Abstract Analysis of road traffic accidents revealed that most accidents are as a result of drivers’ errors. Over the years, active safety systems (ASS) were devised in vehicle to reduce the high level of road accidents, caused by human errors, leading to death and injuries. This study however evaluated the impacts of ASS inclusions into vehicles in Nigeria road transportation network. The objectives was to measure how ASS contributed to making driving safer and enhanced transport safety. Road accident data were collected, for a period of eleven years, from Lagos State Ministry of Economic Planning and Budget, Central Office of Statistics. Quantitative analysis of the retrospective accident was conducted by computing the proportion of yearly number of vehicles involved in road accident to the total number of vehicles for each year. Results of the analysis showed that the proportion of vehicles involved in road accidents decreased from 16 in 1996 to 0.89 in 2006, the injured persons reduced from 15.58 in 1998 to 0.3 in 2006 and the death rate diminished from 4.45 in 1998 to 0.1 in 2006. These represented 94.4 %, 95 % and 95 % improvement respectively on road traffic safety. It can therefore be concluded that the inclusions of ASS into design of modern vehicles had improved road safety in Nigeria automotive industry.

Early traffic safety campaigns through populist healthy transportation is a government program mandated in Article 203 of Law 22/2009 concerning traffic and road transportation, aimed at reducing the density of traffic flow, minimizing accident rates in adolescents or since early, and reduce air pollution caused by motorized vehicles through populist healthy transportation, including Bikes to School, Walk to School, Bike to Work, and Walk to Work. The campaign was carried out based on police data which stated that school-age students accounted for the largest number of accidents and traffic congestion in Cimahi City. Objectiveity this campaign is to design a traffic safety campaign media early on through effective and efficient public transportation. The design of this data collection was using the Mix Method research method, which was conducting interviews with the Headquarters of the Cimahi Police Satlasa Task Force and Cimahi SMAN 1 students, also distributing questionnaires to Cimahi 1 High School students. The campaign program has not been maximally implemented, both in media and technical implementation, so that it has not been effective in reducing the level of traffic density and traffic accidents by students in Cimahi City.

This research supports the design of a program to improve traffic safety by the Padang City Transportation Department. This program is an effort made by the Department of Transportation to replace the number of traffic accidents that are felt to be very high. Efforts in the future are directed at countermeasures that support efforts to foster, improve, regulate and enforce the law. This program is guided by Law Number 22 Year 2009 Concerning Traffic and Road Transportation Safety and Security Culture. This study used descriptive qualitative method. Data collection techniques used were interviews and documentation. The results showed how the implementation of the traffic safety improvement program conducted by the Padang City Transportation Office has not been going well. It can be seen from the meeting that the objectives of this program have not been successful because the number of accidents in the City of Padang has increased, the acquisition of resources in the implementation of this program has not well approved because the specified budget and human resources from the Padang City Transportation Office are still classified as inadequate because the demands from the Transportation Office are very large for the Padang City area. The internal process in the implementation program has been well approved in the process of communication between employees and a high commitment in managing transportation in the city of Padang. Strategic constituency satisfaction has not been well approved because it involves community participation in program implementation and self-safety.

AbstractCOVID-19 has affected every sector of our society, among which human mobility is taking a dramatic change due to quarantine and social distancing. We investigate the impact of the pandemic and subsequent mobility changes on road traffic safety. Using traffic accident data from the city of Los Angeles and New York City, we find that the impact is not merely a blunt reduction in traffic and accidents; rather, (1) the proportion of accidents unexpectedly increases for “Hispanic” and “Male” groups; (2) the “hot spots” of accidents have shifted in both time and space and are likely moved from higher-income areas (e.g., Hollywood and Lower Manhattan) to lower-income areas (e.g., southern LA and southern Brooklyn); (3) the severity level of accidents decreases with the number of accidents regardless of transportation modes. Understanding those variations of traffic accidents not only sheds a light on the heterogeneous impact of COVID-19 across demographic and geographic factors, but also helps policymakers and planners design more effective safety policies and interventions during critical conditions such as the pandemic.

The groups of participants of the pedestrian and automobile flows, whose actions cause the greatest danger to the occurrence of conflict situations in the zone of unregulated transition, are identified. The factors determining the likelihood of a traffic accident at an unregulated transition are systematized, for which probability estimates of the occurrence of road traffic accidents are calculated. As an estimated parameter, the hazard coefficient of a conflict point of an unregulated transition is proposed, which is determined by the ratio of the probability of a traffic accident in the real-time hourly interval to the average annual probability of a traffic accident reduced to the hourly interval. The dependences of the hazard ratio of an unregulated transition are established on the most significant factors: the speed mode of transport in the area before the transition and the state of the road surface.

The problems discussed in this study are efforts to tackle traffic accidents by law enforcers in the Blora Police Law Area and the application of Act No. 22 Of 2009 On Road Traffic and Transportation to accident rates in the Blora Police Law Area. The approach method used is sociological juridical, descriptive analytical research specifications. The data used are primary data and secondary data. Data collection methods are field studies and library studies. The data analysis method uses qualitative analysis. As a knife analysis, crime prevention theory and law enforcement theory are used. The results of the research show that the handling of traffic accidents by law enforcers in the Blora Police Law Area is carried out through preventive and repressive measures. Preventive efforts are carried out through routine patrol activities, zebra operations, counseling at schools and in the community and installing biilboard warning signs in accident-prone areas. The repressive effort is carried out through a series of investigative actions against traffic accidents which are guided by applicable laws and regulations. The application of Act No. 22 Of 2009 On Traffic and Road Transportation towards accident rates in the Blora Police Law Area is not optimal. The accident rate is still relatively high from year to year despite various efforts have been carried out. This is due to the lack of public awareness and legal culture of the community which does not support the programs implemented by the Blora Police Law Area in reducing the level of traffic accidents. Keywords: Implementation; Countermeasures; Traffic Accidents.
