In contrast with certain well developed areas in the world, the operating conditions of the senior high school libraries in the Chinese world still has much to improve. One of the feasible ways to strengthen cooperation is via digital networks, namely the e-papers, by incorporating both information and opinions marketplace. To enhance the cooperation functions among communities, resolve the insufficient professional knowledge among community operators issue, and improve overall service quality, the SLIS Program Leadership Team has issued an e-paper. Also, from the viewpoint of knowledge management, it has set up a homepage based community knowledge database for the e-paper. Furthermore, with a mutually-shared mind by initially providing it to the entire Chinese community for reference, with more and more library community members participate, consequently the goal is forming, that is, Make Chinese World the Exchange Platform. Finally, this report will cover four sections as: the e-paper’s media functions, problems faced in Taiwan, solutions and strategies based on the experience of Lo-tung Senior School, and suggestions for further studies.

Evolution of security technologies shows that only the concept of an integrated approach to information security can provide modern information security requirements. A comprehensive approach means the complex development of all the necessary methods and means of information protection. Today, the information exchange and information systems in the Ministry of Defense of Ukraine have certain means and approaches to the destruction of information, but each of them has different estimates of the effectiveness of their use, as well as different cost of their purchase and use. Therefore, the main purpose of the article is to carry out a comprehensive analysis of means of destroying confidential information of methods of its destruction in order to formulate practical recommendations for choosing the most effective and economically feasible for the Ministry of Defense of Ukraine. The perfection of methods and means of destroying information from magnetic media is an important element of modern information security. The results of the analysis carried out in the article are the disclosure of the main features of modern devices for the elimination of magnetic records, as well as the ability to formulate a list of basic requirements for modern devices for the destruction of information from magnetic media. Today, technical means of information security, in particular, the elimination of information on magnetic media, are constantly being improved, absorbing the latest advances in modern security technologies. Their model range, which takes into account the diversity of customer requirements, such as the type of energy supply, the level of mobility, reliability and operating conditions, expands. All this determines the relevance of research topics in this direction in the future.

Intermediate Temperature Solid Oxide Fuel Cell (IT-SOFC) technology offers interesting opportunities in the panorama of a larger penetration of renewable and distributed power generation, namely high electrical efficiency at manageable scales for both remote and industrial applications. In order to optimize the performance and the operating conditions of such a pre-commercial technology, an effective synergy between experimentation and simulation is fundamental. For this purpose, starting from the SIMFC (SIMulation of Fuel Cells) code set-up and successfully validated for Molten Carbonate Fuel Cells, a new version of the code has been developed for IT-SOFCs. The new release of the code allows the calculation of the maps of the main electrical, chemical, and physical parameters on the cell plane of planar IT-SOFCs fed in co-flow. A semi-empirical kinetic formulation has been set-up, identifying the related parameters thanks to a devoted series of experiments, and integrated in SIMFC. Thanks to a multi-sampling innovative experimental apparatus the simultaneous measurement of temperature and gas composition on the cell plane was possible, so that a preliminary validation of the model on local values was carried out. A good agreement between experimental and simulated data was achieved in terms of cell voltages and local temperatures, but also, for the first time, in terms of local concentration on the cell plane, encouraging further developments. This numerical tool is proposed for a better interpretation of the phenomena occurring in IT-SOFCs and a consequential optimization of their performance.

Abstract A feedforward, three-layer, partially-connected artificial neural network (ANN) is proposed to be used as a rule selector for a rule-based fuzzy logic controller. This will allow the controller to adapt to various control modes and operating conditions for different plants. A principal advantage of an ANN over a look up table is that the ANN can make good estimates to fill in for missing data. The control modes, operating conditions, and control rule sets are encoded into binary numbers as the inputs and outputs for the ANN. The General Delta Rule is used in the backpropagation learning process to update the ANN weights. The proposed ANN has a simple topological structure and results in a simple analysis and relatively easy implementation. The average square error and the maximal absolute error are used to judge if the correct connections between neurons are set up. Computer simulations are used to demonstrate the effectiveness of this ANN as a rule selector.

This study aims to assist the semiconductor assembly and testing industry in finding the best way of talent training. Firstly, the analysis of competency designs the training path according to engineers' different realms, introduces Case-Based Reasoning (CBR) combined with courses of the analysis of competency. Then, after the interview of professional engineers regarding their experiences, we analyze the courses' main factors, the degree of demand of instituting the courses, and finally set up the knowledge database of talent training. The results will inspire the training path for automation equipment and process and act as reference for the human resources department, reducing discrepancies between the tech and management department for required skills to equipment and manufacturing processing and enhancing the productive output.

