El presente artículo es producto de la investigación etnográfica conjunta de docentes y estudiantes de la Universidad Estatal de Milagro, UNEMI, involucrados en el área de Investigación Formativa y Vinculación, iniciada desde la gestión docente al impartir la Asignatura Antropología Cultural, que permitió al aplicar técnicas dialógicas evidenciar la problemática que afectaba a la Ciudadela Huancavilca, sector sureste del cantón Milagro, provincia del Guayas, Ecuador, como es el caso de: apatía por la participación, inexistencia de organización, desunión y desconfianza hacia todo aquel que tenía la intención de liderar acciones ciudadanas. La intervención de la Universidad Estatal de Milagro fue pertinente, analizada la situación se consideró oportuno formar brigadas con los estudiantes, en las cuales se integró a personas de la comunidad mencionada, en el proyecto se aplicó la técnica Observación participante. En el proceso, al trabajar en equipo y en acciones de recreación, deportes, rescate del patrimonio cultural, protección del medio ambiente, emprendimiento educativo-productivo se restauró la confianza; al término del proyecto, se incrementó de 30% a 90% la participación comunitaria, se logró motivar y capacitar, para mejorar las potencialidades y conocimientos de los integrantes de la comunidad.Palabras Clave: Liderazgo educativo, desarrollo comunitario, brigadas, participación, formación ciudadana, trabajo cooperativo. This paper is the result of joint ethnographic research by faculty and students at the Public University of Milagro (UNEMI), involved in the area of Formative Research and Bonding. This initiative by the teaching staff on the Cultural Anthropology course, applied dialogic techniques to highlight the problems affecting the Huancavilca Citadel in the southeastern part of the canton of Milagro, province of Guayas, Ecuador: apathy regarding participation, lack of organization, disunity and distrust of anyone who intended to lead citizen action. The Public University of Milagro activity involved first analyzing the situation and then forming brigades with students, with community participation as observers. In the process, workingin teams and recreational activities, sports, cultural preservation, environmental protection, educational and productive enterprise confidence was restored; at the end of the project increased from 30% to 90% community participation was achieved motivating and training, to enhance the potential and skills of community members.

This paper focuses on the main challenges facing participation in the bottom up planning processes at Korogwe Town Council (KTC). The study used 329 respondents and employed interviews, informal discussion, observation, and documentary reviews to gather data. Mainly narration and content analyses were used to scrutinize all data.The findings show that there were: inadequate community participation in planning at KTC due to lack of motivation and training, shortage of staff, lack of funds, inflexibility, irresponsibility, and lack of council mechanism for participation. Consequently, there was low level of community members participating in bottom up planning process. In order to encourage more people to be part of planning process, among other things, there is need to improve (or introduce) motivation to and training of community members, leaders and officers for effective bottom up participation participate.

Job satisfaction of employees has been attracted to many researchers nowadays in general and in Vietnam in specific. Past researches on job satisfaction in Vietnam includes Dung (2005); Toan (2009); Anh (2010), Thuy (2011), and Ngoc (2013). However, there was not many research study on the job satisfaction of administrative staff at public university, especially in Vietnam. This research is to provide an in-depth of job satisfaction of administrative staff in Vietnamese public technology university and identifies the factors influencing on their job satisfaction. Both quantitative and qualitative research applied in this study. Findings of this research show that the job satisfaction of administrative staff is quite high in the public university in Vietnam. 7 factors influence including “Reward and discipline”, “Income “, “Supervisor”, “Colleagues”, “Working environment”, “Job characteristics”, and “Benefits and welfare” on job satisfaction at these universities. Among these factors, “Working environment” has the strongest positive impact and the “Benefits and welfare” has the lowest positive impact on the job satisfaction of administrative staff at the public university. Some alternative solutions on improving the working environment, supervisor’s feedback, fair payment system and training provided to administrative staff are suggested. Thanks to these solutions, the job satisfaction of administrative staff will be strengthened and the public universities will retain the engagement of their administrative staff.

The research objective was to assess community participation in each phase of activity in the PNPM Urban at Kleak Village, Malalayang District of Manado City. The method used is qualitative method, which examines the public participation at every stage and sustainability of PNPM Urban. Informants in this study amounted to 5 people on the basis that they can represent the object under study, consisting of: Head of the village, the board of the Institute for Community Empowerment (LPM), Community Self-Supporting Agency, Project Management Team / TPK PNPM Mandiri, and community members. The results showed that people at KleakVillage participated in the implementation of each phase of activity PNPM. It is shown from the community who donated labor, materials and equipment to build their physical environment, but in contributing to the fund are indeed not all community memberwho voluntarily donate. The research conclude that in the process of planning the activities of the National Program for Community Empowerment (PNPM Urban Selfhelp) community in the Kleak Village, had participated fairly well. Kleak Village communities already participating in the implementation of PNPM it is seen from the community who donated labor, materials and equipment to build their physical environment, but in contributing to the fund are indeed some who voluntarily contribute.

