Bamboo is a plant that can botanically be classified in the family Gramineae (grass). The economic and ecological benefits of bamboo, among other things, when compared to wood commodities, bamboo plants can provide an increase in the income of the surrounding community in a relatively fast time, which is 4-5 years. Demand that remains high is not followed by an increase in quality and prices that are compared to similar goods made from wood or other materials. This is a consideration and reduces the interest of the community to develop the business. This study aims to explore the understanding and role of community empowerment through the use of bamboo, explore the role of government in empowering bamboo-based communities and develop strategies for empowering local communities in the use of bamboo. This research is qualitative by using an emic approach that is focused on data and analysis based on answers from key people. The type of data consists of primary data obtained through interviews and observations. While the secondary data comes from the problem report documents that will be examined, writing and the results of research on the Local Community Empowerment Development Strategy. The results of this study indicate that the local community in Loksado District has the potential to develop processed bamboo production through community participation in bamboo processing and utilization training, the government and village apparatus support the processing and utilization of bamboo through programs / activities, cooperation, bamboo ecotourism and bamboo industrial products, and constraints in the empowerment of bamboo in Loksado District is in marketing and capital strategies.

This research discusses how the efforts to empower UMKM are owned by people who do not have higher education and need business capital through the Nanda Work Savings and Loan Cooperative in Bone-Bone Village, Luwu Utara Regency). The method used is descriptive qualitative research methods, and data sources used primary data through field studies and secondary data through literature studies, with data collection techniques observation, interviews, and documentation. The data analysis technique uses three processes: data reduction, data presentation, and conclusion. Based on the results, it is concluded that the role of the Karya Nanda cooperative in community empowerment helps the government to reduce the number of unemployed and help the community to lend funds as the start of their business capital, as for the obstacles found in cooperative management, namely that there are still many people who invest their capital in outside parties or non-cooperatives.

The Covid 19 pandemic has brought significant changes to the economy of Bali as a domestic and foreign tourist destination. The tourism sector, as the main contributor to the largest contributor to Gross Regional Domestic Product (GRDP), experienced a contraction, which had an impact on other sectors. One of the sectors affected in the agricultural sector, especially the marketing of food products. In the new normal era in Bali, it is necessary to strengthen the rural economy through the application of technology but the process of implementing these innovations is not always successful. The success of collective action is determined by the rational boundaries of society. The rational boundaries of society can be expanded by the presence of symmetrical information. The research objective was to analyze the role of collective action on the application of the Integrated System of Rice Ducks as an effort to increase farmers' income. This research is a case study in Subak Lanyah, Tabanan Sub District, Tabanan-Bali District. Primary data were collected through direct observation and questionnaires while secondary data were collected through literature studies. Analysis of the role of collective action in the application of the integrated system of rice ducks (STIP) was carried out statistically descriptive of farm costs and farmer income. The results showed that the STIP innovation as an effort to increase farmers' income was successfully implemented through Collective action. The collective action mechanism plays a role in strengthening social capital which encourages the application of STIP technology so that the income of Subak member farmers in Subak Lanyah, Tabanan-Bali increases. The success in implementing STIP technology is done by building a process of communication, trust, and networks of farmers with the government, private sector, and universities.of communication, trust, and networks of farmers with the government, private sector, and universities.

SMEs snacks in Gondangan village has the potential to be developed. The village has the potential to be Gondangan Agro-industry region, although it is still much that needs to be repaired and prepared.This study aims to determine the attitude of the public about the development of SMEs in rural areas Gondangan into Agro-industry clusters and how community participation in the development of SMEs in rural areas Gondangan to be Agroindustri. Respondents in this study were the leaders and local community leaders, citizens, snack home industry in the region.This study is a descriptive study with a qualitative approach. The data of this study is primary data and secondary data consists of qualitative and quantitative data. Primary data were obtained with the interview and focus group discussion.The results showed that the attitude of the public, snack ho,e industri actor and local governments support the development of the region as an area of Agro-Industry cluster. In terms of participation, the government showed a high participation and support by facilitating a variety of activities to realize the region of Agro-Industry cluster, while the snacks businessman as the main actor of Agro-industry development of the area did not show a high level of participation.

