Salah satu yang menunjukkan skala kesejahteraan bagi masyarakat yaitu rumah layak huni, akan tetapi kenyataannya di Kabupaten Tuban masih ditemukan permasalahan tentang perumahan yang belum terjangkau untuk masyarakat menengah kebawah. Permasalahan pemukiman dan perumahan merupakan salah satu tolok ukur menentukan standar kemiskinan. Sehingga Pemerintah Kabupaten Tuban melalui Dinas Perumahan Rakyat dan Kawasan Pemukiman Kabupaten Tuban, mengacu pada Peraturan Menteri Sosial Nomor 20 Tahun 2017 Tentang Rehabilitasi Sosial Rumah Tidak Layak Huni dan Sarana Prasarana. Program Rehabilitasi Rumah Tidak Layak Huni merupakan bantuan diperuntukkan masyarakat berpenghasilan rendah yang bertujuan meningkatkan taraf hidup menjadi lebih baik juga memberikan kesejahteraan bagi masyarakat menengah ke bawah. Penelitian ini menggunakan metode kualitatif dengan fokus penelitian menggunakan teori (Agustino, 2017) meliputi sumber daya aparatur, kelembagaan, sarana prasarana dan teknologi, finansial, serta regulasi. Teknik pengumpulan data dilakukan dengan menggunakan data primer dan sekunder. Melalui buku-buku, jurnal, skripsi, regulasi, dokumentasi dan wawancara yang ditambahkan untuk mendeskripsikan. Hasil penelitian menunjukkan evaluasi Program Rehabilitasi Rumah Tidak Layak Huni di Kabupaten Tuban sejak 2007 berjalan dengan baik ditunjukkan dengan target realisasi pelaksanaan program tahun 2016 hingga tahun 2020 mencapai 5.276 unit. Namun demikian hasil temuan menunjukkan belum optimal. Terbukti dengan masih terbatasnya sumber daya aparatur untuk tenaga teknis dan tenaga pengawas di Dinas Perumahan Rakyat dan Kawasan Permukiman. Selanjutnya indikator koordinasi yang dilakukan belum menyeluruh hingga ke 20 kecamatan. Kemudian belum terpenuhinya indikator sarana prasarana teknologi dalam mendukung kinerja program rehabilitasi rumah tidak layak huni di kabupaten tuban. Kata Kunci: Perumahan Rakyat, Evaluasi Program, Rumah Tidak Layak Huni One shows the scale of welfare for the community, namely a liveable house, but in reality, in Tuban Regency, there are still problems regarding unreached housing for the middle to lower class. Settlement and housing problems are one of the benchmarks in determining poverty standards. The Tuban Regency Government, through the Public Housing and Settlement Area Office of Tuban Regency, refers to the Minister of Social Affairs Regulation Number 20 of 2017 concerning Social Rehabilitation of Unworthy Houses and Infrastructure. The Rehabilitation Program for Unfit for Living Houses is an aid intended for low-income people to increase their standard of living for the better and provide welfare for the middle to lower class communities. This research uses qualitative methods with a research focus using theory (Agustino, 2017) covering apparatus resources, institutions, infrastructure and technology, finance, and regulations. Data collection techniques are carried out using primary and secondary data through books, journals, theses, and regulations. Documentation and interviews were added for description. The results showed that the evaluation of the Rehabilitation Program for Unfit for Living Houses in Tuban Regency since 2007 has been going well, as indicated by the realization of the program implementation target from 2016 to 2020, reaching 5,276 units. However, the findings show that it is not optimal. It is proven by the limited resources of the apparatus for technical personnel and supervisors in the Public Housing and Settlement Areas Service. Furthermore, the coordination indicators carried out were not comprehensive in up to 20 districts. The indicators of technology infrastructure have not yet been fulfilled in supporting the performance of the rehabilitation program for unfit for habitation in Tuban Regency. This study aimed to evaluate the effectiveness of community restaurants (CRs), managed by the Government of the State of Bahia/Brazil, for the dimension of access to food. The study used secondary data obtained from the public opinion survey Profile of users of community restaurants in Salvador. The nutritional information was accessed through the analysis of CRs’ menus. Adequate effectiveness of access to food was considered when the CR served meals to 50% to 70% of the users considered the target audience (individuals served by the two CRs located in the city of Salvador/Bahia/Brazil). The participants (n = 1464; 778 as low-income individuals) were adult CR users from Salvador/Brazil. Most of the respondents were male, 40 to 54 years old, not white, had up to 9 years of formal education, without a partner, and living in the municipality of Salvador. The evaluated CRs are effective in serving 53.1% of the target population in their total service capacity. Meal provision only reached an estimated 0.7% of the socially vulnerable community in the district. The average energy value of the meal served by the CR units was 853.05 kcal/meal, with a mean energy density composition classified as average (1.15 kcal/g). The effectiveness of the evaluated community restaurants showed that these instruments were minimally effective in promoting access to food for the low-income population within their total daily service capacity, and the current quantity of these facilities was insufficient. However, these instruments stand out in the fundamental role of promoting the daily distribution of meals to the Brazilian population with the highest social vulnerability levels.

