ABSTRACTIn almost all regions of the Coastal Indonesia conflicts often occur with various interests. The main cause of this problem (conflict) is spatial planning that does not / does not pay attention to Coastal Resources in the region. This happens one of them as information that needs to be used. Various parties have an interest in their own goals, objectives and plans for exploiting the Coastal Resources. Likewise, the City of Semarang, in developing Coastal / Coastal areas, should ask permission from the holder of a fixed land right or at least leave a small amount of space from the front area of Semarang City as a public open space. Semarang City is a city that is very poor in public space. In the management of the Coastal area it is necessary to have direction in this Coastal area as a public space, not a free trade process with profit-oriented goals. But still giving access to the free space of the beach that can be entered by permitted. Free space can be realized by giving a certain free distance from the coastline. Therefore, the combination of spatial plans and zoning plans is needed. In the process of regional spatial planning (RTRW) and zoning plans (RZ) of Coastal areas, it is necessary to make a harmonious process.Key Words: Mix and Match, Development, Coastal Areas ABSTRAKKawasan pesisir menjadi kawasan yang mengalami berbagai permasalahan dari berbagai sudut kepentingan. Penataan ruang pada kawasan pesisir yang belum dapat selaras dengan  potensi sumberdaya pesisir, menjadi salah satu alasan dari munculnya berbagai permasalahan yang ada. Tidak satupadunya tujuan, target dan rencana dalam pengelolaan sumberdaya pesisir membuat penataan kawasan pesisir kurang menyatu. Demikian pula halnya dengan Kota Semarang,  dalam mengembangkan kawasan pesisir/pantai semestinya berwenang mengingatkan para pemegang izin/hak guna lahan untuk tetap menjadikan atau minimal menyisakan sedikit ruang dari kawasan terdepan (muka) Kota Semarang ini sebagai ruang terbuka publik. Kota Semarang merupakan kota yang sangat miskin akan ruang publik. Dalam pengelolaan kawasan pesisir perlu adanya pengarahan bahwa kawasan pesisir ini sebagai ruang publik, tidak sekedar suatu proses dagang semata dengan tujuan profit oriented. Namun tetap memberikan akses ke ruang bebas dari pantai yang dapat dimasuki oleh siapapun. Ruang bebas dapat diwujudkan dengan memberikan jarak bebas tertentu dari garis pantai. Oleh karenanya, maka perpaduan rencana tata ruang darat dan rencana zonasi pesisir sangat diperlukan. Dalam proses penyusunan rencana tata ruang wilayah (RTRW) dan rencana zonasi (RZ) wilayah pesisir, perlu dilakukan proses padu serasi.Kata Kunci: Padu Serasi, Pengembangan, Kawasan Pesisir

Humans change places voluntarily or involuntarily because of many factors, such as life struggle, wars, and diseases. The most intense city environments in which these translocations are observed are cities where many native and foreign individuals1 settle with the purposes of job, education, sheltering, and protection. Today, as in many cities of Turkey, it can be observed that the population of neighboring countries’ citizens in Kastamonu is increasing, mostly for educational purposes. The purpose of this study is to determine the effect of cultural differences that especially take place due to migration on the use of public open space. Since squares are the vital points of cities, can be accessed easily by everyone, appeal to everyone, provide opportunity to socializing and they are the democratic environments that symbolize the culture of the city, they were considered to be the public open space which can define the effect of cultural differences in the use of public space the best and in this context Cumhuriyet Square was chosen as the study area which has an important place in the history of the city. In accordance with the aim of the study, the intended use of the square by foreign individuals from different cultures was determined, and therefore, it was aimed to reveal in what way the square was affected by this movement of migration. In the scope of the study, observations were made with area studies, and also 170 questionnaire studies were conducted with the users of the area. As a result of the study, a statistically significant difference was determined between the intended use of the Cumhuriyet Square, which has an important value for the identity of the city, by the local people and foreign individuals. It is required for foreign individuals to socialize with the local people in relation to adopting the space by improving their sense of belonging to prevent the identity of the space to be affected negatively and to create a common value on the emergence of a common culture, and it is considered that the most appropriate place for these values to emerge is squares which are one of the public open spaces.

