The Russian rulers seeker to establish the  military-political supremacy of the Russian Empire in Turkestan and begun the mass migration of orthodox population who could be the reliable support to the Russian army in the area. The immigrants were settled in privileged conditions that served as the good basis for the establishment of colonial rules of governing. The have envisaged the plan of transforming the territory of Turkestan to the comfortable military-strategik base.

We describe the features of the reserve replenishment formation of the Russian army at the expense of soldiers’ children in the 19th century. We reveal the historical and legal aspects of the social and class status of the “military class” representatives descendants: soldiers’ children, recruits of soldiers’ children. Born in the recruits families and lower ranks during the service period in the Russian army, either retired, soldiers on indefinite leave and disabled veterans, the soldiers’ children had a special social and legal position in the class structure of Russian society, which are specifically regulated, as the legislative and enforcement practices in the capitals and provinces in the Russian Empire in the 19th century. The involvement of a fairly wide range of archival sources and published materials allowed to conduct the reconstruction of both the existing legal regulation and the actual social parameters of the “military offspring” in the armed forces. We also reveal the aspects of education of military cantonists in special military educational insti-tutions and similar military units (military orphan units, training battalions and companies, carabinieri regiments) reflected in the primary archival documents and legislative acts, social and legal, class and everyday conflicts and trends that determined the life and fate of “military chil-dren”. We clarify statistical errors in the calculation of the military class representatives – soldiers’ children – in the Russian province. We give a detailed historiographical study assessment of the legal status of cantonists and recruits of soldiers’ children, as well as identifying research gaps in the works of domestic and foreign historians. We made conclusions about the prospects of the sci-entific problems study by domestic historians, as well as the presence of primary archival docu-ments that need to be introduced into scientific circulation. It is proved that the category of “sol-diers’ children” was the most important component of the Russian armed forces combat capability formation, allowing to prepare a significant reserve. We also show the prospects of the cantonists transformation into professional soldiers, as well as their role in the military history of the Russian Empire in the considered chronological period.

The article analyses the features of the development of agriculture in Russia at the end of the 19th century - the beginning of the 20th century. The paper studies and considers attempts to solve the agrarian issue in the specified period. The study considers the course and results of the reform of 1861, as well as economic reforms of the beginning of the 20th century. The author gives an assessment of these reforms, as well as the situation of the peasantry made by the leading economists of that time: N.D. Kondrat'ev, S.L. Maslov, A.V. Peshekhonov, A.V. Chayanov, and also analyses the measures aimed at alleviating the situation of the peasantry and solving the agrarian problems of that period. The research paper also presents a comparative analysis of the consequences of the 1861 reform, its impact on the solution of the agrarian issue in different parts of the Russian Empire, in particular in Poland after the Polish Uprising of 1863.

Provincial politics in the Russian Empire depended on the personality of the emperor, his views and worldview. During the years of Paul’s Government an extreme form of centralization has been established in the activities of the State apparatus. With the arrival of Emperor Alexander I, there was, in our opinion, a symbolic removal of the distance between the supreme power and its military support, which, in fact, removed obstacles to the spontaneous inclusion of the military in political activity in the next fluctuations of this monarch’s line.

Рассматривается проблема влияния идеологической концепции панславизма на систему отношений великих держав и малых акторов в Балканском регионе начала ХХ века. Дается взгляд на теорию панславизма как явления мировой общественно-политической мысли, зародившегося в XIX веке и представляющего собой многосоставное и неопределенное понятие, наполнявшееся различным смыслом отдельными теоретиками. Особое внимание уделяется чертам русского панславизма как одного из ответвлений данного течения, наиболее актуального в рамках общественно-политического дискурса поздней Российской империи. Указывается на влияние на русский панславистский дискурс следующих основных факторов: актуальных задач балканской политики России, образов «братьев-славян», формировавшихся в русском общественно-политическом сознании в XIX — начале ХХ века, и связанной с данным образом метафоры «славянской взаимности»; развитие и усиление популярности в России к рубежу XIX–XX веков идей славянофилов. Приводится анализ постепенного проникновения элементов панславистского дискурса из комплекса идей поздних славянофилов, в частности на основе работ и речей В. И. Ламанского, в тексты официального характера (планы, донесения, аналитические записки) Генерального штаба (Главного штаба) Российской империи в начале ХХ века, посвященные вопросам русского военного и политического влияния в системе международных отношений на Балканах начала ХХ века. Делается вывод об особенностях данного идеологического проникновения панславистской концепции в ее взаимодействии с образом «малых» южнославянских народов в сознание подданных Российской империи, с мифом о «братьях-славянах», об актуальной политической обстановке, в которой находилась Россия. The article traces the influence of the ideology of Pan-Slavism on the interaction of major and minor countries in the Balkans in the early 20th century. Pan-Slavism is treated as a social and political philosophy which originated in the 19th century to become a versatile and heterogeneous concept, which is differently interpreted by different theoreticians. The article focuses on Russian Pan-Slavism as a variety of this philosophy typical of social and political discourse of the late Russian Empire. The article highlights the great influence exerted upon Russian Pan-Slavism by the following factors: Russian objectives in the Balkans, the idea of Slavic fraternity, the popularity of Slavophilism in Russia at the turn of the 19th — 20th centuries. The article analyzes the process of gradual penetration of Pan-Slavic ideas shared by late Slavophiles, V. I. Lamansky in particular, into official texts (plans, reports, analytical notes) issued by the General Headquarters of the Russian Empire in the early 20th century and devoted to the discussion of Russian military and political influence on the system of international relations in the Balkans in the early 20th century. The author focuses on the peculiarities of the Pan-Slavic penetration and the image of Southern Slavs in the Russian Empire. The author also focuses on the idea of Slavic fraternity and the political situation in Russia.

