An important part of domestic machine-building sector is the automotive industry represented mainly by car, truck and bus manufacturing. It is hardly a secret nowadays that the Ukrainian automotive industry is facing tough times, thus failing to withstand strong competition from foreign car manufacturers. In this context, as never before, the issue to enhance the government support of domestic automakers is of a critical importance. It is expected that the implementation of government strategy for automotive industry development will have different effects at discrete automotive companies subject to their different competitiveness level. Hence, there is a need to conduct a research on developing a methodological toolkit for the automotive company competitiveness evaluation. The research objective is to construct a methodological framework to assess automotive manufacturers’ competitiveness in the context of building the government strategy to enhance the automotive industry development. The study has employed the following methods: a monographic method and the method of theoretical generalization to identify the most widely used methodological approaches to company competitiveness assessment; a method of analysis and synthesis for elaborating a methodology to assess the automotive industry competitiveness in the context of building the government strategy for automotive industry development. Based on the combination of integral and matrix approaches, an evaluation framework to estimate the automotive company competitiveness has been designed. The method suggested, in contrast to other techniques described in academic literature, allows for the identification of car manufacturers competitiveness by integral indices values along with revealing the stages of their life cycle. The synthesis of the results of automakers competitiveness estimation and identification of the stages in their life cycle laid the foundation for the construction of the automotive industry development matrix which in turn is the basis for tailoring of government strategy to enhance the automotive industry development. Working out a set of methodological tools to evaluate the competitiveness of the automotive industry contributes to further development of methodical framework of government regulation in terms of facilitating the automotive industry competitiveness towards its focus differentiation, thus increasing the managerial effectiveness.

Aim. The presented study aims to determine methodological approaches to assessing the efficiency of government regulation and support of small and medium enterprises in the context of the digitalization of the economy, to propose directions for its improvement, and to consider institutions and tools that could contribute to solving the problems of small enterprises in the post-COVID period.Tasks. The authors examine the major problems in the development of small and medium enterprises (SMEs) in Russia, potential opportunities and solutions; analyze the main problems of SME support; determine indicators and criteria for evaluating the efficiency of this type of national and municipal administration.Methods. This study uses the methods of abstraction and aggregation, historical analysis and synthesis, induction and deduction, systemic and structural approaches.Results. The results of the study prove that the assessment of the efficiency of government regulation and support of small and medium enterprises in the context of the digitalization of the economy should be considered not only using KPI, but also by applying extended criteria and indicators at various management levels as part of an integrated approach. This makes it possible to determine why SMEs, which traditionally experience a lack of financial resources, use government support mechanisms to such a small extent.Conclusions. In Russia, government support is provided to SMEs in the form of guarantees and benefits, subsidization of the costs of leasing contracts and participation in advertising campaigns and exhibitions, co-funding of regional system-forming business projects. At the same time, the most important factor in optimizing the system of government regulation and support of entrepreneurship is the creation of digital space infrastructure to increase the efficiency of interaction between the government and business structures, since the existing system is not optimal.

Purpose: to identify the main problems of development of the domestic branch of selection and seed production and make proposals for their solution. Materials and methods. The research is based on the use of monographic, analytical and statistical and economic methods. Results. It has been determined that currently there is a significant seed import dependence in the agricultural sector that endangers the food security of Russia, especially due to the unstable geopolitical situation in the world. Within the framework of scientific research, the recent achievements in the field of selection and seed production (the development of new highly competitive varieties and hybrids of agricultural crops) are considered; directions of state support for the selection and seed industry development are studied, while a negative trend of reducing its volume is found; a set of measures aimed at the selection work development in our country is considered; the main problems of the domestic selection and seed industry development are identified and grouped in four directions; proposals for their solution are formed. Conclusions. The selection and seed industry is characterized by low investment attractiveness for private investors, which determines the state role strengthening. At present, budgetary support and funding are directed mainly to government agencies, however, private companies are also involved in the development of selection and seed industry, which also need support. Significant conditions providing a comprehensive solution to the problems of industry development, in addition to increasing the government support volume and improving the forms of its provision, are the creation of favorable conditions for increasing human resources, the development of public-private partnerships and building a stable connection of the triad “state – science – production”.