Taman Nostalgia Kota Kupang menjadi salah satu ciri kota Kupang sebagai satu-satunya taman yang cukup representatif di kawasan Kota Kupang. Namun jiwa tempat merupakan kekuatan nonfisik yang mampu membentuk kesan dalam kota. Apakah taman Nostalgia berhasil memberi makna sebagaimana konsep awal perencanaan dan pembangunannya guna membawa manfaat yang luas bagi Kota Kupang dan warganya. Oleh karena itu, tujuan penelitian ini adalah untuk mengetahui sejauh mana pemanfaatan taman Nostalgia sebagai ruang publik dan bagaimana maknanya bagi warga kota. Penelitian ini dilakukan dengan metode deskriptif kualitatif. Pengamatan dilakukan diruang taman pada waktu-waktu yang telah ditentukan untuk mendapatkan gambaran pola pemanfaatannya. Adapun hasil penelitian menunjukkan bahwa pemanfaatan ruang terbuka publik taman Nostalgia masih belum maksimal sesuai konsep awal, dimana tujuan pemanfaatan taman pada skala yang lebih besar belum tercapai ditandai dengan belum berhasilnya upaya menjadikan taman sebagai paru-paru kota/hutan kota dan belum memberi makna yang demokratis bagi pengunjung taman sebagai ruang terbuka publik yang bebas dan bisa diakses oleh semua warga terutama oleh pengunjung lanjut usia dan balita.Kata kunci: pemaknaan, ruang terbuka publik, taman nostalgia Title: The Meaning of Public Space of Kupang City Nostalgia Park Kupang City Nostalgia Park became one of the characteristics of the city where the park is located in the city center and became the only representative representative park in the city of Kupang. Bandung city square is an icon of Bandung, known by the public as a public open space with a field in the middle. The shape of the square has changed to resemble a city park with the addition of new facilities in it such as seating area, play area, sport area and so on. The changes affect its function as public space and the activities formed in it. The purpose of this study is to identify patterns of activities and their correspondence with the shape of the square as a public space in the city of Bandung. This study is carried out through stages (1) mapping the functional area based on its physical arrangement; (2) identifying activities formed in it and (3) interviewing the users. The result of the study indicates that the types of activities in Bandung city square are more diverse due to the addition of seating area, play area and renewal of the concept of the field. But besides that, the placement of shade trees in each sitting area needs to be considered so that the square is not only active at night, but also during the daytime.

The development of the city has caused a great influence through the society and the children as the part of the society. The children activity in the city has caused spontaneous playing space in the public space and it is being called "the invisible playground." This phenomenon needs to be realized and needs to be adopted in design, so that it has not only brought negative impact to existence of the city public open space but in contrary it will bring positive influence to the public open space itself. Abstract in Bahasa Indonesia : Perkembangan kota menjadi menarik diamati, karena menimbulkan fenomena yang menarik di masyarakat, terutama bagi anak-anak. Pembangunan kota yang seringkali mengabaikan keikutsertaan anak - anak sebagai elemen sosial kota mengakibatkan timbulkan ruang bermain spontan yang tidak kasat mata atau dalam penelitian ini disebutkan sebagai " the invisible playground ". Hal ini menarik untuk disadari dan diadopsi dalam desain, sehingga fenomena tersebut bukannya memicu akibat negatif bagi ruang publik kota, melainkan mampu menimbulkan sumbangan yang positif bagi ruang kota itu sendiri. Abstract Expansion of cities and their impact areas extend also the semantic boundaries of urban ecentres, while public open space in the city centres maintain attractivity, especially within the medieval cores. The diverse functional processes that satisfy the needs of all users of urban space in general, on the one hand carry the function of circulation or communication, and on the other – relaxation or recreation. Elements of spatial organization and environment planning essential for the realization of each function differ, and depending on which of the functional processes prevails in the particular place, open space acquires either priority of communication or of recreation. The paper focuses on the interests and needs of main groups of users of the historical city centre – Riga Old Town, states availability of adequate space, as well as sets the criteria of high-quality public open space.

