Ensuring the existing capacities as a basic condition for a quality education, in education is connected in the beginning with a level of consciousness that captures in itself the need of educational planning building. These mechanisms despite that they are legal it has also to do with building up the capacities through twinning projects, funded by EU. The planning process has started by the SWOT program. The analyses showed weak points for ensuring the quality in education and they are separation of responsibilities between institutions. What is indispensable in Kosovo, it is building mechanisms to ensure quality assessment. The methods used in this paper are more research of materials and less comparative as far as the course and previous actions in Kosovo education. It is approved and entered into effect the law for education and capacity enhancement in Kosovo that aims supplying the people of all ages with professional knowledge. During the theses paper we are going to elaborate wider many theoretical and practical issues which deal with intentions, strategies and European standards which coordinate possibilities of accomplishment of objectives and ranking Kosovo education within education of European countries.

AbstractThe purpose of this paper is to reveal how the quality of education in this Islamic boarding school is, particularly related to education facilities, curriculum and strategies of education quality improve­ments. This study used the qualitative method. Findings of this study are: first, education infrastructure and facilities are relatively complete and adequate, which are supported by the atmosphere of the Islamic boarding school that is full of simplicity and modesty by habituation in implementing clean and healthy lifestyle. Second, the tafaqquh fi-al din (understanding of religion)-based curriculum compiled by the Islamic boarding school occupies the same degree (equal) to the curriculum prepared by the Ministry of Religious Affairs, so that both tafaqquh fi-al din (understanding of religion) studies and general studi­es have high electability, which is able to increase the quality of education and also generates interest and motivation of the people (parents) to put their children to the Islamic boarding school. Third, education in the Islamic boarding school has a strong independency because it is supported by substantial financial resources.AbstrakTujuan tulisan ini untuk mengungkapkan bagaimana mutu pendidikan di pondok pesantren ini, khususnya berkaitan dengan sarana pendidikan, kurikulum dan sterategi peningkatan mutu pendidik­an. Penelitian ini menggunakan metode kualitatif. Hasil temuan studi ini adalah: Pertama, sarana dan fasilitas pendidikan relatif lengkap dan memadai, ini didukung oleh suasana kehidupan pondok pesan­tren yang penuh kesederhanaan dan kebersahajaan dengan pembiasaan menerapkan pola hidup bersih dan sehat. Kedua, kurikulum yang berbasis tafaqquh fi-al din yang disusun oleh pondok pesantren ini menempati derajat yang sama (equal) dengan kurikulum yang disusun Kementerian Agama, sehinga baik kajian tafaqquh fi al-din maupun pelajaran umum memiliki electabilitas yang tinggi, hal ini mampu meningkatkan mutu pendidikan dan sekaligus membangkitkan animo dan motivasi masyarakat (orangtua) untuk memasukkan anaknya ke pesantren ini. Ketiga, penyelenggaraan pendidikan di pon­dok pesantren ini memiliki kemandirian yang kuat, karena didukung oleh sumber dana yang besar.

Education is a conscious and planned effort to create a learning atmosphere and learning process that is actively able to make students develop their potential. Education is expected to be able to create students who have religious spiritual strength, self-control, personality, intelligence, and noble character. These skills are not only needed for themselves, but also useful for the people of the nation and state. Efforts that can be made to ascertain whether an educational goal has been achieved is by conducting an evaluation. This evaluation is carried out to determine whether a program is feasible. In addition, evaluation is intended to control, guarantee, and determine the quality of education related to the sharing of educational components. Evaluation is carried out at all levels and types of education in order to be accountable to students related to the implementation of education that has been carried out by an educational institution. Thus, between teaching and learning activities and evaluation is a continuous series and cannot be separated. This is because evaluation is used as a useful measuring tool to determine and determine the level of success of students in learning activities.

When it comes to the quality of education, despite the general adhesion related to its importance, one can notice a number of opinions frequently contradicting themselves. The intention of delimitating, systemizing, and prioritizing the multitude of quality facets simply enhances the criticism. These circumstances prompt a more thorough analysis of the quality in education. Focusing on the perspective of the European Higher Education, this chapter proposes a set of convergence indicators that are able to capture the relationship toward which universities evolve. The indicators are then tested against the opinion of several experts from Romanian Higher Education Institutions, analyzed, and subjected to careful revision based on the respondents' answers.

