The article generalizes the existing approaches to the definition of the term “financial control”. A detailed analysis of the Law of Ukraine “On Education”, the Regulation “On State Audit Office” and the Concept of Development of State Internal Financial Control are carried out. The state and prospects of internal and external financial control in higher educational institutions are investigated. It is substantiated that the legal department, in the state of which the specialist with special knowledge in the field of budget institution activity is desirable, is responsible for the legality and legal validity of the decisions taken. The specified person has the authority and responsibility for receiving and using funds from the budgets with the maximum achievement. In the framework of internal financial control, it is expedient to build an information and communication system for monitoring and processing of common methodological and organizational control principles through the development of the Regulations on the implementation of internal control, job descriptions of employees and the Guidelines for the implementation of internal control.It is noted that financial control, as a separate field of research has always been in demand and caused considerable interest. Given the cross-cutting nature of financial control, it is logical that it is unique and unique in various areas of implementation. Uniform unified financial control knowledge can not be applied — each industry has its own nuances. It is determined that financial control occupies the leading place in the activity of the University and, subject to its high quality, results will surpass all expectations. The existence of a legislative framework regulating the procedure for the implementation of financial control, the rights and powers of controlling bodies is not a guarantee of success. First of all, it is necessary that the specified laws be fulfilled and the controlling entities deliberately comply with the requirements of the legislation not because of the fear of negative consequences, but because of the desire for effective, economical use of funds in order to achieve the best result.

The textbook presents the objects of technical accounting, the main provisions on technical accounting and inventory of real estate. The questions of organization and conducting of works on technical inventory, the formation of inventory records and documents for the cadastral registration of buildings. The relevance of technical inventory of real estate is due to the fact that is the main element in the accounting system of material well-being of the state. The textbook is intended for students of higher educational institutions specializing in training 21.03.02 Land management and cadastre, as well as masters and PhD students in the field of: 21.04.02 Land and inventories. Historical and legal features for the development of legal (law) education in the pre-war period on the territory of modern Ukraine, as well as the state of regulatory provision of the educational process in higher educational institutions have been studied. The genesis of Ukrainian legal education has been analyzed and the state of training of legal personnel for state authorities has been characterized. Some features of the University education system and unification policy of the Soviet government have been highlighted. The disadvantages and advantages of the development of legal education in the studied period have been outlined. It has been substantiated that on the eve of the Second World War there was the system of University legal education in Ukraine, which emerged on the basis of Kyiv, Kharkiv, Lviv, Odesa and Chernivtsi Universities. The Soviet model of higher education of the outlined period proved itself to be a system which was accompanied by repression and arbitrariness of the authorities, imposition of Marxist ideology and lawlessness in all spheres of public life, which affected the educational activity of law faculties. There were two opposite tendencies in 30s and 40s of the XX century: on the one hand, the return to University legal education, the normative consolidation and streamlining of the educational process, the increase in the quantitative indicators of the training of lawyers for various sectors of the national economy; on the other hand, the reorganization of a number of higher educational institutions, including those which had law faculties and emerged in independent Ukraine after 1917, namely the Kyiv Ukrainian People’s University and the Ukrainian State University in Kamianets-Podilskyi, and unjustified Stalinist repression, the imposition of Marxist ideology.

The aim of the study was to study the state of systemic hemodynamics in students of the main higher educational institutions of Nizhny Novgorod during the inter-sessional period. It was found that this group of individuals has good adaptive reserves, but some of the surveyed students have signs of sympathicotonia and a moderate risk of arrhythmogenic events

The purpose of the article is to describe the experience of assistance provided by the State Geological Museum of RAS named after V.I. Vernadsky for teachers and teachers of higher educational institutions, as well as a discussion of the problems arising in this direction. The assistance is based on digital technologies and includes various projects: teleconference, broadcast lectures online, video tours of the museum, work with children in remote access. The organization of work with the teaching community is carried out by the Interuniversity Academic Center for Navigation in the specialties of the mining and geological profile, which brings together museum specialists and leading raw materials higher educational institutions. It is noted that a new form of museum work and the interaction of the museum and the teaching community has revealed certain new problems in this interaction. Their reasons are examined, and it is also emphasized that their elimination will solve the very urgent problem of the wide use of the wealth of Russian museums of various profiles in the work of teachers and teachers of institutes and universities.

Рассмотрена профессиональная подготовка курсантов вузов войск национальной гвардии, проведен анализ состояния процесса формирования профессиональной готовности курсантов вузов Росгвардии к управлению подразделениями при охране общественного порядка. В качестве основных методов исследования использовались анализ, синтез ведущих идей, сравнение, сопоставление. Выявлены основные пути повышения эффективности профессиональной готовности. Выработаны рекомендации при определении содержания военно-профессионального обучения в вузах Росгвардии. The main research methods used were analysis, synthesis of leading ideas, comparison, and comparison. The main ways to improve the effectiveness of professional readiness are identified. Recommendations are developed when determining the content of military-professional training in the universities of Rosgvadiya.

Promotion may be considered as an employee’s reward for good performance or for additional qualifications, that is, positive appraisal which boost individuals’ moral and is a mark of recognition. The study explores the Impact of promotion on academic staff development in the State higher educational institutions of Borno State. The study raised one questions to determine: The impact of promotion on academic staff development. Hypotheses was formulated and tested in line with the objectives of the study. Related literatures were reviewed based on the stated objective. Survey method was employed for the study. The population of the study were all academic staffs of the State higher educational institutions (1410). The sample of the study comprised all academic staff from the four selected institutions (938) using closed questionnaires. The collected data was presented by the use of simple frequency and percentages, and later analysed using Chi-square statistical technique. The finding reveals that since 2015-to date the State government offer paper promotion with no monetary increment to salary to academic staff in the state higher education. The study also reveals that there is a significant relationship between promotion and academic staff development. The study concluded that promotion influence academic staff development. It is recommended that the state government should offer the academics the financial benefits of their promotions to boost morale and for effective and efficient performance.
