This study aims to determine the development and empowerment, obstacles in empowerment, the role of government in empowerment. This study used a descriptive qualitative research design using survey methods, field observations, interviews and triangulation. The subjects of the study were the fishermen of Tempursari Subdistrict, Lumajang Regency with 70 fishermen. The results showed that: (1) the process of community development and empowerment included (a) increased skills and independence of the fishing community, (b) there were social, economic, and educational impacts, (2) inhibiting factors including the character or nature and thinking of the community different, constrained human resource readiness, community understanding is still low. (3) the role of government that is with the participation and involvement in community empowerment. (4) Strategies in developing the coastal zone, namely the community economy.

This study discusses the role of government in curbing illegal mining of nickel in North Kolaka. The method used in this study is a qualitative description of the approach. Data collection techniques in this research is observation, interview and documentation. The results showed that: The government's role in the nickel curb illegal mining of all functions is still very weak both in setting / regulation, services, community development, asset management functions of State and public safety, order, security, and protection; Inhibiting factors for the Government to curb illegal mining namely: lack of government coordination, no oversight, public apathy and lack of awareness of the mine owners. The factors supporting government's role in curbing illegal mining nickel miner and openness is the attitude of the community greatly assist the government.  Penelitian ini membahas tentang peran pemerintah dalam menertibkan pertambangan ilegal nikel di Kabupaten Kolaka Utara.  Metode yang digunakan dalam penelitian ini adalah pendekatan deskripsi kualitatif. Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara mendalam dan dokumentasi. Hasil penelitian menunjukkan bahwa: Peran pemerintah dalam menertibkan pertambangan nikel illegal dari semua fungsi masih sangat lemah baik dalam pengaturan/regulasi, pelayanan, pemberdayaan masyarakat, pengelolaan asset Negara maupun dari fungsi keamanan, ketertiban, pengamanan, dan perlindungan; Faktor penghambat bagi pemerintah dalam menertibkan pertambangan illegal yakni: tidak adanya koordinasi pemerintah, tidak ada pengawasan, sikap apatis masyarakat serta kurangnya kesadaran pemilik tambang. Sedangkan faktor pendukung peran pemerintah dalam penertiban pertambangan nikel illegal adalah sikap penambang dan keterbukaan masyarakat sangat membantu pemerintah.

This study aimed to describe the role of government in empowering the elderly in Sidoarjo and its supporting and inhibiting factors. This research is used by qualitative description. This study concluded that the government’s Sidoarjo Regency in implementing empowerment elderly quite good. It is supported by mental spiritual and religious guidance, health aspects like clinic and gymnastics, skills training such as crafts from recycled materials, ease in using facilities, public facilities and infrastucture, as well as social assistance in the form of cash RP.300.000 for poor elderly and unhealthy elderlys. Meanwhile, inhibiting factors first, coordination between three local work unit namely Social Department and Labor; Public Health Service; and Community Empowerment, Women and Family Planning Department. Second, data wasn’t valid related with neglected elderly in the villages. Third, elderly still had low awareness about importance of empowerment for their lives.

The purposes of this research were to describe the role of government and non-governmental in community economy empowerment and to know the supporting factors and inhibiting factors in community economy empowerment. Research methods used qualitative approach. Techniques analyzing of data in this research used model interactive. The result showed that government policy on Sidoarjo Regency in empowering people, especially duck farmers in the Kebonsari Village, Candi Sub-district. They give duck and facilitate for infrastructure. It shown that the respond of government to train, direct, and control community, as well as opened market especially in outside of local area. In the other hands, the facility is given by government through giving easily to get loan from the bank as capital. Thus, community decided to build duck farmers as empowering activity.

