Madrasah Diniyah Takmiliyah (MDT) is a non-formal education which is the solution of the lack of hours of religious study at school. The Historically, this solution is to accommodate the numerous demands of various elements of society that have been raised through; demonstrations, rallies, suggestions, and even pressure on the government. Madrasah education Diniyah Takmiliyah (MDT) in the history of education entirely an initiative of the Muslim community. The Unit MDT Education with a strong legal umbrella among such as;the provisions in the Act No. 20 of 2003 on National Education system, Government Regulation No. 55 of 2007 on Religious Education and Religious Education, Government Regulation No. 48 of 2008 concerning education funding , as well as the Minister of Religious Affairs regulation No. 13 of 2014 concerning Islamic Religious Education. In Kabupaten Rejang Lebong MDT are 15 institutions. Where the community's response to MDT is perceived as lacking, the management of MDT management is very simple and even tends to be traditional, the holding factor of MDT is strong enough and the factor of inhibiting the low awareness of the community and the difficulty of getting the fund, and the solution for the society to address the lack of religious learning hours at the majority school of apathetic parents religious learning outcomes at school, a small part of sending their children to the MDT, and a few more parents teaching their own children at home. This research is a field research associated with various existing literatures, the aims to contribute to the public as general, STAIN Curup, and Local Government Rejang Lebong Regency.

Studies on religious education teacher’s competences in Aceh could not be separated from studies on state’s intervention toward education. State hegemony occurs in the form of regulation formalization which regulates efforts for improving qualification and competence of teachers. The research showed that the presence of Act No. 14, 2005 and the Government Regulation No. 74, 2008 had been used as legal reference to encourage the improvement of Aceh religious education teachers’ qualification and competence. This is a qualitative study in which triangulation in data collection was used. The data was then collected through documentations, observations, and deep interviews. This work emphasizes that improving teachers’ competences in Islamic education system in Aceh was in accordance to and did not contradict with national education system and moreover strengthen the content of Act No. 14, 1005 and Government Regulation No. 74, 2008. Qualification and competence of religious education teachers in Aceh underwent improvement better than previous term. However, teachers experienced that socialization process and implementation of regulation has yet to receive upmost attention. The study also suggests that religious education teachers’ qualifications and competences will significantly contribute to the development of religious education quality, thus Islamic education transforms intently in national and state relations order.

Abstract: One of national education aim is to developing student’s potentials in order to become a faithful man. It is based on Republic of Indonesia’s Law Number 20 of 2003 on National Education System, Chapter II Article 3. Islamic Religious Education is one of education that done to create a faithful man. Prayer is one of Islamic Religious Education’s matter should be learned by all Moslem’s students, include students with special needs. Research of prayer practice guidance is an important thing to be done. The important thing should be researched is about prayer practice that taught in the inclusion school. Inclusion school have regular (common) students and special needs students. How the teacher can teach prayer practice for students with special needs in the inclusion school. Once of inclusion school is Junior High Boarding School Putra Harapan. The goal of this research is to explore and to describe about how teacher guides prayer practice for students with special needs in Junior High Boarding School Putra Harapan Purwokerto Banyumas. This research belongs to field research on qualitative descriptive form. The methods of collecting data used by the author are interview, observation and documentation. Meanwhile to analyze of data, it’s done by collecting data, reducing, presenting and verifying data to be valid and reliable report. The findings of this research show that guidance of prayer practice for students with special needs in Junior High Boarding School Putra Harapan done through some ways namely dividing students into two class that regular and inclusion class, establishing guidance of prayer practice program, using musyafahah and demonstration methods. AbstrakPola Strategi pengembangan Pondok Pesantren di Malangke, strategi pengembangan pesantren adalah cara atau srategi yang digunakan oleh wadah atau tempat guna proses suatu perubahan berencana yang memerlukan dukungan semua pihak, anatara lain Kepala, staff, guru, dan siswa dengan perubahan-perubahan itu diharapkan dapat mengembangkan dan meningkatkan lembaga pendidikan, yang memerlukan usaha jangka pendek, menengah, dan panjang guna menghadapi perubahan yang akan terjadi pada masa mendatang. Peluang dan tangan pengembangan Pesantren di Luwu Utara,  terdapat Undang-undang Nomor 20 tahun 2003 tentang Sistem Pendidikan Nasional, yang beberapa pasalnya menekankan penyelenggaraan pendidikan keagamaan, seperti, pasal 30 ayat (1) dan Peraturan Pemerintah (PP) Nomor 55 Tahun 2007 tentang Pendidikan Agama dan Pendidikan Keagamaan pada pasal 1 ayat (2) tentang Pendidikan Agama dan Pendidikan Keagamaan yang didalamnya secara tegas dikemukakan bahwa pondok pesantren menyelenggarakan pendidikan diniyah pada tingkat dasar dan menengah, tergolong dalam sub sistem pendidikan Nasional di Indonesia yang bertujuan untuk mencerdaskan bangsa, menjadikan manusia yang beriman dan bertaqwa kepada Tuhan yang Maha Esa, berakhlak mulia, sehat, berilmu, cakap, kreatif, mandiri dan menajdi warga negara yang demokratis serta bertanggung jawab. Sedangkan tantangan ada beberapa hambatan 1)Sistem kurikulum yang lebih modern, sehingga pesantren ketinggalan jauh dari sekolah umum, 2) Kurangnya anggaran dan sumber pendanaan disebabkan oleh kurang siswa. 3) adanya sebagian orang tua tidak tertarik menyekolahkan anak di sekolah Pesantren.Kata kunci:      Pengembangan, Pondok Pesantren As’addiyah.  AbstractThe pattern of the development of Islamic boarding schools in Malangke, the strategy of developing pesantren is the method or strategy used by the place or place for the process of planning changes that require the support of all parties, among others, the Head, staff, teachers and students are expected to develop and improving educational institutions, which require short, medium and long-term efforts to deal with changes that will occur in the future. Opportunities and hands for the development of Islamic boarding schools in North Luwu, there is Law Number 20 of 2003 concerning the National Education System, some of which emphasize the implementation of religious education, such as article 30 paragraph (1) and Government Regulation (PP) Number 55 of 2007 concerning Education Religion and Religious Education in Article 1 paragraph (2) concerning Religious Education and Religious Education in which it is expressly stated that Islamic boarding schools conduct early childhood education at the elementary and secondary levels, belonging to the national education sub-system in Indonesia which aims to educate the nation, make humans who have faith and devotion to the Almighty God, are noble, healthy, knowledgeable, capable, creative, independent and become a democratic and responsible citizen. While the challenges are several obstacles 1) A more modern curriculum system, so that pesantren lag far behind public schools, 2) The lack of budgets and funding sources is caused by lack of students. 3) there are some parents who are not interested in sending their children to school in Islamic boarding schools.Keywords:        Development, As'addiyah Islamic Boarding School.

