The phenomenon of agricultural land conversion in Namlea subdistrict becomes a problem when the number of productive land is increasingly reduced and affects land availability for agricultural production. Research was conducted to describe the conversion of agricultural land and its utilization in Namlea subdistrict. The research site focuses on Namlea District Buru Regency with consideration of the availability of the number of agricultural land that is less than other districts in Buru Regency. The number of informant interviewed as many as 40 people consisting of land owners, farmers, business owners and village apparatus. Analytical techniques used to follow the concept of Miles and Huberman where activities in the analysis of qualitative data are conducted interactively and continuously to find saturation in data processing. The results showed that the reduction of farmland in Namlea district was due to the conversion of land for various activities including housing and development of the Trade Center. In addition, the use of converted land is caused by the system of personal ownership that is secured by the Government through the right to building or proprietary rights but has not fully set the long-term oriented land utilization pattern.

Abstrak -Konversi lahan adalah perubahan fungsi sebagian atau seluruh kawasan lahan dari fungsinya semula menjadi fungsi lain yang menjadi dampak negatif terhadap lingkungan dan potensi lahan itu sendiri. Tujuan dari penelitian ini yaitu untuk mengetahui dampak konversi lahan pertanian sawah terhadap pendapatan pemilik lahan serta regulasi Pemerintah Kabupaten Aceh Tamiang dalam menangani kasus konversi lahan.Metode analisis yang digunakan dalam penelitian ini adalah deskriptif kualitatif dan kuantitatif. Berdasarkan hasil penelitian menunjukkan bahwa pemilik lahan mengalami dampak penurunan dan kenaikan pendapatan sebelum dan sesudah konversi, terdapat 6 orang yang mengalami kenaikan pendapatan dan 10 orang yang mengalami penurunan pendapatan serta  masih belum adanya regulasi khusus dari Pemerintah Kabupaten Aceh Tamiang dalam menangani kasus konversi lahan. Kata Kunci: Konversi Lahan, Dampak Konversi, dan Regulasi Pemerintah.  Abstract –Land conversion is a change in the function of some or all of the land area of the original function into other functions that become negative environmental impact and potential of the land itself. The purpose of this study is to determine the impact of the conversion of agricultural land of the revenue paddy land owners as well as the regulation of the Government of Aceh Tamiang in handling cases of land conversion. The analytical methods used in this research are descriptive qualitative and quantitative. Based on the results of the research showed us that the land owners affected by the decrease and increase revenues before and after conversion, there are 6 people who experienced an increase in revenue and 10 people who experienced a decline in income and yet their specific regulations of the Government of Aceh Tamiang in handling cases of land conversion. Keywords: Land Conversion, Conversion Impact, and government regulation.

