This viewpoint analyses the status and transformation of Higher Education institutions during unpredicted great challenges such as the current Covid-19, which disrupted most of the economies on the planet. The changes facing Higher Education are not new, transformation has been seen in different areas, but shifts are expected to be deeper and faster after the pandemic. We show how the Higher Education institutions can resist and transform during the pandemic and we also discuss how these institutions can come out of the recession stronger and become capable of achieving long-term sustainability. For that aim, a leaner and more effective institution system with modified flexible policies that contribute to society and, at the same time, are mission-driven, is expected to be achieved. Universities in their recovery efforts must look far ahead and should not miss the opportunity to reassess their usefulness to society, nor to refocus their sense of purpose. We suggest that institutions of Higher Education play a more important role in achieving the 2030 Agenda for Sustainable Development and contribute decisively to the several SDGs. In addition, we argue that the strategic direction of universities must be focused on stakeholder responsibility principles known as Environmental, Social, and Governance – ESG. Finally, we argue that the governance dimension is particularly critical for Higher Education institutions if they want to achieve long-term efficiency, sustainability and purpose.

This chapter discusses the emerging models of knowledge cities in many countries of the world and the potential challenges posed by them for the existing as well as the future academic institutions of higher education (universities) in those countries in particular and in the in world in general. Specifically, this chapter is dedicated to the study of various issues and themes that concern the evolving knowledge cities such as the long-term and short-term objectives behind the establishment of knowledge cities and their potential benefits (i.e., social, economic, financial, environmental, and knowledge) for their societies. The chapter concludes that the development of knowledge cities are beneficial for all stakeholders including the academic institutions of higher education that directly or indirectly associated with such programs.

The 2030 Agenda for Sustainable Development which aims at the eradication of poverty by 2030 has as its fourth goal the need to ensure inclusive and equitable education for all. Nonetheless, less than two per cent of Persons with Disabilities (PWDs) in Ghana are able to attain higher education. The purpose of this study was to ascertain whether libraries, which are major components of Higher Education Institutions, are physically accessible to even the limited number of PWDs in such Institutions. This study was undertaken in 2015 using the Kwame Nkrumah University of Science and Technology, Kumasi (KNUST) in Ghana as a case study. A mixed method approach was used that involved a desk study, interviews and a physical audit of the KNUST Library System using a checklist developed from international  accessibility standards. In all, 16 libraries were assessed. The study concluded that the libraries at KNUST were generally not physically accessible and this served as a deterrent to PWDs in their academic pursuits. Recommendations which include the need for retrofitting the libraries were made to help make the libraries accessible and in consequence help toward the attainment of the 2030 Agenda for Sustainable Development with respect to Ghana.Keywords: Accessibility; Higher Education Institutions; Libraries; Persons with disabilities (PWDs); Universal design principles

Purpose Considering the different roles universities can perform to contribute to sustainable development, it is through teaching and outreach that they might be able to connect to the academic and local communities the most. The purpose of this study is to investigate the extent to which energy sustainability is being considered in campus teaching and outreach activities of different higher education institutions worldwide. In this context, this exploratory study was developed. Design/methodology/approach Through an online survey, a group of 36 universities from all continents was inquired about the level of sustainability in energy aspects of teaching and outreach activities, including curriculum change, training courses for staff and the regularity of outreach projects. Findings The results allowed global analysis concerning challenges and opportunities of these educational activities. This study also touches upon the interconnection between these practices and the contribution of universities towards the 2030 Agenda, and how universities can expand their activities and contribute practically to society. In terms of practical contributions, this study provides recommendations for higher education institutions to develop further in the area of energy sustainability through teaching and outreach. Originality/value Energy is a sustainability aspect relatively well covered by actions on campus operations, but there is a paucity of studies connecting this topic to teaching and outreach activities. This study is an approach to not only fill this gap but also reinforce the university role and contribution to the Sustainable Development Goals.