Indonesia is the biggest archipelago country in the world, the government has tried to prosper the people by issuing policies on regional autonomy. Regional autonomy in its development is widespread in all fields, one of them in education. Autonomy Education gained much support among the people, thus giving birth to Decentralization of Education, namely to give up government responsibility according to the needs and capabilities of each region. The effort has been regulated in Law Number 20 Year 2003 on National Education System supported by Government Regulation no. 55 of 2007. However, these efforts have not been fully realized, so that sometimes cause gap and prolonged criticism. Therefore we as a policy-bearer must prioritize the principle good governance in Decentralization of Education. The religious and religious education policies contained in Government Regulation No. 55 of 2007 are intended to help realize the goals of education in Indonesia, giving the right of autonomy in the form of decentralization of education to each school in each region to manage the institution. If the school is religious based, it is given the freedom to manage according to the teachings of the religion. But to realize this policy requires strong observers and willing to act, the principle of autonomy, flexibility, participatory and initiative can be used as a basis in realizing these goals as a whole.

This article aims to analyse the Indonesian State’s laws regarding models of religious education, by evaluating Law No. 20/2003, concerning the national system of education and other related laws. Two questions are highlighted: What type of religious education is favoured by Indonesian state? Does the preference for a certain type of religious education reflect a specific vision of the state-religion relationship? Our data consisted of two sources: the State’s law on national education system, Law No. 20/2003, and the minutes of the Indonesian parliament meeting approving the law. We found that Law No. 20/2003 expresses the preference of the government for a mono-religious model. Indonesia is categoreized as having preferred treatment for some religions or support for a particular religious tradition. This categorisation is confirmed by the results of our research findings indicated by the preferential treatment delivered by the State, and the State’s legislation and regulations on religion.[Tulisan ini menganalisis legislasi negara terhadap pendidikan agama dengan cara mengevaluasi UU No. 20/2003 tentang Sistem Pendidikan Nasional beserta perundang-undangan terkait lainnya. Dua pertanyaan berusaha untuk dijawab dalam tulisan ini, yaitu: Model pendidikan agama yang bagaimana yang menjadi preferensi negara? Apakah preferensi tersebut merefleksikan visi negara terhadap model relasi negara-agama tertentu? Tulisan ini merujuk kepada dua data utama, yaitu: UU No. 20/2003 tentang Sistem Pendidikan Nasional serta Risalah Rapat Paripurna ke-35 DPR RI tahun 2003 yang mengesahkan UU No. 20/2003. Penelitian ini menemukan bahwa UU Sistem Pendidikan Nasional merefleksikan preferensi negara terhadap model pendidikan agama mono-relijius. Model pendidikan mono-religius ini merefleksikan preferensi negara terhadap model relasi negara-agama preferensial; negara mengakui lebih dari satu agama resmi dan memberi dukungan kepada institusi-institusinya, yang direfleksikan melalui legislasi dan peraturan terkait agama.]

