Challenges of Federalism in Somalia: The Perspectives and Opportunities.

This study aimed to explore the challenges of federalism in Somalia. The perspectives and opportunities. After two years of comparative analysis in Kenya, Somalia picked interest in federalism as a way forward for developing the country in 2004 with the aid of international community. The establishment of Somali federalism began in 2012, with President Hassan Sheikh and his Ministry of the Interior had successfully established four Regional states, namely: Galmudug, Hirshabeelle, South West and Jubba land, while Puntland and Somali land had already been established and administered their own affairs. Unlike other federal system in the world, Somalia has adopted a federal system in order to meet the needs of the clans. <div>The study used both qualitative and quantitative methods to evaluate the research questions, so the findings of the study revealed that the majority of respondents had a negative attitude towards the opportunities of federalism in Somalia, while they had a positive attitude towards the challenges. The study found that, challenges faced by federalism in Somalia were higher than the opportunities afforded by federalism.<div><br></div></div>

The pardon is an act of mercy, tied to the divine right of kings. Why did New York retain this mode of discretionary justice after the Revolution? And how did the advent of the penitentiary and the introduction of parole transform governors’ use of their prerogative? This book answers these questions by mining previously unexplored evidence held in official pardon registers, clemency case files, reports of prisoner aid associations, and parole hearing records. This is the first work of history to analyze mercy and parole through the same lens, as related but distinct forms of discretionary decision making. It draws on governors’ public papers and private correspondence to probe their approach to clemency, and it uses qualitative and quantitative methods to profile petitions for mercy, highlighting controversial cases that stirred public debate. Political pressure to render the use of discretion more certain and less personal grew stronger over the nineteenth century, peaking during state constitutional conventions, and it reached its height in the Progressive Era. Yet, New York’s legislators left the power to pardon in the governor’s hands, where it remains today. Unlike previous works that describe parole as the successor to the pardon, this book argues that reliance upon and faith in discretion has proven remarkably resilient, even in the state that led the world toward penal modernity.

Museum as one of the tourist attraction that has its own potential as a window to the world through a collection - a collection of cultural relics and historical form. Yogyakarta as a city of culture and history has such appeal through Sonobudoyo, this museum is a museum that has the most complete collection in Yogyakarta, (data Directorate of Preservation of Cultural Heritage and Museums Kemendikbud RI, 2014). Currently Sonobudoyo optimally not yet felt its role as a museum. It is based because Sonobudoyo in performance has not run optimally. So, we need studies that affect the performance of Sonobudoyo This study aims to determine the existing condition Sonobudoyo performance. From these results we can measure the extent of the influence of branding and packaging of the performance of the museum. The cultural community a child grows up in is arguably the most important influence in a child’s development. Culture and context should be incorporated into every research program in human development in our field. Ecocultural theory links structural and environmental conditions to the cultural learning environments of children and the everyday routines and activities that shape behavior and the minds of children. To do this, we require strong mixed methods, designs, samples, and analytical approaches. The world certainly is not linear, additive, and decontextualized, although for analytical purposes we can usefully model the world as if it were. This chapter discusses five research programs that use ecocultural models and integrate qualitative and quantitative methods: rural-urban migration and effects on parenting and children’s development in Kenya; sibling caretaking; countercultural families and children in California; families with children with disabilities in California; and interventions to support working poor families in Wisconsin.

The article examines the current situation in comparative politics as part of general political science. The author concludes that the fundamental problems in this discipline are due to a simplified understanding of theory and methodology. In its theoretical dimension, political science lags behind the post-non-classical picture of the world, which combines randomness and necessity, reversibility and irreversibility, linearity and nonlinearity, dynamism and stability, and so on. At methodological level, the shortened understanding of methodology as a science of methods is prevailing, not as a way of exploring a subject by placing it in a broad meta-context. Regarding the tools, the irrelevance of opposing qualitative and quantitative methods and of reducing the whole range of quantitative methods to their specific categories is emphasized. Nevertheless, the forecast for the further development of comparative studies is positive, as diligent “laboratory” work is being done in many fields.

As a public building, the Campus 1 of UPGRIS requires to comply with the accessibility for all (including the diffabled people). Yet, the current condition causes the diffable people unable to access the facilities of the building, which means they are not capable of doing their activities on their own. How should we determine the condition? and how should be advise to retrofit?. The purpose of this reasearch is to identify and analyse the need of diffabled people facilities in campus 1 UPGRIS which have multiple factor. Qualitative and quantitative methods are used in the process of analyzing the problem through comparative analysis according to the regulation, hereinafter a scoring analysis will be held quantitatively to determine the priority of the problem. Commonly the dimension of the doors which width less than 80 cm, so the wheelchair can't go through the room. The conclusion for all building, is not prepared well for the diffable people acting independently.

The theory of employee engagement is part of human resources management nowadays as it is a key to the success of companies around the world. Innovative institutions seek to understand the employees to increase their engagement, job satisfaction, and productivity that lead to more profitability for company. This study is about the critical investigation on the impact of employee’s engagement to employee’s productivity in the Ministry of Commerce and Industry (MOCI)-Oman. This study has applied the descriptive research design using both qualitative and quantitative methods. Managers and employees in the Ministry were interviewed to understand in depth the impression of employees about their engagement in the Ministry. The results revealed that most of the employees are not engaged at MOCI. The recommendation aimed at providing an effective employee engagement framework for the ministry’s culture that suits the nature of the employees. This study can be used as well by other government sectors that follow the same approach as the Ministry of Trade and Industry (MOCI) to increase the overall level of employee engagement.

The research aims to identify the problems and seek for possible solutions in e-reading context from a systematic discussion that is supported by more than 50 relevant references. The definitions of the problem have been presented. Numbers of research questions are asked prior to the methodologies. The importance and differences of qualitative and quantitative methods are addressed. Meanwhile, ethical issues and their benefits and risks are discussed and explained. Finally, the research framework is proposed as guidance for the near future research actions.

Indonesia is one of the largest multicultural countries in the world. This reality can be seen through the diverse and extensive socio-cultural and geographical conditions. This study aims to investigate the implementation of the Inside-Outside Circle (IOC) instructional model for the multicultural education. This research used qualitative and quantitative methods. Methods of data collection using observation, interviews and literature study. The results showed that multicultural education can be used as a strategic instrument to develop awareness of one's pride in one's ethnic group. Multicultural education is also very relevant to a pluralistic society such as Indonesia, which emphasizes an understanding of multi-ethnicity, multi-religion, and multiculturalism which requires a new construction of justice, equality and a democratic society. The application of integrative multicultural education can use a cooperative learning model, namely the Inside-Outside Circle (IOC) linstructional model and the application of multicultural education in an integrated curriculum with other subjects such as in the Sociology Education program.
