The processes of formation and efficiency evaluation of the transport and logistics clusters’ operation as a tool of national transport competitiveness, possibility to attract investment to the field, in order to reach a high point of innovation development, are of a great interest nowadays. All mentioned above make additional requests to the modern specialists in the transport industry. It is possible to solve this problem as a result of cooperation between transport enterprises and higher education institutions in the process of cluster operation. Thus, the subject of research is effective cooperation between transport enterprises and higher education institutions in the process of cluster structures’ cooperation. The aim of the research is the development of an integrated index of operating efficiency evaluation of transport enterprises and higher education institutions to evaluate its cooperation under the conditions of operation of transport and logistics cluster (TLC). Methodology. In the research process, the methods of scientific knowledge such as analysis and synthesis were used in studying of the activity of self-supporting separated subdivision of Kiliya Shipbuilding and Repair Yard of Private Joint- Stock Company “Ukrainian Danube Shipping Company” and State University of Infrastructure and Technologies in 2015–2017. Economic-mathematical methods were used to make integrated index calculation of operating efficiency evaluation of transport enterprise and higher education institute, value scale determination of the integrated index of operating efficiency evaluation of the clusters’ entity. The expert evaluation method is used to define the values, characterized operation of transport enterprises and higher education institutions under the conditions of their cooperation within TLC and their significance. Method of scientific abstract is applied to come to theoretical general conclusions. The system approach is the main one in the research. Results. In the article, the methodological approach was used, it includes value system determination based on the expert evaluation, method of integrated index calculation and value scale development of an integrated index to evaluate performance efficiency of transport enterprises and higher education institutions under the conditions of their cooperation in transport and logistics cluster. This approach was applied on the example of the activity of self-supporting separated subdivision of Kiliya Shipbuilding and Repair Yard of Private Joint-Stock Company “Ukrainian Danube Shipping Company” and State University of Infrastructure and Technologies. It is determined that entities of transport and logistics cluster can achieve a general positive economic impact. Practical implications. Practical consequences are connected with the opportunity to use suggested methodological approach to make the calculation of entities’ efficiency as a result of their cooperation in the cluster. The practicability of the cooperation between transport enterprises and educational institutions in the transport and logistics cluster in this research is proved by the opportunity to get a lot of advantages as a result of this cooperation, by the positive change of main operating index of the cluster’s members. It is base for the development of further enterprise development strategy, proved by a jury of opinion and calculated integrated index of the effectiveness of their activity. Value/originality. Originality lies in the development of scientifically-grounded formulas for integrated index calculation of operating efficiency evaluation of transport enterprises and higher education institutions in the transport and logistics cluster and opportunity to identify efficiency level of their cooperation according to developed value scale.

This article discusses several legal and economic problems in the process of globalization of higher education in Kazakhstan. To date, the Government of Kazakhstan has issued a resolution on the transformation of 25 national and state universities into non-profit joint-stock companies, as well as amendments to the Civil Code and other current legislation. As a result of this study, it has been found that the concept of a non-profit joint-stock company was first used in Kazakhstan and contradicted the institution of legal entities in civil law. Such changes and amendments in civil law are an unprecedented phenomenon in the legal systems of the Commonwealth of Independent States (CIS) countries. There is also a risk that the transfer of higher education institutions to non-profit joint-stock companies may become the legal basis for the illegal privatization of public universities. The authors suggest that the privatization of higher education institutions has been detrimental to the state, and that reform should be addressed based on administrative and legal considerations and through improved university governance models. The modernization of the governance model of public universities according to modern requirements is beneficial to the state and society. The study analyzes the relationship between the university and its stakeholders based on Freeman’s Stakeholder theory. It also identifies deficiencies in legislation that impede the establishment of partnerships between the university and industrial companies and suggests ways to address them.

