The purpose of this work is to prepare proposals to improve the effectiveness of state strategic planning by increasing the level of validity of the planned and forecast calculations. In modern conditions, the main important directions for ensuring the further development of domestic strategic planning are target management and production regulation. In this work, the following issues have been resolved: 1) As a result of the analysis of methodological approaches to strategic planning in the USSR and Russia, the initial methodological premises were identified and the most expedient area of using the above mechanisms of its development was substantiated; 2) Based on the study and scientific generalization of domestic and foreign research in the field of long-term planning, methodological and methodological foundations for creating its regulatory framework have been developed, including principles, procedures, composition and structure; 3) Proposals have been substantiated for the creation in the Russian Federation of a special ministry - strategic development.

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.

В работе изложены актуальные вопросы, связанные с планируемыми Министерством экономического развития Российской Федерации изменениями в стратегии экономического роста и реформой государственных программ, напрямую затрагивающих производство сложных технических систем. Также рассмотрены контроллинговые задачи научно-исследовательских структур, требующие административной основы, наравне с ранее принятыми решениями по цифровизации управления и его элементов. The paper outlines current issues related to the changes planned by the Ministry of Economic Development of the Russian Federation in the strategy of economic growth, as well as the reform of state programs that directly affect the production of complex technical systems. Besides, it proposes controlling tasks of research structures that require an administrative basis, along with previously adopted decisions on the digitalization of management and its elements.

The article presents a typology of rural areas in the Russian Federation in terms of the level and dynamics of socioeconomic development based on comparative statistical and comparative trend methods of analysis, which the authors have elaborated. Digitalization of society and public life is an objective fact and a challenge for Russia, which is rich in resources and risks. The article provides an assessment of the passport of the national program “Digital economy of the Russian Federation”, which is among the 12 national projects on 12 areas of strategic development, established by the decree of the President of the Russian Federation from 7 May 2018 No. 204 “On the national goals and strategic objectives development of the Russian Federation for the period up to 2024” and contributes to the solution of problems in the field of “Digital economy”. This fact already raises a number of topical questions: “Why is the program included in the list of projects?”, “Why will the national program on the digital economy be implemented within the framework of state programs of the Russian Federation: ‘Information society’ and ‘Economic development and innovative economy’?”, “How much does it contribute to the preservation and development of an integral Russia?”. The authors set a goal — using structural and functional diagnostics to give an expert opinion on the prospects for achieving qualitative and quantitative targets of the national program “Digital economy of the RF” and their value. The methodological key for the examination is the modification of the checklist for system social engineering. The introductory part of the work is devoted to the relationship between the categories of integrity and value, social system engineering, which are important for building the desired social reality, as well as an overview of approaches to social design, its goals and purpose. The main part of the work analyzes the passport of the national program “Digital economy of the RF” from the point of view of its structure, the function of their implementation at the level of state administration, and it also considers the coverage of federal and regional programs and projects of elements of the digital economy in terms of the completeness of significant tasks to be solved. In conclusion, a summary is given in the form of responses to the social engineering checklist: “Are we building a whole?”, “Are we building a valuable entity?” and “Are we building a valuable entity correctly?”.

The high quality of life of the population in rural areas is the key to the safety of the latter. The article discusses the methodology for developing a set of measures to improve the quality of life and testing this technique in a particular locality. To determine possible measures, the current state programs of the Russian Federation, the departmental subprograms included in them, national and federal projects were analyzed. The analysis allowed us to conclude that the main sources of financing of program activities are budgetary funds. Along with them, grant support can be used, as well as funds from investors.

The article is devoted to the substantiation of methodological approaches to the identification and assessment of long-term socially significant effects of state programs of the Russian Federation. In this regard, the domestic methodology and practice of developing and evaluating the effectiveness of state programs of the Russian Federation are subjected to critical analysis. It is stated that in the adopted model of assessing efficiency («as is»), socially significant effects of government programs are assessed indirectly through the program outcomes and indicators, and such an approach significantly reduces the completeness and reliability of the estimates obtained. The proposed model for assessing «how it should be», based on the implementation of the principles, procedures and tools used in the best foreign practice for assessing the effects of state programs, will increase the level of substantiation of the contribution of state programs of the Russian Federation to the socio-economic development of the country, individual industries and spheres of the national economy, human capital. Among the innovations are: differentiation of the concepts of «efficiency» and «effectiveness» of the state program; identification of the entire spectrum of effects (including external and negative) generated by program activities; assessment of the social and economic effects of government programs as additional benefits of the national economy, its individual sectors and spheres, the population in comparison with the so-called «status quo» scenario. During the transition period, it is proposed to use a number of analytical procedures to assess the effects of government programs of the Russian Federation based on the available information and currently adopted methods for their development and effectiveness assessment (on the example of several government programs).
