The article is aimed at defining the priorities for the development of the biofuel market in Ukraine to ensure the energy security of the country and satisfy the country’s energy needs. Prospects for the bioenergy sector of the economy in the world will be determined primarily by the optimization of national policies in the matrix of multifarious criteria. The place of the Ukrainian model is highly likely to be determined, on the one hand, by the development of the national market, on the other hand, by the production of raw materials for world biofuel markets. At the same time, this market and production in Ukraine remains only a potentially promising model that requires a scientific substantiation for its efficiency. As a result of the study, it is specified that the bioenergy industry has serious limitations and problems of economic nature that require scientific substantiation. After analyzing the limitations and prospects of the industry development in Ukraine at the level of agricultural enterprises that could deploy biofuel production, it should be emphasized that: 1) there is currently no biofuel market in Ukraine: there is no significant production, hence the proposal still remains unformed; there are no agents (firms, enterprises) of the market that would form the established demand; the necessary norms, institutions, mechanisms of the representative market have not been developed; 2) there is no successful experience of such a business both in Ukraine in general and in agricultural enterprises in particular. From here, as well as taking into account the above-mentioned aspects, the attractiveness of this business, including investment, needs to be justified. Enterprises of this group will face funding problems, as well as technical and technological support problems. Therefore, special careful economic substantiation of the market efficiency model and business processes is required; 3) because of these reasons, the task of scientific substantiation of the model of efficient management of this business becomes highly topical.

Abstract. The development of the biofuel market in the world has a positive dynamic for growth. The substantiation of the directions of further improvement of the methodology of production management of alternative fuels is taking into account the policy of climate change and the possibility of reducing dependence on external suppliers of traditional fuels. Ukraine has favorable natural and climatic conditions for the development of production of non-traditional fuels. The most common crops that can be grown in Ukraine for biofuels are rapeseed and corn. Based on the material and technical base and production conditions, rapeseed is the best crop for cultivation. Therefore, the object that we have chosen for this study is the production of biodiesel, which does not require significant capital expenditures by agricultural enterprises. For the purposes of the study, the risks were grouped according to various classification criteria (operational and production; marketing; financial; legal and infrastructural; weather; environmental) and the weights of their impact on the performance of agricultural enterprises. The structural scheme of the algorithm of the automated estimation of influence of risk factors for development of bases of the analysis and management of risks of production of biodiesel is constructed. The author's method of calculating the impact of the risk complex takes into account the limit values of the intervals of fuzzy quantities. To preserve soil fertility and reduce the corresponding risks, the proportion of rapeseed in growing areas should be at the limit of 17—18% (when also growing sunflower the upper limit is 12%), then all three analyzed farms can not only use their own land for rapeseed crops, but also, if necessary, rent the necessary plot, or, according to the results of the relevant analysis, its part. In some cases, farms even purchase some of the seeds needed to load the equipment. The results of calculations of the cost of production of biofuels showed that the increase in the cost for small and medium producers is not significant compared to large producers. The work is aimed at the development of methodological support for regions’ typology development in order to group them according to the essential features and calculate the integral indicator. The unique technique is suggested by the authors which includes five stages, all of them supplementing each other. Properly developed typology of regions helps to define the group which the region belongs to, and, on the basis of this, to develop measures to improve the efficiency of agricultural enterprises’ activity in this area and expand the economic potential of export operations, taking into account the clear justification. The specific indicators for ranking regions by groups are determined by the authors in the article. The significance of this methodology development is justified within the framework of implementation of state support for the export of agro-industrial products.

Introduction. Today there are deep economic transformations in Ukraine that necessitate the integration of innovative approaches and methods in the process of implementing the economic potential of agro-food enterprises, in particular the use of an innovative complementary approach. Purpose. The article aims to uncover the peculiarities of integration and the use of imperative of complementarity in the process of implementing the economic potential of agricultural enterprises. Results. Significant advantages and perspectives of the imperatives of the complementarity of the sale of agro-food enterprises are revealed in the achievement of the complementary effect, which, unlike the synergetic effect, ensures the development of two independent structure-building blocks of the enterprise's economic potential by using only one of the resource flows, while obtaining a synergistic effect is possible based on the application of various resources. The expediency of using the imperatives of complementarity of the implementation of the economic potential of agro-food enterprises is justified by the linear and hierarchical nature of their integration. Thus, the linear nature of the integration of complementary imperatives reveals signs of interaction and complementarity between the basic elements of structural units of the economic potential of agro-food enterprises, whereas hierarchical character indicates the dominant role of one and complementary role of other basic elements, which ensures achievement of the priority goals of realization of economic potential of the enterprise. Thus, in the process of implementing the economic potential of agro-food enterprises on the basis of complementarity, we should consider the effects of interaction and complementarity of the flow of its structural blocks, the possibilities of their efficient use and the ability to increase competitive advantages that will ensure achievement of the priority goals of realization of the economic potential of the enterprise, namely, maximization market value of business.

