In the Internet era, computer technology and data analysis technology have been widely applied to people’s work and their daily lives. Big data technology has brought great influence to public management, providing efficient and convenient public services and improving the ability to cope with crises of public opinion[1]. However, in the actual public management practice, there are widespread problems such as single practice model and poor data openness. Based on this, the article expounds the relevant contents of big data, introduces the role of big data in public management, and studies the public management innovation in the era of big data.

Education is a key area, the results of which play an important role in the development of each society. The role of education focused on the inclusion of children into school groups, to prepare students to enter the labour market or continue their studies in the context of tertiary education is a sufficient argument to enable beginning to look for answers and possible solutions to the difficult question of the quality of schools. Constant pressure from the public forces them to monitor and improve the provision of public services, and continually enhance their own performance in order to achieve long-term existential security. These facts consequently require a comprehensive measurement of their performance. This opens up opportunities for applying the concept of Value For Money based on the principles of New Public Management. The purpose of the scientific study is to show the potential uses of Value for Money on the example of education. The suggestion of methodology of VFM to measure the performance in education presented in this study shows possibilities to measure, evaluate, monitor and achieve necessary and especially relevant information about the situation of education and subsequent decision-making not only for public forces, but also, it can be the suitable tool for public grammar schools themselves. The evaluation of public satisfaction with government quality work is an evaluation form to evaluate government performance from the perspective of the public. The evaluation process is open and transparent, and the results are relatively objective and fair. Taking the application practice in Nei Mongol as an example, in this paper, an index framework is designed and constructed, 12 leagues and cities in the whole region are covered by the investigation, and the actual effect of local quality work is explored and analyzed in combination with big data technology so as to provide enlightenment and reference for relevant research work in the quality field.

This research uses in-depth interviews with three data journalists from the Houston Chronicle and the New York Times in the United States to describe the role of data journalists, and to illustrate how and why they use big data in their stories. Data journalists possess a unique set of skills including being able to find data, gather data, and use that data to tell a compelling story in a written and visually coherent way. Results show that as newspapers move to a digital format the role of a data journalist is becoming more essential as is the importance of laws such as the Freedom of Information Act to enable journalists to request and use data to continue to inform the public and hold those in power accountable.

Divisions based on the assumption that men and women are different from one another permeate all areas of social life as well as varying across space and between places. In the home and in the family, in the classroom or in the labour market, in politics, and in power relations, men and women are assumed to be different, to have distinct rights and obligations that affect their daily lives and their standard of living. Thirty years ago, there were no courses about gender in British geography departments. This chapter discusses the challenges to geographical knowledge, and to the definition of knowledge more generally, that have arisen from critical debates about the meaning of difference and diversity in feminist scholarship. It examines a number of significant conceptual ideas, namely: the public and the private; sex, gender and body; difference, identity and intersectionality; knowledge; and justice. Finally, it comments on the role of feminism in the academy as a set of political practices as well as epistemological claims.

Regional development agencies (RDAs) are governance-based institutions that aim to help a specific region to socioeconomically develop by ensuring cooperation among the public sector, the private sector, and nongovernmental organizations within that specific geographical region. In Turkey, which was not able to eliminate the regional differences via centralized policies, development agencies (DAs) were established as “the new-type organizations of public management” in the early 2000s. Taking part in regional development that is a vital area and not having a usual organization have increased the expectations from these agencies. Today, there is a great pressure on DAs concerning their accountability. The best way to understand the level of accountability of DAs that have an approximately 10-year history is to analyze the annual reports they have to announce to the public. This chapter carries out a content analysis on disclosure items in the annual reports of 25 DAs in Turkey and examines their level of accountability to their stakeholders.

In this chapter, Garnett and Hughes focus on the role of big data in accessing information from public inquiries. Looking at the Chelsea Manning court martial in the US and the Leveson Inquiry in the UK, they argue that the manner in which information pertaining to inquiries is made public is, at best, unsatisfactory. They propose a variety of means to make this information more accessible and hence more transparent to the public through employing big data techniques.

Big data may offer solutions for many challenges for transportation safety, providing more data faster, with higher spatial and temporal resolution. However, researchers and practitioners identify biases in big data that need to be explored and examined before performing data-driven decision-making. Leveraging semi-structured interviews of big data experts, this study includes a quantified analysis of topic frequency and an evaluation of the reliability of concepts through two independently trained coders. To identify the trends in the unstructured textual contents, the research team developed a text mining pipeline to identify trends, patterns, and biases. The study identifies key terms experts use when describing the role of big data in transportation safety, how the terms relate to the big data experts’ language through network plots, and clustering shows a need to focus on sources, quality, analysis, and implementation of big data. Results show value in maintaining the centrality of transportation experts and the public to determine the proper goals and metrics to evaluate transportation safety. Practitioners and researchers can develop new methods to improve population representation with big data, in addition to addressing difficult transportation safety problems. Working ahead of emerging trends and technologies of big data could support further advancements in transportation safety.

As human resource management (HRM) has developed as a field of study, the attention paid to public sector employment relations has been relatively limited. The preoccupation with the link between HR practice and corporate performance has been less applicable to public service organizations that are answerable to a range of stakeholders and in which HR policy has been geared to ensuring political accountability. There has been a recognition that the public sector confronts fiscal and political pressures that are altering HR practice. However, this observation has rarely been backed up by a sustained focus on people management in the public sector. This limited attention arises from characteristics of the sector. Defining the public sector is not straightforward because there are differences between countries in terms of the size, scope, and role of the sector.

While there is universal recognition of their important role in the functioning of administrations and for the motivation of public officials, the values that serve as a reference for the public service are witnessing a change in the way they are understood and implemented in practice, particularly with regard to the new requirements of public management. The analysis developed in this article centres on the interplay between various dimensions relating to the perception and use of the key values of the French civil service and highlights the tensions that prevail despite the apparent preservation of the axiological reference universe of those concerned. It raises the question of the role of schools in the training of values management. It draws on the results of a survey conducted in France by the network of civil service schools (Réseau des écoles de service public; RESP) among managers undergoing training and their teachers and supervisory staff. Points for practitioners The study shows that organizations that are responsible for the initial or continuing training of civil servants offer a breeding ground for the (re)production of public service values. However, for civil service managers to be able to deal with the potential tensions between values (no clear hierarchy, apparent contradictions) it is necessary to develop their capacities for reflective analysis and practical application that will allow a critical distance and promote a contextualized ethical approach.