This research was conducted based on the condition of the development of tourism on the island of Nusa Lembongan, aiming to find out the impact brought about by socio-economic conditions against the tourism society.This study uses qualitative and quantitative approach with mix method, the primary data source that are obtained by observations and direct interviews and secondary data. The sampling technique used was purposive sampling techniques and data analysis using the method of case study. This study shows tourism provides impact on society and the government on the island of Nusa Lembongan are seen from eight aspect among others : impact increasing of foreign exchange, impact toward local community income that increasing before tourism exist, impact toward higher prices than the real prices, impact toward employment for opportunity to local community, ownership and control of tourism accommodation, the distribution of benefits and advantage against indigenous village, development in general are seen from 4A tourism and government income of tax viewed from PHR. Advice can be given to government and businessman and tourism service on the island of Nusa Lembongan in the order of future improve the facilities, infrastructure supporting tourism, reinforce the rules on the division of the proceeds against the indigenous villages, improving access and employment for local community on the island of Nusa Lembongan.   Key Words              : Tourism, Nusa Lembongan Island, Impact

Garbage is a big problem in Medan City. Therefore, this study aims to find out how the role of government in empowering the community through waste management. In this study, data collection techniques were carried out through interviews, observation, and literature study. The analysis technique used is an interactive qualitative. Qualitative data analysis is carried out interactively and continues continuously until it is complete so that the data is already saturated. The results showed that the government did not have a special program for the development of this garbage bank. When the government has not optimally developed future development plans, the community will also feel pessimistic and unsure of the existence of this garbage bank. The community is less interested in getting involved in this garbage bank. The community felt that the training they had received was only knowledge and did not have a great opportunity to be developed. This relates to the statement that one of the obstacles in implementing community empowerment is the rejection of the community itself because the community does not have confidence.

This research aims to examine the role of conservation of cultural heritage architecture in the development of tourism in Denpasar and to describe the concept that shapes the downtown Denpasar (zone Z). Following the characteristics of the object of study (research questions), this research uses phenomenology as the paradigm. The qualitative method (phenomenology) is an inclusive and flexible method, which is always developing. This method helps to gain an understanding of meaning, develop theories, and describes complex realities. This research was conducted with the help of human instruments (the researchers), notebooks, voice recorders, and research assistants. Additionally, this research emphasizes qualitative techniques, in which researchers or human factors have an important role. Primary data consist of words and actions, while secondary data include documents, photos, and statistics. Results show that the cultural life of Denpasar citizen has a significant effect on the development of tourism in Denpasar, Bali. It is evident in the structure, functions, and meaning of downtown Denpasar Heritage City, especially in managing the area, planning, and building layout. The downtown Denpasar has a unique pattern called Pempatan Agung. In the context of tourism, the development of Denpasar should focus on creativity and culture. The responsibility of managing the area should be shouldered by the community, cultural experts, universities, NGOs, private companies, and the government. Also, there needs to be a continuous evaluation of the results of management. Keywords: Pempatan Agung, culture, creativity.

Indonesia is a country that has quite a large population, one of which is the largest population in the city of Surabaya as a metropolis. With this large number of people, the poverty rate for families in the community is high, so the government provides a program to break the poverty chain, the Family Hope Program (PKH). The purpose of this study is to determine the implementation of social empowerment in the city of Surabaya through the family hope program that can make the community / beneficiary socially and economically independent life and measure the family hope program as a manifestation of community independence. This study used descriptive qualitative method. Data sources consist of primary data and secondary data. Primary data sources were obtained from observations and interviews. Data processing is done through the process of data reduction, data presentation, and conclusion checking or verification. The analysis used in this research is to use the basic principle model of community independence. The results of this study, show that social empowerment through the family of hope program by using a model of community independence is still not going well to create an economically and socially independent community. This can be seen from the data of the community / beneficiaries can live independently after receiving a family of hope program. Through the basic principle model of community independence from Sunyoto Usman (2003) which includes: creating climate, strengthening power, and protecting.Keywords: Human Development Index, Social Empowerment,Welfare