The article summarises the advanced world experience in government regulation of the automotive industry using the example of the leading automotive manufacturing countries – China, Japan, India, South Korea, the USA, and the European Union. Leading approach to the study of this problem is the comparative method that has afforded revealing peculiarities of the primary measures applied by governments of the world to regulate the automotive industry have been identified. A unified model for government regulation of the automotive industry has been elaborated. The presented model contains a set of measures for government support for the automotive industry depending on the life cycle stage (inception, growth, stabilisation, top position, stagnation, decline, crisis) of the automotive industry and the level (high, medium, low) of competitiveness of automotive enterprises.

PurposeThe purpose of this paper is to investigate the government roles in cloud computing assimilation along two dimensions: government regulation and government support.Design/methodology/approachA research model was developed to depict the dual roles of government regulation and government support in cloud computing assimilation as well as the mediating effect of top management support (TMS). Using survey data collected from 376 Chinese firms that have already adopted cloud services, the authors tested the research model.FindingsThe impacts of both government regulation and government support on cloud computing assimilation are partially mediated by TMS. Government support exerts stronger impacts on TMS than government regulation.Research limitations/implicationsThis study extends the current information systems literature by highlighting the specific mechanisms through which governments influence firms’ assimilation of cloud computing.Practical implicationsGovernments in developing countries could actively allocate funds or enact policies to effectively encourage cloud computing assimilation.Originality/valueThis study would complement previous findings about government regulation, and develop a more holistic understanding about the dual roles of governments in information technology innovation assimilation.

Resource recycling is one of the most important content of ecological civilization construction in China, which is beneficial to reduce the overuse of primary resources exploitation, to reduce the environmental pollutions during the process of resource extraction and waste disposal, and to realize the sustainable development of human economy and society. Resource recycling is a reflection of ecological economic development. Ecology provides a theoretical support for the resource circulation industry development. The ecological theories have played a guiding role. However, there are not enough academic researches to systematically summarize and analyze the relation and connection between ecology and resource recycling. Therefore, we based on the ecological theories to analyze the theoretical basis and application for resources recycling. The results showed that the ecological threshold theory, ecological balance theory, Overall hierarchy theory, the food chain (web) theory, niche theory and so on can be used to explain the resource circulation system such as resources recycling building concepts, resources recycling industry development foundation and the government's role in promoting resources circulation process. Based on the application of ecological theory for constructing the resource circulation system, further analysis of the scientific laws for the government regulation may help understand the concept of resource circulation and essence of circular economic system operation.

The article analyzes the individual’s constitutional freedom to conduct business. The subject of the study is the concept, content and features of the person’s constitutional freedom to conduct business in Ukraine. The article’s objective is after analyzing the current legislation of Ukraine and generalizations of practice of its realization to determine essence, content and features of constitutional ensuring of a regime of legality of business activity in Ukraine. The authors have used philosophical, general scientific and special methods. The dialectical method has been used to make a comprehensive analysis of the constitutional ensuring of the regime of legality of entrepreneurial activity in Ukraine and its functional purpose in present conditions. The use of methods of analysis, synthesis, systemic and structural-functional methods has allowed to study the main components of the constitutional ensuring of the regime of legality of entrepreneurial activity in Ukraine, to analyze the legal category of “individual freedom to conduct business”. The use of structuralfunctional method has promoted a comprehensive research of legal relations arising in the implementation of the right to doing business. The comparative-legal method has been used in the theoretical substantiation of various aspects of the constitutional ensuring of the regime of legality of entrepreneurial activity in Ukraine. The author’s definition of the individual constitutional freedom to conduct business has been proposed. The issue of peculiarities of economic management of an individual as a business entity has been considered. The legal status of an individual has been compared with the legal status of an individual entrepreneur. There is the list of individual entrepreneurs’ duties. The list of restrictions on the possibility of doing certain activities by individual entrepreneurs has been given. The procedure for state registration of an individual entrepreneur has been considered. The essence and main tools of mechanisms of state regulation of business activity in Ukraine has been determined. The problem of regulatory mechanisms has been highlighted. The main functions, tools and methods that guide the state in regulating entrepreneurship have been formed. The role of the government in the regulation of the economy and the functioning of business entities has been revealed. The international experience of government regulation of entrepreneurship has been described. Statistics have been given and country-specific examples have been generated. Ways to overcome problems of stimulating small and medium businesses have been identified. Based on the analysis, generalization and systematization of scientific sources, the weaknesses of the mechanisms of government regulation of entrepreneurship in Ukraine have been highlighted. The authors have formulated conclusions and they have offered directions of improvement of government regulation for the purpose of perfecting and development of business in Ukraine. There is the analysis of current state of constitutional means of government support of entrepreneurship in Ukraine; there is the description of existing accounting regimes concerning the official registration of individuals and legal entities as business actors, as well as the regulation of normative legal requirements for conducting business in Ukraine There is the authors’ vision of the content of the concept of “legality of business activities in Ukraine” regarding present tendencies of development of relations in the area of entrepreneurship and objective necessity of their regulation by constitutional means. The authors’ conclusion is that the individual constitutional freedom to conduct business is a constitutionally enshrined, not prohibited, and detailed by the laws of Ukraine economic opportunity for independent, proactive, systematic activities at their own risk to exercise the right to manufacture products, perform works, provide services, trading for profit, and its features are: enshrining it in the Constitution and laws of Ukraine; no restriction or prohibition of human opportunities for entrepreneurial activity; independence, initiative, regularity, riskiness of activity; manufacturing products, performing works, providing services, trade; profit.