Kementerian Pendidikan Malaysia – KPM (Ministry of Education - MoE) has launched the Public University Volunteer Project in 2017. The Volunteer Program aims to provide exposure and training to the students to improve their soft skills, identity, and level of concern for their environment. In order to instill the importance of Volunteerism Education in cultivating a good value toward the community and to meet the KPM’s purpose to make university close to the community, this study is conducted to highlight the importance of volunteerism activities and education in order to improve the soft skills among the students of Universiti Pendidikan Sultan Idris (UPSI). This study used qualitative methods which are interview, literature review, and content analysis. There are three objectives in this study. The first objective is to enhance the definition of voluntary, volunteer, and volunteerism. Followed by the second objective which is discussing how volunteerism activities could improve the soft skills among the students. And the third objective is to identify the relevance of Volunteerism Education for the students’ future. As a result, the study found that education and volunteerism activities can improve the soft skills among the students in terms of communication skills, relation-building skills, and teamwork skills. While being a volunteer, the attitude can be improved in terms of the sense of help, helping each other, love, sincerity, and strengthen one's identity.

University Extension at the Faculty of Dentistry of the National University of Cordoba has gone through a long process of conceptions, tensions and evolutionary changes with the aim of gradually accompanying the current extension paradigms. Various conceptions have been adapted during this process, giving rise to several significant changes in an attempt to give hierarchy to this pillar of the public university in line with the genuine needs of the community. However, there are still some challenges for the future, for which the participation of its teachers and students will be very important, not only in their permanent education and training, but also in the substantiation of renewed interdisciplinary projects, more and more committed to the social collective.

Recently, theology has garnered renewed attention in the academy. For various reasons, both theologians and some religious studies scholars have argued that theology deserves to be brought into greater dialogue with other disciplines, and some have even argued that theology ought to be taught in the public university. There are interesting arguments to be made that theology is more similar to other disciplines than might initially be supposed, and even that it is at the cutting edge of certain recent developments in scholarship more broadly. There are also, however, noteworthy barriers to incorporating theology more fully into the academy, and these may present significant challenges to inter-disciplinary dialogue and the possibility of productive exchange between theology and other areas of research.

Poor service delivery has always been considered a legacy of the apartheid era. However, 25 years into democracy, many local municipalities are still battling with service delivery backlogs. These backlogs are often attributed to, for example, dysfunctional ward committees, corruption amongst councillors, exclusion of community members in the planning process, failure to prioritise community needs, and institutional capacity issues. These challenges have undermined municipalities’ provision of quality service delivery and have precipitated service delivery protests. This article argues that community participation, which has been identified as a factor that can mitigate the aforementioned challenges, can be pivotal in the provision of effective and efficient services by municipalities. The relationship between community inclusion and service delivery outcomes is not simplistic, but depend upon a combination of proactive and highly skilled leaders and a cooperative and supportive populace. In this article, we identify the modes for successful participation and also the consequences of community exclusion through textual analysis of pertinent sources. We argue that such participation can only be successful and sustainable if it is reinforced by support from local government in the form of community training and capacity development workshops to exchange and instil new ideas as well as by resource allocation.

It seems that educational system in Nigeria has undergone only quantitative improvement in terms of number of schools and students’ enrolment. However, there has been little effort in respect to the capacity to manage them through provisions of adequate financial, human, material and physical resources. Physical and material resources in secondary schools were discovered to be inadequate and poorly equipped. Some of the secondary school buildings were dilapidated, also the allocated financial resource, teaching and non-teaching staff are grossly inadequate compared with the students’ enrolment. The public, the Ministry of Education and other stakeholders in education are expressing serious concern about the consistency of the poor performance of secondary school students especially in mathematics. Increase in population and the government’s free education programs make people want to take advantage of the education provided. Provision of both professionally qualified and non-qualified teachers by government and non-state providers of education also appear not to ameliorate the problem of declining performances in mathematics. The effect of all these on the public secondary school student academic performance in mathematics concern the researchers of this study. It is against this background that the study sought to empirically investigates effect of resource factors and quality of instruction on performance in mathematics of Nigeria secondary school students.