This research was aimed to analize community perception of disaster recovery after the February 2019 earthquake in Solok Selatan . It used a qualitative method and interactive analysis. The research location was Sangir Balai Jonggo in Solok Selatan Regency. Observation, interview, document study and FGD were conducted to collect desired data. Two types of data were obtained. Primary data were collected from the informants selected through purposive sampling including the local community and the government in the affected area, while secondary data were obtained from related local literatures. The informants were Sekcam (District Head) and the community affected by the disaster in Sangir Balai Janggo, Solok Selatan. Physical recovery was done in the 3 most damaged nagaris (village). One of them is Nagari.Sungai Kunyit. There were 67 severely damaged houses, 91 were moderately damaged, and 192 were slightly damaged. Futhermore, the earthquake also affected the facilities in 4 nagaris in Sangir Balai Jonggo; 6 medical centres, 28 schools, and 18 mosques. The result showed that most community were satisfied with the recovery program and they gave positive feedback especially on the aid given to them. The recovery included donation for the victims like basic foods, clean water, instant foods, baby supplies, etc, therapy treatment by doctors and volunteers to help with their mental state and to build their confidence after the earthquake. The Attorney General of Indonesia issued regulation No Per014 / A / JA / 11/2016. About the guards and security of the government and regional development.This research aims to know and analyze the role of the Government and Regional Development Guards and Security Team in the prevention of corruption, how effective the TP4D is in carrying out its duties and authorities, and what obstacles are found in the field in relation to the duties and authority of the Government and Regional Development Guard and Security Team and how is the solution in providing legal assistance to government administrators to prevent the occurrence of criminal acts of corruption.The research method used is juridical sociology by using primary and secondary data. Primary data collection techniques carried out by interviews, and secondary data by reading, studying and analyzing primary legal materials, secondary legal materials, tertiary legal materials with qualitative analysis techniques, interpreted logically and systematically and drawn conclusions.The conclusion in this study is that the role of the government security guard and regional development (TP4D) team in preventing corruption is passive based on requests from government agencies. The legal product from TP4D is a legal opinion both incidentally and ongoing legal assistance according to the request of government agencies.Keywords: Prosecutors' Office; TP4D; Corruption.

Public participation plays an important role in the democratization of countries globally. The accomplishment of public participation process is determined by how well it is organized.  This study sought to examine the effects of public participation on local legislation in Banadir region of Somalia. The study was guided by the following objectives, to investigate factors that led to public participation, examine the design of public participation mechanism; investigate the process of public participation and analyze the consequences of public participation. The research will employ a descriptive research design. The study population comprised all the stakeholders including the youth, elders, staff employed by the regional government, the clergy, politicians and the non-governmental organizations involved in public participation in Banadir region. Purposive sampling was done to come up with the sample size of the study. Regarding the variance among the target population, where a number of target population involved, the sample size of this study was 130 respondents. Eighty (80) of the respondents were community members including local politicians, clergies, traders, university lecturers, university students, farmers, chiefs and opinion leaders. Twenty (20) of the participants were management staff and heads of national civil labor departments. Thirty (30) respondents were also from the Local community elders who are engaged in public participation programs in Banadir Region.  Both secondary and primary data was accessed for the study. Primary data was collected from the identified stakeholders using the questionnaires, while secondary data was obtained from books and journals from Kenyatta University Post Modern Library. The study used two theories: New public management theory and Cornwall’s Theory of Participation that describe the relevance of public participation public development. Data processing and cleaning was done; the descriptive statistics was utilized quantitative data. Statistical tables and graphs was present the result. Content analysis was used to analyze qualitative data. The study found out that the citizen’s attitude has an impact on public participation. When citizens have a positive attitude towards the local legislation services, there are high chances they will participate. The study also found out that public participation design and process have an influence on local legislation. Therefore, the study recommends that the government and other stakeholders should come up with various ways of ensuring that all citizens are informed about public participation. The study also recommended that public participation design and process should be improved with the aim of improving public participation.
