The need of education which is properly accommodated in Constitution Number 20 of 2003 about national education System on article 50, verse 3 which mandate that Government and/or Local Government hold at least one educational unit on whole educational level to be developed as school at international level. After 8 year implementation, through Constitution Court session on Tuesday, January 8, 2013, issued a policy about abolition of international based school. Constitution Court has accepted the complaint which is submitted by Coalition against Commercialization of Education. In its consideration, Constitution Court considers that international school in governmental school is on the contrary to UUD 1945. The purpose of this research is to know about the impact of Constitution Court decision (The Abolition of RSBI/SBI Program) in schools and public institutions in this case about student guardian. This research is also expected to be able to give contribution for knowledge and science especially to research policy in education. The method of this research is qualitative research and case study. This research is held in SDN 26 Argamakmur which is one of Pioneering International School (RSBI). This research uses some informants; they are teachers and administration staffs of SDN 26 Argamakmur, student guardians, the officials of education and culture department of North Bengkulu regency and the officials of education and culture department of regional offices and also some policy experts in the field of education. This research finds out some facts that Constitution Court decision about the revocation of RSBI in SD BI 26 Argamakmur causes the result of psychology pressure for teachers as the spearhead of policy implementer. Before this decision published, the teachers who teach in this school have their own pride to teach in this school. Physically, RSBI School in Argamakmur has some facilities such as computer laboratory, Language laboratory, and ICT room. These facilities need high maintenance fund. Therefore, regional government still has responsibilities toward the impact of status alteration of this school. The alteration of status from RSBI school to regular school results on various impact for society especially students guardian. For the parents who have sent their children to RSBI School, there is a pride form the parents toward their children because they have basic skills that aren’t given in other schools. The skills are active English skill and computer skill. Many parents who have their children study in International Standard Primary School (SD BI) feel disappointed since there won’t be written international standard school in their children’s educational certificate. International predicate is considered as a pride for some parents. The steps taken by school have been based on circular letter of education and culture Minister of Indonesia dated January 30, 2013.  Abstrak: Degradasi moralitas kehidupan berbangsa dan bernegara pada kalangan anak-anak remaja (peserta didik) berada pada kondisi yang cukup memprihatinkan. Tergambarkan dari begitu banyaknya permasalahan anak-anak remaja yang kita saksikan, baik secara langsung maupun dari berbagai media. Sebagai tempat pendidikan formal, tentu saja sekolah memiliki peran tersendiri sebagai wadah dalam menempa moralitas dan karakteristik peserta didik. Sekolah memiliki berbagai sumber daya, akan tetapi apakah sumber daya tersebut telah dikelola dengan seksama? Dari latar belakang tersebut, penelitian ini bertujuan untuk menggali, menganalisis dan mendeskripsikan bagaimana manajemen kurikulum berbasis pendidikan karakter diimplementasikan di sekolah. Metode penelitian menggunakan deskriptif dengan pendekatan kualitatif studi kasus. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Selain itu peneliti juga bertindak langsung sebagai key instrument untuk mendapatkan data yang jauh lebih mendalam dan bermakna saat dilapangan dari berbagai sumber yang relevan. Hasil penelitian menunjukkan bahwa fungsi-fungsi dari manajemen kurikulum berperan besar dalam keberhasilan sekolah mencapai visi, misi, tujuan, dan program-program sekolah yang dicanangkan. Salah satu faktor penunjang manajemen kurikulum tersebut adalah sikap dan gaya kepemimpinan kepala sekolah. Sebagai ujung tombak dalam manajemen kurikulum, kepala sekolah mengambil peran yang luar biasa sebagai inspirator, motivator, figur keteladanan, supervisi akademik, dan manajerial bagi segenap elemen yang ada di sekolah. Kata Kunci : Manajemen Kurikulum, Pendidikan Karakter CHARACTER BUILDING BASED CURRICULUM MANAGEMENT AT SEKOLAH DASAR NEGERI UJUNG MENTENG 01 PAGI JAKARTA Abstract: The degradation of the morality of nation and state life among children (learners) is in a fairly apprehensive condition. It has been described by so many problems among children, either directly or from various media. As a place of formal education, of course the school has its own role in forging the morality and characteristics of learners. School has a variety of resources, but has it been carefully managed? From this background, this research aims to analyze, explore and describe how character-based curriculum management is implemented in schools. The research method used is descriptive with qualitative approach of case study. Data collection techniques were conducted through interviews, observations, and documentation studies. In addition, researcher also acts directly as a key instrument when in the field to obtain data which is much more profound and meaningful from various relevant sources. The results show that the functions of curriculum management play major roles in the success of the school to achieve the vision, mission, goals and programs of the school that proclaimed. One of the factors supporting the management of the curriculum is the attitude and style of leadership of the principal. As a spearhead in curriculum management, the principal takes extraordinary roles either as an inspirator, a motivator, an exemplary figure, an academic supervisor, or manager for all elements of the school. Keywords: Curriculum Management, Character Building

An understanding of a school’s culture was essential to quality management. In this study the researchers identified the international school’s culture in Singapore International School (SIS) Palembang, Indonesia and Jerudong International School (JIS) Brunei Darussalam. The approach used in this paper was qualitative, case study. The data were collected by using observation, interview, and documentation. The data were analyzed by using Miles and Huberman’s Model. The results obtained indicate that the school’s culture in SIS was building students’ character such as honesty, sincerity, creativity, compliance with rules and norms. While in JIS, the students should take responsibility for themselves and others. They take the initiative, evaluate the situation in front of them and make decisions accordingly. JIS thrives on mutual respect by working with people from different backgrounds. Keywords: School’s Culture, SIS Palembang, JIS Brunei Darussalam

The purpose of this study is to describe and analyze the implementation of the management of the Kuala Lumpur Indonesian School in detail and thoroughly from the research subjects on the background of the study with existing characteristics. The case in this study is the application of management in the field of education which includes curriculum management, student management (students), personnel/member management, management of educational facilities and infrastructure, financial management, management of school relations with the community, and management of special services. This research uses a phenomenological qualitative approach with a case study design at the Kuala Lumpur Indonesia School located at No. 1, Lorong Tun Ismail, Kuala Lumpur, Malaysia, which consists of elementary, junior high, and high school. Data collection techniques are through observation, interviews, and documentation. Data collection techniques with triangulation, data analysis is inductive, and the results of qualitative research emphasize meaning rather than generalization. Based on the analysis of the data it was found that the supporting factors were that the Kuala Lumpur Indonesian School was already running and giving a good role in the implementation of the cultural diplomacy function in Malaysia and the School Financial Management was running well. When teachers whose contracts have expired and must return to Indonesia while substitute teachers have not yet arrived. In student management there is a problem of residence visas, teaching teachers not in accordance with the educational background result in professional competence.