The relevance of the study is conditioned by the need to strengthen the management function of an agricultural enterprise that focuses on the principles of sustainable development and aims to modernise accounting and analytical support for managing economic potential. The purpose of the study is to form a strategy for the desired improvement of accounting and analytical support of the enterprise with an emphasis on: reporting on sustainable development; expansion of the analytical complex of indicators of economic potential, capacity and performance of an agricultural enterprise; improvement of accounting and analytical support of enterprises using this information model through updating the documentation of control and audit. The theoretical and methodological basis was formed by scientific methods based on the dialectic of knowledge and objective laws of the development of the economy, nature, and society. Economic and mathematical modelling, systematisation and synthesis helped to develop a strategy to improve accounting and analytical support for managing the economic potential of agricultural enterprises, taking into account the principles of sustainable development. This type of modelling can help to effectively modernise accounting and analytical support for managing the economic potential for agricultural enterprises. The developed information model of selective adaptation helps managers of various levels to monitor the implementation of business processes for improving accounting and analytical support for economic potential management, assess the degree of achievement of priority goals and compliance with the principles of sustainable development. One of the steps of long-term modernisation of accounting and analytical support for agricultural enterprises through the introduction of sustainable development reporting is proposed, which should include indicators and documents on managing the economic potential, economic capacity, and performance of agricultural enterprises. The advantage of this information model is the ability to calculate the complexity index of transformation of accounting and analytical support for economic potential management using the principles of sustainable development, which shows the level of complexity of future modernisation of these aspects

The purpose of the paper is to identify and analyse strategic alternatives and conditions to create a strategy for the development of agricultural enterprises in the bioenergy market. Methodology. General scientific economic and mathematical methods as analysis, synthesis, abstraction, concretization and special methods as comparison, tabular, SWOT-analysis were used. Results of the study have shown that strategic development of agricultural enterprises will involve the development of technologies for biofuel production, using energy crops and waste from agricultural production. The factors of the external environment of the agricultural sector’s choice of growth strategy in the bioenergy market were studied: natural and climatic, technological, economic, market, marketing, political and legal, infrastructural, educational and scientific, and ecological. Four possibilities of entering the bioenergy market (diversification) of agricultural enterprises (by 4 quadrants of the Ansoff matrix) were gradually analysed to select the optimal option that would take into account the characteristics of enterprises and guarantee economic growth at the lowest cost. Practical implications. Possibilities of realization of strategies of growth and/or diversification by the conditional agrarian enterprise have been estimated. According to the results of the analysis, the basic strategy of market penetration has been chosen. However, taking into account the possibilities of processing agricultural raw materials into biofuels, it is also advisable to choose a diversification strategy. The verification of the chosen strategy was carried out with the help of SWOT-analysis tools, which confirmed the possibility of the company entering the bioenergy market. Value/originality. Given the prospects of the strategy of diversification of the conventional agricultural enterprise in the direction of bioproduction, the conceptual provisions of this strategy have been proposed, which include three stages (2022, 2023-2024, 2025-2027).

Today, the issues of waste management are complex, because they relate to various aspects – resource conservation, environmental safety of mankind, ensuring competitiveness at micro, macro and mega-levels. The study is devoted to the analysis of the potential, awareness and current state of use of agricultural waste to ensure energy autonomy of agricultural enterprises of Ukraine on the basis of the experimental study, conducted by the authors using a mixed method. The main tool in the study was the survey developed by the authors, which was filled out by the owners of agricultural enterprises in Ukraine. The development of the survey was accompanied by the authors' hypotheses regarding the need for energy autonomy of agrarian enterprises; main sources of information on opportunities and state support for energy use of waste; potential and current state of bioproduction in agrarian formations. Authors acknowledged that both the crop and livestock industries lead to the generation of waste that has the potential to produce biofuels (solid – pellets, briquettes; gaseous – biogas). The study confirmed that the costs for providing agrarian enterprises themselves with fuel and energy resources in Ukraine are quite high, and the bioenergy potential of waste to replace traditional energy resources is practically not used. Further studies will cover a range of questions regarding the extension of the geography of the survey to the whole territory of Ukraine, the specification of hypotheses based on the preliminary questionnaire, the hypothesis testing and the correlation between different indicators of the agrarian waste potential for biofuel production and the efficiency of substitution of traditional energy with biofuels.
