In international development as noted at the Wikipedia, good governance is a subjective term that describes how public institutions conduct public affairs and manage public resources in the preferred way. Governance is the process of decision – making and the process by which decisions are implemented or not. The term governance can apply to corporate, international, national, local governance or to the interactions between other sectors in the society. (1)  "What is Good Governance". UNESCAP, 2009. This paper explores the concept of good governance from different perspective that then emerges as a model to compare ineffective economies or political bodies with viable economies and political bodies. The concept centers on the responsibility of governments and governing bodies to meet  the needs of the masses as opposed to select groups in    society. Aid organizations and the authorities of developed countries often will focus the meaning of “good governance “ to a set of requirements that conform to the organization agenda , making good governance  imply many different things in many different contexts. Routledge. ISBN 978-0-7007-1494-0.Thus this paper would adopt the concept of good governance in the Philippine context particularly at the grass root level- the barangay which is considered as the smallest political and yet influential political body in the society. This paper presents the focal area of good governance in terms of delivering public services to the people from different sectors of the society such as Education and Healthcare, Social Protection, Financial Management , Peace and Security, Business Friendliness, Tourism, Environmental Management and Disaster Preparedness.(4) DILG Memorandum Circular No. 2018-194 dated November 6, 2018.   There will be some indicators and data requirements in each area of services that would suggest, prove and validate that good governance at the grass root level are met. Through these strategies, the abilities of public sector institutions particularly the barangays in the City of Makati as well as the entire country to deliver key services more effectively and efficiently will be strengthened an these would help a range of public private, civil society partners and stakeholders expand access to and improve the quality of community services.

Local government is visualised as a tool for promoting political participation, downward accountability, which consequently leads to the establishment of good governance at the grass-root level. In the establishment of the local government system, the main ingredients of good governance, such as participation and downward accountability, reckon almost on the nature of elections. However, societies marked with strong cultural and socially embedded informal institutions, already existed from generations, hinder formal institutions to play its intended role. In Pakistan, some socio-cultural features like gender, ascribed status, and economic background of the individuals influence the entire process of elections adversely. This paper attempts to assess the processes of the local government elections in District Karak, Khyber Pakhtunkhwa Pakistan. It aims to highlight the deterministic role of other informal institutional forces that affect the outcome of local elections. It investigates, how the process of local government elections is influenced in Pakistan and how do people decide whom to vote for in these elections. The study argues that policymakers should work on strengthening the formal institutions of elections through measures such as monitoring by media, referendums, auditing, evaluations, education, and political awareness as alternatives to ensure good governance at the local level in Pakistan.

A paradigm shift in the political system has been taken in Bangladesh on 12 October, 2015 with the final approval by the Cabinet to hold local polls on partisan basis. The long historical practice of non-partisan local polls has been shifted to first ever partisan poll that brought major challenges for the existing confrontational political parties of Bangladesh. Ruling Bangladesh Awami League considered demonstrating its popularity at grass-root level and controlled all political institution through this election while Bangladesh Nationalist Party had opposed these partisan local government elections as a political trick with an ill motive by the government. For the first time in Independent Bangladesh, 9th Union Parishad[1](UP) election hold on partisan basis at six phases across the country from March to June 2016. The articles tried to explore the experiences of this maiden partisan UP polls and what are the immediate consequences on the local governance as well as electoral system through reviewing seceondary materials specially the Daily Newspapers. Unfortunately massive violence, record deaths and uncontested elected Chairman, election fraughts & irregularities, reluctant role of Election Commission, strong dominant of ruling party over electoral system were common phenomenon in this maiden partisan election.[1] Lowest tier of rural local government in Bangladesh.

