In this paper, we propose an angular momentum-based advection technique that can express the turbulent foam effect. The motion of foam particles, which are strongly bound to the motion of the underlying fluid, is viscous, and sometimes clumping problems occur. This problem is a decisive factor that makes it difficult to express realistic foam effects. Since foam particles, which are secondary effects, depend on the motion of the underlying water, in order to exaggerate the foam effects or express more lively foam effects, it is inevitable to tune the motion of the underlying water and then readjust the foam particles. Because of such a cumbersome process, the readjustment of the foam effects requires a change in the motion of the underlying water, and it is not easy to produce such a scene because the water and foam effects must change at the same time. In this paper, we present a method to maintain angular momentum-based force from water particles without tuning the motion of the underlying water. We can restore the lost turbulent flow by additional advection of foam particles based on this force. In addition, our method can be integrated with screen-space projection frameworks, allowing us to fully embrace all the advantages of this approach. In this paper, the turbulence of the foam particles was improved by minimizing the viscous motion of the foam particles without tuning the motion of the underlying water, and as a result, lively foam effects can be expressed.

This study explores how people use and expand their linguistic resources in the situation when they have some proficiency in L2 and try to understand L3 that is related to L2. The focus of the study is on the comprehension of Ukrainian by Estonian L1 speakers via their proficiency in Russian (L2). This situation is labeled as mediated receptive multilingualism. The aim of this research is to investigate the role of cross-linguistic similarity (objective or perceived, in the terms of Ringbom 2007) and extra-linguistic predictors of success in comprehension. In addition to measuring the success rate, we pay attention to the participant's perspective. The experiment was conducted with 30 speakers of Estonian as L1 and included a questionnaire, C-test in Russian, three Ukrainian texts with different groups of tasks, and debriefing. In this article, we focus on the task of defining Ukrainian words from the text and on debriefing interviews. The results showed that similarity, perceived or objective, is not the only decisive factor in facilitating understanding. The participants explanations confirmed our previous findings that similarity, albeit important, is only partly responsible for successful comprehension. This became clear from the debriefing interviews. In many cases, the participants' choice was affected by a range of extra-linguistic factors: general knowledge, context, exposure to various registers of Russian, M-factor, meta-linguistic awareness, and learnability. In some instances, context and general knowledge outweighed similarity. These findings show how similarity worked together with extra-linguistic factors in facilitating successful comprehension in challenging multilingual settings.

This pilot study is a contribution to the theoretical debate on the impact language has on general cognition. More specifically, we applied a Word Sketch collocator (an innovative NLP tool operating on large-scale corpora) to collect human adjective collocations of masculine, feminine, and neuter inanimate nouns in German, Dutch, and English to see whether there is a correlation between the grammatical genders of inanimate nouns and the adjective collocations most frequently used to describe those nouns. Later, in a series of online questionnaires, we examined the impact of grammatical gender and stereotypical gender associations on the perception of inanimate nouns (e.g., street, lamp, bottle) by testing the gender associations of their human adjective collocations obtained from the Word Sketch collocator in German (a grammatical gender language), Dutch (a language with a combination of grammatical gender and natural gender), and English (a natural gender language). In German, the results show that grammatical gender alone is not a decisive factor in causing masculine or feminine gender associations of inanimate nouns. Rather, it is the combination of grammatical gender and stereotypical gender associations of nouns that plays a role. In English, nouns associated with neutral, masculine and even feminine gender had significantly more neutral adjectival associations. In Dutch, nouns with common and neuter gender resulted in a higher proportion of masculine adjectival associations because these nouns are mostly referred to with common and masculine pronouns. We observed a special role played by stereotypical feminine associations of nouns in German, Dutch, and English.

This article presents a survey on studies on salary floor and teacher remuneration between 2008 and 2021[3]. In this sense, the literature review on the salary floor of the magisterium is a fundamental piece. To this end, the methodology developed for bibliographic search is based on the scientific and careful use of Evidence-Based Practice (EBP) theory – in Portuguese, Práticas Baseadas em Evidências (PBE). It is a state of the art that cuts out one of the most decisive factors for the transformation of the educational reality: studies on salary floor and remuneration of Brazilian teachers. In this study, another contradiction between emphatic or grandilohot discourses in defense of the valorization of teaching and the practices of political and educational authorities is exposed, also calling us the low production of monographs, dissertations and doctoral theses, in the academic world, on salary floor and teacher remuneration. Even with the proclamation of the appreciation of the teacher as a decisive factor for ensuring the quality of education, more than ten years have passed since the establishment of the salary floor, however, about 60% of Brazilian municipalities have not yet implemented it and this does not have the expected reverberation in academic studies.

An overview of the most common and proven in world practice types of budgetary support for the venture industry, including the creation of venture capital funds, is carried out. The Russian experience of state support for the venture capital sector is analyzed, and a positive assessment of the work of closed-end mutual investment funds created by RVC in 2007–2009 is given. The principles for the formation of mechanisms for increasing the venture activity of state institutions, particularly state programs for creating venture capital funds, have been formulated. It is shown that the funds of specialized venture funds can become a decisive factor in supporting startups at the expense of budgetary funds and lead to the organization of additional high-tech jobs, equal spatial economic development of the country, and the achievement of other social goals.

Competitiveness of mining enterprises is determined, mainly by their productivity and operation superiority. Digitalization becomes a decisive factor, which can provide an opportunity to companies of this sphere to remain competitive in the future. In mining industry passing-over to new, advanced methods of work usually happens more slowly due to the scale and complexity of production processes and considerable costs necessary for re-equipment. That is why certain enterprises of this field use digital technologies without enthusiasm. However, the leading mining companies in the world invest vast funds in development of advanced technologies in power engineering and automation in order to increase mining and ecological efficiency, to cut the volume of hand labour, costs and power expenses. It is obvious that digital technologies can give new opportunities for serious rise in productivity and profit. The article studies key lines in digital transformation at mining enterprises, demonstrates basic advantages and potential threats. The authors analyze both foreign and Russian examples of effective digitalization at enterprises of this sphere.

Given the importance of Public Policies for social transformation, the document explains why and under what circumstances they constitute a decisive factor to promote or inhibit social transformation. A policy is a purposeful, intentional, planned behavior, not just reactive, casual. It is set in motion with the decision to achieve certain objectives through certain means: it is an action with meaning. It is a process, a course of action that involves a whole complex set of decisions and operators.Politics is also a public communication activity. Hence, the purpose of this article is s be a guide in the understanding and analysis of what is meant by Public Policies, as well as contributing to the understanding of the mechanisms for their design and elaboration. That they have a clear and simple idea of what Public Policies are in a generalized context and the steps that must be carried out to implement them.

South African courts and other Commonwealth Courts have long emphasized the notion that “best interests” of a child plays a significant role in custody decisions. When the court decides any question with respect to a child’s upbringing, it is under the duty to have regard to the ascertainable wishes and feelings of the child concerned. The weight to be given to the wishes and feelings has to be ascertained according to the child’s age or understanding. However, courts still face a complex task when having to determine the best interests of a child, for there is no easy way of establishing what these rights are. Most of the children who find themselves at thecentre of custody battles suffer the long-term and short-term stresses of divided loyalty. This paper will look at the following challenging questions: whether children are entitled to be consulted in major decisions affecting their custody, are children given any means of making their views known to the court, to what extent should a child’s view be considered, should those views be the only decisive factor.