The post-reform period in the Russian Empire laid down new principles for the organization and functioning of regional statistical services. Since the second half of the 19th century, the demand for statistical data had increased significantly. De jure and de facto, the Ural Statistical Committee dates back to 1896. Beginning in 1900, all military statistics were transferred to the committee. In connection with the increased load on the committee from the military capital, the regional statistical center was allocated an allowance of 1,500 rubles, and the total budget was 4,000 rubles. All the activities of the committee are represented by the implementation of mandatory statistical work and the socio-cultural study of the region. In 1901, the Ural Committee developed and introduced agricultural cards for collecting information about the industry under study and the systematic formation of data. In 1910, the committee conducted a survey of the property and occupations of the population. The Ural Statistical Committee paid special attention to “optional” works, most of which were devoted to the life and occupations of the population.

The article examines the key problems of the history of Chinese emigration to Russia from the middle of the 19th century to the beginning of the 20th century. It is shown, that, for a number of reasons, the Russian Empire became one of the important channels of emigration from the late Qing Empire. The conclusion is substantiated, that, in the presence of political migrants, for example, from among the Dungan rebels, the main reason for attracting a large number of Chinese to Russia was purely economic, not political factors.

The article presents publications of the late 19th – early20th centuries, in which museum materials of Ukrainian originare studied and published. This refers to museum catalogs,albums and reports. The purpose of this article is to trace thedynamics of the use of these publications in scientific researchof colleagues during the late 19th – early 21th centuries. Theproposed analysis proved the fact that museographicpublications have acted an important role in scientificresearch for a long time, starting from the moment they werepublished until the present time. It was also found that as ahistorical source, museography was emphasized in threedirections: the basis for conclusions about historical facts; thefoundation for the protection of objects of history and museumresearch; and for museum attribution work. The context of theuse of museum publications has changed. In the 19th century,they were used to show the development of museums in thesouth of the Russian Empire. In the Soviet period, "prerevolutionary" museum publications were perceived as tracesof "bourgeois science." Modern researchers consider museumcatalogs, albums, reports of the late 19th – early 20th centuries as one of the aspects of themanifestation of the process of national revival in Ukraine at the frontier of the century. It was alsonoted that at the end of the 19th and throughout the 20th century, publications of archaeologicalcollections were more popular, especially materials found in the south of Ukraine. In the 21st century,the attention of researchers was attracted by materials from the period of the Cossacks. In general,there was a stable interest in Ukrainian museum publications of the late 19th – early 20th centuries.

The article analyses the military themes present in Russian paintings of the 19th century. The battle paintings under discussion underlined the heroism of the tsarist soldiers who participated in the multiple campaigns that Russia fought on land and at sea. They also glorified the governing elites for expanding the territory of the state. At the same time, the most important message conveyed through the canvases, which were commissioned most often by Russia’s rulers, was the might of the Russian Empire.

The subject. The law of emphyteusis was studied in the Russian Empire in the middle of 19th – beginning of 20th century due to practical significance. The interest in this subject began to revive at the beginning of the 21st century, the first few publications appeared, but they were mostly replicas of Imperial period studies. The law of emphyteusis in Russia before the middle of the 19th century is not researched sufficiently. The purpose of the study is to confirm or disprove hypothesis that the law of emphyteusis was initially implemented in the system of Russian law as a legislative institution, but since the middle of the 19th century it has acquired the status of a local legal custom. The Russian state, having preserved the former system of civil law (the Lithuanian Statute) in the Western lands annexed from Lithuania and Poland, created the basis for the formation of a different system of legal awareness among a part of the population, thereby consolidating the dichotomy of the Empire and the Western provinces. Since the issue of land ownership is a key issue for feudal society, the law of emphyteusis is the most striking example of the split in the unity of the legal system of the Russian state. The methodology. The study is based on a combination of formal-legal and historical-legal methods: the methods of historicism, synchronous and diachronic comparison allow us to get an idea of the socio-political conditions in which the law of emphyteusis was formed and functioned. The main results, scope of application. The institute of emphyteusis (Latin – сensus, German – zins, Polish – czynsz) was formed on the basis of the reception of Roman and Byzantine law in the feudal law of a number of European States. Emphyteusis comes to the PolishLithuanian lands as an element of German law. The article describes the socio-political processes in the territories annexed by Russia from the Polish-Lithuanian Commonwealth, where the right of emphyteusis was preserved in the middle of 17th - first half of the 19th century as a local civil law under the Lithuanian Statute system. After the abolition of the Statute of Lithuania (1840) an emphyteusis preserved as a regional legal custom. The analysis of legislation and law enforcement practice on the issue of emphyteusis on the borderlands of the Russian state is carried out. The ineffectiveness of the state policy on the elimination of emphyteusis is noted. Conclusions. The revealed specifics of the development of emphyteusis in the Russian Empire are extremely poorly studied, although they indicate far-reaching consequences in the system of forming the legal consciousness of Russian, Ukrainian, Belarusian, Jewish (Ashkenazi) and other peoples.
