The paper deals with strategic issues of creating promising products and conducting research and development work from the point of view of an enterprise planning to produce integrated production automation tools.One of the main goals of the manufacturer of integrated automation tools is to enter the international market. The most important condition for achieving this goal is the presence of its own integrated and regular architecture of the relevant application systems, which provides the possibility of integrating newly created products and the results of research and development work as part of a planned automated system. Thus, we are talking about creating a wide family of products that are compatible at the conceptual, architectural, and hardware-software levels.The proposed approach will allow for significant savings in capital investment in the development of new products and systems due to the comparative ease of integration of previously developed products.

The object of research is aviation electronics. The purpose of the work is to develop algorithms for modeling mechanical processes in aviation electronics for the subsequent implementation of a prototype of a software and methodological complex for creating digital twins of aviation electronics. The work was carried out under contract № 91GS1CTS10-D5/61789 dated September 23, 2020 on the provision of a grant for conducting research and development work on the topic «Development of a prototype of a software and methodological complex for creating digital twins of aviation electronics and its testing» with the Federal State budgetary institution «Fund for Assistance to the Development of Small Enterprises in the Scientific and Technical Sphere».

The presented article studies the issues of accounting the results of research and development work in the institutions of the penal system. The purpose of the study is to refer to the official scientific and technical information of the penal system as an object of legal regulation. The scientific and practical significance of the work lies in its subsequent applicability in the legal regulation of activities in organizations. The research is based on the empirical method of cognition. The descriptive method of normative legal documents regulating the scientific activity in the penal system is used. The authors of the article summarize the need to create a unified database of research and development activities in the Service. The practical value of the materials presented in this article lies in the possibility of creating on their basis a single database for accounting the results of intellectual activity. Internal accounting of scientific and technical documentation will optimize the planning and control of research and development work, increase the volume of implemented developments, and expand the opportunities for exchange of experience. The creation of a departmental automated system operating on the basis of quantitative indicators, as a result, will help to improve the quality of scientific support and the efficiency of the entire penitentiary system. The work purpose consists in the efficiency increase of automated system operation for industrial enterprise resource protection at the expense of the optimization of authentication method application, in particular, biometric one. To achieve the purpose it is necessary to solve the problem of efficient joint use of modern authentication methods, particularly, a static and dynamic biometric authentication. But biometric methods are most expensive from the point of view of their realization. In this connection, within the limits of the paper there is carried out the analysis of modern methods of biological authentication from the point of view of a special order of introduction and joint use. In the paper there is shown a classification of static and dynamic methods for biometric authentication, an example of method combination in the authentication module is presented, there are considered and analyzed the latest methods, in particular, those based on DNA investigations, thermograms of a face and hands (static), gestures (dynamic). The work novelty consists in the presented diagram of authentication module operation. As a conclusion it should be noted that modern authentication systems offer the application of a complex approach: use both biometric methods and other ones for authentication in modules, in particular, based on secret knowledge and material carrier possession. The approach mentioned will allow minimizing the errors of the first and the second kinds, increasing a general level of safety.

Year on year, one can observe an increase in the use of addictive substances. This leads to occurring the problem of addiction as well as the use of psychoactive substances as a serious hazard to road users. The Regulation of the Minister of Health on agents acting similarly to alcohol and the conditions and manner of conducting research on their presence in the human body, requires adequate benchmarks for performing these tests. An importantfactor, from consultative point of view, is the knowledge of the chemical structure of substances belonging to different groups of drugs of abuse, their metabolic transformations that occur in the body as well as their influence on the body. This is to aid in the proper interpretation of the results of the analytical tests.

Analysis of the main trends in the development of the market for higher education services, affecting the transformation of university financing models, shows that improving the quality of educational services in Russian universities directly depends on an increase in the share of revenues received from research and development, as well as the ability of universities to present the results of their research and development in the form of a complete product from a marketing point of view and build a competent strategy for promoting innovations in the market. In the context of creating a long-term strategy for increasing the competitive advantages of leading universities, the author pays special attention to Project 5–100 of the Ministry of Education and Science of the Russian Federation, the purpose of which is to maximize the competitive position of a group of leading Russian universities in the global market of educational services and research programs. It is noted that university funding comes from various sources, while budgetary revenues dominate the structure of income, and the reduction in budgetary provision significantly affects the financial condition of Russian universities. The author comes to the conclusion that the forms and mechanisms of financial management of universities and research organizations are not strictly regulated, they independently choose the sources of funding.
