Structural transformations of the regional economy today are the primary necessity and driving force behind the transformation of the country's economy. In connection with constant external and internal threats and the need to overcome their consequences, the regional economy needs structural modernization and the definition of its essential features, which are the key to the formation of regional policy priorities, mechanisms for its implementation, improvement of tools and methods for the implementation of modernization measures. The above determines the theoretical and methodological essence of the structural modernization of the regional economy and is one of the most pressing and debatable issues of regional development and management. The study presents the scientific approaches of a number of Russian scientists to understanding the content of the definition of “structural modernization of the regional economy”. We believe that in order to improve the system of interregional management of the socio-economic potential of the subjects of the North Caucasus Federal District, it is necessary to develop interregional economic clusters, interregional innovation centers capable of more comprehensively using the resources of regional economies. In this case, the priority tasks of interregional organizational structures include strengthening competitive growth points, real building up and effective use of socio-economic potential, both of the macroregion as a whole and of its individual regional entities. Among other things, the article substantiates the need to modernize the structure of the national economy of the North Caucasian regions. A mechanism for managing the modernization of the economy of the regions of the North Caucasus Federal District is proposed.

The article discusses the main existing methodological approaches to assessing the state of human capital in the regions, and provides a critical analysis by comparing the positive and negative sides. The article substantiates that in modern realities for the assessment of regional human capital should be used available indicators recorded by the Federal State Statistics Service of the Russian Federation in all regions, which will ensure the comparability of calculations between different subjects and give a certain universality to the methods of assessing the state of human capital in the region. Justifies the author’s position of assessing the state of human capital in the region based on the socalled representative approach of interregional comparison, the undoubted advantage of which is the comparability of the assessment indicators, which excludes the influence of the area and population of the region on the calculation of specific indicators. It is shown, in addition, that this approach is based on regional statistics available and universal for all regions. In the article, based on the methodology for assessing the human capital of the region justified by the authors, an assessment of the state of the human capital of the regions of the North Caucasus Federal District for 2019 is carried out, according to the results of which the corresponding conclusions are made, indicating a fairly strong differentiation of the regions of the North Caucasus Federal District by individual components of human capital. In this connection, it is proposed to consider the integral index of the human capital of the region in the context of the influence of indicators of the elements of regional human capital on it in order to obtain more weighty guidelines for the development strategies of regional human capital. The methodological approach proposed in the article and the results obtained can be useful for the regions of the North Caucasus Federal District to develop development strategies and adjust existing programs for the development of human capital.

The most progressive and promising model of spatial organization of food markets of the North Caucasus Russian Theatre is a cluster model. In the proposed methodology of the process approach to develop a structural model of agro-food cluster in the NORTH is cluster analysis. The regional food market as a single system, which combines production, marketing and consumption of foods with a specific hierarchy, is characterized by different relationships and proportions between its components and is an important an indicator of a country's economic development, achieving food security. Disclosure of potential in a market system, its effective use, taking into account regional particularities and specificities of the economy, improvement of the spatial organization and improving the efficiency of such a complex system as the regional food market is impossible without knowledge of its essence, principles of formation and operation. In this connection there was a need to develop modern methods of research, evaluation, analysis, improvement of structure and functional organisation of the regional food markets as an important factor for the socio-economic development the country. The novelty of the research lies in the fact that the clustering of agribusiness implemented taking into account the peculiarities of regional AIC on the basis of strategic management zones: industrial, conventional and organic. To determine the effectiveness of the cluster algorithm of its evaluation, which is based on the criteria of usefulness and survival in the conditions of the cluster in the region, which are defined using evaluation scales and weights the main factors utility and survival in the cluster.

The article provides an overview of the effects of the resonant impact of clusters on the ability of mountain areas to adapt to the modern realities of the technological level, as well as the ability to apply innovations, attract investment in the agro-industrial and tourist cluster. A panel of indicators is presented that provides correct comparability of achievements and reflects information for aggregation by various parameters of the economic and geographical indicators of the region: the national environmental rating of the subjects of the North Caucasus Federal District; indicators of sustainable development of the Russian Federation and the North Caucasus Federal District; investment risk of the republics of the North Caucasus Federal District; the main economic and social indicators of the RSO-Alania. It is established that the geoinformation study of the use of a multicomponent indicator of the state of mountain territories is the basis for determining the vector of their further socio-economic development and justifying appropriate management decisions to stabilize economic development. The peculiarity of the approach is the selection of criteria that will be used in the development of mechanisms for the sustainable development of mountain territories according to the target indicators, in accordance with the UN resolution "Transforming our world in the field of sustainable develop-ment for the period up to 2030".

