The prominent role of the public administration is a key aspect to understand why and how Milan became the “Italian city of expositions” since the national unification, in 1861. The municipality has indeed being taking a set of initiatives for promoting a strong and shared growth, along with various stakeholders in the local community. As a result of this policy Milan has become a benchmark in national and international markets, providing an ideal environment for successful events that highlighted both the industrial progress of the city and its leading role in strategic planning for innovative projects. Thus Milan has been considered as the ‘moral capital’ of Italy, an inspiring example for the whole nation and, furthermore, as a world metropolis. The National Exposition of 1881, the International Expo of 1906, the «Fiera Campionaria», the annual conventions and expositions for professionals, along with Expo 2015 are just a few examples of its reputation of excellence that lives on through the ages.

The processes that took place in the public life of our country at those stages of its historical development, when the issue of preserving the Ukrainian statehood, were of great interest in the context of the implementation of the “decentralization” reform and the growing role of local self-government in modern Ukraine. In this context, the issues of participation of the Ukrainian intellectuals in the work of local self-government bodies (“Ukrainian subsidiary administrations”) during the difficult period of the German-fascist occupation of the territory of Ukraine in 1941-1944 are of current relevance. In the first weeks of the war with the Soviet Union, the fascist leadership decisively eliminated all attempts by Ukrainian nationalists to recreate the Ukrainian state in any form. The occupied territories were artificially divided into several administrative territorial units. On August 20, 1941, the Reich Commissariat of Ukraine was formed, which included ten occupied regions of Ukraine, including Dnipropetrovsk. On the initiative of P.T. Sokolovsky, The “Committee of Managing Propagandists” was established in the city and solemnly celebrated the second anniversary of “liberation” of Dnepropetrovsk “from the Bolsheviks” on August 25, 1943. The views of P.T. Sokolovsky were shared by many of his subordinates. Propaganda of the ideas of the new totalitarian ideology certainly met the requirements of the occupying power. Analyzing the article, we can conclude that the activities of the local intellectuals in the “Ukrainian Supplementary Authority” of Dnepropetrovsk were fully subordinated to the economic needs of the occupiers. However, the city government resolved the issues of social security of the population, preservation of the infrastructure and economic objects of the city by serving the occupying power. That is why the study of the positive aspects of the participation of the intellectuals in the work of the city government of Dnepropetrovsk in the complex historical period of 1941–1943 is a prospect for further investigation of this problem.

The article highlights and analyses the attitude of the public of the city of Kherson and Kherson Governorate to the events of 1917–1918, including the period of activity of the Ukrainian Central Rada, the attempt to fight for power by the Provisional Government and the Bolsheviks’ resistance to the process of becoming Ukrainian forces. Attention is paid to the characteristics of the meetings, congresses of the region, which were aimed at demonstrating the attitude of the political forces and local authorities of the Kherson region to the main state-political acts of the period — the Universals of the Central Rada and the reaction to the Temporary Instruction to the General Secretariat of the Provisional Government in Ukraine. During the mentioned period, the Kherson District Meetings, the Regional Congress of Farmers and the Provincial Ukrainian National Congress were held. In general, representatives of these meetings supported the Central Rada and the autonomy of Ukraine. The opposition to the Ukrainian issue was the Kherson Revolutionary Council, the Council of Rural Deputies of the Kherson province, negatively held the Ukrainian congresses, and also opposed the broad representation of national minorities at these meetings. Attention is drawn to the political activity of the city community, in particular, the city government, as well as officials authorized by heads of public institutions of the city. The main directions of activity of national Ukrainian forces are described: Unions of Ukrainian national organizations, “Ukrainian House”, which later became “Enlightenment” and others. It is noted that the Kherson public supported the activities of the Central Rada, demanded the inclusion of the Governorate under the jurisdiction of the General Secretariat, opposing the Provisional Instruction of the Provisional Government. The Ukrainian forces of the Kherson province were at the organizational stage of activity.

Nowadays, several international tourist destinations are dealing with overtourism, which means a series of malfunctions concerning activity segregation (often, located in historical centres), discomfort for the local community and even for tourists, due to extended visiting hours, etc. In the same context, in a number of cities, local authorities came up with coping strategies regarding the management of tourist flow during travelling seasons and measures to avoid overcrowding on tourist attraction areas. We started our research with the purpose of validating the hypothesis according to which the city of Cluj-Napoca is confronting an intense travelling phenomenon and its consequences upon the citizens. In order to achieve this goal, a double social inquiry was considered, aiming at, on one hand, tourist perception of overtourism in the city of Cluj-Napoca (50 validated questionnaires), and citizen opinion in what regards tourist behaviour in Cluj-Napoca (166 validated questionnaires), on the other hand. The results of the research pointed out the following: a high interest in Cluj-Napoca tourist attractions, especially the ones located downtown; a tendency towards overtourism in the month of August, due to summer events, as well as overcrowded areas throughout the historical centre; the role of local administration in promoting the city of Cluj-Napoca as a travel destination; an everyday better image of the city as a destination for worldwide tourists etc.

This article analyzes the activities of non-profit organizations (NPO) based on a sociological survey of 709 residents of the city Vladimir, held in 2018. Its specific goal is to study a wide range of citizens’ ideas about the role of non-profit organizations in solving the problems of the local community. The research method is a questionnaire survey. The citizens of Vladimir are well informed about NPOs and evaluate their activities very high. In the process of the study, the demand for the population of various fields of NGO activity was assessed. The results show that there is a serious contradiction between the demand for NPO areas of activity in the representations of the population, on the one hand, and the real needs of deprived groups of the population. In particular, such a socially vulnerable group of the population as persons without a fixed place of residence is considered as worthy of NPOs’ attention only by 16.6% of respondents. Almost as rarely mentioned are unemployed. An even smaller place among the priority target groups belongs to military personnel and members of their families, entrepreneurs, business representatives, homeowners, women, migrants, and representatives of national minorities, as well prisoners. The majority considers NPOs to be the operators of governmental social policy financed by state-corporations and state budget. Only the minority thinks that NPOs must protect private, economic, and political rights. Respondents are very pessimistic towards willingness of their compatriots to participate in solving the problems of local community. The author concludes that, according to the ideas of the city residents surveyed, a number of significant deprived groups of the population find themselves outside the field of activity of NPOs, which, in principle, makes it difficult to reduce the state of social exclusion of these groups. Recommendations are provided on the need for active outreach among the population about the goals and opportunities of NPOs, which should be addressed by similar organizations themselves.