Process management in any organization is primarily limited by characteristics of the organization. This equally applies to higher education area. The management system for higher education institutions is based on its institutional characteristics. The essential elements on which the quality of knowledge management in higher education institutions depends are: the status of higher education institutions, the quality of institutions of higher education and the system of financing higher education institutions. In the case of Montenegro, as transition country, important elements of the system of higher education are defined by Low from 2018. The status of the institutions does not comply with international standards. We do not have the possibility for a clear international recognition of higher education institutions in Montenegro (University, College, College-University ), as well as clearly defined universities of academic and applied sciences university (Croatian University). The functionality and equity of higher education institutions must be ensured by regulations and change the disability status of independent faculties in the current legislation. Problematic points of the existing Law are related to the following: financial guarantee of continuity of study programs and re-accreditation of study programs. It is necessary to legislate new principles of higher education financing which support the balance between the financing of higher education institutions (on the basis of a contract on education of a certain staff profile) and direct student financing (through vouchers for the benefit of students, at the expense of the budget and / or granting loans to students education, which, depending on the achieved success, which students return to certain deadlines after graduation and employment). Tuition fees for all institutions of higher education must be based on an objectively determined cost of student studies, and tuition fees below the cost price (prohibition of dumping fees) should not be tolerated, except for the usual incentives, discounts and scholarships at the expense of the institution's funds, but not the funds that the institution receives from the budget. Accreditation and re-accreditation of the higher education institution should provide conditions for: internal quality assurance, external quality assurance and control of the process by quality assurance agencies. Under the conditions of this higher education system, uninterrupted development of modern forms of higher education is possible, especially one that is dominant in developed education systems, as well as the success of knowledge management in the higher education system.

The article, based on the information essence and mission purpose of higher education, substantiates the key criterion of the quality of the latter one – the contemporality and supercontemporality of the information being taught and studied and leads to the formation of competencies (qualifications). The sign «contemporaneous» and «supercontemporaneous» is interpreted as the relevance of information for the present and the future. According to the duration of the relevance of the information its characteristic is proposed - "shelf life", as well as the negative influence of inappropriate for consumption (non-contemporaneous) information - the concept of "negative value added" in the formation of human capital. It is proved that contemporaneous and supercontemporaneous information can be supplied from the past, present and future. Information on the future state of the subject of teaching and study is provided by research prognosis and prediction and on this basis, the innovative design (creation) of the future. It is argued that university leaders and leadership training at universities are based on contemporaneous and especially supercontemporaneous information. The system of measures for consolidation and concentration of shredded and dispersed higher education institutions of Ukraine was outlined with the aim of achieving their competitive potential, the ability to provide high-quality (contemporaneous and supercontemporaneous) higher education, to be leaders and to form leaders of progress. That system developed on the base of analysis of the parameters of the 31 extra-class universities, which rank at 1-30 places by the Shanghai Rating (ARWU) in 2018 and serve as an exemplary future for Ukrainian universities. These measures include the following. First, the introduction of a national university ranking of general and sectoral versions to identify the best, medium and backward higher education institutions, their further optimization (priority strengthening of the first, improvement of second, removal or rehabilitation of the third), as well as the formation of a culture of competitive leadership. Secondly, the creation of a leadership Association of Ukrainian Universities, such as the Association of American Universities, in order to determine the strategy and policy of modernizing the national university network, supporting the formation and further development of universities on the basis of leadership. Thirdly, the consolidation of institutions of higher education in order to create the necessary educational, research and innovative organizational, personnel, resource, infrastructure capacity, the ability to produce and offer contemporaneous and supercontemporaneous information for teaching and learning, the formation of appropriate competencies (qualifications) for its consumers (competitors). Fourthly, the consolidation and concentration of higher education institutions by combining them with the most experienced time-tested universities, while reviving the profile adequacy of the facilities available to them in their competitive professional capacities. Fifthly, the maintenance of the modernization of institutions of higher education through their consolidation and concentration by the obligatory creation of conditions for the implementation of the dual teaching and research function of teachers by reducing the training load, increasing wages, developing educational and research infrastructure, resource support.

