From 2002 through 2004, the National Library of Indonesia distributed block grants to 250 school libraries in the province of Central Java scattered in 10 districts, 150 school libraries in West Nusa Tenggara for 7 districts, 125 school libraries in South Sumatera in 5 districts while in the province of Bangka Belitung only to one municipality covering 25 school libraries. For three years, a school library which serves only one school received a block grant of 19 million rupiahs or approximately US $2000, while (multiple) school library which serves two or more schools received 29 million rupiahs or around US 3200 all for books. Beside that, there are trainings for library staffs conducted at the province capital as well as at the districts and supervision from the National Library. After three year implementation, the National Library set up two independent teams to evaluate the school library performance, block grant awardees. The first team consists of five consultant on education and librarianship while the second one is an independent consultant bureau. Among the findings are the rise of book usages among school children, rising initiatives among teacher cum teacher in charge of library to correlate the library activities with the class programme and communities’ activities, the provision of separate building for school library especially in South Sumatera. However there anxieties on the continuation of theschool libraries after the project is over, as not all grant-receiving-districts have enough budget to provide finances for the school library operations after the project is over.

The school library is an institution that acts as a center for information, educational activities, research, recreation for school residents. In supporting this role, school libraries must strive to provide excellent services according to the applicable national library standards. To realize a standardized library, the school library must conduct an assessment through library accreditation. With hope, an accredited library will provide services in accordance with the needs of users. However, awareness of school library accreditation in Riau Province is still very low. This is proven by the number of accredited school libraries that have not reached 1% of the total 1,391 school libraries in Riau Province. This has led to the holding of training and assistance related to school library accreditation for library managers or librarians of SMKN 7 Pekanbaru. The method used in this activity is to conduct training and assistance in preparing accreditation forms and preparing school library accreditation forms. The activity was delivered by means of, interactive discussion, assistance and evaluation using the checklist, pretest and posttest methods.

School libraries around the world need to revitalise their spaces, collections and programming to continue to be relevant for teachers and students living and learning in an information-saturated technological global age. Efforts in the rethinking of library usage and design are most effective when they are contextualised and localised, based on user needs and country or school budgets. Design thinking is a useful approach for schools to understand the needs of their populations and design targeted improvements for their libraries’ specific users. This article explains how one secondary school collaborated with university researchers to use design thinking to re-envision the role and functions of its school library. The evidence collected through the process was integrated into the redesign of an improved library for the students. This article provides a model for evidence-driven school library improvement projects.

Although school libraries are found in all elementary, middle, and high schools in Japan, 40% of schools nationwide have 11 classes or fewer wherein the appointment of librarians has been suspended currently; moreover, 6,838 schools have neither appointed nor assigned school librarians. Subject learning necessitates collection and usage of appropriate materials and requires specialization in the school education system, such as the use of curricula. Proper staffing alone is not adequate to resolve these issues. For the contemporary world with rapidly developing information devices, this paper proposes school library management methods involving improvements such as the use of reference devices by employing information and communication technology (ICT) and artificial intelligence (AI), which is not limited to personnel assignment, through investigation into the roles played by the human staff.

The background of this research is firstly to evaluate the current services and facilities in the secondary library since there is a plan to extend the library building among the school projects. The outcomes of this research would be good feedback for the library staff to improve its services and facilities. Secondly, some colleagues on ECIS listserv have been discussing the need for IB guidelines especially for those who due to commence the library for IB programme  This paper is not intended to be a guideline, but a sharing work to those who are concerned with the IB library to find different perspectives from a secondary school library at The British International School, Jakarta. A survey to gain feedback has been conducted using a qualitative method. The findings and the profile of the library are discussed in the same section to help the reader understand the real situation and the feedback from the respondents. This paper, expectantly, would be a valuable reference for any school libraries particularly those who run or plan to have a library for the IB Diploma programme.

In 2005 the Diputació de Barcelona (Barcelona Provincial Council) set up a Laboratory to strengthen the collaboration between public libraries and school libraries at an suitable time for school libraries in our country, such is the interest in promoting them. The Laboratory’s first phase has now concluded and the institutions involved in the public library and school library services have set up a second phase for the Laboratory, which is currently under way. The presentation focuses on the results of the two phases of the “The School Library-Public Library Laboratory”, held in 2005 and 2006. The first Laboratory set out the framework for collaboration between public libraries and school libraries. The working sessions enabled consideration, discussion and analysis of the following questions: the model and functions of the school library within the framework of the school’s educational project; the elements and resources necessary to carry out its functions; the framework for collaboration between the public library and the school library; the services and activities to be carried out jointly; and the steps to take to advance together towards a reading society that is empowered in the use of information. The aim of the Laboratory’s second phase is to consolidate the framework for collaboration between the public and the school library around three core areas: the consolidation of the areas and methods for collaboration between public and school libraries and the necessary resources; the drawing up of a working protocol for each method so as to facilitate its implementation; and to define the structure for collaboration between the various institutions and services involved by setting out the steps showing what the framework for long-term collaboration between the public and the school library should be like.