Education is closely related to national development and is directed at the development of all Indonesian people. As an effort to implement the National Education System Law, the government hereby pays great attention to religious education. This study aims to determine the urgency of Hindu religious education on government policies regarding religious and religious education. The method used in this study is a qualitative method using descriptive analysis techniques, with data collection techniques carried out through library research. The results of the study stated that Hindu religious education has a function as a motivator and dynamist, can encourage the creativity of students to do good and right to achieve their life goals, as stated in the Vedas namely Moksartham Jagadhitaya Ca Iti Dharma, meaning that people can practice Hinduism, understand, If you live and practice it, then the purpose of life, namely physical and spiritual well-being, will be achieved in this world and the next life. It is said how great the function of Hinduism is in shaping the character of the nation's children, especially in ethics, morality and morality, developing spirituality in everyday life in order to achieve their life goals. In this context, the government always lists religious education as one of the compulsory subjects that must be taken from elementary school to university. This is reflected in the laws and regulations of the 1945 Constitution and the National Education System Law, as well as other laws and regulations.

This paper aims to analyze the development of Islamic education in Indonesia and efforts to strengthen it in the national education system. This type of research is descriptive qualitative. Study of literature by focusing on terms of peeling, summarizing and collecting a literature, then the authors provide an analysis of the data that has been collected. The results showed that during the pre-independence era religious education was not only not recognized but also not included in the education system, it was even suspected of being a place to incite and fight the invaders. At the time of independence it did not yet have a role because the government still tended to be controlled by nationalist and secular groups, if there were Islamic groups, Islam was still more abangan. Thus the New Order government continuously fostered the quality of madrasa education so that in 1975 a joint decree (SKB) was issued by three ministers on Improving the Quality of Education in Madrasas, where the SKB of the three ministers had advantages and disadvantages. So that the solution of this weakness is the government is trying to make breakthroughs to restore the function of the madrasa as a place to print religious leaders, namely by opening an alternative Madrasah Aliyah named Madrasah Aliyah Special Program (MAPK). Henceforth, this MAPK was changed to Madrasah Aliyah Religious (MAK) which focuses and strengthens the field of Islamic education. There are two strengthening of Islamic education in the national education system, namely strengthening Islamic educational institutions, and strengthening religious subjects in all schools both under the auspices of the Ministry of Religion and other Ministries.

