The article presents a study on the problems of restoring the construction complex of the Chechen Republic, in particular, reducing the attention of investors to the use of "green" technologies. In the course of the study, the authors, based on the use of such methods as a systematic approach, logical analysis, comparative analysis and other methods, proposed a number of methodological approaches that should be used in justifying the development strategy of the investment and construction complex of the Chechen Republic. It is established that in the investment and construction complex of the Chechen Republic, it is necessary to search for such methodological approaches in its development that would minimize the harmful effects of electromagnetic radiation. It is concluded that with the development of information technologies, the life of people, primarily those living in megacities, becomes more comfortable. They become more informed about the methods of a healthy lifestyle, including the use of environmentally friendly products in their life. It is proved that in the coming period, taking into account the high rates of natural population growth in the territory of the Chechen Republic, it will be necessary to ensure high rates of housing commissioning. In order to determine the degree of affordability of housing for the population of the Chechen Republic to establish a system of monitoring ratios to average market housing price and income levels. The Covid-19 pandemic has led to a sharp decline in the level of income of the population, which reduces indicators of housing affordability. It is proved that the measures of the government of the Russian Federation aimed at reducing the mortgage rate to 6.5 % when applying for a mortgage for new construction will significantly increase the housing affordability indicator. The authors conclude that for the breakthrough development of the Russian Federation, it is necessary to create a mechanism for the development of integration processes of investment and construction enterprises and organizations involved in the use of local resources, which would take into account the requirements of modern technologies of "green" growth and would contribute to a steady increase in the quality of the environment of citizens.

The article presents a typology of rural areas in the Russian Federation in terms of the level and dynamics of socioeconomic development based on comparative statistical and comparative trend methods of analysis, which the authors have elaborated. The authors cover methodological approaches, as well as organizational and economic mechanisms of agriculture, which are stipulated in the government program “Integrated Development of Rural Areas” for 2020-2025, and their expected influence on the transformation of types of rural areas, which have arisen in the country.

The works, performed for the last three years at the request of various ministries and departments for decision-making on transition of the Russian Federation to green economy, are considered and critically analysed in the article. The purpose is to formulate the main approaches to the measurement of green economy, the concept of transition, measures for realization, etc. The results, received by the authors of this research, were used within the preparation of the meeting of the State Council, held on December, 27, 2016, and they can become the basis for the development of the scientifically proved Concept of transition of the Russian Federation to green economy and for the preparation of “Methodological recommendations on the inclusion of an ecological component in investment projects of regions in Russia”. The research was carried out on the basis of the Russian practice. However the research materials can be used both by domestic and foreign experts, who are engaged in studying green economy, green growth, green technologies, sustainable development, greening of economy, and for the heads, who are responsible for the economy development.

The purpose of this study was to determine the role of public policy in creating a favorable environment for the development of the national economy and improve social and economic well-being through the creation of a safe and convenient transport structure. Special attention of the authors is drawn to the Decree of the government of the Russian Federation of 22.11.2008 No 1734-R "On the transport strategy of the Russian Federation". The purposeful value of the above mentioned by-law is considered. As an indicator of the quality of transport services "Transport strategy of Russia until 2030", it assumes a steady increase in transport mobility of the population of the Russian Federation, as well as the integration of the Russian transport system into the international one. The results of forecasting of some key indicators of the Transport strategy are presented. Since the implementation of the strategy was actually launched back in 2009, it is already possible to judge the achievement (or, more precisely, the lack of achievement) of the criteria considered. It was found that there was a close link between the quantity of goods carried and the quantity of goods overloaded the net financial result and some other indicators. Feedback was identified between the same trait under study and the wear and tear of fixed assets. Thus, knowing the factors that have a direct impact on the result, you can manage it. And the achievement (or non-achievement) of the target indicators becomes an elective parameter influencing firstly on the variant of the development scenario (basic or innovative), and secondly, on the social and economic situation of the studied region. The main task of the state in the sphere of functioning and development of transport system of Russia.

In this study, we interviewed 295 undergraduate students of the Financial University under the Government of the Russian Federation They were asked to express their opinion on the nature and content of a healthy lifestyle and determine the changes in their health and lifestyle during a pandemic The main results of the research include the following conclusions: frstly, there is no clear understanding of the essence and content of the concept of a healthy lifestyle among students; secondly, students are generally satisfed with the state of their health (physical and psychoemotional), but at the same time they realise that they do not care enough about it; thirdly, the negative impact of the pandemic on the lifestyle of students was expressed in an increase in the number of meals, an increase in the frequency of smoking and consumption of alcohol Using this information, the authors developed several recommendations to improve the University’s social policy in the feld of a healthy lifestyle, according to international experience.

