Decision problems are usually complex and involve evaluation of several conflicting criteria (parameters). Multi Criteria Decision Making (MCDM) is a promising field that considers the parallel influence of all criteria and aims at helping decision makers in expressing their preferences, over a set of predefined alternatives, on the basis of criteria (parameters) that are contradictory in nature. The Analytic Hierarchy Process (AHP) is a useful and widespread MCDM tool for solving such type of problems, as it allows the incorporation of conflicting objectives and decision makers preferences in the decision making. The AHP utilizes the concept of pair wise comparison to find the order of criteria (parameters) and alternatives. The comparison in a pairwise manner becomes quite tedious and complex for problems having eight alternatives or more, thereby, limiting the application of AHP. This paper presents a soft hierarchical process approach based on soft set decision making which eliminates the least promising candidate alternatives and selects the optimum(potential) ones that results in the significant reduction in the number of pairwise comparisons necessary for the selection of the best alternative using AHP, giving the approach a more realistic view. A supplier selection problem is used to illustrate the proposed approach.

Some decision-making problems, i.e., multi-criteria decision analysis (MCDA) problems, require taking into account the attitudes of a large number of decision-makers and/or respondents. Therefore, an approach to the transformation of crisp ratings, collected from respondents, in grey interval numbers form based on the median of collected scores, i.e., ratings, is considered in this article. In this way, the simplicity of collecting respondents’ attitudes using crisp values, i.e., by applying some form of Likert scale, is combined with the advantages that can be achieved by using grey interval numbers. In this way, a grey extension of MCDA methods is obtained. The application of the proposed approach was considered in the example of evaluating the websites of tourism organizations by using several MCDA methods. Additionally, an analysis of the application of the proposed approach in the case of a large number of respondents, done in Python, is presented. The advantages of the proposed method, as well as its possible limitations, are summarized.

A way to minimize uncertainty and achieve the best possible project performance in construction project management can be achieved during the procurement process, which involves selecting an optimal contractor according to “the most economically advantageous tender.” As resources are limited, decision-makers are often pulled apart by conflicting demands coming from various stakeholders. The challenge of addressing them at the same time can be modelled as a multi-criteria decision-making problem. The aim of this paper is to show that the analytic hierarchy process (AHP) together with PROMETHEE could cope with such a problem. As a result of their synergy, a decision support concept for selecting the optimal contractor (DSC-CONT) is proposed that: (a) allows the incorporation of opposing stakeholders’ demands; (b) increases the transparency of decision-making and the consistency of the decision-making process; (c) enhances the legitimacy of the final outcome; and (d) is a scientific approach with great potential for application to similar decision-making problems where sustainable decisions are needed.

AbstractIn recent years, trade-control laws and regulations such as embargoes and sanctions have gained importance. However, there is limited empirical research on the ways in which small- and medium-sized enterprises (SMEs) respond to such coercive economic measures. Building on the literature on organizational responses to external demands and behavioral ethics, this study addresses this issue to better understand how external pressures and managerial decision-making are associated with the scope of trade-control compliance programs. Based on a sample of 289 SMEs, the findings show that the organizational responses of SMEs reflect proportionate adjustments to regulatory pressures but only if decision-makers are well informed and aware of the prevailing rules and regulations. Conversely, uninformed decision-making leads to a disproportionate response resulting in an inadequately reduced scope of the compliance program. In addition, the results indicate that SMEs that are highly integrated into supply chains are susceptible to passing-the-buck behavior.