This article aims to explore the implementation of full day school in Islamic education in Indonesia. The position of Islamic education in the national education system is a kind of religious character education, so Islamic education in sisdiknas should be able to organize formal education institutions, non formal and informal, from the basic level to college, managed by the government or/and private institution. In this case, the government also creates an organizational structure in running Islamic education programs in Indonesia. Regulation of Minister of Education No. 23 of 2017 about full day school certainly contribute to the conflict of Islamic education in Indonesia because full day school is not accepted by the majority of scholars or the santri because it is realized that the regulation is problematic for Islamic education, especially madrasah diniyah , for students and teachers. Full day school (FDS) program is actually not new in education, such as boarding school education institutions. The education program at boarding school is not only Full Day School (FDS) but full years school or running for 24 hours, where the process of education is not only in formal lesson time. يهدف هذا البحث إلى اكتشاف تطبيق برنامج مدرسة يوم كامل في التربية الإسلامية بإندونيسيا. إن مكانة التربية الإسلامية في نظام التربية الوطنية كتربية الأخلاق ذات الصبغة الدينية. فلهذا، فالتربية الإسلامية في نظام التربية الوطنية تستطيع أن تدخل وتندرج في التربية الرسمية وغير الرسمية، من المرحلة الابتدائية حتى المرحلة الجامعية، منها ما تديرها الحكومة، ومنها ما تديرها الجهة الخاصة أو الأهلية. وفي هذا تضع الحكومة هيكلا تنظيميا لإجراء برنامج التربية الإسلامية بإندونيسيا. ونظام وزير التربية رقم 32 سنة 3102 عن مدرسة يوم كامل تأتي بالمشكلة في التربية الإسلامية بإندونيسيا، وذلك لأن أكثر العلماء وطلاب المعاهد الدينية لايقبلون نظام مدرسة يوم كامل، لأن هذا النظام يأتي بالمشكلة في وسط عالم التربية الإسلامية خاصة المدارس الدينية، ولم تكن المشلكة في برنامج الدراسات الدينية فحسب، وإنما مشكلة على الطلبة والمدرسين أيضا. والحديث عن نظام مدرسة يوم كامل في الحقيقة ليس أمرا جديدا في عالم التعليم، فعلى سبيل المثال نظام المعهد الديني، فالتربية فيه لم تكن يوما كاملا فحسب، وإنما سنة كاملة أو تسير طوال أربع وعشرين ساعة، حيث إن عملية التربية فيه ليست في أوقات الدراسة أو في عملية التعليم داخل الفصل فقط. Artikel ini bertujuan mengeksplorasi implementasi program full day school dalam pendidikan Islam di Indonesia. Posisi pendidikan Islam dalam system pendidikan nasional merupakan pendidikan karakter yang bersifat keagamaan, untuk itu pendidikan Islam dalam sisdiknas mampu memasuki dan menyelenggarakan lembaga pendidikan formal, non forma dan informal, baik dari tingkat dasar hingga perguruan tinggi yang kesemuanya dikelola oleh negeri dan adapula yang dikelola oleh swasta. Dalam hal ini pemerintah juga membuat struktur organisasi dalam menjalankan program pendidikan Islam di Indonesia. Peraturan menteri pendidikan Nomor 23 Tahun 2017 tentang full day school tentu menyumbang konflik pendidikan Islam di indonesia sebab full day school tersebut tidak diterima oleh mayotas kalangan ulama atapun para santri sebab disadari atau tidak peraturan menteri pendidikan tersebut hanya menjadi problem bagi dunia pendidikan Islam khususnya madrasah diniyah, tidak hanya pada program diniyahnya akan tetapi kepada para siswa dan para guru. Berbicara program full day school (FDS) sebenarnya bukan hal baru dalam dunia pendidikan, misalnya lembaga pendidikan pondok pesantren. Program pendidikan di pondok pesantren bukan hanya Full Day School (FDS) akan tetapi full years school atau berjalan selama 24 Jam, yang mana proses pendidikan tidak hanya di waktu pelajaran formal ataupun kegiatan belajar mengajar di kelas.

В статье исследуется проблема изучения идеологии и практики реформационной деятельности в системе народного просвещения в 60–70-х годах XIX столетия. Цель исследования — выявить ведущие стратегии образовательной политики, формы и виды модернизационной активности, персоналии, находящиеся в центре принятия судьбоносных решений для отечественного образования в период Великих реформ. Определено, что данная эпоха — это значимая историческая веха в контексте модернизации отечественного образования, время поступательного, достаточно интенсивного развития национальной системы образования, когда просвещение народа ставится в ряд приоритетных задач общегосударственной важности. В период правления императора Александра II в результате объединенных усилий власти и педагогического сообщества начала складываться единая национальная педагогическая школа, многообразная и весьма плодотворная по существу разрабатываемых проблем и решению их на практике. Представлена ретроспектива нормативно-правовой и законодательной базы в области народного образования. Выявлено, что идеи и постулаты, изложенные в трудах ученых, педагогов и общественных деятелей дореволюционного времени, существенно расширяют наши представления о мировоззренческих взглядах на просвещение населения России, национальных и общечеловеческих ценностях, необходимости их гармонизации в практической деятельности по обучению и воспитанию граждан своей страны. Охарактеризована реформа военного образования как неотъемлемая часть общей модернизации системы народного просвещения. Результаты исследования могут быть использованы при подготовке общих курсов по истории России, истории педагогики и образования, чтении лекций и спецкурсов по теории и истории модернизации. The article focuses on the investigation of the ideology of educational innovations and their implementation in the 1860s-1870s. The aim of the research is to single out major strategies of educational policy, to investigate types and kinds of innovations, to study people responsible for fateful decisions related to Russian education in the era of the Great Reforms. The article highlights that the analyzed epoch marks a milestone of Russian educational reforms. It is an epoch of continuous and intensive development of the national education system prioritizing public education as a task of national importance. During Alexander II’s reign, the government and teaching community collaborated to create a national pedagogical school capable of efficiently coping with diverse education-related problems. The article presents a retrospective view of a legal basis for public education. The article states that the analysis of ideas and views expressed in prerevolutionary scholars’, educators’, and statesmen’s works broadens our understanding of pubic education in Russia and our appreciation of national and universally human values, and enables us to better assess their implementation in Russian citizens’ education. The article characterizes military education reforms as an integral part of public education innovation. The results of the research can be used in courses of Russian history, history of pedagogy and education, theory and history of modernization.