Libraries are important in supporting the curriculum and educational mission of schools. The purpose of this study was to describe and evaluate the current status of a private primary school’s library in Istanbul, Turkey, and to formulate recommendations for improvement. This case study was accomplished through a mixed method involving questionnaires and observation. A survey with semi-structured questions was administered to students, teachers, and the librarian regarding their perceptions of the school library and their desires for the school library. Questionnaires administered to teachers and the librarian of its sister school provide a counterpoint. Observations provided information about the current functional level and nature of usage of the library. The survey was administered in 2007 with a follow-up visit in 2008. The research achieved the specific, practical purpose of identifying areas for development and potential challenges to that development in the school’s library, taking into account the input of its constituents. It also provides suggestions for those who might pursue broader research about the needs and future possibilities for school libraries in Turkey.

Accredited school library educator preparation programs are responsible to align their curriculum to the American Association of School Librarians Standards for the Initial Preparation of School Librarians (2010). These standards include Teaching for Learning, Literacy and Reading, Information and Knowledge, Advocacy and Leadership, and Program Management and Administration. To keep more current with the actualities of the profession, the AASL recently released new National School Library Standards for Students, School Librarians, and School Libraries (2018). In the document, the roles and responsibilities of school librarians have been reexamined. A challenge for school library educator preparation programs is keep up to date with the changes to ensure a curriculum that prepares graduates with the relevant knowledge and skills to be effective school librarians. This study will help LIS schools by examining the attributes of a high-quality school library program in practice.

The implementation of fiscal decentralization in Indonesia is exactly two decades in year 2021, during this time the policies in the field of transfers to regions have developed with a significant increase in the budget. The budget increasing of transfer to regions is expected to increase the region in providing services to the community and increase development. Furthermore, the objectives of fiscal decentralization are to reduce fiscal gaps and encourage regional governments to be more independent. This study aims to determine the response or behavior of regional spending to transfer funds (block grants) from the central government. The research locus are all districts/cities in West Java, Central Java, and East Java Provinces and used a panel data equation, with variables are regional expenditure, general allocation fund (DAU), sharing allocation fund (DBH), and local revenues (PAD). The results showed that the block grant in the form of DAU encouraged an increase in regional spending. Meanwhile, DBH does not cause a flypaper effect. In the future, in order to achieve the region’s independence, the influence of the flypaper effect from the DAU should be minimized, and the exploration of potential regional revenues needs to be optimized.

Complex issues in school libraries are very diverse, from human resources, budget funds, book procurement, the technology system used is something that deserves attention, because the purpose of the school library is as a learning center, and information, as a learning resource center means that the school must try and clean up to present the latest collections, informative and according to the needs of the school.                    The school library has a very important role in the success of education. Therefore, school library facilities need attention. One of the facilities that help librarian activities is information technology-based library management. With library management, all library activities can run according to good library standards. Also, students can more easily and freely take advantage of the library collections in it. Information technology-based library management is activities that aim to assist library managers, the school, in creating libraries that comply with the standards set by the National Library. The activities carried out include (a) Providing information about how to manage library services, especially the Tsanawiyah library in Probolinggo Regency. (b) Providing knowledge on the procedures for managing the library at the Information Technology-based Tsanawiyah Library 2. (c) Instilling skills in Tsanawiyah library managers while studying. MTsN 2 Malang is under the auspices of the Ministry of Religion,  course it must also have a good library, well managed, and course there is a role for the teaching staff in the library department to make the library the heart of information and the heart of education.

<p>This research aimed to figure out the santri’s preference toward studies and professions in which conduct study at pesantren. Common perceived and stated also at Government Ordinancenumber 55, 2007, that pesantren purposes was to reproduce Islamic scholar (ulama). However, through this study, it proved that not all santri wanted to be ulama, most of them wanted to be a scientist. This study was a case study, conducted in 2015 at Pesantren Alhikmah2 Brebes. Data collected using questionnaire, interview, and document. Those all derived from santris, Kyais, and teachers (asatidz). The research concluded as showed from questionnaire that santri’s  preferences toward study has gotten  changing to general subject matters instead of religious subject matters; and the santri’s professions and jobspreference has gotten changing to the jobs and professions that based on general subject matter, instead of choose to be ulama (Islamic scholar) most of santri wanted to be scientists, or researchers, or doctors as well as athlete.</p>