<p>Public housing in Kuala Lumpur was introduced by the government as a means of replacing informal settlements and providing housing for the lower income. Government subsidies often cover some of the costs of public housing to help keep it affordable and at the lower end of house prices. To help meet the low cost agenda, public house designs are often kept to a minimal standard in Malaysia, removing low income Malay dwellers from their ideal image of home. In the long run, signs of neglect in the public houses are reflected in the lack of care and maintenance from dwellers, vandalism and more.   This thesis proposes that good, homely architectural design practices suited to the dweller can help encourage emotional ties between dwellers (low income families) and the dwelling (public houses). Its aim is to investigate potential architectural design approaches to tackle such problems in future Kuala Lumpur public houses.  This raises the question of which homely architectural design strategies might be best utilised in the Kuala Lumpur public housing environment. The thesis begins by exploring the meaning of home in relation to both dwellers and dwelling before then identifying ‘homely’ architectural design practices suited to the Malay community. In the context of public houses, this research investigation identifies privacy, environmental comfort, security and safety as homely aspects that are most often lacking in public housing design, contributing to a less homely environment. To enhance the homely attributes of public houses, the thesis proposes ways to restore homely qualities of spaces in the public house, drawing from these three aspects in order to arrive at design opportunities best suited to the lifestyle of its dwellers.</p>

The purpose of this study was to describe public perceptions of people’s housing programs for handling slums in Malaysia. Malaysia has begun organizing and fostering communities that have lived in slums since 1998 in the 'slum-free Malaysia vision 2005' program, and today Malaysia can be said to have successfully resolved slums, through public housing programs. The type of research used is this research is descriptive qualitative, using accidental sampling as sampling technique. Data collection methods used are interview and documentation methods, with research instruments in the form of interview guidelines. The results showed that the community strongly agreed with the existence of The People’s Housing Program (PPR), especially for the lower middle class and poor people in Malaysia. This program is able to realize the dream of the poor to be able to have a place to live that is suitable for living with family. Furthermore, the program itself is acknowledged by the community as being able to deal with slum settlements in Malaysia, and the poor who are biased in occupying slum areas voluntarily move to the houses provided by this PPR. So, people's perception of the Public Housing Program is very supportive especially to deal with slums in Malaysia.

In American popular discourse and policy debates, “public housing” conjures images of “the projects”—dysfunctional neighborhood imprints of a discredited welfare state. Yet this image, so important in justifying deconcentration, is a dangerous caricature of the diverse places where low–income public housing residents live, and it ignores a much larger public housing program—the $100 billion–plus annual mortgage interest tax concessions to (mostly) wealthy homeowners. in this article, we measure three spatial aspects of assisted housing, poverty, and wealth in New York City. First, local indicators of spatial association document a contingent link between assistance and poverty: vouchers are not consistently associated with poverty deconcentration. Second, spatial regressions confirm this result after controlling for racial segregation and spatial autocorrelation. Third, factor analyses and cluster classifications reveal a rich, complex neighborhood topography of poverty, wealth, and housing subsidy that defies the simplistic stereotypes of policy and popular discourse.