<p><strong>English</strong><br />The objective of this paper is to provide a comprehensive information on performance development and problems associated with land resource utilisation and its future management perspective. The coverage of discussion to identify such objectives could be divided as follows: (1) perception and concept of land resource, (2) the development of land resource, (3) the importance of land resource, (4) land resource and agricultural production stability, and (5) discussion on policy alternatives to overcome land resource problems. Some important findings could be described as follows: (1) various concepts and ideas on land resource have led to a thought that land resource has social, economic, political values, and a symbol at a certain level as a production factor in agricultural sector, (2) land resource development has changed land resource institutions, land fragmentation, land transfer to other non-agricultural utilization, land value improvement, and polarization and absentee practices, (3) various development activities has reflected the importance of land resource and the highly competitiveness of land utilization in line to the importance of each activity and each sector, (4) acting as a stabilizer in agricultural production, the land resource has faced many problems both in current time or in the future especially those associated with agricultural land degradation reducing land fertileness that ended in marginal land accumulation, in the mean time, food-self sufficiency should be continuously maintained, (5) although all problems on land affairs have been arranged in the UUPA since September 1960; Keppres No. 53/1989 or Keppres No. 33/1990, the problems continually appeared. In this regard, governor, based on Permendagri No. 15/1975, as an officer authorized to issue land utility permit, should launched policies which are very much expected to harmonize the central and local requests, the government and the people, agricultural and nonagricultural sectors, or individual/group requests and the society's needs on land resource.</p><p> </p><p><strong>Indonesian</strong><br />Tulisan ini bertujuan untuk memberikan informasi tentang perkembangan keragaan dan permasalahan pemanfaatan sumberdaya lahan serta perspektif penanganannya di masa datang. Identifikasi ke arah tersebut dilakukan melalui beberapa subpokok bahasan yang meliputi : (1) persepsi dan konsepsi terhadap sumberdaya lahan, (2) perkembangan sumberdaya lahan berdasarkan waktu, (3) kepentingan terhadap sumberdaya lahan, (4) sumberdaya lahan dan stabilitas produksi pertanian, dan (5) pemikiran terhadap kebijaksanaan dalam mengatasi permasalahan sumberdaya lahan. Beberapa temuan penting yang perlu dikemukakan adalah : (1) beragamnya konsep serta pandangan sumberdaya lahan dalam arti luas memberikan gambaran bahwa sumberdaya lahan mempunyai fungsi sosial ekonomi, politik, serta simbol status tertentu selain sebagai faktor produksi di sektor pertanian, (2) perkembangan sumberdaya lahan berdasarkan waktu telah membawa perubahan terhadap kelembagaan sumberdaya lahan dengan adanya kegiatan fragmentasi lahan, alih fungsi lahan pertanian ke nonpertanian, peningkatan nilai lahan, terjadinya polarisasi ataupun praktek-praktek absentee, (3) adanya berbagai kegiatan pembangunan menjadikan sumber daya lahan sebagai asset yang cukup penting, sehingga terjadi persaingan penggunaan yang cukup meningkat sesuai dengan kepentingan antar aktivitas maupun antar sektoral, (4) sebagai stabilisator bagi produksi pertanian, sumberdaya lahan dihadapkan pada persoalan yang cukup berat baik saat ini dan juga di masa yang akan datang terutama dengan meningkatnya degradasi lahan pertanian, penyusutan lahan produktif yang digantikan dengan lahan marjinal, sementara kebutuhan akan swasembada pangan tetap harus dipertahankan, (5) walaupun secara yuridis permasalahan pertanahan telah diatur dalam UUPA sejak September 1960, Keppres No.53/1989 ataupun Keppres No.33/1990, persoalan mengenai lahan tetap meningkat. Untuk itu kebijaksanaan dari gubernur sebagai pejabat yang berwenang dalam pemberian izin penggunaan lahan sesuai dengan keputusan Permendagri No.15 Tahun 1975 sangat diharapkan sekaligus mampu menselaraskan perbedaan kepentingan antara pusat dengan daerah, penguasa dengan rakyat, sektor pertanian dengan nonpertanian, ataupun kepentingan individu/golongan dengan masyarakat luas terhadap kebutuhan sumberdaya lahan.</p>

AbstractBrazil safeguards a vast network of parks and reserves, termed conservation units. The creation of conservation units follows a rigorous legal protocol that grants them long-term stability under varying degrees of formal protection against land-use change. Degazettement, downsizing or downgrading any conservation unit requires a law to be passed. Recent shifts in Brazilian conservation policy have, however, favoured infrastructure projects and agricultural land conversion, even when these initiatives are in direct conflict with established conservation units. Several bills have been proposed by the National Congress, threatening 27 conservation units and bringing the long-term political stability and legal immunity of hitherto sacrosanct reserves into serious question.

Drought is the most significant natural phenomenon that affects the agriculture of northern Mexico. The more drought-prone areas in Mexico fall in the northern half of the country, in the states of Chihuahua, Coahuila, Durango, Zacatecas, and Aguascalientes (figure 10.1). The north-central states form part of the Altiplanicie Mexicana and account for 30.7% of the national territory of 1,959,248 km2. This area is characterized by dry and semidry climates (Garcia, 1981) and recurrent drought periods. The climate of Mexico varies from very dry to subhumid. Very dry climate covers 21%, dry climate covers 28%, and temperate subhumid and hot subhumid climates prevail in 21% and 23% of the national territory, respectively. About 20 years ago, almost 75% of Mexico’s agricultural land was rainfed, and only 25% irrigated (Toledo et al., 1985), making the ratio of rainfed to irrigated area equal to 3. However, for the northern states this ratio was 3.5 during the 1990–98 period (table 10.1). Because of higher percentage of rain-fed agriculture, drought is a common phenomenon in this region, which has turned thousands of hectares of land into desert. Though the government has built dams, reservoirs, and other irrigation systems to alleviate drought effects, rain-fed agriculture (or dryland farming) remains the major form of cultivation in Mexico. In Mexico, there is no standard definition for agricultural drought. However, the Comisión Nacional del Agua (CNA; i.e., National Water Commission), which is a federal agency responsible for making water policies, has coined its own definition for drought. This agency determines whether a particular region has been affected by drought, by studying rainfall records collected from the national climatic network. The national climatic network is spread throughout the country and is managed by the Servicio Meteorológico Nacional (SMN; i.e., National Meteorological Services). The CNA determines, for a municipal region, if the rainfall is equal to or less than one standard deviation from the long-term mean over a time period of two or more consecutive months. If it is, then the secretary of state declares drought for the region.