Aceh is a special province in Indonesia and different from other Indonesian provinces especially in the context of Shari'ah related laws. Aceh was granted special autonomy and legal right by the Indonesian central government in 2001 to fully apply Islamic law in the province. Generally, Islamic law which is applicable to Muslims in Indonesia is limited to personal laws just as in Malaysia. However, with the passage of time, Islamic law has expanded to include Islamic banking and finance. Besides that, Islamic law in Aceh is also extended to govern criminal matters which are in line with the motto of Aceh Islamic government to apply Islamic law in total or kaffah. Since 1999, the legal administration of Aceh has begun to gradually put in place the institutional framework to ensure that Islamic law is properly administered and implemented. Equally important, such framework is also aimed to ensure that punishments are fairly executed. This paper attempts to analyse the extent of the applicability of Islamic criminal law in Aceh. It is divided into three major parts. The first part discusses the phases in making Aceh an Islamic province and the roles played by Dinas Syariat Islam Aceh as the policy maker in implementing Islamic law as well as educating and training the public about the religion of Islam. The second part gives an overview on the Islamic criminal law and punishment provided in Qanun Aceh No.6/2014 on Hukum Jinayat (hereinafter Qanun Hukum Jinayat or “QHJ”) as well as the criminal procedural law concerning the methods of proof codified in Qanun Aceh No.7/2013 on Hukum Acara Jinayat (hereinafter “QAJ”). The third part of this paper highlights the challenges in the application and implementation of Islamic criminal law in Aceh, and accordingly provides recommendations for the improvement of the provisions in the QHJ and QAJ. Inputs from the interviews with the drafters of QHJ, namely Prof. Dr. Hamid Sarong and Prof. Dr Al Yasa are utilized in preparing this paper. In addition, inputs gathered from nongovernmental organizations (NGOs), namely Indonesian Syarie Lawyers Association (APSI) and Jaringan Masyarakat Sipil Peduli Syariah (JMSPS) are employed. The findings of this research are important in providing an in-depth understanding on the framework of Islamic criminal law in Aceh as well as in recognizing the flaws in its application or practical aspects of the law in Aceh. Abstrak Aceh merupakan sebuah Wilayah Istimewa di Indonesia dibandingkan dengan wilayah-wilayah lain dari segi pelaksanaan undang-undang Islam. Aceh diberi status Wilayah Istimewa yang berautonomi oleh Pemerintah Pusat Indonesia pada tahun 2001 untuk melaksanakan undang-undang Islam secara menyeluruh. Pemakaian dan pelaksanaan undang-undang Islam di Aceh tidak terhad pada Undang-undang jenayah tetapi telah meliputi bidang perbankan dan kewangan Islam. Sejak tahun 1999, Pentadbiran Undang-undang Aceh telah merangka undang-undang bagi memastikan undang-undang Islam dapat ditadbir dan dilaksanakan dengan baik. Selain itu juga, undang-undang yang dirangka juga turut bertujuan untuk memastikan hukuman yang berasaskan undang-undang Islam dapat dilaksanakan secara adil. Oleh itu, kajian dalam kertas kerja ini dibuat uuntuk menganalisa sejauh mana undang-undang jenayah Islam dilaksanakan di Aceh. Kertas ini terbahagi kepada tiga bahagan utama, yang mana bahagian pertama membincangkan latas belakang awal kewujudan wilayah Islam Aceh dan peranan yang dimainkan oleh Dinas Syariat Islam Aceh sebagai mpembuat dasar dalam pelaksanaan undang-undang Islam, mendidik serta menyediakan latihan kepada masyarakat umum di Aceh mengenai Islam. Bahagian kedua menyediakan gambaran umum tentang undang-undang jenayah dan hukuman dalam Islam sebagaimana termaktub dalam Qanun Aceh No.6/2014 berkenaan Hukum Jinayat (“Qanun Hukum Jinayat” atau “QHJ”) serta undang-undang prosedur jenayah berkenaan cara pembuktiaan jenayah sebagaimana yag termaktub dalam Qanun Aceh No.7/2013 berkenaan Hukum Acara Jinayat (“QAJ”). Bahagian ketiga kertas ini menekankan masalah atau cabaran yang dihadapi daam pelaksanaan undang-undang jenayah Islam di Aceh, serta menyediakan cadangan-cadangan bagi penambahbaikan peruntukan-peruntukan yang ada dalam QHJ dan QAJ. Maklumat hasil dari temuramah dengan Prof. Dr. Hamid Sarong dan Prof. Dr Al Yasa telah digunakan bagi menyiapkan makalah ini. Selain itu, maklumat yang diperolehi daripada organisasi bukan kerajaan iaitu Indonesian Syarie Lawyers Association (APSI) dan Jaringan Masyarakat Sipil Peduli Syariah (JMSPS) turut dimanfaatkan. Dapatan dari kajian ini penting bagi menyediakan kefahaman terhadap kerangka undang-undang jenayah Islam di Aceh serta mengenal pasti masalah dalam aspek peruntukan undang-undang tersebut atau pelaksanaannya di Aceh. Kata Kunci: Undang-undang Islam, Aceh, Pentadbiran, Hukuman.