The presented study characterizes light industry, emphasizes the importance of examining the state of this industry, and identifies the major problems in its development.Aim. The study aims to identify the most important problems in the Russian light industry and trends of its development.Tasks. The authors analyze the contribution of light industry to the country’s GDP; conduct a comparative analysis of the structure of light industry; identify the major problems and trends of development in light industry; determine the prospects for its efficient functioning.Methods. This study uses general scientific methods of cognition, tabular and graphical methods to examine the problems and prospects of light industry development.Results. Nowadays, light industry is understood to include a variety of industries specializing in the production of consumer goods. Additional products resulting from the development of this industry are adapted for use in other spheres. Light industry includes three sub-industries: textile, clothing, and leather. The volume of sales of light industry products depends on such factors as consumer demand and the existence of foreign manufacturers importing goods of higher quality to the domestic market. The primary problem of development of this industry is the lack of investment combined with the obscure prospects and limited attractiveness of light industry and its enterprises for investors.Conclusions. The share of domestic manufacturers in the market of light industry products is less than 50%, the rest being manufacturers from China, Turkey, etc. Domestic light industry products are generally inferior in quality to their foreign counterparts. Light industry is closely associated with agriculture and the chemical industry, and the key to its development lies not only in the production of clothing, shoes, bags, bedding, etc., but most importantly in the manufacturing of products that would meet the requirements of other industries. It should also be noted that light industry provides a large number of jobs, with most employees being women. The government should pay attention to the problems and prospects of the efficient functioning of light industry under modern conditions, encourage domestic manufacturers, and consider providing government support for small and medium enterprises engaged in the production and sale of light industry products.

As from the year 2011 to date, the oil and gas exploration (O&G) industry in Indonesia is not attractive anymore to the investors. It is clearly shown by all indicators of the O&G exploration performance in Indonesia which decline sharply causing the RRR (Reserves Replacement Ratio) is currently about 0.5.  As the result the national O&G reserves and production decline as well. Starting the year 2004 Indonesia has become an oil nett impoter; the consumption is much bigger than the national production. This is threatening the availability of O&G energy source so that it can cause state instability. This study aims to conduct the assessment of the investors’ perspective on the investment attractivenesss of O&G exploration industry in Indonesia, taking into account two main variables, i.e: the Government Regulation and Global Environment Variables using Analytical Hierarchy Process (AHP) method. The units of analysis are the O&G investors which means the shareholders. Meanwhile, observation units are the top management and the managers of O&G companies in Indonesia. Result of the study shows that Government Regulation Variable is the worse variable to accommodate the investors’ expectation causing the low attractiveness of the O&G exploration industry in Indonesia. Surprisingly the influence of Global Environment variables, such as world crude oil price, is not significant compared to the Government Regulation. To increase the attractiveness of O&G exploration industry, Government of Indonesia should reform the existing regulation and increase government support for this industry to match the global environment which keeps changing.