Market-based tools are first suggested in the 1960s considering how society could achieve long-term reductions in pollution without causing an undue burden on the economy. Instead of the government imposes controls (i.e., limiting the right to pollute), market incentives governed by economic principles could be used to guide individual players’ behavior. One of the strategies is to let polluters reallocate the pollution they generate among themselves, or in other words, they decide who actually does the pollution abatement. Those with high costs pollute more (abate less) and those with low costs pollute less (abate more). This type of reallocating through trading could save large amounts of money.

ABSTRACT Agricultural land has an important role as a medium to increase the income, standard of living, and welfare of farmers within. This study aims to 1) analyze the factors that influence the motivation of farmers in converting paddy fields, 2) analyze the social and economic impacts of land conversion in Subak Petangan, North Denpasar District. This research was carried out in the Subak Petangan Denpasar Utara which was chosen using  census with a population of 40 farm owner. The main instruments used in the data collection is questionnaires. Data analysis techniques used are factor analysis method and quantitative qualitative analysis. The study showed that land conversion are affected by internal and external factors. Internal factors are formed by the number of family member, level of education, life necessities (Maslow's hierarchy of needs), income from agricultural product. External factors are formed by lifestyle indicators, interest of the younger generation for farming, access to land management, availability of water irrigation. The sosial impact of land conversion are hampered on irrigation channels, the emergence of conflicts between farmers and owners of settlements, deterioration of cultural values in Subak Petangan, North Denpasar District and the economy impact are decreases in food source. All parties including the government as well as the subak member should be able to control and develop program or regulation to repress the land conversion's rate. Sosialy and economically, land conversion in Subak Petangan generate bad impact on the environment and culture around Subak Petangan rice field area.

According to the results of 2020, in the rating of the subjects of the Russian Federation for the production of gross agricultural output, the Republic of Bashkortostan came in 6th place and 2nd in the Volga Federal District. The long-term leadership of the republic in terms of the development of the agro-industrial complex is largely explained by the presence of large areas of agricultural land (more than 7.2 million hectares), sufficient labor resources and relatively favorable soil and climatic conditions for the development of many branches of agriculture. However, in the XXI century, without the introduction of agro-innovations and the development of high-tech agriculture, processing industry, an effective system for the sale of manufactured products, it is becoming increasingly problematic to ensure the long-term competitiveness of the agro-industrial complex of the region both at the All-Russian and global levels. Current trends in the development of agribusiness in the world and in our country clearly show the priority of using the latest achievements of scientific and technological progress and significant investments in new agricultural technologies at the regional level in order to ensure high quality products and compete with domestic and foreign companies. Within the framework of this study, the need to improve the interaction of agribusiness with the scientific and educational sphere and the formation of the regional innovation infrastructure of the agro-industrial complex in the Republic of Bashkortostan with the coordinating role of the Ufa Federal Research Center of the Russian Academy of Sciences and the Government of the Republic of Bashkortostan is actualized. The authors conducted a comprehensive analysis of the key problems in the creation of a regional agro-industrial scientific and production cluster in the Republic of Bashkortostan and outlined priorities in its development.

The needs for added value of agricultural products is increasing, both in the form of health benefits and of reducing pollution waste. The sorting-out fruits that are just wasted can still be used as materials that have added value. In general, fruits contain glucose which is the basic ingredient in processing of bioethanol. Even though the quality has decreased, it still contains glucose which can then be fermented into bioethanol or organic fertilizer. Recently, the pharmaceutical and food and beverage industries require a large supply of bioethanol for further processing according to the industrial needs. Meanwhile, agricultural land is increasingly promoting organic farming. The objective of this activity is to produce new products from fruit waste into bioethanol and organic fertilizers that are useful for both the community and the government so that they can be used as the right solution to reduce environmental pollution and create new business opportunities. Bioethanol processing method uses Saccharomyces cerevisiae as a biocatalyst and uses an EM4 activator to produce organic fertilizers. This activity produces an output product in the form of bioethanol 46.78 % and organic fertilizer which contain 1% N.