Reduced public open space due to competition in urban areas has resulted in reduced community gathering activities (third place). Many big cities in Indonesia are aggressively building new parks or revitalizing old parks, like in the city of Jakarta. This is because the population density reaches 15,663 people / km2. The population continues to grow from 4.5 million people (1970) to double that, which is 9.6 million in 2010, while now it has reached 10.4 million people and is estimated to be 11-15 million by 2020-2030. As a result, almost all of the surface of the city has been devoured by buildings and changed the function of its designation Kelapa Gading sub-district with an area of 161.21 ha, this district has several shopping centers whose area exceeds the existing green space, namely, an area of 996,215 m2, through the results of observational studies that have been carried out then a proposed project that can meet the needs of the ivory coconut community for a healthy lifestyle with limited land as a means of sports that can accommodate various groups of people. Not only as a sports facility, but as a recreational facility and container that can accommodate interactions in the ivory coconut community. By looking at the parameters that exist in designing the third space, this design is adjusted to the ivory community's need for public space as the third space. AbstrakBerkurangnya ruang terbuka publik akibat persaingan lahan di perkotaan mengakibatkan berkurangnya aktivitas berkumpul bagi masyarakat (third place). Banyak kota – kota besar di Indonesia yang gencar untuk membangun taman baru atau merevitalisasi taman lama, seperti di Kota Jakarta. Hal ini dikarenakan tingkat kepadatan penduduk yang mencapai 15.663 jiwa/km2. Populasi terus bertambah dari 4.5 juta jiwa (1970) hingga menjadi dua kali lipatnya, yaitu 9.6 juta pada tahun 2010, sedangkan sekarang telah mencapai 10.4 juta orang dan diperkirakan untuk menjadi 11 – 15 juta pada tahun 2020 – 2030 mendatang. Akibatnya hampir seluruh permukaan kota telah habis dimakan bangunan dan berubah fungsi peruntukannya Kecamatan Kelapa gading dengan luasan wilayah 161,21 ha, kecamatan ini memiliki beberapa pusat perbelanjaan yang luasnya melebihi RTH yang ada yaitu, seluas 996.215 m2, melalui hasil studi observasi yang telah dilakukan maka diusulkan proyek yang dapat memenuhi kebutuhan masyarakat kelapa gading akan gaya hidup yang sehat dengan lahan yang terbatas sebagai sarana olahraga yang dapat menampung berbagai kalangan maasyarakat. Tidak hanya sebagai sarana olahraga, tetapi sebagai sarana rekreasi dan wadah yang dapat menampung terjadinya interaksi dalam masyarakat kelapa gading. Dengan melihat parameter yang ada dalam mendesain ruang ketiga maka rancangan ini disesuaikan dengan kebutuhan masyarakat kelapa gading akan ruang publik sebagai ruang ketiga.

Public open space (POS) in Ankara reflects both the negative and positive aspects of urban change. Evolving public space development strategies in Ankara played a fundamental role in the protection, promotion, and enhancement of POS from 1923 to 2017. This study shows that while the POS development of the city was addressed as an integrative and comprehensive structure in the entire city by the Lörcher (1924–1925) and Jansen (1932) plans, the subsequent approaches to POS were more superficial, piecemeal, and simplistic.

Sidewalks are public facilities and must be accessible to all users. This study departs from the lack of quality of public open space in Bandung and the absence of a sidewalk model that is responsive to people with low vision. The purpose of this research is to find out the design principles and to make responsive pavement design models of people with low vision. Data was collected by interviewing and observing the behavior and travel of people with low vision on some familiar and unfamiliar sidewalks in the city of Bandung. Data analysis was carried out from recorded interviews to find out the obstacles faced by people with low vision when exploring sidewalk space. This research produces criteria and models of pavement design that are responsive to persons with a low vision based on their limitations. The results of the study are expected to contribute to the concept of pavement design so that people with low vision can have equal and independent rights in accessing public space[Trotoar adalah fasilitas publik dan harus aksesibel bagi semua penggunanya. Penelitian ini berangkat dari kurangnya kualitas ruang terbuka publik di Bandung dan belum adanya model trotoar yang responsif terhadap penyandang low vision. Tujuan penelitian untuk mengetahui prinsip-prinsip perancangan dan membuat model perancangan trotoar responsif penyandang low vision. Data dikumpulkan dengan wawancara dan observasi terhadap perilaku dan perjalanan penyandang low vision di beberapa trotoar yang familier dan tidak familier di Kota Bandung. Analisis data dilakukan dari rekaman hasil wawancara untuk mengetahui hambatan yang dihadapi penyandang low vision ketika menjelajah ruang trotoar. Penelitian ini menghasilkan kriteria dan model perancangan trotoar yang responsif penyandang low vision berdasarkan keterbatasan yang dimiliki oleh mereka. Hasil penelitian diharapkan berkontribusi dalam konsep perancangan trotoar agar penyandang low vision dapat memiliki hak setara dan mandiri dalam mengakses ruang publik.]