The article gives an overview of the scientific forum "Caspian Region 2021: Ways of Sustainable Development" held on May 26-28, 2021 in the city of Astrakhan on the basis of the Astrakhan State University. The brief overview introduces the main directions of the forum related to the priority vectors of the Caspian macro-region development, touching upon the issues of cooperation in the scientific and educational sphere on the scale of the Great Caspian Sea, the development of the transport and logistics cluster, integrated safety and security in the context of the economic, cultural, environmental and geopolitical components, youth policy and education development issues. The International Scientific Forum "Caspian Region 2021: Ways of Sustainable Development" united leaders of the science system, higher education and youth policy, leading scientists, experts of higher education and will become the driver of the Year of Science and Technology in Russia. More than 20 events took place within the framework of the Forum: panel discussions, a national conference with international participation, a meeting of the Commission on Science, Research and Technology of the Association of State Universities of the Caspian Countries, a joint meeting of the Council of Rectors of Universities of the Southern Federal District and the North Caucasus Federal District, a meeting of the Caspian Discussion Club, round tables, excursions, presentations, lectures on relevant topics.

В статье рассматриваются особенности взаимосвязи, инертность и изменчивость динамики доходов населения и показателей валового регионального продукта в субъектах Северо-Кавказского федерального округа. В условиях стагнации российской экономики в последние годы проблема роста валового регионального продукта и доходов населения в депрессивных регионах Северного Кавказа приобретает особую значимость. Проведенный авторами корреляционный анализ доходов населения и валового регионального продукта за 2000-2018 гг. методом Пирсона выявил, что, в отличие от российских регионов в целом с их достаточно сильной связью между валовым региональным продуктом и доходами населения, в регионах Северного Кавказа наблюдалось очень значительное расхождение в коэффициентах корреляции. В частности, в Северной Осетии в течение 2011-2015 гг. экономический рост и доходы населения находились в состоянии слабой зависимости, а уже в 2015-2018 гг. эта связка стала почти идеальной, когда коэффициент корреляции достиг 0,99. Резкие скачки в тесноте связей ВРП и доходов населения имели место в Дагестане, Карачаево-Черкессии, в то время как относительно стабильная динамика коэффициентов корреляции ВРП с доходами была характерна для Ингушетии. В Кабардино-Балкарии и Ставропольском крае, где были отмечены низкие и отрицательные значения коэффициентов корреляции, в динамике доходов населения и экономическим ростом проявилась либо слабая связь, либо обратная связь, когда увеличение одной переменной приводит к уменьшению другой. В целом, разнонаправленность динамики показателей валового регионального продукта и доходов населения в регионах СКФО отражает неэффективность экономической политики и необходимость более дифференцированного подхода к отдельным территориям макрорегиона. The article discusses the features of the relationship, inertia and variability of the dynamics of household income and gross regional product indicators in the subjects of the North Caucasian Federal District. In the context of the stagnation of the Russian economy in recent years, the problem of the growth of GRP and income of the population in the depressed regions of the North Caucasus is of particular importance. The authors' correlation analysis of the population's income and the gross regional product for 2000-2018 according to Pearson method revealed that, in contrast to the Russian regions as a whole with their rather strong relationship between the gross regional product and the population's income, there was a very significant discrepancy in the correlation coefficients in the regions of the North Caucasus. In particular, in North Ossetia, during 2011-2015, economic growth and income of the population were in a state of weakened mutual dependence, and already in 2015-2018, this link became almost perfect, when the correlation coefficient reached 0.99. Sharp changes in the close relationship between GRP and income of the population occurred in Dagestan, Karachay-Cherkessia, while the relatively stable dynamics of the correlation coefficients of GRP with income was characteristic of Ingushetia. In Kabardino-Balkaria and Stavropol Krai, where low and negative values of correlation coefficients were noted, the dynamics of household income and economic growth showed either a weak relationship or an inverse relationship, when an increase in one variable leads to a decrease in the other. In general, the divergence of the dynamics of the gross regional product and income indicators in the regions of the NCFD reflects the inefficiency of economic policy and the need for a more differentiated approach to individual territories of the macroregion.
