In this article the historical stages, development and reorganization of the Sanitary Technical Faculty, as the main structural unit at the Kharkiv National University of Civil Engineering and Architecture, are shown. Attention is paid to modern scientists and those who created our faculty. The article considers issues related to international cooperation in the educational sector. Today, for competitiveness in the market of educational services, international cooperation needs to be strengthened as an important factor in the integration of the education system into the European and global educational space. It describes how the education of teenagers is carried out, and also reflects some methods of conducting educational work at the faculty. The strategic goal of educational and upbringing activity is determined as the formation of a highly qualified specialist on the principles of the best achievements of domestic and world science. Also, the article concisely presents the forms and methods of work with student self-government, the features of its organization at the Sanitary Technical Faculty and its role in the university management.

The article describes the experience of the private further professional education establishment in integration with private medical organizations as a hi-tech clinic base. The purpose of the experience was to work out an education program of professional retraining which enables medical organization to extend the range of its services. The demand for such programs investment stems from the gap between the professional level of medical workers training at universities and the needs of hi-tech segment of cosmetology service which requires highly qualified specialists.The gap between the increasingly changing market demands and the existing higher education offer may be bridged through involvement of practicing professionals in education process.The authors consider the best Russian and foreign practices of interaction between private medical establishments and private education establishments aimed at creation Centers of Excellence on the example of Neo Clinic Tuymen. The presented model shows the competitive advantages of a professional retraining education program characterized by a big concentration of resources per student and a high value of education service. The article may be useful for the university management in Russia in developing and updating strategies and programs of practice-oriented education that will meet the requirements of regional labour markets, concrete organizations and employers and contribute to graduates’ adaptation to actual production process.

The article discusses the approach to ensuring the satisfaction of consumers of educational services in the quality management system (QMS) of the university in the context of a risk-based approach. The problems connected with identification and resolution of personal risks of the parties interested in educational services are investigated. The analysis of tools for identifying personal risks of consumers and their transformation into the characteristics of educational services is carried out. The expediency of using the proposed «Consumer risks» method, which is a modification of the «Consumer Voice» method known in quality management and allows extrapolating the personal risks of interested parties into the requirements and then into the characteristics of educational services expressed in professional terminology that is understandable for implementation by the university management, is argued. The procedure of statistical substantiation of managerial decision-making on the priority of choosing the implementation of the characteristics of educational services extrapolated from the personal risks of consumers is proposed. The considered approach allows not only to ensure the satisfaction of consumers of educational services, but also to anticipate their expectations.

The purpose of the study is to discuss the role of employers’ engagement in the educational process of universities in assuring the quality of educational services and preparing quality graduates. Realization of the principle of integrating education, science and industry in modern conditions ensures a balance between the content of educational programmes, results of R&D and industry. Thus, the paper discusses the current launched mechanisms of Kazakh National University in Kazakhstan aimed at promoting an establishment of mutual trust between the university and the employer community to ensure the quality of provided educational services. The results of the paper could serve as a guide to the most necessary aspects of cooperation practices between universities and employers for potential academy managers and practitioners in quality management processes.


The article highlights the problems of the linguocultural socialization of foreign applicantsfor highereducation. The scientific and methodical bases of linguocultural educational system of educational migrants’ support that forms in two ways: language training and social and cultural adaptation implemented as per level degree (bachelor’s degree, master’s degree, Ph.D. degree) were defined according to the tasks of socialization of foreigners in the higher education area. The article describes the potential of the language instruction that plays the role of educational discipline and the basis for the socialization of applicants for higher education in a foreign language and social and cultural environment. The process of linguocultural competence formation among different categories of educational migrants is outlined. The functions of the socially educational process at the university as the main factor of socialization of foreigners were determined. The authors point out that the socialization of foreign students in the educational and cultural environment of higher education institutions (HEIs) should be considered in conjunction with three aspects: linguosocial adaptation, integration, and individualization. Scientific and methodical bases of each of the mentioned aspects were discussed. The main forms of social and pedagogical support of socially educational work with foreign applicants of higher education, who study at V.N. Karazin Kharkiv National University (training courses, cultural assimilators, excursions, local history master classes, theme nights, discussions regarding intercultural communication, creative contests, business games, conferences of young scientists etc.) were specified.

The research, through a bidirectional approach, aims to develop the university management of the degree programs in order to attract and maintain the potential students, as well as to estimate and manage the costs of the educational services offered during their life cycle. The authors bring into the centre of the study the importance of the simulation process in predicting a possible future and reduce the probable risks and costs from time. The results confirm that the simulation methods used help the universities to determine the future risks and to predict when and what relationship marketing programs to use in order to attract, maintain and grow the number of valuable students and also to ensure cost-effective management of university programs.

Universities in modern conditions operate in the educational services market, which is characterized by intense competition. This competition covers various areas: competition for applicants, highly-qualified employees, funds from various sources, including in the form of grant support. Competition forces universities to search for additional competitive advantages, which include the image, a strong brand of the institution. In recent years the specialists’ attention is paid to the university reputation, which largely depends on the choice of the target audience. The concept of university reputation is considered, the main reputation effects are characterized, vision of university reputation management features is presented. With the development of the Internet as a world of social networks the character of reputation information in the online environment has particular importance, which is associated with the scope and speed of its dissemination. Managing reputation in this area is associated with the monitoring both hand and machine, the struggle against negative information.

The paper presents the analysis of the general structure of the first two levels of the management system of a typical educational institution on the basis of the system approach. As the main methodology of system analysis, Sagatovsky method was chosen. Based on the results of the analysis, a general scheme of the first two levels of university management was formed. There has been carried out classification of types of classified information which is processed in the university; there were identified seven basic types of data. A procedure is proposed for assessing the importance of information of each type in each of the components of the management system in terms of specific global goals of the institution functioning. The above procedure is implemented in relation to training highly qualified specialists. The proposed procedure will allow not only to rank all the components of the university management system in terms of their importance for achieving the goals set for the university, but to compare different management structures of the university, both with each other and with the standard structure. This helps to identify possible directions for improving the structure of the management system of a particular educational institution. Estimates of the importance of components can be used to form the structure of an automated information processing and management system for a particular institution.

Distance education is the perfect solution for professionals who want to pursue their careers. This allows to receive additional qualifications, keeping current work. With flexible schedules and resources available on the Internet, distance learning programs can be a key to career advancement. At the time of globalization and the rapid development of technologies, functioning of the university – a full-fledged player in the international market – can not be imagined without the use of distance learning methods. The modern online platform «WeStudy» for the Ukrainian market of educational services was developed. This was done to solve the issue of using modern information and communication technologies to improve the quality of educational services in the implementation of joint Ukrainian-Chinese projects. Programs between the National University of Shipbuilding and its two partners – Zhejiang International Maritime College and Jiangsu University of Science and Technology were taken as a pilot.