EFEKTIVITAS PROGRAM PEMBERDAYAAN Abstrak Tujuan penelitian ini menganalisis pengaruh variable kepemimpinan, tata pemerintahan dan etika pemerintahan terhadap efektivitas pemberdayaan dan dampaknya pada kesejahteraan keluarga miskin di kota Bekasi. Metode penelitian dilakukan berdasarkan survei terhadap responden keluarga miskin anggota Posdaya beserta para stakeholdernya dengan menggunakan kuesioner terstruktur. Data yang terkumpul kemudian diolah dan dianalisis dengan teknik Structural Equation Modeling (SEM). Hasil penelitian menunjukkan bahwa ketiga variable yang diteliti memiliki pengaruh signifikan pada efektivitas pemberdayaan yang selanjutnya berdampak pada kesejahteraan keluarga miskin. Kata kunci: efektifitas, tata pemerintahan yang baik, paradigma baru, SEM The Effectiveness of Empowerment Program Abstract The research objectiveis to test the influence of the variables on leadership, good governance and government ethics on empowerment‘s effectiveness and its effect on the welfare of the poor in Bekasi. The result has been processed and analyzed based on Structural Equation Modeling (SEM) technique. It shows that all of the three exogeneus variables are significantly influencing the process and the empowerment‘seffectiveness, in turn, will lead to the prosperity of the poor families at grass root level. The dreadful COVID-19 pandemic has brought forth many harsh realities. This has affected men and women differently. As it is, women already suffer the fate of the lesser gender due to the prevalent patriarchal society. The ongoing outbreak has increased this divide. Women face many challenges be it in urban or rural area, middle or low-income group; the issues differ to an extent, but they exist. The roles as defined by the social norms have become more prominent. This paper attempts to study the various consequences of the COVID-19 pandemic on women and men. It provides an assessment as to why women empowerment is the need of the hour and tries to find probable solutions to the pertaining problems. Education and financial independence are two primary ways of empowerment at individual level. As a society, we need to rethink and revamp the values, beliefs, attitudes towards gender norms and predefined roles. We need to make changes at the grass root level to bring in equality. Global social transformation is required in order to weaken the deep-rooted patriarchy.

Social security is a corner stone for the socio-economic and even political development of many countries in the world today. Developed countries like Germany, Britain and many western countries have developed and made use of theories propounded by founders of the concept of social security like Otto von Bismarck and Lord Beveridge to develop their societies. But the unfortunate thing is that all along their stay in Africa, these colonial powers did not border to institute and impregnate Africans with the concept, thus, living Africans completely ignorant of the concept of social security. Studies have proven that the application of this concept in Africa, especially south of the Sahara is still a nightmare. Africans are unable to put into place a veritable social security scheme, yet most of them aspire to emerge by 2035. With the example of Cameroon, the causes of this failure are attributed to the colonial masters and poor governance in post-colonial Africa. As a remedy to this situation, results of this research demand that African governments must show prove of good governance and elaborate an inclusive social protection scheme. Besides, specialize United Nations agencies like the International Labour organization (ILO) and the Human Rights Commission must stand by these countries with their technical knowhow to help develop a meaningful social protection scheme in Africa. As an alert to those countries warming up for emergence, it is an illusion if the welfare of these people is not put at the center of every development action.

The article considers the importance of implementing life insurance programmes both to meet the social needs of policyholders and for the economic development of the country. The main trends and issues of the balance of money incomes and expenditures of the population are singled out. The main problematic aspects of personal financial management are highlighted. The importance of the in-depth study of the peculiarities of the formation of the life insurance market as a means of managing personal finances in a pandemic is substantiated. The economic content of life insurance and the peculiarities of this type of insurance in the conditions of the pandemic are highlighted. There are studied the main definitions of the concept of “life insurance”, in particular as a type of personal insurance, as a sub-branch of insurance, in Ukrainian legislation and the works of leading Ukrainian and foreign scientists. The conclusion on the essence of the concept of “life insurance” is made. The emphasis is placed on the special relevance of the pandemic impact on the insurance market. The article proposes to identify the main and additional life risks. There is justified the importance of mixed life insurance in connection with the gradual deterioration of the demographic situation, the reduction of the working population and the increase in the number of retirees. The main problems and factors hindering the development of this area of insurance are analysed. The state of the life insurance market of economically developed countries of the world is determined. The analysis of the European countries revealed the main factors that affect the size of insurance premiums. The influence of population dynamics and structure, level of financial literacy, level of trust in public bodies and private insurance companies, level of social protection, personal financial consulting and other factors on the formation of the life insurance market is also analysed. It is determined that more detailed insurance services by categories of clients are needed to ensure their specialization according to the needs of each market segment. For the full functioning of life insurance in Ukraine, the necessary measures are proposed, the implementation of which, on the one hand, will give impetus to the development of both the stock market and the economy and on the other hand, increase the social security of citizens.