Purpose The purpose of this paper is to provide a panoramic and systematic view of 10 Sustainable Campus Network (SCN) universities’ internal entities in charge of the sustainability effort – such as offices, committees, units, programs, or other, showing how some institutions have gained increasing deployment and momentum. However, their appearance and growth pathways have had significant disparities. Design/methodology/approach Global and local agendas have had a strong influence on Chilean higher education institutions. A relevant signal has been the creation of the SCN, formed by 21 Chilean universities, whose vision is to help shape a fair and environmentally healthy civilization contributing from the higher education realm. This work adopts a survey design methodological approach. It describes the following resulting components obtained from the aggregated data: (a) emergence processes and environments, (b) governance models and operational mechanisms, (c) networks and collaboration, and (d) final products generated, for sustainability governing entities within universities in Chile. Findings The main findings indicate that at the institutional level, the Cleaner Production Agreement for higher education institutions and the creation of the SCN have been key drivers in the formalization of several entities leading the sustainability efforts within Chilean universities. Also, regarding the degree of commitment to sustainability, the most active internal stakeholder corresponds to students. Originality/value The present work represents a pioneering effort in the Chilean context to identify and systematize the challenges, organizational structures, and key accomplishments of sustainability governing entities in higher education nationwide.

The article characterizes the special features of the motor transport profile teaching engineers’ professional activity in vocational institutions (teacher of vocational training, master of vocational training), higher education institutions (engineering teacher) and in manufacturing. The purpose is to clarify the special aspects of motor transport profile teaching engineers’ professional training in higher education institutions of Ukraine. The following research methods are used observation, description through individual interviews, expert evaluation method and questionnaire. The results are the following. It is stated that engineering and pedagogical education involves the rational integration of psychological, pedagogical and engineering components of professional training. It is noted that the professional training of teaching engineers is aimed at the formation their professional engineering and professional pedagogical competencies. This integrated training includes two equivalent integrated components: engineering (technical and technological, manufacturing, special, industrial branch) and pedagogical (humanitarian and social). It is stated that successful professional activity of a teaching engineer of motor transport profile is connected with professional training in institutions of higher education and the content and organization of their self-education in the process of professional development. To ensure proper training of a teaching engineer for successful activities, it is necessary to keep a continuous connection between the engineering and technical awareness and pedagogical activities. Modern professional activity of a teaching engineer is characterized by their innovative activities, the specifics of them is caused by the peculiarities of professional-pedagogical education and conditions of engineering-pedagogical activities, which provide generation and transformation of new ideas into innovations and form the management system. The innovative activity of teaching engineer is the basis of creative approach to professional responsibilities. It is concluded that a teaching engineer of motor transport profile is a teacher with higher pedagogical and technical education, who performs educational-methodical, engineering-technical, scientific-innovative, communicative-psychological, organizational, managerial and legal activities.

Introduction. The key role in maintaining the competitiveness of economic systems belongs to the innovative specialization of economic activity, which diversifies economic activity. The existing methodological approaches to determining the strategic priorities of Smart Specialization of a particular region do not fully take into account the assessment of innovation and investment potential, taking into account the environmental component of sustainable development. Aim and tasks. The purpose of the proposed study is the formation of scientific approaches to assessing innovation and investment potential in the context of the formation of strategic regional environmental policy in the context of the methodology of Smart Specialization. Results. The article substantiates the methodological provisions for combining the methodology of Quintuple helix, Smart-specialization and Sustainable Development Goals. The institutional essence of investment and innovation policy of nature management at the regional level as a modern model of Quintuple helix is determined. An assessment of the innovation potential of the regions as a component of investment and innovation policy of nature management. The dynamics of implementation of environmental innovations by enterprises of Ukraine, the concentration of higher education institutions by regions, in particular, subordinate government agencies are analyzed. The number of students, specialists in higher education institutions majoring in natural sciences, employment in the field of nature management has been determined. The strengthening of the ecological component in the scientific and educational spheres is established for the further implement the borrowed knowledge in the formation of investment and innovation policy of nature management of individual regions. The natural resource potential of the country in terms of regions according to the statistical database is studied. Conclusions. The presented research proposes the author's vision, which allows not only to outline the dominants of Smart Specialization of кegions in order to determine the strategic priorities of investment and innovation policy of the national sphere of nature, but also to explore the uniqueness of regions based on scientific and technical potential. Implementation of the Smart Specialization Strategy, which will combine the methodology of Quintuple helix and Smart Specialization will provide an opportunity to determine the approach to the formation and implementation of state regional policy. A methodological approach to determining the dominants of investment and innovation regional environmental policy has been developed, taking into account the methodology of "Smart Specialization" and in the context of existing European experience.

