Aim/Purpose: This paper presents some of the issues that academia faces in both the detection of plagiarism and the aftermath. The focus is on the latter, how academics and educational institutions around the world can address the challenges that follow the identification of an incident. The scope is to identify the need for and describe specific strategies to efficiently manage plagiarism incidents. Background: Plagiarism is possibly one of the major academic misconduct offences. Yet, only a portion of Higher Education Institutes (HEIs) appear to have well developed policies and procedures aimed at dealing with this issue or to follow these when required. Students who plagiarize and are not caught pose challenges for academia. Students who are caught pose equal challenges. Methodology: Following a literature review that identifies and describes the extent and the seriousness of the problem, procedures and strategies to address the issue are recommended, based on the literature and best practices. Contribution: The paper alerts academics regarding the need for the establishment of rigorous and standardized procedures to address the challenges that follow the identification of a plagiarism incident. It then describes how to streamline the process to improve consistency and reduce the errors and the effort required by academic staff. Recommendations for Practitioners: To ensure that what is expected to happen takes place, HEIs should structure the process of managing suspected plagiarism cases. Operationalization, workflow automation, diagrams that map the processes involved, clear in-formation and examples to support and help academics make informed and consistent decisions, templates to communicate with the offenders, and data-bases to record incidents for future reference are strongly recommended. Future research: This paper provides a good basis for further research that will examine the plagiarism policy, the procedures, and the outcome of employing the procedures within the faculties of a single HEI, or an empirical comparison of these across a group of HEIs. Impact on Society: Considering its potential consequences, educational institutions should strive to prevent, detect, and deter plagiarism – and any type of student misconduct. Inaction can be harmful, as it is likely that some students will not gain the appropriate knowledge that their chosen profession requires, which could put in danger both their wellbeing and the people they will later serve in their careers.

This chapter provides a general background on the problem of plagiarism, how the Internet has been implicated as a negative influence on Academic Integrity (AI), empirical study data on the influences of the Internet on plagiarism, reasons why students may conduct plagiarism, and best practices in the use of plagiarism detection. Within the first section, three empirical studies are highlighted to indicate the actual occurrence of plagiarism in graduate education and the role the Internet may play in influencing AI. In the second section, a description of both how and why students conduct plagiarism is presented. Existing literature on the topic is explored to better inform stakeholders on the ‘why' component with suggestions for potential mitigating solutions. The subsequent section describes plagiarism detection software that is commonly in use across the globe including best practices on how to interpret detection results. Lastly, recommendations and calls for future research are provided.

Despite a plethora of research on the academic misconduct carried out by U.S. high school and undergraduate university students, little research has been done on the academic misconduct of Canadian students. This paper addresses this shortcoming by presenting the results of a study conducted at 11 Canadian higher education institutions between January 2002 and March 2003. We maintain that academic misconduct does indeed occur in Canada – amongst high school, undergraduate and graduate students. Common self-reported behaviours were as follows: working on an assignment with others when asked for individual work, getting questions and answers from someone who has already taken a test, copying a few sentences of material without footnoting, fabricating or falsifying lab data, and receiving unauthorized help on an assignment. Possible factors associated with these behaviours include student maturity, perceptions of what constitutes academic misconduct, faculty assessment and invigilation practices, low perceived risk, ineffective and poorly understood policies and procedures, and a lack of education on academic misconduct. Canadian educational institutions are encouraged to address these issues, beginning with a recommitment to academic integrity.

Distance learning has become an important tool in many fields of education. Museums, like other educational institutions, have been offering distance learning programs to their audiences for more than 30 years. This scoping study examined the published literature related to distance learning programs in museums to inform future research in this field. Searches were conducted in three academic databases in addition to journal hand searches. This resulted in 954 unique citations associated with distance learning in museums. Of these, 17 articles met the criteria for inclusion in the study. Forwards and backwards searches resulted in the addition of two books. A search of the research hosted by the Center for Advancement of Informal Science Education resulted in one additional study for a total of 20 manuscripts. Upon analysis, four major themes were identified. These included benefits and barriers related to distance learning programs in museums, partnerships, and educators’ changing roles as they relate to distance learning programs. Each of these themes is described and areas for future research are identified. Future work should move beyond the predominately evaluative case studies and pursue larger questions about how future research might support museums as they continue to design and implement online programming. This may include exploring best practices in museum-based distance learning and how to develop effective professional development opportunities for the educators engaged in these programs. Such research will enhance museum-based distance learning programs so that they can continue to support global learners.

A small but growing area of public administration scholarship appreciates the influence of religious values on various aspects of government. This appreciation parallels a growing interest in comparative public administration and indigenized forms of government which recognizes the role of culture in different approaches to government. This article is at the crossroads of these two trends while also considering a very salient region, the Islamic world. The Islamic world is uniquely religious, which makes this discussion even more relevant, as the nations that represent them strive towards legitimacy and stability. The history and core values of Islam need to be considered as they pertain to systems of government that are widely accepted by the people. In essence, this is being done in many countries across the Islamic world, providing fertile grounds for public administration research from a comparative perspective. This paper explores these possibilities for future research on this topic.

