MODELING OF THE SOCIAL SYSTEM FOR TAJIK STUDENTS STUDYING IN THE RUSSIAN FEDERATION

Tajik students studying in the Russian Federation can be considered as a social system. Indeed, it is characterized by such universal (common to all social systems) characteristics as complex interrelation and interconitionality of internal processes, emergence, dynamics of social processes, and interconnection with outside environment. There are also a number of specific features of the social system of Tajik students studying at universities of the Russian Federation, namely as a social system. The application of a systematic approach, as well as the principles and concepts of management theory, makes it possible not only to formalize the very concept of the target asset (the social system of Tajik students studying in the Russian Federation), but also to describe its management system. Modeling of the target asset based on a set-theoretic approach was carried out for such difficult-to-formalize characteristics as personal data of Tajik students, data on their educational process, data on employment and obtaining additional professional skills, social and everyday nature data. For this purpose Boolean and linguistic variables are used in the work inter alia. The results obtained in the work of modeling the target asset (the social system of Tajik students studying in the Russian Federation) will subsequently describe not only the process of TS management, but also the specifics of monitoring the achievement of targets for the simulated management system.

The article is focused on the description of the system of control over the social system of foreign students studying in the Russian Federation, which is based on the approaches and methods of control theory. The proposed model of the control system assumes developing the control influence, specification of the output coordinates of the controlled object, including after working out the controlling influence, description of the external environment. There is presented a visual model of the social system control system of Tajik students studying in the RF higher educational institutions and its formalization from the standpoint of a set-theoretic approach. There are described the principles of control by mistake and omission, which allows adjusting the control im-pact on the social system of the foreign students studying in the Russian Federation in order to achieve the targets of the national system of higher education. Managerial decision-making in the field of managing the social system of the foreign students studying in the Russian Federation is based on a process approach. There is proposed a set-theoretic model of control system of foreign students studying in the Russian Federation as a basis for further formalization of the task of con-trol, setting criteria for optimality and corresponding restrictions in the similar social systems. The context diagram of the management process of the developed social system of foreign citizens studying in higher education institutions of the Russian Federation is presented in the IDEF0 nota-tion, which made it possible to concretize the features of the process of its management. The pro-spects for further development of control processes in the analyzed social system are associated with the formalization of the control task. The directions of further scientific groundwork for repli-cating the grounds of the control theory to related organizational systems are determined.

Using the methods of systematic and comparativ e analysis, the article systematized the tasks, main stages and participants in the transport security process, analyzed the role of the transport infrastructure stakeholders in this process, and formulated the functional structure of the activity of the transport infrastructure stakeholder in the form of an appropriate scheme in the framework of ensuring transport security. The main component of the transport security management system is determined. The results of the study, in addition to development of the existing methodological apparatus in the field of transport security, can be used in the following areas: in organizing the process of managing transport security of transport infrastructure facilities and vehicles of various types of transport, in the educational process of higher and secondary educational institutions, as well as educational process of specialized training centers for training of specialists in the field of transport security. The results of the study may also be of interest to officials responsible for ensuring transport security, especially in such companies as JSC Russian Railways, PJSC Aeroflot and State Unitary Enterprise Moscow Metro, which are the largest stakeholders of transport infrastructure in the Russian Federation.

The paper provides a methodological and methodical study of creation of a federal risk management system in the sphere of economics at the federal level (further - FRMS) provided for in a number of normative and concept selection documents recently accepted in the Russian Federation in order to organize and a regulate the activities for ensuring economic security of the Russian Federation. The study offers an evidence-based methodological basis for the creation of the FRMS with the use of modern approaches to the analysis of complex organizational systems. The research takes a system and vital methodological approaches and is based on the theory of development, the theory of management, and risk management practices of economic entities. The study states the methodological approach to the creation and functioning of the FRMS in concordance with “The strategy of economic security of the Russian Federation until 2030”. The authors identify the main characteristics of a national risk management system which features a higher level of complexity as compared to a corporation, a variety of terms and factors of existence and development, and a wider range of challenges, threats and risks as well as objectives and thus a wider range of operational values, criteria and sustainable development and efficiency indicators. The paper provides the bases for the realization of the purposes and functions of the FRMS and details its objectives. The article describes the methodological platform of the FRMS formation. The realization of the suggested methodology requires the involvement of subject matter specialists in various areas of knowledge and design - social systems, institutional approach to social and economic management, modeling of social objects, organizational systems, information and conceptual modeling, macroeconomics, information technologies, cognitive science and expert systems. The realization of the system requires the development of a road map and standard legal support, particularly, the statutorization of tasks and functions of national and economic security provision in the local acts regulating the activity of FSRM subjects - public authorities.

The features and educational requirements of the industrial and postindustrial societies are discussed. It is noted, that for a difficult period - the transition to a postindustrial society for the successful solution of the emerging problems, especially educational ones, it is necessary to use a synergetic and systemic approaches, taking into account the information properties of social systems and to consider a person as a «particle» (quantum) of a social system possessing both discrete (biomechanical) and continuous (field) properties. Two models of the innovative education, the social significance of the educational sphere and the goals and objectives of the innovative educational process, taking into account modern requirements and the future of Russia, are considered.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.
