The coastal areas of Indonesia are rich of natural resources. However, the resources have not been utilized optimally due to several factors, including the low quality of human resources. People who live in coastal areas generally live with low economic conditions as indicated by high incidence of poverty in this region. The economic activity of population who lives in coastal areas, particularly fishermen, depends on the utilization of the natural resources with low technology and limitation of capital. To improve the quality of human resources and reduce poverty in coastal areas, various community empowerment programs have been conducted. This article aims to examine the achievement of community empowerment programs and its challenge to achieve the program goals in Mapur Island, one of coastal area in Bintan Regency. The data used for this study are baseline studies of socio-economic aspects of coral reefs in Mapur Village conducted by PPK-LIPI in 2005 and 2015. The results shows that after a decade of community development programs implemented in the island of Mapur, the economic conditions of the population has improved as indicated by the increase of household income. Sources of income for the population also become more varying since economic opportunities open up more in the field of trade, services and transportation as a result of the development programs in coastal areas. However, the condition of human resources as indicated by educational level has not achieved the expected results. The education level of the population does not show significant changes over a decade. School dropout rates are quite high and the majority of the population only completed elementary school.

Abstract Background Hearing loss is quite prevalent and can be related to people’s quality of life. To our knowledge, there are limited studies assessing the efficacy of hearing interventions on quality of life in adults. Therefore, we aim to conduct a randomized controlled trial (RCT) to determine the impact and cost-effectiveness of community-based hearing rehabilitation on quality of life among Chinese adults with hearing loss. Methods/design In this two-arm feasibility study, participants aged 16 and above with some degree of hearing loss (n = 464) will be recruited from Linyi City, Shandong Province. They are randomly assigned to the treatment group or the control group. Those in the treatment group are prescribed with hearing aids, while those in the control group receive no intervention. Reinstruction in use of devices is provided for the treatment group during booster visits held 12 months post-randomization or unscheduled interim visits when necessary. Data are collected at baseline and the follow-up 20 months later. The primary outcome is changes in quality of life over a 20-month study period. Secondary outcomes include sub-dimensions in quality of life, physical functioning, chronic diseases, cognitive function, depression, social support, hospitalizations, falls, and healthcare costs. Finally, we will evaluate whether hearing aids intervention is cost-effective to apply in a large scale. Discussion The trial is designed to evaluate the impact and cost-effectiveness of a community-based rehabilitation intervention on quality of life among Chinese adults with hearing loss. We hope that it would help improve the well-being for Chinese adults and provide references in policy and practice for China and other countries. Trial registration Chinese Clinical Trial Registry ChiCTR1900024739. Registered on 26 July 2019.

A growing number of urban interventions, such as culture-led regeneration strategies, has emerged alongside growing awareness of the concept of re-urbanization. These interventions evolve to create a holistic urban vision, with aims to promote social cohesion and strengthen local identity as opposed to traditional goals of measuring the economic impact of new cultural developments. Szczecin’s, Poland urban strategy is focused on the expansion of culture—a condition for improving the quality of life and increasing the city’s attractiveness. This article assesses the potential for re-urbanization of Szczecin’s flagship cultural developments. Questionnaire surveys and qualitative research methods were used to assess the characteristics that distinguish cultural projects in the formal, location-related, functional, and symbolic layers, as well as examining their social perception. The results show that the strength of these indicators of urbanscape identity affects how the cultural developments are assessed by the society. Semiotic coherence and functional complexity of the structures have a significant impact on the sense of identification, while their monumentality and exposure contribute to the assessment of the impact on their surroundings. A development with a firm identity, embedded in the city’s tradition not only preserves the cultural heritage of the city but also makes inhabitants feel association with the new project.

ABSTRACT                    Local Excellence (KL) is a process and realization of increasing the value of a regional potential so that it becomes a product /service or other work of high value, is unique and has a comparative advantage. The quality of the process and the realization of local excellence is greatly influenced by the available resources, which are better known as 7 M, namely Man, Money, Machine, Material, Method, Marketing and Management. The concept of developing local excellence is inspired by various potentials, namely the potential of natural resources (SDA), human resources (HR), geographical, cultural and historical. Natural resources (SDA) are the potential contained in the earth, water, and aerospace that can be utilized for various life purposes. Human resources (HR) are defined as humans with all the potential they have that can be utilized and developed to become social creatures that are adaptive and transformative and able to utilize the natural potential around them in a balanced and sustainable way. Geographic objects include, among others, formal objects and material objects. Culture is attitude, while the source of attitude is culture. Local excellence in historical concepts is historical potential in the form of relics of ancient objects and traditions that are still preserved today.
