This article presents the concepts of «smart cities» origin and peculiarities of their functioning. The article analyzes the experience of foreign countries in the field of creating «smart cities», useful for the development of complex concepts of building «smart cities» in the Russian Federation. As the main element of «smart cities» functioning and development, the system of waste recycling and features of its effective work were considered. The article is intended for economists specializing in regional economics, the creation of «smart cities» and waste recycling systems.

Quite often, the scientific community emphasizes the need to stimulate spatial development and form the most optimal structure of economic space in order to ensure sustainable and integrated development of territories. Despite the development and complexity of the research methodology, existing models and theories of spatial topics do not fully reflect the real picture of the organization of economic space in various countries of the world. However, it is the joint study of the theoretical and methodological foundations of spatial and regional economics and the study of domestic and foreign experiences of spatial organization that makes it possible to implement a full-fledged transformation of the Russian economy in a spatial context. The purpose of this article is to study the spatial organization of the Northern territories of a number of foreign countries and develop proposals on this basis to ensure the spatial development of the Northern and Arctic regions of the Russian Federation. The research used the monographic method, methods of comparative analysis and synthesis of information obtained, as well as graphical and tabular methods of data visualization. The study found that economic space acquires its actual configuration through distribution across economic agents and settlements and through relationships and communication that occur at the stages of production, distribution, exchange, and consumption. The study of the economic space specificity in the Northern territories of foreign countries helped to identify the main factors and conditions for forming the production and settlement frameworks. Based on the results obtained, the authorsdeveloped proposals aimed at improving spatial organization of the Northern and Arctic territories of the Russian Federation. The nclusions contribute to the development of ideas on spatial organization of territories and can be used in the implementation of government policies in the field of spatial and regional development.

Introduction. The article considers international and national experience in legal regulation of medical waste disposal. The special attention is given to foreign experience and possibility of application and perfection of the legislation on medical waste recycling in the Russian Federation.Materials and methods. Realization of research tasks has been reached on the basis of studying theoretical and practical experience of foreign countries concerning regulation of medical waste utilization. The study is based on the method of analysis of the current regulatory and legal framework in the Russian Federation, the practice of applying the legislation by judicial and other competent authorities and existing European (world) standards for the purposes of legal unification. Study results. In the article experience of the foreign countries concerning legal regulation of medical waste recycling, presented in the works of foreign and domestic researchers, the legislation of foreign countries is considered; the analysis of the sources regulating recycling of medical waste is conducted; various concepts of classifications of medical waste are revealed.Discussion and conclusions. The study showed that polymorphism of medical waste is both an epidemiological and environmental hazard. The problem is compounded by the potential hazards that arise from contact with these wastes, such as toxicity, radioactivity and infection. This is why environmental and environmental legislation is of particular importance, along with health and sanitary legislation. These legal norms should be taken into account by medical institutions when developing procedures for handling hospital waste. On the basis of the above-stated it seems expedient to study the experience of developed countries, in particular of the USA and the European states, concerning legal regulation of utilization of medical wastes as the problem of safe handling of medical wastes is important for each subject of the Russian Federation.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.

The presented study summarizes the results of the implementation of liberal market reforms in Russia and reviews tools of the market economy that could solve the problem of distrust within Russian society.Aim. The study aims to define the underlying problems that stem from the peculiarities of the historical development of the Russian Federation and now hinder the advancement of our country to a new level of development, and to propose directions for solving these problems.Tasks. The authors summarize the socio-economic consequences of the implementation of liberal market reforms; define the problems of the implementation of a rent-based economy in modern Russia; prove that Russia cannot advance to a new level of development without solving the problem of social distrust; review the tools that could change the current situation of global social distrust (publicprivate partnership, proactive budgeting, clusters, territorial marketing, Far Eastern Hectare program, smart cities, incident management).Methods. This study uses general scientific methods of cognition to examine the results of the implementation of liberal market reforms, identify the problems of modern Russia, and determine the possible directions and tools of development.Results. Russia’s development is historically based on finding and living off the natural rent. This perspective significantly narrows the range of ideas about the potential development directions for the Russian Federation. The rent-based development options proposed today expose another common Russian trait — uncertainty, lack of risk appetite, pessimism, and fear of “things getting worse”. Implementation of democratic reforms in the context of rent-based economic institutions, lack of mutual trust within society, poor performance of courts — all this aggravates the current situation.Conclusions. Nowadays, Russia needs an economy that would create a demand for human capital and inclusive political institutions that would make people engaged in the life of the nation, allowing them to capitalize on their creativity without leaving their homeland.

The current issues of reforming the current tax system in the Russian Federation in the context of the transition to determining the amount of real estate taxes based on the cadastral value of real estate objects are discussed. The decision on adopting elements of a tax system in practice should be scientifically and methodologically based. The rational construction of the tax system of Russia contributes to the study of foreign tax systems’ models. In the article, the systems for calculating real estate tax established in the foreign countries under consideration are highlighted. Everything is based on analyzing the practice of real estate valuation in the UK, France, Belgium, Latvia, Finland, USA and Chile. A comparison is made of the grounds for calculating the property tax, their distinctive features. The main approaches to determining the cadastral value taking place in the cadastral systems of foreign countries are summarized. The conducted studies provide grounds for identifying trends in real estate valuation, which are being introduced into modern Russian cadastral valuation practice.
