This research aims to analyze the implementation of Sidoarjo Regency Regent Regulation No. 84 of 2017 on Structuring and Empowerment of Street Vendors based on Innovative and Collaborative Governance theory. The method used in this research is a qualitative method using empirical studies from previous research and regulations related to the Structuring and Empowerment of Street Vendors. Collaborative governance has four stages in the process, namely assessment, initiation, deliberation and implementation. The results of this study show that the Cooperative and Micro Enterprises Office of Sidoarjo Regency has implemented Innovative and Collaborative governance. This is evidenced by the structuring and empowerment of street vendors through how to move Street Vendors to a more viable selling location is one of the breakthroughs of the Sidoarjo Regency Cooperative and SMEs Office. This breakthrough is considered very appropriate to solve the problem of street vendors who sell in the Kludan Sidoarjo tourist market area which in the buying and selling process interferes with the interests of pedestrians on the sidewalk. Then with the new selling place street vendors will be more centralized and can increase their sales.

In Brazil, informality stands for a lack of social security and political participation. The left-wing governments in Brazil wanted to reduce these disadvantages. Through reforms to recognise informal domestic work and micro-enterprises, such as street vendors, they aimed to redistribute such work and make it less precarious. Political obstacles and resistance slowed down these measures considerably and limited their success. This study analyses the often praised employment policy of ‘left-wing’ Brazil using numerous empirical studies and compares it in different sectors. It not only comes to sobering results, but also identifies important lessons for the future.

AbstractAs collaborative governance processes continue to grow in popularity, practitioners and policy scholars alike can benefit from the development of methods to better analyse and evaluate them. This article develops one such method by demonstrating how collaborative governance theory can be integrated with the Advocacy Coalition Framework (ACF) to better explain coalition dynamics, policy-oriented learning and policy change in collaborative contexts. I offer three theoretical propositions that suggest alternate relationships among ACF variables under collaborative governance arrangements and illustrate these propositions using interview data from an original case study of a collaborative governance process in Colorado, USA. The integration of collaborative governance theory with the ACF improves its application in collaborative contexts and provides new theoretical insights into the study and practice of collaborative governance.

The Province of Aceh has a robust legal basis and umbrella in implementing an education system based on Islamic values following the mandate of Law No. 11 of 2006 and is described in the provincial and district qanuns of North Aceh. Implementing the special autonomy policy in education gives the Aceh Provincial government the flexibility to develop creative and innovative Islamic-based programs following the characteristics of Aceh's privileges. This study aims to analyze the formulation of Islamic values-based curriculum education policies in primary education and the collaborative actors involved in forming Islamic values-based educational curriculum policies. The research was used the descriptive qualitative method. The informants were determined by purposive sampling. The study found no synergy of cross-actor in collaborative governance in the formulation of Islamic values-based Aceh education curriculum policies. Thus, the implementation of education programs based on Islamic values was interpreted and meant differently among agencies. In addition, the National Curriculum strongly dominated the implementation of Aceh education in primary education, while local policies on Islamic values were few. Therefore, the policies of providing education do not reflect the specificity of Aceh's privileges. Besides that, the Islamic-based education policy program was not explained in a more detailed derivative policy.

This research combines the ontological and sociological levels of implementing collaborative governance that is very significant in reducing the risk of natural disasters in Indonesia. The problem is very interesting to be examined by conducting descriptive qualitative research. The research is based on public policy theory, collaborative governance theory, and conflict theory. Data were collected using the in-depth interview with several key informants, direct observation, and related documentation. Data were analyzed using interactive models in three steps: data reduction, data display, and data verification supported by triangulation to obtain better credibility. The results were based on ontology, epistemology, and sociology by empowering the collaborative governance theory and conflict theory in Indonesia's forest and land fires disaster. Vision and mission of public policies related to forest and land fires disaster are needed to complete disaster prevention management by providing relevant information to stakeholders regarding regulations and sanctions. The results were produced a revised and detailed relevant regulation and state agencies as public officials in making revised regulations on forest and land fires disaster and natural disaster in Indonesia. The results of this research should be improved related to the forest and land disaster management policies. Purpose As technology has increasingly disrupted traditional commerce, there is a need for inclusive growth to ensure that no group – particularly the underprivileged – is left behind. Against this backdrop, this paper aims to shed light on mobile commerce (m-commerce) adoption among street vendors. This study conducts an experiment to investigate the contribution of online reviews and relevant factors in enhancing the perceived usefulness and adoption of m-commerce. Design/methodology/approach This study used a 2 (perceived ease of use: high vs low) × 2 (trust in service provider: high vs low) × 2 (online review: positive vs negative) between-subjects design, resulting in eight experimental groups. The level of the online review was manipulated, and the degrees of perceived ease of use and trust were measured. Findings Perceived usefulness depends on online reviews when users perceive incongruent information (e.g. high ease of use but low trust); that is, users who saw positive reviews more strongly perceived the usefulness of m-commerce. On the contrary, perceived usefulness does not vary based on online reviews if users perceive congruent information (e.g. high ease of use and high trust). Originality/value This research advances the knowledge of m-commerce adoption by exploring the interaction of perceived ease of use, trust and online reviews, a combination that has not been addressed in previous empirical studies.

AbstractObjective: Tourist regions are characterized by a very high complexity and micro-enterprises are the largest group of entities which determine the competitiveness of the destination. However, management of such businesses has a strong specificity. The goal of this paper is to identify the capabilities of managing competitiveness and marketing of this group of entities.Methodology: Literature review, examining and discussing the current knowledge regarding the competitiveness of family tourist micro-enterprises.Findings: On the one hand, small companies have significant limitations compared to larger companies. However, the family nature of the company allows for high flexibility of management. Decisions can usually be made faster and easier, which means that they are able to adapt their offer to the expectations of customers faster and better than large entities. Also, an atmosphere of hospitality and friendship can be easily created. What is more, cooperation with other local entities should result in the ability to offer higher value to consumers.Value Added: Authors, on the bases of literature review have proposed a model that shows relations as an element of building competitiveness of a family tourist micro-enterprises. It appears that these firms have unique opportunities to develop relationships with their customers. Cooperation, quality and communication have been described as key variables responsible for this process, that should result in generating the benefits of re-selecting the services of the company as well as giving them positive recommendations.Recommendations: In the area of family businesses in tourism, there is still lack of empirical studies. That is why, the issues presented in this work should be subjected to empirical verification. Future research should concentrate on the specificity of managing a tourist family micro-enterprise and on possible sources of competitive advantage of a tourist family micro-enterprise in the eyes of customers. Especially, described model should be empirically verified.

ABSTRACT Purpose: recently, the strategy as practice approach has sought to overcome the micro/macro dichotomy existing in its literature, as well as to better integrate the dimensions of praxis, practice and practitioner. To fill this gap, the aim of the paper is to discuss potential methods to guide empirical studies of strategy as practice (SAP). Method: the paper proposes a method based on an extensive literature review. Phenomenology, grounded theory, ethnography, and narratives are discussed, and their components are presented in the context of strategy as practice studies. Results: the presented method articulates four approaches. Phenomenology is used to enhance the understanding of strategist experiences. Grounded theory is considered a method to develop theories about the studied phenomenon. Ethnography is used to contextualize the daily practices of strategists. Narratives are the path to access the stories of the strategists. Conclusion: the proposed method may be useful to overcome micro/macro dichotomy existing in strategy as practice literature and to integrate praxis, practice and practitioner dimensions.
