The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation. 



The article presents a typology of rural areas in the Russian Federation in terms of the level and dynamics of socioeconomic development based on comparative statistical and comparative trend methods of analysis, which the authors have elaborated. The authors cover methodological approaches, as well as organizational and economic mechanisms of agriculture, which are stipulated in the government program “Integrated Development of Rural Areas” for 2020-2025, and their expected influence on the transformation of types of rural areas, which have arisen in the country.

The article shows some problems of social and labour relations in entrepreneurship on the example of the payment of entrepreneurial labor in connection with the lack of the necessary methodological support of calculations of the complexity of this work. At that time according to article 132 “Remuneration of labor” of the Labor code of the Russian Federation of December 30, 2001 No. 197-FZ (in edition as of October 1, 2016) the salary of each worker depends on his qualification, complexity of the performed work, quantity and quality of the spent work and the maximum size is not limited. At the same time, any discrimination in setting and changing the conditions of remuneration is prohibited. This requirement of labour law should be respected with regard to the wages of employees of enterprises and organizations in any sphere and sector of the economy, including the economy of entrepreneurship, in view of employees engaged in entrepreneurial work. At the same time, entrepreneurial work has its own unique specificity, but in practice these specific wage conditions are not taken into account. Involuntarily, there is discrimination of entrepreneurial labor in the field of wages due to the lack of necessary methodological recommendations to address this problem. First of all, there is a lack of methodological approaches to determine the complexity of entrepreneurial labor, taking into account such important fundamental signs of its complexity as uncertainty, risks and competition.

The article presents a study on the problems of restoring the construction complex of the Chechen Republic, in particular, reducing the attention of investors to the use of "green" technologies. In the course of the study, the authors, based on the use of such methods as a systematic approach, logical analysis, comparative analysis and other methods, proposed a number of methodological approaches that should be used in justifying the development strategy of the investment and construction complex of the Chechen Republic. It is established that in the investment and construction complex of the Chechen Republic, it is necessary to search for such methodological approaches in its development that would minimize the harmful effects of electromagnetic radiation. It is concluded that with the development of information technologies, the life of people, primarily those living in megacities, becomes more comfortable. They become more informed about the methods of a healthy lifestyle, including the use of environmentally friendly products in their life. It is proved that in the coming period, taking into account the high rates of natural population growth in the territory of the Chechen Republic, it will be necessary to ensure high rates of housing commissioning. In order to determine the degree of affordability of housing for the population of the Chechen Republic to establish a system of monitoring ratios to average market housing price and income levels. The Covid-19 pandemic has led to a sharp decline in the level of income of the population, which reduces indicators of housing affordability. It is proved that the measures of the government of the Russian Federation aimed at reducing the mortgage rate to 6.5 % when applying for a mortgage for new construction will significantly increase the housing affordability indicator. The authors conclude that for the breakthrough development of the Russian Federation, it is necessary to create a mechanism for the development of integration processes of investment and construction enterprises and organizations involved in the use of local resources, which would take into account the requirements of modern technologies of "green" growth and would contribute to a steady increase in the quality of the environment of citizens.

The theoretical and methodological approaches to measuring poverty are based on several basic concepts: the concept of basic needs, the concept of multidimensional absolute deprivation, the concept of multidimensional relative deprivation, the concept of poverty in terms of capabilities. In the Russian Federation, the monetary concept of poverty is generally accepted for poverty measurement and assessment. However, the definition of poverty within the monetary concept seems to be insufficient to identify the poor. The article provides some arguments for the necessity to move from the existing monetary concept of poverty. Cluster analysis had shown that the use of monetary concept of poverty leads to the distorted estimates of poverty and makes it impossible to create policies to combat poverty.

The article is dedicated to the overview of new methodological approaches towards the typology of Russian regions developed to support the locality-based decisions at the federal level of governance in order to design and implement the Spatial Development Strategy of the Russian Federation in the long-term. Drawing evidence from several examples illustrating the formation of different regional typologies the authors propose their own one taking into the account the core principles of Russian State Regional Policy and the aims of Spatial Development Strategy which were formulated in its Conception. Giving the current conditions which indicate a necessity for a radical improvement of spatial development governance system, the research proposes a number of criteria towards the typology of Russian regions. The authors propose the measures for the system of criteria for social and economic indicators that can be used to generate homogeneous groups of regions on the basis of subdividing the regions under analysis into corresponding groups within the development of sectoral and industrial or problem focuses typology. For the creation of a structural and sectoral typology of the regions, the indices of the share of specific types of the economic activity in the structure of GDP in the total volume of the shipped goods into the manufacturing plants are used. The results of such a 2D-typology of Russian regions when using a structural, industrial and problem-focused typologies made on the basis of the official statistical data issued by the Rosstat over the period 2014-2016 are provided. The main approaches to their use at the determination of priorities of perspective social and economic development of the regions of the Russian Federation are given.

The article analyzes the specifics of the implementation of volunteer practices in the regions of Russia based on the material of available Internet sources. The authors believe that conducting a psychological and pedagogical study of programs for the implementation of volunteer (volunteer) activities will make it possible to predict the formation of a social institution of volunteering (volunteering) and develop scientifically based recommendations for the application and dissemination of effective practices of volunteering. The purpose of the article is, on the basis of theoretical analysis, to identify and substantiate the current directions for the implementation of volunteer practices and the features of training volunteers on the example of the Tomsk, Sverdlovsk, Chelyabinsk regions and the Krasnoyarsk Territory. Methodology. The research was carried out on the basis of structuring the understanding of volunteer activities in the regions of the Russian Federation through the prism of axiological, system-activity, culturological and project methodological approaches. It is shown that volunteer practices and the work of volunteers themselves are structured on the basis of a combination of these approaches and traditionally fit into extra-curricular activities to a large extent. In conclusion, it is concluded that the implementation of volunteer practices is carried out through a combination of various approaches, therefore it should be considered as a multimodal educational and educational practice. The training of volunteers is structured through a combination of forms of individual, group, collective work, but it is not systemic, which requires the additional development of a set of standardized and validated tools to assess the effectiveness of the results of the implementation of volunteer programs.