In communities where average family incomes are low relative to the costs of conventional housing – a common situation in New Hampshire – the services of adequate housing are, in effect, unavailable to many resident. If this service is to be available to low income residents, the public sector must provide public housing, or encourage private provision of low cost housing. Yet, instead of encouraging such housing, many New Hampshire communities ban or restrict the most common form of low cost housing – the mobile home.

Public housing and rental vouchers constitute two distinct forms of housing subsidy in the United States. Public housing, the nation’s oldest housing program for low-income renters provides affordable housing to about 1.2 million households in developments ranging in size from a single unit to multibuilding complexes with hundreds of apartments. The Housing Choice Voucher Program, founded more than 35 years after the start of public housing is now the nation’s largest rental subsidy program. It enables around 2 million low-income households to rent privately owned housing anywhere in the country. Although both programs provide low-income households with “deep” subsidies that ensure they spend no more than 30 percent of their adjusted income on rent, and both are operated by local public housing authorities, they offer distinct advantages and disadvantages. This chapter reviews and compares the two programs, examining their design, evolution, and strengths and weaknesses, including issues of racial segregation and concentrated poverty.

President Lyndon Johnson declared the Housing and Urban Development Act of 1968 to be “the most farsighted, the most comprehensive, the most massive housing program in all American history.” To replace every slum dwelling in the country within ten years, the act turned from public housing, the government-run program started in the 1930s, toward private-sector programs using both nonprofit and for-profit companies. As a result, since its passage, for-profit businesses have developed the great majority of low-income residences in the United States. The law also helped popularize the idea of “public-private partnerships,” collaborations of government agencies and non-government entities—including for-profit companies—for social and urban improvements. Remarkably, political liberals supported the idea that private enterprise carry out social-welfare programs. This article examines the reasons that Democratic officials, liberals, and housing industry leaders united to create a decentralized, ideologically pluralistic, and redundant system for low-income housing. It shows that frustrations with the public housing program, the response to widespread violence in the nation's cities, and the popularity of corporate America pushed the turn toward the private sector. The changes in housing and urban policy made in the late 1960s, the article concludes, helped further distinguish the American welfare state and encourage the rise of neoliberalism in the United States.

The provision of good quality housing remains a major problem facing policymakers in developing countries, with Algeria being no exception. The Algerian policy focuses on ensuring the provision of housing to low-income households who cannot house themselves adequately. This article presents an overview of the Algerian housing policies focusing on the issues encountered by governments since independence in 1962. This entails presenting the history of Algerian housing policy, including colonial, after independence and new Algeria. This will not be completed without reviewing the different national housing plans and policies introduced by the Algerian government, focusing on the housing achievements and deficits. Using qualitative analysis of secondary data through narrative and inductive approaches, this research argues that a significant change in how these programmes are currently structured is urgent. Thus, there is a need to find a new approach to finance the construction of public and private housing units and reduce dependence on the Public Treasury.

RESUMOOs desastres relacionados às águas, ocorridos no Brasil, aprofundaram e ampliaram as pesquisas sobre tais fenômenos. Este artigo analisa os conflitos decorrentes da resposta do governo da cidade de Campos dos Goytacazes/RJ às consequências dos desastres: o programa de habitação popular “Morar Feliz”. Realizaram-se levantamentos bibliográficos, coleta de dados em órgãos públicos e entrevistas com moradores reassentados. Os resultados indicam a existência de conflito de interesses que opõem os moradores que reivindicam ficar no bairro em que residem, ou próximo a ele, e o governo municipal, que promove a expansão urbana em áreas com insuficiência de infraestrutura urbana.Palavras-Chave: desastres ambientais, habitação popular, risco.RESUMENLos desastres relacionados con el agua que ocurrieron en Brasil profundizaron y ampliaron las investigaciones sobre estos fenómenos.
