The purpose of this study was to identify the internal and external factors associated with the implementation of the organization's policies. It was an applied-descriptive study conducted through a survey method using a questionnaire. For the purpose of this study, after reviewing the literature and theoretical foundations, we tried to identify the most important internal and external factors affecting optimal policy implementation. Therefore, seven factors and their indices were selected based on frequency and importance. In the form of seven hypotheses, the relationship between these factors and optimized policy implementation was evaluated. The statistical population included 120 employees of the Department of Natural Resources and Watershed Management of Khorasan Razavi province. The sample size was calculated using the Morgan formula to be 92 people. Regarding the fact that the policy implementation had an abnormal distribution, the nonparametric single t-test was used to test the hypotheses. The results indicated a positive and significant relationship between all internal and external organizational factors identified by optimal policy implementation in the organization.

The competence of farmers in cultivating comprises the accuracy of using production inputs, appropriate cultivation techniques, marketing of production, good administrative, and ability of using information technology.  This study aims to analyze internal and external factors affecting farmers' competence and formulate strategic priorities in improving the competence of rice farmers. The research used a survey method located in Gunung Toar District, Kuantan Singingi Regency of Riau Province withnumber of sample of 50 rice farmers. The data source came from primary data and secondary data. Data were analyzed using SWOT and QSPM analysis. The results showed that the internal factors owned by farmers were the ability to use efficient marketing channels (strengths) and the use of communication tools that were still limited (weaknesses). While the external factors were the existence of government policies on food security (opportunities) and fluctuating production selling prices (threats). Through the IFE and EFE matrices, strategic positions are obtained in the ST strategy quadrant. QSPM assessment on the strategy of building cooperation with marketers as a permanent consumer is an alternative priority strategy to improve farmers' competence.

ABSTRACTThe Management of Parking Lanscape in the Tourist Destination of Ceking, Sub-District of Tegallalang, Gianyar Regency, Province of Bali.This study aims to Know the parking area management system implemented in Heritage Ceking terms of the Landscape Architecture and analyze the factors that affect the maintenance of parking area attractions skinny. The method used in this research is survey method with interview techniques (interviews), techniques for distributing questionnaires and observation techniques (observation). Data sought is the primary and secondary data. Primary data in this study were obtained from internal interviews (worker object Ceking Travel, landowners and visitors). Secondary data were obtained from the Internet and books or other reference is the village of Tegallalang profile. The results showed that the management system is applied to the parking area manager Heritage Ceking during the past year, namely by forming BPOWC (Object Travel Agency business Ceking), shelter under Pekraman Tegallalang village. Standard operating procedures (SOP) management of Heritage Ceking governed by an organizational structure through Paruman between BPOWC with Pekraman Tegallalang village. Factors affecting the maintenance of parking areas at Heritage Ceking including internal and external factors. Internal factors including site conditions, operational management of the landscape, such as the management of the park, hard materials and planning by managers. External factors include the user's perception of the existence Heritage Area Parking Ceking including specification (beauty, cleanliness, garden arrangement, crop conditions, the condition of the hard material, comfort and safety). Hasil pengelolaan Area Parkir Obyek Wisata Ceking tergolong baik dengan skor rata-rata 69,3%, sesuai dengan Skala Lekert.

Media is one of the platforms for delivering information to an audience. The role of media plays in framing issues is very important when it can impact how an audience thinks. Therefore, this article analyses frame construction by focusing on by-election news. The study using semi-structured interviews with journalists was done to explain how the internal and external factors affecting journalists in the newsroom affected the framing of the by-elections news in Malaysia. The informants for this face-to-face interview are Malaysian media practitioners, print journalists (Utusan Malaysia and Daily News) from different backgrounds, roles, and experiences in political journalism. Three informants from Daily News and three informants from Utusan Malaysia. The interviewer is an experienced journalist who reports on the news of a by-election or general election has been interviewed. The results show that there are internal and external factors that influence journalists in the construction of news frames. However, there is a dominant factor affecting the framing of the by-elections in Malaysia, namely journalist education. Journalist education plays an important role in providing insight into delivering news reports to audiences. Specializing in the field of journalism, it has an impact on news writing as well as brings journalist thinking into the selection of themes, news directions, and resources, although internal organizational factors and external factors influence news production.

ABSTRACT PERFORMANCE EVALUATION OF THE FIELD FARM EDUCATOR IN PINELENG DISTRICT PINELENG OF MINAHASA REGENCY. The purpose of this study was to determine the performance of field farm educator and to know the success of the field farm educator at Pineleng district of Minahasa regency. Respondents were applied by survey method at 1 supervisor, 4 field farm educators and 30 selected  farmers as targets of counseling. Data were collected by interview, observation and documentation. Sources of data were including primary data in the form of extension internal program, age, education, experience, and the number of dependent family. External extension factors were involving  infrastruc-ture, government policies, the intensity of illumination, and the distance of field farm educator residence. The second primary data were taken regarding the indicators of appraisal extension educator office. Secondary data were obtained from agencies associated with this study, such as the BP3K office of the Pineleng district and Pineleng district office. Data analysis was using qualitative deskriprif. The analysis showed that the internal and external factors affecting one to each other of the performance of the field farm extension of educators. Extension performance appraisal done by superiors to field farm educator assessment itself indicated good category. This good category indicated that from nine assessment indicators, seven of them were done by field farm educators. Field farm educators were not optimal in doing extension because the compiled program did not reach the target. In conclusion internal and external factors influencing the extension performance of field farm educators, in the judgment of superiors are in accordance with the duties and functions of each field farm educator. On the basis of this study, the result of the extension was not optimal because more farmers did not participate and achieve in extension and the planned program objectives of the field farm educators.

