The article considers the main and significant works of the people's artist of the Russian Federation G. G. Gazimagomedov, which characterize his ornamental art in a new perspective, through the prism of innovative forms and traditional heritage of the Avars. The author attempts to give an artistic analysis of these works, examines the applied innovative technological techniques and types of ornamental trends in the modern decorative and applied art of Dagestan.

This article discusses the famous works of the national artist of the Russian Federation G. G. Gazimagomedov, characterizing his ornamental art in a new perspective, through complex formations taken from the traditional material culture of the Avars. The author made an attempt to cover present an artistic of the works of the applied artist, to identify the artistic style and direction in the modern ornamental Untsukul art of notching and inlay. Systematization and analysis of the ornamental notch of G. Gazimagomedov allowed us to get acquainted with the variety of different compositions. The artist in his works uses Arabic calligraphy and ancient Avar sustainable “nakish-ishans” (ornaments). The return to the folk origins contributes significantly to the development of traditional Untsukul art.

This article is dedicates to the relevant topic of using manipulative technique – the so-called political spectacle, which is implemented via the method of substituted governance/participation. The authors give a new perspective on the concept developed by the U.S. sociologists; introduce the category of dichotomy “governance/participation”; expose the essence of the revival of conservative sociocultural values. Comparative analysis is conducted on the political processes that take place in the United States and the Russian Federation. The article determines their common and specific features, which reveal the factors of accelerated modernization in the United States and factors that impede such processes in the Russian Federation. In conclusion, the author makes recommendations aimed at overcoming Russia's stagnation in this regard. The acquired materials are valuable for the experts in the field of international relations, political scientists, cultural anthropologists, sociologists, as well as anyone interested in improvement of Russia–United States relations. Multiple Russian and foreign research are dedicated to the revival of the traditional forms of governance in modern Russia, as well as in the entire post-Soviet space, which distorts the fundamental elements of democracy. However, this is the first research on examination of the traditional form of governance and its application to modern realities in the context of political spectacle, introduced into sociology by the American scientist Murray Edelman. An attempt was made to apply M. Edelman’s methodology in the conditions of Russian reality; carry out a comparative analysis of the  political processes, functionality of the  institutions, political culture of the Russian and American societies; and offer the ways of overcoming difficulties and issues related to transition of the modern Russian society to a higher level of modernization development.

The article examines the problem of interaction between an investigator and a lawyer from a new perspective — professional ethics. The methodological basis is the method of behavioral research in law. The empirical basis of the study is the results of a survey of employees of the Investigative Committee of the Russian Federation on ethics in the interaction of investigators and lawyers. The article examines the reasons for unethical behavior of lawyers in relation to investigators, and offers recommendations for preventing such behavior.

Multiple digital portals of government branches and commercial structures, as well as social networks give a new perspective on the topical issues of socioeconomic development. This trend also includes digital platforms of government branches and business structures that ensure state expenditure management. The subject of this research is the state expenditures reflected in the portal of the Accounts Chamber of the Russian Federation. The author generalizes the content of information featured on the aggregator portal of the Accounts Chamber of the Russian Federation pertaining to state finances. Analysis is conducted on the number of the completed state contracts in accordance with the level of governance and varied ranges of value of such contracts. The article considers the regions with highest rating by share of “internal” contracts and the dynamics of monthly allocation of state subsidies. Analysis is also conducted on the number of contracts, subsidies, controllers and recipients of budgetary funds, as well as national projects budgeting of the Russian Federation. The established system of structurization of state expenditures indicates the existing in Russia architecture of formation of budgetary and extrabudgetary financing system of state obligations and national development projects. Various digital platforms of government branches necessary for managing state resources and that allow analyzing their require a certain consolidation of methodological and processing bases for assessing the efficiency of allocation of budgetary and extrabudgetary expenditures of the country. Such platforms should contribute to finding optimal ways for centralization and decentralization of budget resources, develop the channels for transfer of state funds that allow budget savings, increase the effectiveness of state control, and prevent excessive use within the system of state administration. The conclusions are reduced to the need for consolidation of methodological and processing bases for effective assessment of the usage of budgetary and extrabudgetary expenditures of the country.

The article contains an analysis of the principles of decor and the peculiarity of the artistic style of ornamental notches with metal on wood - one of the most significant types of crafts in Dagestan. The sources and stages of development of this type of craft to the level of professional art are traced. On the example of the work of the national artist of the Russian Federation, Gamzat Gazimagomedov, the importance of professionalizing an art notch with metal on wood in the preservation of this type of folk art is shown. Consideration of the most significant works of G. Gazimagomeddov in the context of the traditional Untsukul ornamental notch art and decorative arts of the Russian Federation as a whole made it possible to identify the stylistic features of the compositional construction of the Avar ornamental notch art in the artist’s works, to present his artistic contribution as a treasury of the decorative and applied art of the Russian Federation and Dagestan, and in solving practical problems of preserving and developing the national x art crafts of the country.

The subject of this research is the structural characteristics of the Constitution of the Russian Federation from the perspective of cross-disciplinary institutional approach. The author describes the peculiarities of application of institutional and neo-institutional methods of analysis in political science and jurisprudence. Two main vectors in application of methodology of institutional analysis in the constitutional-legal research are proposed: internal constitutional analysis of the branch of Russia’s constitutional law; and external institutional analysis, the object field of which includes interaction of the constitution with external environment of public authority and public policy. The author provides arguments for existence of institutional imbalance in the Constitution of the Russian Federation, which is substantiated by historical conditions and complexity of the state structure. Scientific novelty of the article is defined by application of cross-disciplinary methodology of institutional analysis towards studying structural specificity of the Constitution of the Russian Federation. Peculiarities of implementation of institutional analysis in political scientific and constitutional-legal research are revealed, which opens a new perspective upon correlation between various constitutional norms and institutions contained in the main law of Russia. The examples of institutional imbalance of the Constitution of the Russian Federation are demonstrated: a qualitatively and quantitatively complex model of federative structure; recognition by the Constitution of limited sovereignty of the republics as the constituent entities of the Russian Federation; entrenchment of a broad list of constitutional rights and freedoms without elaboration of the more effective mechanism of their implementation; imbalance between the rights and responsibilities; division of powers between central government and regional governments; absence of sufficient guaranteed of the system of local self-governance, etc. It is noted that to a certain extent, the ongoing constitutional reform eliminates the institutional imbalance of the Constitution of the Russian Federation, and the work in this direction should be continued.

The article presents the author's analysis on the basis of the analysis of the activities of investigators and other persons involved in the investigation of crimes algorithm of actions when reporting the crime provided by Article 193 of the Criminal Code of the Russian Federation, both at the stage before the initiation of a criminal case, and after its initiation. Author's explanations are given on the grounds, reasons and grounds for the detection by the operational units of the crime related to violations of the rules of repatriation of funds. A typical list of activities that need to be carried out by the investigator during the verification of the report of a crime, established at the stage of criminal proceedings, is presented. The findings of the paper should allow a new perspective on some aspects of the forensics research facility.

The results of the work to create a complex of high-precision hardware for the unit of length reproduction and transferring carried out at “D. I. Mendeleyev Institute for Metrology (VNIIM)” are represented. This complex will serve as the basis for the further development of the reference base of the Russian Federation in the field of length measurements and will allow reproduction of the unit of length at two wavelengths of 633 nm and 532 nm, as well as measurements of the wavelength of laser sources in vacuum in the range from 500 to 1050 nm.