All participants in educational relations are worried about the problem how to improve the quality of education, with everyone representing it through the prism of their value system. In this connection there is a need to structure these representations. It is necessary to begin with bringing into a unified system the representations of education direct customers – students. The aim of our article is to analyze how pedagogical university students perceive the quality of their education. On the basis of the survey involving 117 respondents from Elabuga Institute of Kazan Federal University (Elabuga, Republic of Tatarstan) and the Northeast Federal University named after M.K. Ammosov (Yakutsk, Republic of Sakha (Yakutia)) we analyzed such criteria as quality of teaching, quality of learning, formation of universal competencies, personal qualities necessary for modern teachers and the creation of appropriate conditions by a university (digitalization of the educational environment, academic mobility) for students’ self-development. The t-Student criterion was used to determine the differences between the respondents’ competencies, knowledge, abilities, skills and qualities that they had possessed before entering the university and those that were formed during the university study. The obtained data indicate a high assessment of the quality of education by the students. The results also showed the educational process strong and weak points that students of the two federal universities face. Thus, focusing on one of the customers’ (students’) views will allow teachers to manage the educational process effectively and improve its quality.

Waqaf can be one solution to improve national development instruments. where endowments have a strategic role in improving the welfare of the people. Waqaf can help improve the quality of education, poverty alleviation, public health and help improve the economy of the community. In Indonesia, the practice of waqaf is still fairly unrealized. This is based on a lack of understanding of the meaning, purpose, form of endowments by the community. Especially in rural areas that basically their understanding is still mixed with classical understanding. Where if you want to carry out waqf, then you must have vacant land as an item to be represented. By cultivating waqaf like saving will make some people begin to be interested in doing it. At present there are many social activities that can improve the welfare of the community with waqaf.

Integrated Quality Management is functional management with an approach that is constantly focused on improving quality, so that its products are in accordance with the quality standards of the people served in the implementation of public service tasks and community development or TQM is a management system that elevates quality as a business strategy and oriented to customer satisfaction by involving all members of the organization. To be able to implement Integrated Quality Management well, of course, the principles and components that must exist are needed so that the Integrated Quality Management will be able to measure success or not. The principles of Integrated Quality Management are as follows: 1) Customer satisfaction 2) Respect for all people 3) Leadership, 4) Continuous improvement. This article was prepared by the author using the system referring to the literature review. Which before writing this article the author thinks about what will be discussed. Improving the quality of education actually starts from the program applied to educational units, starting from the level of elementary education (elementary and junior high school) to secondary education (high school and vocational school).

Education is the key to the progress of a nation. A nation whose quality of education is low, will be slumped and left behind from other nations. Conversely, a nation whose education is advanced, will excel from any nation. <br />Indonesia is a country whose quality of education is very low. Economic crisis that plagued this country, increasingly difficult for the people of Indonesia to advance and improve the quality of education. The condition of poverty that menggurita which resulted in the worsening of education of the ummah, must be overcome immediately. This article discusses about the implementation of cash waqf (endowment) in Indonesia and its role in strengthening education. Cash waqf plays a significant role in some Islamic education institutionin providing material support. One example is Pondok Pesantren Gontor in East Java.

One of efford to increase competition islamic university (PTI) is an ability to do differentation strategy by positioning or a distinctive placement in the public eye. Positioning PTI as an organization in the minds of stakeholder is very important so the organization can success in winning the competition. PTI must be keen to position its service products as something unique and valuale so that the product/organizations can get a place in the mind of stake holders. Facing a very thought challange in th future, PTI is necessar to prepare leaders by having various roles: a) As planner, b) As managers, c) As supervisiors and evaluatior, d) As communicator by using good communication PTI leaders can make their staff highly commited to improve the quality of education. The leader of PTI should always build effective communication with its members encourage one to work as the leader wants to achieve the organization goals. Verbal communication from a leader of PTI in positioning strategy to increase PTI competition is by using positioningsentenc have invaluable meaning in giving focus and purity a formation or strategi building and marketing tactics. Non verbal communication form from a PTI leaders is by giving the best service PTI leaders is as a khadimul ummah( servant  of the people). It means that they have to give the best service to the costumer either internal customer or external the best leader is a leader who are able to give the best way to lead that to communicate in the best way to their members and institution costumer.

Quality Education is a dynamic and multi-dimensional concept that refers not only to the educational model, but also to the institutional mission and its goals, as well as to the specific standards of the system, facility, program or event. In today's competitive market, the academic institutions need to focus explicitly on providing quality education to the students with the help of experienced academicians. The quality in education would increase when the faculty members are having a better quality work life and this can be possible by providing better welfare facilities to them by the institutions. Welfare facilities enable the staff members to live a quality and more satisfactory life. These facilities also help to keep their motivation levels high. The present paper identifies components that impact of QWL on the quality of education in those institutions and measure their performance using DEA approach. The study investigates the existence of QWL programs in academic institutions in order to retain valuable faculty members as it also influenced on the QOE.