In this paper, Sustainable Development at Higher Education Institutions is introduced as a field of research and application. An interdisciplinary German collaboration on Sustainable Development at Higher Education Institutions – HOCHN – serves as an example of how this topic is addressed on a national level. Results and advances of the HOCHN collaboration are summarized. Moreover, challenges of implementing sustainability-related organizational development at universities are discussed. Focusing on Education for Sustainable Development at universities, three different methodologies are outlined that exceed conventional approaches in tertiary education: Lego® Serious Play® methodology, constellation techniques, and a coaching program on the “Five Minds for the Future”. They illustrate different ways of addressing issues of Education for Sustainable Development and skills and habits respectively that are crucial for achieving the global Sustainable Development Goals of the UN.

The article considers the essence and content of the process of making managerial decisions in the activities of higher education institutions. It is determined that a quality management decision in the context of higher education institutions is the result of analysis, forecasting, economic justification and choice of alternatives from a variety of options aimed at achieving sustainable development of higher education institutions. The essence of the intelligent recommendation system of management decision support is described, the use of which allows managers to combine their own subjective advantages with machine analysis of the situation in making recommendations in the management decision-making process aimed at achieving certain goals of higher education. The advantages of an intelligent recommendation system in comparison with traditional automated management decision support systems are determined. The main functions of the intelligent recommendation system to support management decisions are considered, including: situation analysis; generation of possible management decisions to solve the tasks; evaluation of generated scenarios and selection of the best; ensuring constant exchange of information on the status of the decision and coordination of group decisions; modeling of decisions; computer analysis of possible consequences of management decisions; collection of data on the results of implementation of management decisions and evaluation of their results. The main ways to improve the quality of management decisions in the activities of higher education institutions to ensure their sustainable development are identified. The expediency of using an intelligent recommendation system of decision support to improve the quality of management decisions in the activities of higher education institutions in order to achieve sustainable development is substantiated. It is proposed to combine the knowledge and experience of managers with automated support of this process to improve the quality of management decisions in the activities of higher education institutions and to achieve sustainable development, which will increase the validity of management decisions through the use of intelligent recommendation system to support management decisions.

The article is devoted to the basics of the methodology of the use of technical tools and software in the process of professional training of future bachelors of musical art - artists-vocalists in artistic institutions of higher education. The main terms of use of technical means and software are offered in the course of professional training of future bachelors of music art - artists-singers in higher education institutions. Also, the article defines the terms of use of software in the process of mastering the future artists-singers of the course «Pop singing» in the process of training in the specialty «Music Art». The research outlines the main methodological recommendations for using the features of the direction of the microphone and the equalizer of the mixing console for individual classes on pop singing in the process of professional training of future pop singers. The emphasis is placed on the importance of using in the process of professional training for future bachelors of musical art software for recording rehearsal work. The conclusion is made on the necessity and importance of further improvement of curricula and educational and professional programs of the specialty «Musical art» in order to deepen the practical and technical component of the process of professional training, in particular, in the specialty «Pop Singing».

This research has a singular and notable importance, because if something should concern a Higher Education Institution, it is knowing what is the destiny within society of the human resource trained in its classrooms, that product that the institution delivers to the community who are its graduates and professionals. For the Institutions of Higher Education it is satisfactory on the part of employers, that the training received in the Institution of Higher Education is indicated, that the majority of graduates and professionals are incorporated into the occupational market; that is to say; some exercise their profession and others do it in occupations that do not correspond to their profession, which is justified, being aware that one of the great problems of the contemporary world is undoubtedly the lack of demand for human resources for stable work, which according to Authorized and reliable studies of every 10 people who join the economically active population, only 3 have real possibilities of fully joining the labor market, either in the private or public sector.