Farmers participation is crucial for succeeding in the implementation of agricultural insurance in Indonesia. The purposes of this research are analyzing farmers' form and level of participation and also identifying some factors affecting farmer’s participation in agricultural insurance. The research was conducted in Curug Bitung Village, District of Nanggung, Bogor Regency involving 40 respondents. Primary data includes farmers characteristics, farmers participation form and farmers participation level as program beneficiaries. The data were processed using multivariable linear regression test. The results showed that the intensity of communication, age, education level, income level and length of stay did not significantly affect the participation level of farmers whose majority were at the level of no participation. Non-compliance occurs during program implementation. The form of participation shown by farmers in the program is varied.Keywords:  agricultural insurance, internal and external factors, farmers' participation ABSTRAK Partisipasi petani menjadi hal yang penting dalam rangka menyukseskan penerapan asuransi pertanian di Indonesia. Tujuan penelitian ini adalah menganalisis bentuk dan tingkat partisipasi petani dalam asuransi pertanian serta mengidentifikasi faktor-faktor yang memengaruhi partisipasi petani dalam program asuransi pertanian. Penelitian dilakukan di Desa Curug Bitung, Kecamatan Nanggung, Kabupaten Bogor dengan melibatkan 40 responden. Data primer meliputi karakteristik petani, bentuk partisipasi petani dan tingkat partisipasi petani penerima program. Data diolah menggunakan uji regresi linier multivariable. Hasil penelitian menunjukkan intensitas komunikasi, usia, tingkat pendidikan, tingkat pendapatan dan lama tinggal tidak berpengaruh secara signifikan terhadap tingkat partisipasi petani yang  mayoritas berada pada tingkatan tidak ada partisipasi. Ketidaksesuaian banyak terjadi selama penyelenggaraan program. Adapun bentuk partisipasi yang ditunjukkan petani dalam program bervariasi.Kata kunci: asuransi pertanian, faktor internal-eksternal, partisipasi petani

The Covid-19 Pandemic has hurt the beverage outlets' sales. This study investigates the strength of the internal and external factors that influenced sales in the online platforms of hype drinks. Thus, the study focused on the adaptation strategy to improve the sales in the online platform of hype drinks under environmentally-health pressures. The approach was mixed-method by obtaining the data through questionnaires, interviews, and observation. The participant in this study was consumer, employee, and owner.  Data analysis is conducted under the SWOT analysis that has four steps in presenting the data. The finding concluded that internal and external factors positively impacted the business strategy to increase online sales of beverage outlets by riding the wave of hype among customers.

This study aims to examine and analyze the factors affecting income tax revenues with tax compliance as an intervening variable. The study consists of three independent variables that tax penalties, the service tax authorities, and awareness of the taxpayer. While this research is tied in income tax revenues and intervening variable is tax compliance.This study used purpose sampling technique and survey method with questionnaires in collecting data. Respondent were sampled in this study is an individual taxpayer who performs is 120 respondent in Semarang. Research data analysis using multiple analysis with the path analysis.The results showed that the variable tax penalties and service tax authorities an effect on tax compliance, awareness taxpayer has no effect on tax compliance, tax penalties, awareness of taxpayers and taxpayer compliance effect on income tax revenue, the service tax authorities had no effect on tax revenue income. Tax compliance successfully mediate the relationship between the variables of service tax authorities against income tax revenue. Tax compliance  not successfully mediate the relationship between the tax penalties and awareness taxpayer against income tax revenue.

The article deals with internal and external factors affecting the tourism industry in Russia as well as the ways of its promotion and development. The authors analyze decrease in sales in the tourism industry at the present period; the situation with provision of tourism services during the pandemic is identified and justified; the negative effects of the crisis are revealed. The authors also point out and present positive factors, which stimulate travel and tourism, including hotel business, catering, as well as resort business; the possibility of finding new ways to promote tourism industry is justified. The authors also analyze the main measures of tourism industry’s state support. The article considers dominant areas affecting the development of domestic tourism. The authors assess main aspects contributing to the development of event tourism. Conditions for the development of sports and event tourism are investigated and discussed; special features of tourism industry stimulation during the pandemic are presented. The authors consider and justify the possibility of restoring the tourist market.

This study aims to determine the participation rate of Women Farmers Group members in implementing the Pekarangan Pangan Lestari program in Kendari City and analyze the relationship between the participation rate with internal and external factors of Women Farmers Group members in the Pekarangan Pangan Lestari program. The research was conducted in June-July 2021. The population in this study was 53 members of the Women Farmers Group. Using the census method, 53 group members were obtained as research samples. The variables of this research are the participation rate, internal factors, and external factors. Data analysis used descriptive statistical analysis through the Likert scale measuring tools and Spearman Rank correlation. The results showed that the participation rate of Women Farmers Group members in implementing the Pekarangan Pangan Lestari program was the Seruni Women Farmers Group was in the medium category, and the Mekopoaso Women Farmers Group was in the high sort. The relation between the participation rate with internal and external factors of the Women Farmers Group members in the Pekarangan Pangan Lestari is the participation rate obtained which is significantly related to internal factors, namely the level of education and type of work, and external factors, namely the availability of agricultural tools and facilities.