The article discusses the current state of professional training of engineers, in particular, electronics engineers in Ukrainian higher education institutions (HEIs) and explores best practices from US HEIs. The research outlines the features of professional training of electronics engineers and recent changes in Ukrainian HEIs. Such challenges for Ukrainian HEIs as lack of collaboration between higher education and science with industry, R&D cost reduction for HEIs, and downsizing the research and academic staff, the disparity between the available quality of human capital training and the demanded are addressed. The study attempts to identify successful practices of US HEIs professional training of engineers in order to suggest potential improvements in education, research, and innovation for training electronics engineers in Ukraine.

This is a pdf of the original typed manuscript of a lecture made in 2006. An annotated English translation will be published by the International Review of Social Psychology. I this text, Moscovici seeks to update his earlier work on the “conspiracy mentality” (1987) by considering the relationships between social representations and conspiracy mentality. Innovation in this field, Moscovici argues, will require a much thorough description and understanding of what conspiracy theories are, what rhetoric they use and what functions they fulfill. Specifically, Moscovici considers conspiracies as a form of counterfactual history implying a more desirable world (in which the conspiracy did not take place) and suggests that social representation theory should tackle this phenomenon. He explicitly links conspiracy theories to works of fiction and suggests that common principles might explain their popularity. Historically, he argues, conspiracism was born twice: First, in the middle ages, when their primary function was to exclude and destroy what was considered as heresy; and second, after the French revolution, to delegitimize the Enlightenment, which was attributed to a small coterie of reactionaries rather than to the will of the people. Moscovici then considers four aspects (“thematas”) of conspiracy mentality: 1/ the prohibition of knowledge; 2/ the duality between the majority (the masses, prohibited to know) and “enlightened” minorities; 3/ the search for a common origin, a “ur phenomenon” that connects historical events and provides a continuity to History (he notes that such a tendency is also present in social psychological theorizing); and 4/ the valorization of tradition as a bulwark against modernity. Some of Moscovici’s insights in this talk have since been borne out by contemporary research on the psychology of conspiracy theories, but many others still remain fascinating potential avenues for future research.

This study is an evaluation of the professional development (PD) programme for learning advisors employed in the self-access centre at Kanda University of International Studies in Japan. The research issue investigated was whether the PD activities of advisors allow them to provide appropriate support to students at the University. The implementation of policies, the people and the setting were all considered in building an understanding of what may make the programme work. The framework used to understand this programme is realist evaluation (Pawson & Tilley, 1997), in which theories related to the initial research issue were refined and developed to offer new perspectives. Results suggest that initial training aids advisors in supporting students, but that future implementation decisions are needed for the mentoring element of the programme and on whether more peer observation should take place. The implication that informal discussion among the workgroup and the freedom to choose personal PD journeys are fundamental drivers of effective practice is a finding that may be applied to other teacher and advisor education settings.

Historic gardens are important parts of humanity’s built heritage within the designed landscape, providing many environmental, economic and socio-cultural benefits. Management is a key part of their conservation, perhaps the most difficult because it is costly, must be continual, and requires a skilled workforce. This systematic review looks at the literature addressing historic garden management, with special attention regarding the social, economic and environmental aspects of sustainability. Academic studies on this subject come from many different disciplines, making it both stimulating and fragmented. It is now time to consolidate these interdisciplinary efforts into a clear vision, including a framework of key themes and research methods so as to better coordinate efforts and make the information and innovation generated more accessible to the garden managers “in the trenches”. With this aim, reviewed studies are classified according to 10 criteria: supply or demand orientation; management phase involved; primary sustainability processes addressed; geographic criteria; number of sites covered; policy documents referred to; kind of data collected; study methods employed; possibility of bias specifically regarding historic gardens; garden use. An analysis of these criteria shows that historic garden management literature focuses on describing the gardens themselves, with few studies interested in the people supporting them. Future research should follow recent policy documents’ lead and pay more attention to community value and involvement.

In the United States, the lack of personal savings has been a perennial concern in the world of public policy. Policymakers and other practitioners constantly struggle with how to encourage families to accumulate funds in preparation for inevitable, but often unpredictable, financial emergencies. The field of applied behavioral science has attempted to address this challenge—often with mixed or modest results. I argue that psychological science (personality and social psychology in particular) offers underappreciated insights into the design and implementation of policy interventions to improve the rate of individual savings. In this article, I briefly discuss examples of prior interventions that have attempted to increase saving and then lay out some opportunities that have not been deeply explored. Future research in this area should broaden and deepen the way that psychology is leveraged as a tool to improve the financial security of the people who are the most vulnerable.
