The article deals with the development of science in higher educational institutions of Bashkiria in the 1960- 1980s, also the problem of the growth of the number of scientific and scientific-pedagogical personnel. The paper shows the dynamics of creating of research sections (departments), research industrial branch and problem laboratories, research production units in the universities of the republic. Thus, the first research laboratory in the higher educational institutions of the republic appeared in 1960, and the first research sections (departments) in 1963. The paper shows that in institutional terms, research activities were particularly intensively developed in the Ufa Oil and Aviation Institutes, the Bashkir State University. For some time, from 1963 to 1967, the former research institutes of the Bashkir branch of the USSR Academy of Sciences were part of the BSU; namely the Institute of Organic Chemistry and the Institute of Biology. However, the most rapid emergence of research laboratories in most universities of the republic dates back only to the 1980s, when they were established in the Bashkir State University, Medical and Agricultural Institutes. The article describes peculiarities of the formation of scientific trends and schools in various higher education institutions of the region. Thus, in the Bashkir Agricultural Institute, scientific research was closely related to agricultural production, in the Medical Institute - with medical and preventive practice in the republic. The Ufa Aviation and Petroleum Institutes, partly the University, served the production interests of large industrial enterprises. The article reveals that during the period under review, there occurred a certain integration of college science with academic and branch science, production, also increase the volume of contractual self accounting work took place The problem publication the results of scientific research remained acute during the study period. The issue of the implementing of the results of scientific activity in to production is touched upon. A number of difficulties in the development of science in higher educational institutions of the republic are identified in the article: the weakness of the experimental and production base, its inefficient use, the increase in the time of implementation of developments in to production, the low level of cooperation and coordination of scientific activities.

The article investigates the theoretical and methodological principles of scientific and pedagogical workers rating assessment in higher educational institutions (HEI). According to the results of broad literature analysis, rating systems formation peculiarities of scientific and pedagogical university workers were determined. Further development of approaches to specification and detailing of the essence, functions, purposes and tasks of rating assessment, formation of principles, requirements and criteria, justification and rating models selection, harmonization of theoretical concepts with the practice of applying procedures for rating assessment in the HEI is substantiated. Research novelty is to elaborate on the essence and functions of scientific and pedagogical workers rating assessment system being considered as a multidimensional information system, which in turn is the subsystem of a more general management system. Scientific and pedagogical workers rating assessment system  involves continuous observation, measurement and controlled object conditions evaluation, operational management decisions adoption, ensures the implementation, verification and review of management objectives, promotes educational and scientific standardization processes, provides ongoing regulation and forecasts further development. Rating assessment system is inextricably linked with professional activities monitoring of scientific and pedagogical workers in higher educational institutions and performs similar functions, such as informational, management, systematic, predictive, activating, analytical, qualimetric, corrective, diagnostic and formative ones. An important element of the scientific novelty studies is the feasibility justification of using a market approach based on  marketing, social and ethical concepts marketing in formulating the goals, objectives and rating systems constructing principles for scientific and pedagogical workers. It is established that the most relevant principles in scientific and pedagogical workers rating systems formation are the principles of integrity with the general management system, dynamism and adaptability, orientation towards the needs of educational and scientific services consumers. Prospects for further research are related to the theoretical foundations development and methodology for building marketing complexes of educational and scientific services aimed at maximizing the consumers and society needs, which will be attained through more efficient management of human resource potential based on the use of rating models.

In the article, the authors paid attention to the issues of identifying and detailing the motives of students of higher educational institutions for scientific research during their studies. Based on the generalization of the opinions of the authors who participated in the development of this problem, and the results of their own research, the authors of this article at the initial stage of the study analyzed and summarized the conclusions of scientists about the totality and detail of the above-mentioned motives. Further, the authors of this article justified a holistic set of interrelated motives that encourage students to engage in scientific research in addition to their current academic and other activities. In the process of studying the motives, the authors identified factors that represent a generalized grouping of motives for students' scientific research. Grouped motives, considered as motivational factors, can generally be considered as forces that encourage students to engage in the type of activity under consideration, namely: scientific research.The motivation factors that the authors reasonably propose to consider as determining the motivation of students for research activities are: the need for self-realization; reflection; social utility; professional interest; remuneration; social interaction; satisfaction from the process and the result. Each of the factors is justified and logically connected with the corresponding motives. This grouping is presented in tabular form and, as mentioned earlier, contains the rationale for the elements included in it.The identified factors and related motives can serve as a basis for the development of a survey material to assess students ' motivation for research activities.

The article analyzes the role and importance of scientific research in higher educational institutions, identifies the main tasks, functions of science and the main stages of development of scientific research, taking into account the requirements of the development of modern society. By research we mean the search of the new knowledge, a systematic investigation to establish the facts or the process of learning something. The purpose of scientific research is definition of a specific object and comprehensive, reliable study of its structure, characteristics, relationships based on the principles and methods of cognition developed in science, as well as obtaining useful results for human activity, introduction into production with the subsequent effect. Creating new technical tools and increasing requirements for existing ones, the emergence of new methods for solving technical problems call for a revision of the methods of studying and creating systematization, which allows accelerating the timing of the introduction of new technical solutions into the production process and making it more efficient, improving the qualification level of specialists. Thus, the functioning and development of countries is impossible without scientific research, the platform for which is higher education institutions, and the growth of the social product depends on scientific research. Scientific researchers have an exceptional significance for the development of all directions of higher educational institutions: education of specialists with high quality of training, formation of scientific schools, give prospects for effective use of scientific potential for the development of science itself, creation of new technologies and improvement of existing ones, facilitate the establishment and deepening of international scientific and educational relations, promote the development of international competitiveness, provide an opportunity to invent the latest technologies.
