The Open Universities and Dual Mode Universities in India are catering millions of Open Distance Learners (ODL) through its chain of Regional Centres and Learner Support Centres (Study Centres) across the country. In order to improve the Gross Enrollment Ration (GER), the regulatory bodies should act as facilitator rather than the administrator or inspector. Today, Open Distance Learning (ODL) offered by the Open Universities and Dual mode Universities in India is at cross roads because of multiple control and regulation by several regulatory bodies of the Central Government. A new approach is needed by the regulatory bodies as well as the Govt. of India to remove obstacles put forth by various Regulations restricting the very access of open and distance learning to reap the demographic dividends in the country. This paper critically analyzes the aspects that affect the ODL being offered through Open and Dual mode universities. The paper also critically highlights the challenges being faced by the ODL institutions as well as the opportunities available to them. This study investigates the implemented distance learning system from home as the Indonesian government's policy slogans during the COVID-19 pandemic. The use of various distance learning system platforms currently available adjusted to the learning process's needs to carry out provides a solution to break the chain of spreading COVID-19 in Indonesia. The research using a literature review that consists of four stages, namely (1) Identification of research topic keywords, (2) identification of abstracts from various literature sources, (3) making notes of identification results, and (4) link notes periodically. Based on the results and discussion, distance learning is an effective solution to continuing the learning process during the COVID-19 pandemic, when it does not allow direct learning in the classroom. However, to increase distance learning success, various considerations are needed, such as infrastructure, teacher and student readiness, and expected learning outcomes. Therefore, teachers as an essential factor in the achievement of the learning process, especially during the COVID-19 pandemic, must be able to create and provide usefully and not dull learning conditions, one of which is by trying to use various learning models platforms such as Zoom Cloud Meeting, Google Forms, Jitsi Meet App, Whatsapp Groups and more.

The World Health Organization has declared the COVID-19 pandemic one of the main threats to humanity, as it affected not only the health care system, but also the global economy and education system around the world. All educational institutions, schools, colleges, universities were massively closed. In 2020, every fifth student in the world did not attend school. Today, distance learning is popular due to a number of advantages. This is, first of all, the availability of information about all knowledge in one place, so that each student has free access to content anywhere and at any time. However, there are also certain negative aspects of distance learning. In this paper, we conducted a comparative analysis of the positive and negative aspects of distance learning using a review of the literature available to us. The manuscript was prepared as part of the diploma work of N.K. Zhasulanov on the topic: «Assessment of the impact of distance learning introduced during the COVID-19 pandemic on the level of knowledge of students (for example, Astana Medical University)»

The urgency of the task of developing tools for neural network analysis of biometric parameters for recognizing the personality and emotions of students of the distance learning system has been substantiated. The necessity of formalizing the architectural solutions used in the creation of software for neural network analysis of biometric parameters is shown. As a result of the research carried out in terms of the UML modeling language, the architecture of the neural network analyzer of biometric parameters has been developed. Diagrams of options for using the neural network analyzer have been developed both for recognizing the personality of a student when entering the system, and for recognizing the personality and emotions of a student in the process of his interaction with the distance learning system. Also, based on the developed use case diagrams, a structural diagram of the analyzer is built. The necessity of including subsystems for determining the functional parameters of the analyzer, registration of biometric parameters, neural network analysis of registered biometric parameters, personality recognition and emotion recognition is substantiated. An original feature of the proposed architectural solutions is the introduction into the neural network analysis subsystem of an integrated analysis module designed to summarize the results of neural network analysis separately for each of the biometric parameters. A rule for making an integrated decision has been developed, taking into account the results of a neural network analysis of each of the registered biometric parameters and the corresponding weight coefficients determined by expert evaluation. The introduction of the integrated analysis module makes it possible to increase the accuracy of recognition of emotions and personality of a student, since the final classification is realized through a generalized assessment of several guaranteed significant biometric parameters. In addition, the use of this module makes it possible to increase the reliability of the neural network analyzer in case of difficulties associated with the registration of a particular biometric parameter. It has been established that the decision-making rule can be improved by using one or more neural networks in the integrated analysis module, designed to generalize the results of the neural network analysis of all registered biometric parameters. It is proposed to correlate the directions of further research with the development of appropriate neural network solutions.