BACKGROUND: Recently, the role of neutrophil extracellular traps (NETs) in oncopathology, including colorectal cancer (CRC), has become a subject of discussion. Literature review showed that in CRC, there are separate experimental and clinical studies devoted to assess the ability of neutrophils to form NET. A methodological approach, common to these studies, was that the ability of blood neutrophils in patients with CRC to form NET was evaluated in vitro. AIM: We undertook a study of the NETs presence in the tumor tissues, on the periphery of the tumor, and in healthy tissues with CRC at different stages and different types of therapy. METHODS: The study was carried out in the framework of the scientific and technical program “Personalized approach to the management of number of significant diseases” developed by the Non-commercial Joint-Stock Company “Karaganda Medical University,” funded by the Ministry of Education and Science of the Republic of Kazakhstan. RESULTS: Patients with CRC II and III stages are more likely to have NET in the center, on the periphery of the tumor and in healthy tissues adjacent to the tumor than in patients with CRC of Stage I. It was also found that radiation therapy as a pre-operative preparation contributed to an increase in the number of NET in the center of the tumor in patients with Stage I rectal cancer. CONCLUSION: Thus, our data revealed an increase in NET in the center and periphery of CRC, and an increase in their number after pre-operative radiation therapy was shown. The next stage of our study will be devoted to study the structural features of NET and their interaction with other effector cells and tumor cells.

In order to reform and modernize the system of higher education, an important step is to assess the constituent parts of the institutional autonomy of higher education institutions (HEI), which allows, on the basis of a combination of the level of autonomy of higher education systems of countries and their universities, and indicators of the quality of scientific and educational activities of the HEI, to ensure a unified approach to information and analytical assessment of university autonomy in general. This fact proves the necessity of developing a methodological approach to the assessment and management of institutional autonomy of the HEI. The authors carried out a comparative analysis of the models of university autonomy, international and national approaches to the assessment of the components of institutional autonomy such as organizational, personnel, academic and financial. The methodical approach to the evalution of the institutional autonomy of the HEI is developed. The proposed methodological approach is aimed at the formation of an information space for simultaneous comparison and assessment of the level of institutional autonomy of HEI and indicators that affect it. This approach combines the results of grouping the autonomy of higher education systems of the countries and their HEI according to homogeneous groups and the results of calculating the integral indicator of the quality of scientific and educational activity within each component of institutional autonomy, which allows to determine the position of a specific HEI on the level of autonomy in the proposed matrix of recognition of the situation.


The article deals with the problem of the formation of professional competence of future specialists in economic specialties. The relevance of the presented research lies in the fact that the change of knowledge to competence-based methodological approach in higher education in accordance with global trends determines the need to develop the content of the concept of competence of future specialists in economic specialties. The purpose and objective of the article is to determine the structure of the professional competence of future specialists in economics, as well as the features of the formation of labor protection and legal competence of students of economic specialties as a component of their professional competence. To achieve the intended goal using such general research methods: generalization, comparison, systematization and abstraction. The structure of the professional competence of future specialists in economic specialties is substantiated, which contains the activity and personal components, and is determined by the requirements of employers for the qualifications of employees. The ways of improving the educational process in order to form the labor protection and legal competence of future specialists in economic specialties, as an important component of their professional competence, have been determined. In particular, such as: search and substantiation of theoretical and methodological foundations for the formation of legal and labor protection competence of future specialists-economists; motivation of students of economic specialties to study legal and security disciplines; study and adaptation of positive foreign experience, as well as the development of appropriate methodological support and the like. It was found that further research requires the definition and substantiation of psychological and pedagogical conditions for the implementation of the model of the formation of professional competence of students of economic specialties in vocational training in higher education institutions.
