Engka Fakultas Ekonomi dan Bisnis, Magister Ilmu EkonomiUniversitas Sam Ratulangi, Manado ABSTRAKAnalisis Optimalisasi Aset Tanah Bekas Bangunan Unit Pelaksana Teknis Dinas (UPTD) Metrologi Provinsi Sulawesi Utara Milik Pemerintah Provinsi Sulawesi Utara menggunakan Analisis Highest And Best Use (HBU). Alat analisis yang digunakan adalah dilakukan dengan cara analisis produktifitas properti meliputi aspek fisik dan lokasi serta aspek hukum dan peraturan sehingga diperoleh alternatif penggunaan yang memungkinkan. Analisis selanjutnya adalah analisis pasar yaitu analisis permintaan, penawaran pasar, dan analisis kelayakan keuangan untuk setiap usulan penggunaan yaitu untuk hotel, pusat perbelanjaan dan hotel.Dalam penelitian ini, data yang dianalisis terdiri dari data primer dan data sekunder. Data primer meliputi data pendapatan, sewa dan pengeluaran yang diajukan sebagai alternatif penggunaan, diperoleh dengan bentuk wawancara berstruktur, sedangkan data fisik yang meliputi ukuran, bentuk tapak, topografi, utilitas dan lain-lain diperoleh melalui observasi langsung. Data sekunder diperoleh dari BPKAD Provinsi Sulawesi Utara, Badan Pusat Statistik, Situs Media Online dan sumber-sumber lain yang berhubungan dengan penelitian ini.Kata Kunci : Optimalisasi, Aset ABSTRACTUsed Land Asset optimization analysis Ex Building Technical Implementation Unit (UPTD) Metrology North Sulawesi Province,  Government-owned North Sulawesi Province by Using Analysis Highest And Best Use (HBU). The analysis tool used by the analysis of productivity and the physical aspects of the property include the location as well as the legal and regulatory aspects in order to obtain alternative uses which allows. Next step is about market analysis which is analyze market demand and supply, also financial feasibility study for every alternative, namely for the construction hotel, shopping center and parking of vehicles.In this study, the data were analyzed consist of primary data and secondary data. Primary data includes data revenues, rents and expenditure proposed as an alternative to the use, obtained by structured interview form, while the physical data which includes the size, shape of the tread, topography, utilities and others obtained through direct observation. Secondary data available at government office such as BPKAD Provinsi Sulawesi Utara, Central Bureau of Statistics, Online Media and other sources related to this research.Keywords : Optimization,  Asset

ABSTRACT Religious traditions in Indonesia are known to be very moderate and tolerant abroad is a reflection of the character of a great noble nation. Between religion, tradition and culture are able to perform compounds so as to create a genuine religious harmony. Because of this reality Indonesia is regarded as the largest Muslim majority country in the world that almost without conflict, in the midst of reality Muslim countries in the Middle East that impressed the dispute into the daily menu. However, the reality of Indonesia as a moderate nation is injured by the act of a group that is fond of terrorism and radicalism by riding Islamic religious teachings. Thus, this reversed religion is assumed as a source of cruelty.   It is through that phenomenon researcher, feel the need to examine the strategy of disseminating moderate Islam by Nahdlatul Ulama. The selection of this Islamic organization according to the authors due to its success in moderating Islam in Indonesia. In this study, the study using a qualitative approach or method as well as adopting the theory of Van Dijk discourse analysis as a scalpel to peel the discourse of moderate Islam published by PWNU East Java through the website. As for this research, the findings are important, among others are: 1) moderate Islamic discourse campaigned by Nahdlatul Ulama East Java is categorized into three segments, namely social, religious and nationality. 2) the text structure that builds moderate Islamic discourse NU East Java in Van Dijk perspective constructed in three domains, namely text, social cognition and social context. 3) the principles of Public Relationship implemented by NU through cyber (online media), among others; News publications and expert opinions, production of image and video-based information, and updating official NU information to the public about their attitudes and views on the phenomena that occur by promoting the values of Islamic moderatism. Indonesia is a country located in the equator, which has beautiful natural. It has a mountainous constellation, beaches and wider oceans than land, so that Indonesia has extraordinary natural beauty assets compared to other countries. Behind the beauty of natural it turns out that it has many potential natural disasters in almost all provinces in Indonesia, in the form of landslides, earthquakes, tsunamis, Mount Meletus and others. The problem is that the government must have accurate data to deal with disasters throughout the province, where disaster data can be in categories or groups of regions into very vulnerable, medium, and low disaster areas. It is often found when a disaster occurs, many found that the distribution of long-term assistance because the stock for disaster-prone areas is not well available. In the study, it will be proposed to group disaster-prone areas throughout the province in Indonesia using the k-means algorithm. The expected results can group all regions that are very prone to disasters. Thus, the results can be Province West java, central java very vulnerable categories, provinces Aceh, North Sumatera, West Sumatera, east Java and North Sulawesi in the medium category, provinces Bengkulu, Lampung, Riau Island, Babel, DIY, Bali, West Kalimantan, North Kalimantan, Central Sulawesi, West Sulawesi, Maluku, North Maluku, Papua, west Papua including of rare categories. With the results obtained in this study, the government can map disaster-prone areas as well as prepare emergency response assistance quickly. In order to reduce the death toll and it is important to improve the services of disaster victims. With accurate data can provide prompt and appropriate assistance for victims of natural disasters.

The Government

Special Economic Zone has been introduced as a new approach in Indonesia for regional development purposes on the basic of economic activities concentration. Some countries have run such project as part of national income and thus opening new job opportunity for the local people. A concept for its development need to be established since it also affects to the government’s expenditure. This is a chance for the government to open mind in creating new investment from other countries to Indonesia. Two cities have been chosen as cases of study namely Bitung – north Sulawesi Province and Dumai – Riau Province. The first is known as fish processing industry city whereas the second one is known as CPO processing industry city. This study has proved that Dumai has a good prospect as a special economic zone based on the application of Powersim dynamic programming model for its analysis.

Penelitian ini dilakukan dengan tujuan untuk mengemukakan penyuntingan media dan media untuk menyunting yang ada dalam kehidupan sehari-hari sebagai sarana untuk memperbaiki kualitas karya. Metode penelitian ini ialah kajian pustaka dimulai dengan mengumpulkan informasi sebanyak-banyaknya, lalu diseleksi sesuai tema, penginterpretasian, lalu didapatkan hasil akhir penelitian. Hasil penelitian didapatkan bahwa media penyuntingan dan menyunting media merupakan dua istilah yang berbeda. Media penyuntingan merupakan peralatan atau alat bantu yang dapat digunakan untuk mempermudah proses menyunting. Menyunting media merupakan salah satu kegiatan menyunting sebuah media baik online maupun offline. Media penyuntingan dapat diakses melalui web seperti sebuah portal jurnal. Akses tersebut membutuhkan jaringan internet atau sering disebut dalam jaringan. Media penyuntingan juga dapat diakses melalui luar jaringan. Penyuntingan media yang sering dijumpai ialah menyunting media massa, baik itu cetak maupun online. Media massa itu sering disebut sebagai koran. Selain koran, buku juga termasuk media yang dapat digunakan sebagai sarana kegiatan menyunting. Setiap penulis karya, harus dibekali dengan pelatihan mengenai kegiatan menyunting agar karya yang dihasilkan semakin berkualitas. Pelatihan tersebut dapat dimulai dengan menyunting teks tanpa tanda baca dilanjutkan dengan pelatihan menyunting yang memperhatikan kata serta kalimat di dalamnya.
