The article explores intertexts and precedent phenomena used in current political discourse as exemplified by the speeches of President of the Russian Federation Vladimir Putin and Foreign Minister of the Russian Federation Sergey Lavrov. As globalization marches on, an increasing number of international conferences, summits, forums is held. Political speeches garner attention of both linguists and a wider audience, as it becomes apparent that political communication can affect people and the international political agenda. Particular attention should be paid to interpreting intertexts. A combination of these factors makes this research highly relevant. The paper focuses on intertexts in political discourse, their types, and how they are interpreted simultaneously from Russian into English. The case study includes videos and scripts of public speeches delivered by President of the Russian Federation Vladimir Putin and Foreign Minister of the Russian Federation Sergey Lavrov that can be found on the official website of the Ministry of Foreign Affairs of the Russian Federation, on the official website of the President of Russia, and on a video sharing service YouTube. The case study is underpinned by analytical and comparative methods. Practical implications of the present research include ways of interpreting intertexts in the booth in order to ensure successful communication.

The presented paper is of a theoretical character. It includes a reflection on the mechanisms behind the rebirth of totalitarianism, using contemporary Russia as a case study. The research period taken as exemplification for the theoretical part comprises years 2000–2020 and was chosen for three reasons, mutually interconnected. The first among them is the election of Vladimir Putin, regarded as a strong symbolical representation of centralized state power, as the president of Russian Federation. Secondly, the consolidation of power in the hands of one man who had the tools to control and affect the political system. Thirdly, the modification of the Russian Federation Constitution to favor the durability of Putin’s government. The presented results point to the mechanisms behind the activation of totalitarian tendencies in Russian culture in the light of long-lasting cultural paradigms: collectivism and con-centrism.

Данная статья рассматривает функционирование фразеологизмов в российском политическом дискурсе и особенности их употребления политиками в своих выступлениях. Основное внимание сосредоточено на экспрессивной и прагматической функциях использования фразеологических единиц в политических текстах ввиду их оценочно-экспрессивного характера. Также в статье рассматриваются структурные и стилистические изменения, которые претерпевают фразеологизмы в политическом дискурсе. При этом в работе приведены примеры из выступлений министра иностранных дел РФ С.В. Лаврова. В результате автор приходит к выводу, что фразеологизмы позволяют наладить контакт адресанта сообщения с аудиторией при обращении к общему культурному коду, выразить и передать реципиентам свое отношение к предмету коммуникации. Abstract This article examines the usage features of the phraseological units in Russian political discourse and the peculiarities of the phraseological units’ usage by politicians in their speeches. The main focus is on the expressive and pragmatic functions of using phraseological units in political texts due to their evaluative and expressive nature. The present article also examines the structural and stylistic changes of the phraseological units in political discourse. Moreover, the work provides examples from the speeches of the Minister of Foreign Affairs of the Russian Federation S.V. Lavrov. As a result, the author comes to the conclusion that phraseological units make it possible to establish a contact between the speaker and the audience when referring to a common cultural code, to express an attitude to a certain subject.

This article presents the results of the author's reflections on the theoretical principles, legal basis and practice of the international activities of the Federal Assembly – the Parliament of the Russian Federation, - in connection with the 25th anniversary of parliamentarism of new Russia. The author analyzes the country network of relations, forms of bilateral inter-parliamentary cooperation, shows the experience of cooperation with European inter-parliamentary structures and associations. Special attention is paid to parliamentary cooperation within the framework of the Union of Belarus and Russia, the collective security Treaty Organization, the Commonwealth of independent States and the Eurasian economic community. He also shows the demand for inter-parliamentary cooperation with BRICS countries and Shanghai Cooperation Organization. On the basis of the Concept of foreign policy of Russian Federation (dd. November 30, 2016, N 640), the speech of Minister of foreign Affairs of Russia Sergey Lavrov at the Munich security conference February 16, 2019 and the message of the President of Russian Federation Vladimir Putin to Federal Assembly February 20, 2019 the author presents the list of directions, topics and geography of international cooperation of Russian Parliament for the medium term future.

The leadership of the Russian Federation made visible organization and invested significant financial resources in support of the Russian Orthodox Church, making the latter a cementing ideological component of the Moscow government, its various aggressive policy. So, since 2012, the state support for the 2016 year celebration of the "1000th anniversary of the Russian presence on Athos" has begun. On this occasion, a special order of Russian President Vladimir Putin on October 16, 2012 for №468-rp "On creation of working groups ...". The Ministry of Foreign Affairs of Ukraine appealed to the Specialized Department of the Department of Religious Studies of the National Academy of Sciences of Ukraine with a request to comment on the next aspiration of the Russian Federation to steal Ukrainian history, attributing to itself what the Muscovites do not have any direct relation to.

Russian President Vladimir Putin defined increase in life expectancy from 72.7 to 78 years by 2024 as a national aim in the Decree № 204 of May 7, 2018. Achievement of this aim depends on drug provision system among other factors. Strategy of drug provision for the population of the Russian Federation for the period until 2025 sets the goal of increasing availability of high quality, effective and safe medicines to meet needs of the population and the health system based on the formation of a rational and balanced system of drug provision for the population of the country with available resources. The health care system should expand the possibilities of using modern and effective mechanisms to ensure the financing of drug provision for the population.

Through the concept of transnational space and “case-study” method, the prospects for the involvement of Ibero-America in the virtual Trans-Arctic, which is turning into a geoeconomic and geopolitical "bond" of two neighboring spaces – Trans-Atlantic and Trans-Pacific – are considered. The strengthening of Iberoamerican states’ presence in the Trans-Arctic will be a factor in increasing their ratings in the global hierarchy, will provide them with new geopolitical advantages for global competition, will strengthen comprehensive security (economic, environmental, energy, transport and logistics, food, water). In the context of the Arctic interests of Ibero-America, special attention is paid to options for possible "win-win" cooperation in the Arctic zone of the Russian Federation, including taking into account the potential of BRICS and its "outreach" and "BRICS +" platforms. Highlighted fundamental legal differences between Trans-Arctic and Antarctic. The Arctic prospects of Brazil as a channel for the realization of the circumpolar interests of the Iberoamerican states are emphasized

The presented study is devoted to the study of the practice of the Constitutional Court of the Russian Federation in relation to issues of local self-government in the context of the municipal reform of 2014-2015. and its legal consequences. The aim of this work is to carry out a comprehensive assessment of the practice of the Constitutional Court of the Russian Federation on the identified problems of the work of local authorities in the period following the start of municipal reform. The research methodology is built by combining descriptive analysis elements and a case study. It is concluded that the Constitutional Court of the Russian Federation has consistently maintained its position on the constitutional nature of the reform of local authorities. The provisions of the relevant regulatory legal acts are limited only partially and only in relation to first-level municipalities - municipal authorities of settlements. Given the deprivation of the latter a significant part of the powers and the observed transition to a singlelevel system of local self-government, the adoption of these restrictions does not significantly affect the implementation of the reform. Of fundamental importance is the position of the Constitutional Court of the Russian Federation regarding the new powers of regional authorities in relation to municipalities. The increase in the arsenal of legal instruments of the influence of the leadership of the constituent entities of the federation on the heads of local self-government was not interpreted as a violation of the constitutional principle of the independence of municipalities. The latter opens up the possibility for further legalization of the process of embedding municipal bodies in the structure of the informal “power vertical”.