Penelitian ini bertujuan untuk mengetahui masalah Partisipasi dalam Program Pemberdayaan Masyarakat yang ada di RW 20 Kelurahan Citrodiwangsan. Peneliti menggunakan metode riset kualitatif . Responden dalam penelitian ini yaitu kader dan warga RW 20 Kelurahan Citrodiwangsan. Data dikumpulkan dengan wawancara dan observasi. Penelitian ini menghasilkan tiga temuan. Pertama, partisipasi perencanaan masih tergolong kurang pro aktif dalam mengedukasi warga dikarenakan masih banyak RT yang tidak bisa mewadahi dan mengedukasi masyarakat untuk aktif dalam kegiatan Posyandu Gerbangmas. Kedua, terkait partisipasi pelaksanaan kegiatan masih banyak masyarakat yang memandang sebelah mata kegiatan ini meskipun seluruh warga telah diikutkan secara menyeluruh, hal ini karena kurangnya sosialisasi dari pengurus kader. Ketiga, faktor penghambat yaitu kurangnya memahami arti partisipasi yang rendah dimana masyarakat masih sibuk dengan kesibukannya sendiri serta kurangnya peran RT untuk mendorong masyarakatnya dalam memberikan pengertian akan pentingnya kegiatan posyandu. Oleh karena itu, dari beberapa masalah-masalah yang telah peneliti temukan maka peneliti memiliki saran yang bertujuan untuk memaksimalkan kader maupun RT dalam mengajak masyarakat. Saran tersebut diantaranya adalah pelaksanaan posyandu dilaksanakan pada hari libur, kegiatan posyandu tidak hanya ditempatkan pada satu titik tetapi dijadwalkan untuk berpindah ketempat kawasan lainnya dan memanfaatkan fasilitas media sosial untuk memberikan sosialisasi dan informasi kesehatan balita dan lansia. Kata kunci: masalah partisipasi, program pemberdayaan masyarakat, partisipasi perencanaan, partisipasi pelaksanaan, faktor penghambat partisipasi   This study aims to determine the problem of participation in the Community Empowerment Program in RW 20 Citrodiwangsan Village. Respondents in this study were cadres and residents of RW 20 Citrodiwangsan Village. Data were collected by interview and observation. This study resulted in three findings. First, planning participation is still classified as less proactive in educating residents because there are still many RTs that cannot accommodate and educate the public to be active in Gerbangmas Posyandu activities. Second, with regard to participation in the implementation of activities, there are still many people who underestimate this activity even though all residents have been included as a whole, this is due to the lack of socialization from the cadre management. Third, the inhibiting factor is the lack of understanding of the meaning of low participation where the community is still busy with their own activities and the lack of the role of the RT in encouraging the community to provide an understanding of the importance of posyandu activities. Therefore, from some of the problems that researchers have found, the researcher has suggestions that aim to maximize cadres and RTs in inviting the community. These suggestions include that the implementation of posyandu is carried out on holidays, posyandu activities are not only placed at one point but are scheduled to move to another area and utilizing social media facilities to provide socilization and health information for toddlers and the elderly. Somsook Boonyabancha, former director of CODI (the Community Organizations Development Institute in Thailand) and now an advisor to the CODI board and chairperson of the Baan Mankong Program Committee, reflects on the evolution of CODI, the management of its fund, and the community-driven activities it has supported since 1992. The paper explains how substantial and large-scale changes can be brought about in the lives of the poor by supporting a community-driven process that opens space for negotiation and collaboration with government and other partners on housing and other aspects of community development. It describes the transitions that have had to be managed, as both the community networks and the support institution have navigated various challenges and opportunities. A centrepiece of this co-production is the Baan Mankong Program, which represents a dramatic change in the role of government – from a provider of housing to facilitator of community-driven local housing co-production.

Garbage is a big problem in Medan City. Therefore, this study aims to find out how the role of government in empowering the community through waste management. In this study, data collection techniques were carried out through interviews, observation, and literature study. The analysis technique used is an interactive qualitative. Qualitative data analysis is carried out interactively and continues continuously until it is complete so that the data is already saturated. The results showed that the government did not have a special program for the development of this garbage bank. When the government has not optimally developed future development plans, the community will also feel pessimistic and unsure of the existence of this garbage bank. The community is less interested in getting involved in this garbage bank. The community felt that the training they had received was only knowledge and did not have a great opportunity to be developed. This relates to the statement that one of the obstacles in implementing community empowerment is the rejection of the community itself because the community does not have confidence.