A novel solar process and reactor for thermochemical conversion of biomass to synthesis gas is described. The concept is based on dispersion of biomass particles in a molten inorganic salt medium and, simultaneously, absorbing, storing and transferring solar energy needed to perform pyrolysis reactions in the high-temperature liquid phase. A lab-scale reactor filled with carbonates of potassium and sodium was set up to study the kinetics of fast pyrolysis and the characteristics of transient heat transfer for cellulose particles (few millimeters size) introduced into the molten salt medium. The operating conditions were reaction temperatures of 1073–1188 K and a particle peak-heating rate of 100 K/sec. The assessments performed for a commercial-scale solar reactor demonstrate that pyrolysis of biomass particles dispersed in a molten salt phase could be a feasible option for the continuous, round-the-clock production of syngas, using solar energy only.

The purport of the article is a reflection on the operating conditions of the philosophy of politics, beginning with its crisis, as described by Leo Strauss in the early 20th century and continuing up to the latest proposals, which emerged at the turn of the 20th and 21st centuries. First, the author poses a question regarding the essence of this crisis; was it related to the scientific paradigm of the philosophy of politics applied hitherto or, rather, to the very subject matter of this scholarly pursuit, which is to say, to politics itself. A scientific discipline must be able to delineate its subject matter and if the latter undergoes an unexpected modification, the former suffers a crisis. Was this what happened to politics itself? What was the decisive factor which caused it to escape a theoretical consideration that ceased to be a systematic reflection, in short, ceased to be science, only to become philosophy again, whereby the author understands ‘philosophy’ as a level of reflection such as to allow itself to posit subliminal questions purely in order to set up the determinants for further thinking as to what science is, what politics is and what makes politics different from non-politics.

The adaptation of cities to a future in which connectivity is at the service of the citizens will be a reality by creating interaction spaces and augmented urban areas. The research on this field falls within the scope of Smart Cities (SC) with the advantages that the common public spaces provide as new points for information exchange between the city, the urban furniture and their citizens. Kiosk systems have been recognized as an appropriate mean for providing event-aware and localized information to the right audience at the right time. Hence, in this article, we provide a vision of an eco-system of multifunctional urban furniture, where kiosks are part of them, designed not only for digital interaction but for sustainable use and symbolic integration into the urban environment as well. The proposed approach is conceived to drive services through digital urban nodes that facilitate tailored citizen-city communication and interaction. The central element of the designed platform consists on an intelligent digital kiosk which features a series of hardware and software components for sensing different environmental conditions, multimodal interaction with users and for conveying the captured data to the Cloud. The custom-based contents visualized to the users are controlled remotely through a management tool that allows to set-up and configure the digital kiosk. This system is not presented as an ad-hoc solution for one specific purpose but instead, it becomes a platform that can accommodate and solve the needs of every kind of user that populates urban shared-use spaces.

A new set of conditions for healthy growth and adaptation is emerging for 21st century communities. This book has sought to explain what some of these conditions are, and to advise forward-thinking community leaders and stakeholders about how to take advantage of broadband bi-directional telecommunications to assure a better future for all. The high-speed Internet has given individuals, institutions and businesses ways to more efficiently connect and collaborate with one another, locally and globally. With pervasive digital networks in place, the economics of access, innovation and distribution have undergone radical transformation. The costs continue to drop throughout the value chain of products and services. The instruments of digital product, service and content creation that only a century ago were in the hands of governments, and only a decade ago were in the hands of big business, are now in the hands of local entrepreneurs and citizens as well. Anyone with a personal computer can now be a publisher, and anyone with an Internet connection can be a producer, marketer and distributor. Ordinary citizens who once thought of themselves only as consumers of other people’s products can now create their own content and build applications that can be—and are being—sold and adopted globally as well as locally. The democratization of the tools of content and service production and the collaborative networks that make information exchange more efficient and productive allow for more prosperous communities.

Background: The German Cancer Aid set up a priority research programme with the intention to generate high-quality information based on evidence and to make this information easily accessible for health-care professionals and advisors, researchers, patients, and the general public. Summary: The Kompetenznetz Komplementärmedizin in der Onkologie (KOKON) received 2 funding periods within this programme. During the first funding period, KOKON assessed patients’ and health-care professionals’ informational needs, developed a consulting manual for physicians, developed an education programme for self-help groups, set up a knowledge database, and developed a pilot information website for patients. Funding period 2 continues with work that allows cancer patients and health-care professionals to make informed decisions about complementary and alternative medicine (CAM). For this aim, KOKON evaluates training programmes for physicians (oncology physicians, paediatric oncologists, and general practitioners) and for self-help groups. All training programmes integrate results from an analysis of the ethical, psychological, and medical challenges of CAM in the medical encounter, and the knowledge database is being extended with issues related to CAM for supportive and palliative care. Key Message: A Germany-wide collaborative research project to identify needs, provide information, foster communication, and support decision-making about CAM in oncology is being set up.