Various forms of Rosstat's participation in the development of the strategic planning system are shown and the forms of its possible participation as it develops are suggested. Situations that arise in the process of developing strategic planning documents at various levels are identified and described, the negative consequences of which cannot be overcome without improving the methodology and methodology of statistics and the development of information technologies. The influence of state programs on the development of statistical observation methodology, as well as on the conceptual aspects and development of classification and coding systems is shown. Some of the proposals for the development of methodological support for statistics may be very timely for the purposes of information support for strategic planning, given the requirements put forward by the government of the Russian Federation for the integration of strategic planning documents at various levels.

On 16—20 May 2021, the All-Russian Library Congress: XXV Anniversary Annual Conference of the Russian Library Association (RLA) was held in the Library Capital of Russia for 2020/2021, Petrozavodsk (Republic of Karelia), with the support of the Ministry of Culture of the Russian Federation and the Government of the Republic of Karelia. The theme of the Congress was “Library 2030: Building the Future Today”. For the first time, this forum was held in a hybrid format, i.e., both offline and online, while all the events were streamed online, which made it possible to expand the audience reach. The strategic goals of the Congress were to identify the main trends in the development of librarianship and to form the image of the library of the future. Consequently, many speakers focused on the pivotal document for the library field “The strategy for the development of librarianship in the Russian Federation until 2030”, approved in 2021. In addition, the participants deliberated the draft of the new professional standard “Specialist in library and information activities”. The plenary and sectional sessions involved the discussions on the development of libraries of various types, the library profession in the modern world, etc. The Congress was accompanied by the XXI Exhibition of publishing products, new information technologies, goods and services, which was also organised in a hybrid format. At the final plenary meeting, the results of the elections of the President of the RLA and the members of the RLA Board for 2021—2024 were announced. M.D. Afanasyev was elected President of the RLA for a second term. One of the important outcomes of the Congress was the adoption at the final plenary session of the RLA normative and advisory act “Methodological recommendations for the formation of basic standards for the provision of public libraries services in the constituent entities of the Russian Federation”. Nizhny Novgorod received the status of the Library Capital of Russia for 2022, and it is going to host the XXVI All-Russian Library Congress next year.

Introduction. The State strategy for the development of a healthy lifestyle of the population defines the goals, objectives and principles of public health policy, but needs to specified in relation to children. Materials and methods. There was an expert and analytical study. Materials of the analysis included Strategy of development of healthy lifestyle for the population by the Ministry of health of Russia and practices of the design of healthy lifestyle intervention for children. Results. The strategy for the formation of healthy lifestyle of the population, prevention, and control of non-communicable diseases for the period up to 2025 include the need to develop and implement measures aimed at the formation of a healthy lifestyle in children and young people; improving the effectiveness of teaching the basics of healthy lifestyle and prevention of non-communicable diseases in the school curriculum; developing and implementing a set of measures to prevent suicide among minors; improving the system of children’s nutrition in educational institutions, conducting applied and fundamental research in the field of public health. The development of children’s healthy lifestyle must be carried out in the course of their education. The introducing students to the problem of the care for their health includes a process of socialization and education, during which the child must receive the knowledge about the process of the development of their body, an interaction with social factors, acquirement skills of caring for their own health and its protection, and being to form an attitude to maintaining a healthy lifestyle. The development of a healthy, physically active lifestyle should begin on the basis of the example set by parents. The formation of a healthy lifestyle of children advanced by the activities of educational institutions included in the Russian network of schools that promote health. Health-promoting school technologies are to be extended to all educational institutions. Presented indices can be used to assess the results of the Strategy and plans for its implementation in the field of the formation of healthy lifestyle. The indices allow choosing the specific programs and projects for the region, municipality, educational organization. Conclusion. The development of a healthy lifestyle of the population should be carried out from childhood based on a special plan taking into account the growth and development patterns of children, their behavior in relation to their own health, and places of residence, approved by the Government of the Russian Federation.

The article is devoted to the analysis of interactive forms of public control over the activities of public authorities in subjects of the Russian Federation and analysis of the main problems of their realization. The author comes to a conclusion that the efficiency of the public control in the interactive forms based on activity of subjects of the Russian Federation on building dialogue with citizens, on the use of modern information technologies, as well as on the willingness of the society to participate in the decision-making for State. The author proposes to continue the work on the automation of the processes of realization of public control, to expand the range of public actions of public authorities in subjects of the Russian Federation, in the case of it is possible to conduct control in interactive forms, to construct mechanisms of monitor the activities of public authorities of subjects of the Russian Federation on the problems solving during the process of public control, to guarantee a opportunity of assessment of the citizens timely "response" of the government on such problems.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.