This study is largely depends upon the empowerment of women in kerala. Women’s are the marginalized group in the society. Social justice and human rights are equal to all people of their sex, race, caste, class, religion and such social differentiation. This seminar contains “The women welfare programmes in kerala an overview”. Earlier women life was confined within for walls of her house as the domestic slave whose only duty was child bearing, rearing and looking after the family. But now a days things are change in the society, our government also think for the women’s protection or the welfare organization was provided. Such organization are Working Women Hostel, NGO’s programmes, Women’s Training centre etc. These programmes to promote voluntary efforts in the field of Women’s empowerment. Today’s women has become to have a better acceptability and respectability, better status of equality with men better rights and previlages, better opportunity in all spheres of national life- social, economic and political. In addition to the legislative measures, the governments at the centre and state administrations have also initiated welfare measures for the developments and welfare or women but much more needs to be done to achieve thedesire objective. This seminar paper tries to observe the role of government in the field of women empowerment and welfare programmes in kerala.

Bamboo is a plant that can botanically be classified in the family Gramineae (grass). The economic and ecological benefits of bamboo, among other things, when compared to wood commodities, bamboo plants can provide an increase in the income of the surrounding community in a relatively fast time, which is 4-5 years. Demand that remains high is not followed by an increase in quality and prices that are compared to similar goods made from wood or other materials. This is a consideration and reduces the interest of the community to develop the business. This study aims to explore the understanding and role of community empowerment through the use of bamboo, explore the role of government in empowering bamboo-based communities and develop strategies for empowering local communities in the use of bamboo. This research is qualitative by using an emic approach that is focused on data and analysis based on answers from key people. The type of data consists of primary data obtained through interviews and observations. While the secondary data comes from the problem report documents that will be examined, writing and the results of research on the Local Community Empowerment Development Strategy. The results of this study indicate that the local community in Loksado District has the potential to develop processed bamboo production through community participation in bamboo processing and utilization training, the government and village apparatus support the processing and utilization of bamboo through programs / activities, cooperation, bamboo ecotourism and bamboo industrial products, and constraints in the empowerment of bamboo in Loksado District is in marketing and capital strategies.

Elderly was someone who was at the age of 60 years and older with conditions of reduced function of the health, social and economic.The condition was often the elderly had problems in terms of neglected or abandoned by families and communities. Overcoming the problems of the elderly in neglected or abandoned, the government has been providing social welfare institution of Tresna Werdha Sinta Rangkang for the elderly. Social welfare institution was a residence for the elderly who did not had a place to stay with the purpose of empowering the neglected elderly and abandoned. However, such observations can be in social welfare institution have a policy that only receives elderly healthy and independent. In fact, that should be more in need were elderly who were not in these circumstances in order to be empowered in this social institution.Then, with the issue of this study discusses the role of government to the elderly at social welfare institution of tresna Werdha Sinta rangkang in the city of Palangkaraya. The formulation of the problem, namely: (1) What is the role of government on the economy of the elderly in the city of Palangkaraya. (2) How is the role of government to the elderly in Social Welfare Institution Tresna Werdha Sinta rangkang.This study, a field research using qualitative descriptive approach.The object of this study is the role of government in the city of Palangka Raya and the research subject is the section head elderly Provincial and head of the Social Welfare Institution of Tresna Werdha Sinta Rangkang in the city of Palangkaraya. Methods of data collection by observation, interview and documentation. This results indicate that the function of government on the economy of the elderly in the city of Palangka Raya with the function of community empowerment through productive economic business assistance program. The assistance was in addition to venture capital for income elderly. Then the role of the government to social welfare institution Tresna Werdha Sinta Rangkang with service function society through meeting the needs of the elderly both in compliance with food and clothing and health care. It was the role of government to the elderly was maximal however, further enhanced by not limiting the client acceptance process

Community empowerment plays a significant role in adapting and organizing flood risks and impacts. The flood impacts the livelihood, infrastructure, production system and sustainable development. The flood in 2014 has severely affected the Narowal district and has put a momentous impact on the communities residing in those places. The six most affected villages in Narowal were selected for this research study. The data was collected by conducting field surveys followed by structured interviews in study area. This study was carried out to assess the role of government institutions and to evaluate the status of community empowerment. The structured interviews were conducted with the officials of the various institutions and 121 affected respondents were identified to conduct the primary survey. This study concluded that more than 42% respondents did not leave home because of the nonavailability of the shelter point. More than 75% respondents were dissatisfied with the efforts of government during a flood. This study inferred that 9.09% and 67.77% respondents were highly dissatisfied and dissatisfied respectively with the efforts of the Government during flood in empowering communities to cope with flood risk. The government institutions should take suitable actions to comprehend the issues of the communities to bring them in sustainable trends.