Abstract The purpose of transparency is to provide open financial information for the community in order to realize good governance. in order to realize the good governance in relation to the implementation of regional autonomy, it is necessary to reform the management of regional finance and state financial reform. The implementation of regional autonomy in its entirety brings logical consequences in theform of governance and development based on sound financial management.Transparency will ultimately create horizontal accountability between local governments and communities in order to create clean, effective, efficient, accountable and responsive local governance of community aspirations and interests. The facts show that in the management of local budget / finance as if still compiled with the concept of less mature / perfect, in a hurry and finally born prematurely or not well. Regulations that are born prematurely certainly contain various weaknesses and deficiencies and even lack of direction. Moreover, if born in the condition of high political temperature that is the war of interest among agencies who feel authorized to regulate it so that the level of transparency of financial management, especially at the regional level still contains a lot of uncertainty and indecision in providing guidance to the direction of local financial management policy. Penerapan otonomi daerah seutuhnya membawa konsekuensi logis berupa penyelenggaraan pemerintahan dan pembangunan berdasarkan manajemen keuangan yang sehat. Pada dasarnya penerapan prinsip transparansi keuangan sangat membantu penyusunan anggaran pemerintah daerah (RAPBD) yang objektif dan berkualitas. Prinsip akuntabilitas dan transparansi keuangan diyakini dapat mendukung usaha mewujudkan pilar-pilar penyelenggaraan pemerintahan yang bersih dan berwibawa. Tingkat transparansi pengelolaan keuangan khususnya di tingkat daerah masih banyak mengandung ketidakjelasan dan ketidaktegasan dalam memberikan pedoman kepada arah kebijakan pengelolaan keuangan daerah. This study contributes to the debate on what constitutes “good governance in the heritage sector” by identifying and testing measurable determinants for good governance (GG) of heritage management (HM), with special attention to financial management and accountability. The deductive approach is used to discern the determinants, while Lawshe (1975) method is used to quantify the results of the content validity. The checklist applicability is investigated, by comparing the appropriated determinants to the practices of the pioneer countries mainly, England and Australia. The compliance of Egypt with GG of HM is assessed to identify the variation in GG of HM between developed and less-developed countries. The results of which reveal much deficiencies and flaws in Egypt’s heritage governance and management and the urgent need for reform.

Decentralized governance offers opportunities for achieving development through good governance and community participation at grass root (Ayenew, 2007).Thus, this study examines the contribution of decentralization for town development and; the opportunities and challenges of wereda decentralization for town development. The study was conducted in two selected Wereda capital towns in Metekel zone, Bulen and GilgelBeles. Data were collected from primary sources with the help of questionnaires, interviews and observation. The primary data were also supported by secondary documents such as federal and regional constitutions, proclamations, regulations, local development plans, official performance reports, and magazines. The data was analyzed qualitatively and quantitatively. The study revealed that wereda level decentralization actually has influenced development at grass root level in Metekel zone in general, and towns in particular. Better infrastructural provisions (education and health) were witnessed in the towns. This is due to better community participation in decision making process and availability of opportunity to express their interest. Though, more is expected, the financial capacity of towns has also registered progress. However, the situation in urban land delivery does not show an improvement. Partiality, bias, and unaccountability are major hindrances in urban land delivery. The top down hierarchy between town administrations and wereda administrators has become a major challenge for a full exploitation of town resource and administration. Besides, shortage of qualified manpower and weak community participation in development activities were also other factors that have impacted the further performance of towns.Int. J. Soc. Sci. This article aims to offer a textual analysis of Rahima and Fahmina’s publications. Rahima and Fahmina are two Non-Government Organizations founded in 2000 by a young generation of Nahdlatul Ulama (NU), one of the largest moderate Muslim organizations in Indonesia. There are more similarities than differences between Rahima and Fahmina because the persons involved in the organizations are close friends and, in fact, the same persons even though both are based in two different cities. Since their foundation, both Rahima and Fahmina have published many books and magazines. This article argues that both Rahima dan Fahmina publications offer a new grounded feminist approach to Islam, which counterbalance the dominant male-biased normative approach to Islam in most Muslim societies. These publications are based on their feminist activism and community engagement with the grass-root level of many Nahdlatul Ulama pesantrens (Islamic boarding schools). The topics of their publication cover many current issues such as fiqh of women’s reproductive rights and empowerment, fiqh of the daily life of migrant workers, fiqh of anti-trafficking, prevention of child marriage, violent extremism and religious pluralism. As a result, the progressive nature of their publications negates the existing label of NU as the traditionalist organization.
