A paradigm shift in the political system has been taken in Bangladesh on 12 October, 2015 with the final approval by the Cabinet to hold local polls on partisan basis. The long historical practice of non-partisan local polls has been shifted to first ever partisan poll that brought major challenges for the existing confrontational political parties of Bangladesh. Ruling Bangladesh Awami League considered demonstrating its popularity at grass-root level and controlled all political institution through this election while Bangladesh Nationalist Party had opposed these partisan local government elections as a political trick with an ill motive by the government. For the first time in Independent Bangladesh, 9th Union Parishad[1](UP) election hold on partisan basis at six phases across the country from March to June 2016. The articles tried to explore the experiences of this maiden partisan UP polls and what are the immediate consequences on the local governance as well as electoral system through reviewing seceondary materials specially the Daily Newspapers. Unfortunately massive violence, record deaths and uncontested elected Chairman, election fraughts & irregularities, reluctant role of Election Commission, strong dominant of ruling party over electoral system were common phenomenon in this maiden partisan election.[1] Lowest tier of rural local government in Bangladesh.

The chapter is a study of the democratic challenges faced and the local governance structures in Pakistan; how these two are intertwined and influenced by one another. The importance of local government elections and the issue of reinstatement of local government system in the current political scenario has also been the focus of the research. The role of political parties both in the government and in the opposition, in holding the local government elections that is also affecting the mainstream politics up to a significant level. Thus, the resultant situation is definitely affecting the democratic process in the country. The chapter will therefore study this cause and effect phenomenon occurring in the political landscape of Pakistan.

Ayub Khan Era played a significant role in Pakistan political and constitutional history. He introduced Elective Bodies Disqualification Order (EBDO) and Public Offices Disqualification Order (PODO) to contain the corruption and nepotism. He also introduced basic democracy system to transfer of power at grass root level. The main objective this study is to evaluate regime of Ayub Khan and impact of Pakistani society. He introduced the Basic Democratic System (B.D System) the purpose of this form of government were to elect the president and the member of parliament through electoral system. In 1964 the presidential election were held by the government unfortunately conspiracy against Muhtarma Fatima Jinnah was not won and she lost the seat. The era of Gen. Ayub Khan confronts the Indo-Pak war in 1965 which ends thorough the declaration of Tashkent, a peace agreement on 10th January 1966. The regime of Ayub Khan in (1958-68) was known as golden economic era because his economic growth, prosperity and the growing status of Pakistan on superior level on world's stage in his regime although politically he faced failure due to the inferiority of Eastern Pakistan, sheikh Mujeeb-ur-Rehman presented six points which was formal as a conspiracy to break the country. In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . This study examined the role of local government in community development in Nsukka Local Government Area of Enugu State, Nigeria. A total of 420 people participated in the study. The study sample of 420 persons comprised 220 community development officers selected from the study area and 200 adult educators randomly selected from Enugu State. The entire population of the study was used due to the size. A 21-item structured questionnaire developed by the researchers was used as the instrument for data collection. Mean and standard deviation were used to answer the research questions. The study revealed that the budget allocation sent by the government to the responsible departments in the local government is not always received as and when due for the effective implementation of community development projects. It was concluded that a higher monitoring authority should be set aside to monitor and supervise the existence of checks and balances between the regulations of the local government areas.

The article considers the attitude of representatives of the top bureaucracy to the draft of the State Duma, developed by a Special Council chaired by the Minister of the Interior A.G. Bulygin in 1905. Particular attention is paid to the high officials assessments of the dignitaries of the place and role of the Duma in the system of state administration of the Russian Empire, the arguments that officials cited in favor of its convocation. It analyzes intellectual context of the emergence of the “bulyginskaya duma” (“Bulygin Duma”) project is analyzed, which largely determined the breadth of the actual, not declared powers of the people’s agency. The research is based on unpublished documents from the funds of state institutions, as well as materials from the personal funds of officials and public figures. The article shows that, despite the legislative nature of the Duma, it had to have significant powers. The electoral system, which was proposed and defended by the high officials, was originally modeled in such a way as to avoid the triumph of the estates principle. The monarch’s open opposition to the people’s agency was considered a politically short-sighted move, which indicated a limitation of his power. The results of the study allow considering the government policy in 1905 not as an untimely response to public demands, but as a conscious strategy for systemic political reforms.

This study aims to describe the role of local government and the participation of Micro, Small and Medium Enterprises in the development of Plastic Woven Crafts in Karanggebang Jetis Village, Ponorogo Regency. The theory used in the formulation of the first problem regarding the role of local government uses the theory of Gede Diva (2009) which divides the role of government in three ways, namely the role of government as a facilitator, the role of government as regulator and the role of government as a catalyst. Second, the participation of UMKM actors uses the theory of Cohen and Uphoff in Distianto (2016) into four forms of participation, namely participation in planning, participation in implementation, participation in the utilization of results and finally participation in evaluation.This research uses the descriptive qualitative method. The technique of determining informants using purposive sampling techniques and data collection techniques carried out through interviews, observations, and documentation. The results of this research in the efforts to develop UMKM Plastic Weaving Crafts in Karanggebang Jetis Village, Ponorogo Regency, in general, there has been no interference from the government and UMKM entrepreneurs. So far, plastic woven crafts are still not developed. To develop UMKM especially plastic woven handicrafts located in Karanggebang Jetis, it is necessary to have the role of government and participation of UMKM actors.

Local government is visualised as a tool for promoting political participation, downward accountability, which consequently leads to the establishment of good governance at the grass-root level. In the establishment of the local government system, the main ingredients of good governance, such as participation and downward accountability, reckon almost on the nature of elections. However, societies marked with strong cultural and socially embedded informal institutions, already existed from generations, hinder formal institutions to play its intended role. In Pakistan, some socio-cultural features like gender, ascribed status, and economic background of the individuals influence the entire process of elections adversely. This paper attempts to assess the processes of the local government elections in District Karak, Khyber Pakhtunkhwa Pakistan. It aims to highlight the deterministic role of other informal institutional forces that affect the outcome of local elections. It investigates, how the process of local government elections is influenced in Pakistan and how do people decide whom to vote for in these elections. The study argues that policymakers should work on strengthening the formal institutions of elections through measures such as monitoring by media, referendums, auditing, evaluations, education, and political awareness as alternatives to ensure good governance at the local level in Pakistan.

For the first time, an analytical review of all, without exception, censorship stories of N.V. Gogol’s works is presented. An objective picture of Gogol's relationship with the censorship is being recreated. The findings of the study allow, with good reason, to judge about the interference of censors in the writer's works in a fundamentally different way, in comparison with the ideas offered by literary criticism of the previous period without solid evidence. Based on a thorough analysis, involving numerous archival sources, the common, stereotypical opinions about the extremely negative role of censorship in Gogol’s fate are being revised. The most significant negative result among all censorship interventions in Gogol's works was the activity of the censor of Westernizing views, opposed to the government, a professor at St. Petersburg University, A.V. Nikitenko. It is the numerous reductions of Nikitenko, И.А. Виноградов. Произведения Н .В. Гоголя и цензура 255 a friend of V.G. Belinsky, in Gogol's religious and patriotic book “Selected Passages from Correspondence with Friends” that the writer called “censorship murder”. No less significant was the intervention of the liberal censor in the texts of “Dead Souls”, “Theatrical Travel after the Presentation of a New Comedy” and other works of the writer. It is concluded that, with the exception of this “intrigue” against Gogol by the censor Nikitenko, on the whole Gogol's texts encountered relatively insignificant difficulties in censorship.

Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep.
